Public management in the conditions of European integration and globalization: challenges and prospects

The article reveals the peculiarities of the development of public management in Ukraine in the conditions of European integration and globalization. It has been established that public management is a complex and multifaceted entity as an object of scientific knowledge, the basis of which is a concept based on the close relationship between politics and law, management and power, the political system and society in general, as well as the interaction of society with various elements of social systems. It is noted that there is No. stable, comprehensive and universally recognized formulation of public management in the literature. The definition of public management is approached rather from the standpoint of the actual content of the activity or the forms it can take. It was revealed that the main characteristics of the public management system in each state depend on the state structure, political regime and political culture, functioning of political institutions, electoral system, relations between politicians and civil servants, between authorities and institutions of civil society. It was established that the processes of globalization and integration are especially relevant for the development of the modern period of public management. It is emphasized that an important problem for the domestic management system is the search for effective concepts of public management and their implementation in the modern state-building practice.This issue becomes particularly relevant in view of the fact that, having ratified the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other hand, Ukraine has defined the state policy as such, aimed at bringing the standard of living of Ukrainian citizens closer to European standards, instilling European values in all spheres of functioning of the Ukrainian state and society. It was concluded that European integration and globalization make their own corrections in state management, and now the focus is on ensuring the effective work of public management in the face of European integration and globalization challenges. One of the main options for the effectiveness of public management in those conditions is the full consolidation of efforts and mutual understanding at all its levels, which is now extremely important, the establishment of close cooperation with society.

Leadership Competency Development in Public Management: Key Factors for Successful Government

Patterns and trends in research on external public debt management

This study undertakes a comprehensive bibliometric analysis of publications pertaining to the external public debt management system. The paper aims to study the evolution of scholarly discourse surrounding the external public debt management domain, highlighting contributions, methodologies, and collaborative networks within the field. The methodology encompasses a multivariate approach, incorporating extensive searches across the three major scientometric databases: Google Scholar (PoP), Scopus (in-built Scopus tools, SciVal), and Web of Science (in-built WoS instruments). The bibliometric analysis extends to contextual, evolutionary, and spatial dimensions, allowing for a comprehensive understanding of the identified clusters. The ensuing clusters serve as a roadmap, categorizing publications based on their contextual relevance, evolutionary trajectory, and spatial focus, which enhances the identification of key works in the field, facilitating a nuanced understanding of the current state of external public debt management research. The synthesis of findings from the content-contextual block emphasizes a primary orientation toward understanding the dynamic interplay between external public debt management and economic development. Furthermore, the contextual-temporal block identifies four distinct stages in the evolution of research focus, highlighting the shifting emphasis over time. A discernible pattern of heightened research activity in external public debt management across various countries in recent decades is revealed through spatiotemporal analysis. The interdisciplinary nature of this field is underscored by the dominance of economics, econometrics, finance, business, management, and accounting in dedicated research.

The article examines the concepts of "management", "public", "public management" through the prism of their characteristics, as well as the process of establishment and development of public management in Ukraine. An important place in such management is occupied by government and politics. The representation of the interests of various groups of persons is transformed into the representation of public interests. The people delegate authority to the state to regulate processes in various spheres of life. This is how management activity is formed, which scales with the development of social relations, acquires new features and becomes a specialized activity. The acquisition of independence by Ukraine was an important impetus for the birth and development of public administration on the territory of our state. 1991 was a turning point for the entire nation and for each of us in particular. The institution of the state acquires a new meaning. Attempts and failures, contradictions and reforms - the path to the new is not easy, but persistent and destined for success. Civil service is an extremely important area in the establishment and development of public management activity. Proper personnel training, organizational and legal foundations in work have become a strategic vector for the development of public management. The Laws of Ukraine "On Civil Service", "On Prevention of Corruption" defined the principles, legal and organizational principles of ensuring a public, professional, politically impartial, effective, citizen-oriented public service that functions in the interests of the state and society, and the functioning of the corruption prevention system in Ukraine , the content and procedure for applying preventive anti-corruption mechanisms, rules for eliminating the consequences of corruption offenses.

Применение цифровых технологий в сфере государственного управления на федеральном уровне и направления их совершенствования

The subject of the study is digital technologies used at the federal level in the field of public administration. The purpose of the work is to establish the importance of the use of digital technologies through the prism of the evolution of models of public (municipal) management — from "electronic democracy" to "digital government". It is postulated that the Russian Federation, like other developed countries, is currently at the stage of transition to the next stage of development of public management – the GovTech (Government Technology) model of government. However, it was determined that due to the limited use of the arsenal of digital tools and technologies within its framework, the process of such a transition may last indefinitely due to cyclization on one digital instrument of digital transformation of public administration - state digital platforms that do not involve the full range of GovTech technologies. It is established that, despite the use of artificial intelligence, blockchain, Internet of things and other "end-to-end" technologies in public management in domestic practice, they may not be enough to ensure a full-fledged transition of the Russian Federation to the GovTech-government model, and there is a need to review and improve the mechanism for evaluating the effectiveness and effectiveness of the results of experimental testing of the implementation such technologies and subsequently in the development of a new direction of public management – state management of digital technology experiments.

Organizing States: The continuing relevance of formal organization within political administration

In this paper, we argue for the continuing relevance of formal organization. We do so by examining contemporary challenges to ‘formality’ in one particular sphere of organizational existence: that of political administration. We deploy the latter term to refer to those formal organizational activities involving the constitution, maintenance, projection and regulation of governmental authority. Political administration, we argue, maintains its distinctive character because of the singularity of its purpose or ‘core task’ – namely, the activity of governing in an official capacity through and on behalf of a state. We begin by outlining how formality has regularly been opposed to substance in the social sciences, and how this has led to a series of unfortunate misunderstandings concerning the status of ‘formal organization’. We then turn to show what it means to serve a state in a formal capacity. Here the concept of office is of crucial import and we seek to indicate its key components and their relation to classical organizational theorizing concerning formal organization. Having established the centrality of office to the organizational conduct of the work of the state, we proceed to examine two different but linked developments in politics and public management that have compromised or undermined formal official conduct in political administration and highlight the organizational, political and ethical problems they raise. These problems are not inconsequential but rather go to the heart of debates concerning intense political partisanship and radical scepticism towards public institutions. In taking this route, the paper makes two overall contributions. First, against the ongoing problematization of formality within organizational theorizing, we seek to revive the relevance of classical conceptions of formal organization for organization theory as a practical science. Second, we argue that formal organization within state, government and political administration remains practically crucial to navigating the ‘extreme circumstances’ that confront us in the here and now in what has been termed the ‘New Era of Tragedy’.

Financial literacy as a factor of ensuring fiscal sustainability, efficiency of public finance management and financial market development

The article examines the current state of the level of financial literacy of the population in Russia, as well as the main trends in the development of financial literacy in the context of ensuring fiscal sustainability, the effectiveness of public finance management, and the development of the financial market. The mechanism of increasing financial literacy of the population is analyzed. It is shown that financial literacy of the population is directly related to financial education, financial culture, financial behavior and financial activity of the population. Reasonable conclusions are made that measures to introduce the Concept of improving financial and budgetary literacy of the population through the implementation of proactive budgeting practices approved by the Ministry of Finance of the Russian Federation at the end of 2022 will contribute to improving the level of financial (including budgetary) literacy and financial culture that affect the provision of fiscal sustainability, the effectiveness of public finance management, and the development of the financial market. and the new Strategy for Improving Financial Literacy and Financial Culture in the Russian Federation until 2030, the draft of which is currently being considered by the main participants of the Strategy for Improving Financial Literacy in the Russian Federation for the period 2017–2023.

Pathogenicity of novel hantavirus isolate and antigenicity and immunogenicity of novel strain-based inactivated vaccine

BackgroundHantaan virus (HTNV, Orthohantavirus hantanensae species, Hantaviridae family) is the main etiological agent responsible for hemorrhagic fever with renal syndrome (HFRS). The novel HTNV may pose a potential danger to the control and prevention of HFRS in China, which highlights the importance of vaccine development in public health management. In previous studies, our laboratory discovered and successfully isolated a new HTNV strain, HV004 strain, from Apodemus agrarius captured in an epidemic area in Hubei, China. MethodsAn initial biological and pathogenicity characterization of HTNV 76–118 (standard train), HV114 strain (a clinical isolate from Hubei province in 1986), and the novel isolate HV004 strain from the epidemic areas of Hubei province were performed in susceptible cells and in vivo. An experimental HV004 strain inactivated vaccine was prepared, and its corresponding immunogenicity was analyzed in BALB/c mice. ResultsHV004 strain had a similar but higher pathogenicity than HTNV 76–118 and HV114 in suckling mice. A subcutaneous vaccination (s.c.) with the inactivated HTNV vaccine adjuvanted with aluminum, followed by a challenge intraperitoneally with 106 FFU/ml HTNV, afforded full protection against an HTNV challenge. All immunized mice in every group elicited serum neutralizing antibodies with increasing dosages, which may protect mice from HTNV infection. A dose-dependent stimulation index of splenocytes was also observed in immunized mice. The percentage of IFN-γ-producing CD3+CD8+ T cells was significantly higher in the spleens of immunized mice than in those of control mice. ConclusionsThese findings suggest that the inactivated HTNV vaccine may stimulate mice to produce high levels of antibodies with neutralization activity and elicit specific anti-HTNV humoral and cellular immune responses in BALB/c mice against the prevalent strain of HTNV in south central China.

AbstractThe Bois Marchand Cemetery in Mauritius was established in 1867 in response to the massive death toll exerted by a disastrous malaria epidemic that swept the island between 1866 and 1868. As all the aspects of Mauritian society are represented in the cemetery’s necrogeography, the still-active burial ground offers an ideal setting to examine life and death during the Indenture Period of the island’s history. This article examines the development, organization, environmental factors, and ecological aspects of this vast burial ground in view of the development of public health care and management.

Examining Corporate Crisis Public Relations Practices in Sport Star Crisis Events from the Perspective of Positive Public Relations

Positive psychology is an emerging current of thought in contemporary psychology. The extension of related viewpoints and concepts from positive psychology into public relations research can facilitate a "qualitative" leap for corporations in crisis handling, communication, image reshaping, and trust rebuilding in the field of crisis public relations. This paper adopts a positive public relations perspective to analyze the "Liu Xiang incidents in 2008 and 2012" as case studies, exploring corporate crisis public relations practices in sports star crisis events. This research bears significant practical implications for strengthening corporate public relations crisis management and future development.

Spatial pattern assessment of dengue fever risk in subtropical urban environments: The case of Hong Kong

Dengue fever, a mosquito-borne fatal disease, brings a huge health burden in tropical regions. With global warming, rapid urbanization and the expansion of mosquitoes, dengue fever is expected to spread to many subtropical regions, leading to increased potential health risks on local populations. So far, limited studies assessed the dengue fever risk spatially for subtropical non-endemic regions hindering the development of related public health management. Therefore, we proposed a spatial hazard-exposure-vulnerability assessment framework for mapping the dengue fever risk in Hong Kong. Firstly, the spatial distribution of the habitat suitability for Aedes albopictus, the mosquito proxy for the dengue fever hazard, was predicted using a species distribution model (e.g., MaxEnt) relying on a list of variables related to local climate, urban morphology, and landscape metrics. Secondly, the spatial autocorrelation between high dengue hazard and high human population exposure in urban areas was measured. Finally, the dengue fever risk was assessed at community scale by integrating the results of vulnerability analysis basing on census data. This approach allowed the identification of 17 high-risk spots within Hong Kong. The landscape metrics about land utilities and vegetations, and urban morphological characteristics are the influential factors on the spatial distribution of dengue vector. In addition, the underlying factors behind each hot spot were investigated, and specific suggestions for dengue prevention were proposed accordingly. The findings provide a useful reference for developing local dengue fever risk prevention measures, with the proposed method easily exportable to other high-density cities within subtropical Asia and elsewhere.

DEVELOPMENT MODEL ON BUDDHIST BASED PUBLIC WELFARE MANAGEMENT OF THE THAI SANGHA

The purposes of this dissertation were 1) to study the components of development of Buddhist based public welfare management of the Thai Sangha, 2) to develop a model on Buddhist based public welfare management of the Thai Sangha, and 3) to propose the model on Buddhist based public welfare management of the Thai Sangha. Multiphase mixed methods research was designed by using quantitative methods to extend qualitative results. It was divided into 3 phases. Phase 1 qualitative research, the key informant was qualified person in public welfare management and were selected by purposive sampling of 10 key informants. Research tool was interview form and data was analyzed by using analytic induction. Phase 2 was a qualitative research, focus group discussion by experts who were academics in the field of public welfare management using purposive sampling of 9 experts, data were analyzed by content analysis. Phase 3 was quantitative research by using a questionnaire to validate a model on Buddhist based public welfare management of the Thai Sangha. The sample group was determined by using a sample size of 15 samples per 1 number of path showing the relationship between the variables in the model of all 29 paths. Therefore, the appropriate sample size should be 435 samples. Data were analyzed by using descriptive statistics, Pearson's Correlation Coefficient and analyzed to validate the model with the empirical data, and analyzed the direct and indirect effects with the LISREL program. Results were shown as follows: 1. The components of development of Buddhist based public welfare management of the Thai Sangha consisted of 3 components: 1) development of public welfare management, namely welfare, support, development, integration, 2) Buddhist principles (Sangahavatthu IV), namely Obom-Aree (Dana), Vachi Phairoh (Piyavaja), community welfare (Attacariya), self-sufficiency (Samanattata), and 3) Buddhist based public welfare management of the Thai Sangha, namely creating knowledge of love and unity, cultivate faith, connecting the mind of the monks with the community, and develop a network of volunteers. 2. A developed model on Buddhist based public welfare management of the Thai Sangha has shown important factors and causal relationships, and the results that will lead to Buddhist based public welfare management of the Thai Sangha consisted of 1) development on public welfare management, 2) Buddhist principles (Sangahavatthu IV), 3) Buddhist based public welfare management of the Thai Sangha. Results of assessment showed that there were possible, accurate and appropriate. 3. The model on Buddhist based public welfare management of the Thai Sangha was proposed as a causal relationship model that fit with the empirical data (Chi-square = 37.18, df = 25, p = .055, GFI = .986, AGFI = .956, RMR = .034). Accounting for the variations in development on Buddhist based public welfare management of the Thai Sangha was 95.20 percent, and it indicated that development on public welfare management can promote Buddhist based public welfare management of the Thai Sangha by having Buddhist principles (Sangahavatthu IV) as a mediator in the model on Buddhist based public welfare management of the Thai Sangha, and PBD Model was proposed as knowledge from research.

Optimization Method for Sustainable Development of Smart City Public Management Based on Big Data Analysis

With the acceleration of the urbanization process, the traditional urban management has become increasingly unable to meet the needs of urban management and development. At the same time, with the rapid development of artificial intelligence (AI) and big data (BD), the use of AI and BD to analyze cities has been gradually emerging. Therefore, this paper used AI and BD to study the optimization method of sustainable development of smart city public management. The research showed that the respondents in N, Z, and S cities were 60.67%, 60.07%, and 60.31% satisfied with the handling of events by urban public management subjects, respectively. The experts' evaluation scores on the feasibility and effectiveness of urban public management optimization strategies were 88.79 and 92.82, respectively. The public's satisfaction with the smart city public management subject's handling of events was still not high enough. The optimization strategy for sustainable development of smart city public management proposed in this paper with BD had certain practical value.

Implementation Of Public Relations Management Development At Boarding Schools In The Smart Society 5.0 Era

This study aims to describe the implementation and development of public relations management at the Zainul Hasan Genggong Islamic Boarding School in the era of smart society 5.0. The research method used is a case study. Which is located at Zainul Hasan Genggong Pajarakan Islamic Boarding School, Probolinggo. This study uses descriptive qualitative research, with its research methods, namely interviews, documentation, and observation. The results of the study show that public relations management at Zainul Hasan Genggong Islamic Boarding School is very influential. with a good management system in the form of planning, implementation, and evaluation. All programs can run as intended. The Public Relations Management of Zainul Hasan Genggong Islamic Boarding School has been kept up to date, which has also utilized information and communication technology, including the Web, Instagram, Twitter, Facebook, YouTube, and even TikTok. So that the management of public relations is very effective both in the implementation and the results obtained. Although several challenges and obstacles must be faced, all of them can be overcome with a good public relations management system to achieve a better image. Performance Art Video Action Management Oriented to 6G Wireless Transmission Technology

With the development of 5G communication networks, the development prospects, capability requirements and key technologies of the next-generation communication system 6G have become new hotspots. This article expands the coverage of the communication system through 6G, realizes the wireless transmission technology, builds the ideal of an intelligent mobile society everywhere, and analyzes the development trend of 6G technology, the challenges it faces, and the possible wireless transmission technology. Wireless transmission technology is widely used in various fields of production and life. Its various technical requirements and terminal energy limitations restrict the application and development of communications. This article focuses on the high-efficiency optimization scheme that combines 6G wireless transmission technology to improve the utilization efficiency of network resources. In addition, this thesis also discusses video action management in public performance art. Based on public performance art, the research on video action recognition can be summarized into three levels from simple to complex according to the content of the action, namely mobile vision, action vision and action vision. Video action vision is currently being studied. In the recognition process, most of the action frame information in the video is repetitive or has a low correlation with action recognition, which not only increases the complexity of calculation, but also affects the accuracy of action recognition. In the process of feature selection and understanding, the main methods include characterization fusion and research based on gesture features. Based on the introduction of 6G wireless transmission technology, this article introduces the technological development of 6G network, which promotes the rapid development of public performance art video action management.

What Do MBA Program in Southeast Asia Scholars Propose for Future COVID-19 Research in Academic Publications? A Topic Analysis Based on Autoencoder.

To analyze the directions for future research suggested and to project future research plans, we extract relevant text from these publications with respect to COVID-19-related research based on 54,136 relevant academic journals published from the initial outbreak of COVID-19 in January 2020 until December 2020. First, we extract and preprocess the corpus and then determine that, according to the Elbow method, the optimal number of clusters is 7. Then, we construct a text clustering model based on an autoencoder, with the support of an artificial neural network. Distance measurements, such as correlation, cosine, Braycurtis, and Jaccard are compared, and the clustering results are evaluated with normal mutual information. The results show that cosine similarity has the best effect on clustering of COVID-19-related documents. A topic model analysis shows that the directions of future research can mainly be grouped into the following seven categories: infectivity testing, genome analysis, vaccine testing, diagnosis and infection characteristics, pandemic management, nursing care, and clinical testing. Among them, the topics of pandemic management, diagnosis and infection characteristics, and clinical testing trended upward in proportion to future directions. The topic of vaccine testing remains steady over the observation window, whereas other topics (infectivity testing, genome analysis, and nursing care) slowly trended downward. Among all the topics, medical research comprises 80%, and about 20% of the topics are related to public management, government functions, and economic development. This study enriches our scientific understanding of COVID-19 and helps us to effectively predict future scientific research output on COVID-19.

Leadership, management and organisational implications for public service employee well-being and performance

Orientation: With the significant changes in the organisational context and the nature of work, greater focus on employee well-being is central to the quality of work life (QWL) and effective organisations.Research purpose: This article examines the complex and dynamic interplay between the multidimensional affective, behavioural, relational and socio-cultural dimensions in mediating employee well-being and organisational performance in a transforming South African provincial government.Motivation for the study: Theoretical models and public reforms have focused on the formal, transactional and technical aspects in understanding organisational performance and employee well-being, with less attention given to the behavioural, socio-cultural and interpersonal dimensions.Research approach/design and method: This qualitative study in two provincial government departments with 43 public servants (rank levels 6–15) applied the integral theory-based, four-quadrant model. The Dynamic Inquiry (DI) interview method and inductive thematic analytical processes were used. The Management Performance Assessment Tool (MPAT) assessment reports of the two departments were analysed.Main findings: The four dominant themes that emerged from this study – social exclusion, leadership behaviours, public service orientation and governance – display complex patterns and relationships related to well-being and performance. Among these are the negative effects of power and bureaucratic cultures; hierarchical, command and control governance systems and dissonant leadership behaviours.Practical/managerial implications: The results have public policy and practice implications for public governance, management and leadership development, organisational design and culture, and performance management.Contribution/value-add: By applying an integrated research approach, multiple determinants of well-being and their intermediation were elucidated. The findings offer epistemological and methodological implications for human resource management (HRM) scholarship.

DEVELOPMENT OF PUBLIC MANAGEMENT OF FINANCIAL AND ECONOMIC SECURITY IN MODERN CONDITIONS

The main purpose of the article is to form the main stages in the development of public management of financial and economic security in modern conditions. For this, the main scientific task of the article is to model the formation and implementation of the stages of development of public management of financial and economic security in modern conditions. The object of research in the article is the system of public management of financial and economic security. The methodology used in the article is to apply a functional modeling using the econometric method. The results obtained as a result of the study in the article are in the formation of a model for the development of public management of financial and economic security in modern conditions, which, unlike the existing ones, provides for the characterization of the key stages of this process. The scientific novelty should be considered the application of a methodological approach to ensure financial and economic security in the system of development of public administration. The study is limited by not taking into account all aspects of the main components of financial and economic security. Further research should be devoted to the analysis of international experience in the development of public management of financial and economic security in modern conditions.
