The article analyzes the theoretical aspects of the development of cultural law in the corporate behavior of students and teachers. The conducted research shows the authors that without cultural heritage it is impossible to solve the problems of education, socialization of youth. The significance of this study lies in the fact that the subjects of cultural freedom as an educational function of the student and teacher are the formation of a personality in teaching creative activity, the development of creative abilities, the analysis of the socio-cultural needs of citizens as a general phenomenon, primarily taking into account the requirements of the scientific and educational community. The purpose of the article is to consider the right to education as an integral component of the essence of cultural rights, a comprehensive study of the cultural rights of students and teachers, to determine the ratio of teaching freedom and academic freedom. The scientific article is designed to ensure and implement general human rights as principles of state policy in the field of education. The relevance of the presented article is due to the cultural rights and freedoms of students, the role of a university teacher as an educator, his relationship with the student body, increasing intellectual potential, the need to apply professional qualifications and the possibility of evaluation. Educational impact with high demands on the fulfillment of student tasks and respect for the personal dignity of the student, giving several reasons about an effective educational tool determines the specifics of the article. The authors put forward proposals for improvement by clarifying the cultural rights of subjects of the educational process. The results of the study can be used in the goal-setting of cultural rights and freedoms of subjects in the field of education and in the design of normative legal acts in the field of education and human rights.
