The dilemma of reforms in financing higher education in India

Higher education systems are increasingly starved of financial resources. India is not an exception. The recent trends in financing of higher education in India are indeed disturbing. Quite a few important proposals are being made in this context by national governments and international organizations. International experience will be of considerable importance in formulating new policies. In this paper a select few proposals are described, the national and international experience on the same is contrasted with each proposal, and the necessary lessons are drawn. It is shown that the suggestions that are being made for developing countries do not have empirical validity, if the practices of developed countries are taken to provide any guidance.

China in the Information Age: Telecommunications and the Dilemmas of Reform

From the Publisher: China's economic and social progress toward modernization is one of the defining features of the last quarter of the 20th century. The emergence of China coincides with another development of equally important international implications--the revolution in information and telecommunication technology. But how compatible are the new China and the information age? The Chinese Communist Party intends to embrace market-oriented economic development while maintaining centralized control over politics, culture, and public discourse. The contradictions and tensions of this goal are especially acute in telecommunication and information technology markets, where the rest of the world is moving rapidly toward liberalization and globalization. Will China's economic reforms allow it to join the information revolution, or will its unique political structure keep it insulated from the main currents of global economic development? This volume is the first detailed examination of how China's reform process is playing out in the realm of information and telecommunications.

Perceptions of Dilemmas of Reform: Remarks and Interpretations concerning a Study by the Vienna Institute for Human Sciences

In 1991, with the support of the Commission of the European Communities, the Institut fir die Wissenschaften vom Menschen (IWM-Institute for Human Sciences) launched an international project aimed at identifying the main problems confronting the reform of higher education and research in the post-communist nations of Central and Eastern Europe and strategies for addressing them. The project, guided by an international Expert Committee with Sir Ralf Dahrendorf as chairman, is meant to develop ideas salient to the reform process, to stimulate debate, and to try to enrich it with perspectives on higher education and research from the West. Beyond this, concrete strategies--'levers of change'-are developed and implemented to assist the process of reform. It is thus an element in the Institute's broader effort, started in 1982, to contribute to the intellectual reintegration of Europe. Some of the recommendations generated by the project have been incorporated into actions of the European Commission, in particular a major programme of cooperation with Central and Eastern European countries in science and technology that was initiated in 1992. Entitled Transformation of the National Higher Education and Research System of Central Europe, the project has several components, among them a series of national studies analysing opinions and perceptions existing in the societies themselves about the problem of reforming higher education and research. These studies, designed and coordinated by Stefan Amsterdamski, were undertaken in 1992. Professor Amsterdamski also prepared the Summary of Remarks on these studies which is given in full below [1], preceded by a preface by Sir Ralf Dahrendorf. Following the Summary is a set of Brief Interpretive Comments on the studies prepared by Professor Amsterdamski and Aaron Rhodes.

Harvesting change: labor and agrarian reform in Nicaragua, 1979-1990

One of the principal aims of the Sandinista government in Nicaragua was to end the exploitation of the rural poor. But its attempts to promote balanced economic development and redistribute agricultural resources created labor shortages that threatened the country's economic lifeline. New employment opportunities created through agrarian reform upset the delicate balance developed in pre-revolution years to meet the labor requirements of Nicaragua's two key crops, cotton and coffee. Laura Enriquez studied this problem extensively while working in Nicaragua between 1982 and 1989, and in Harvesting Change she provides a unique analysis of the dilemmas of reform in an agrarian society. Enriquez describes the traditional labor relations of Nicaragua's agroexport production and outlines their breakdown as agrarian reform advanced. She also assesses the alternatives adopted by the Sandinista government as it attempted to address the crisis. Her book is based on participant observation and on formal and informal interviews with a broad cross section of people involved in agricultural production, including officials involved in agrarian reform, planning, and labor; producers; workers; and representatives from associations of growers, workers, and peasants. By presenting agrarian reform in its broad social context, Enriquez makes and important contribution to our understanding of the problems associated with the transition to socialism in the Third World.
