HKUST−1 loaded Ag/TiO2 nanoparticles/graphene oxide composites modified sensor for sensitive detection of nicotine in electronic cigarette liquids

Electronic cigarettes (e-cigarette) have become more and more popular among young smokers in recent years. Nicotine, the main addictive component in cigarettes, is widely present in many e-cigarette. Assessing levels of nicotine is critical to the health of consumers and the development of tobacco industry. Herein, a novel electrochemical sensor based on Ag/TiO2 nanoparticles, metal–organic frameworks (MOFs) and graphene oxide (dual−NPs@HKUST−1/GO) nanocomposite was prepared for the rapid detection of nicotine in e-cigarette. The composites were characterized by scanning electron microscopy, X-ray diffraction, Raman spectroscopy and Fourier transform infrared spectroscopy, respectively. The results showed that the successfully synthesized composites have an average size of (20 ± 5) μm and excellent characterization properties. Under optimized conditions, the peak current response of nicotine with the differential pulse voltammetry showed a linear relationship in the range of 0.025–300 μM with a detection limit of 0.0145 μM. This newly developed dual−NPs@HKUST−1/GO-based sensor exhibited excellent selectivity, sensitivity and reproducibility for the accurate detection of nicotine. In addition, it also has excellent performance in detecting nicotine in actual e-cigarette refill liquids. The recoveries ranged from 88.6 % to 101.8 % in e-cigarette refill liquids, indicating good detection performance. This method provides a new concept for the detection of nicotine in the tobacco industry and clinical fields.

Research on Innovation Performance of VR and Tobacco Industrial Cluster Based on Structural Equation Model

As a traditional industry, the tobacco industry is an important part of the national economy and has an important position in meeting social consumption demand and increasing national and local fiscal revenue. And VR industry, as an emerging industrial economy, can effectively empower the development of tobacco industry. To further promote the development of VR and tobacco industry clusters and optimize the industrial structure, this paper constructs a conceptual model of the factors influencing the innovation performance of VR and tobacco industry clusters from a social network perspective based on the triple helix theory. Structural equation method and data of relevant companies of VR and tobacco industry in Nanchang is used to study the influencing factors of their innovation performance, and further examines the influence mechanism of R&D investment, government behavior and cluster atmosphere on innovation performance of these two industrial clusters. The results show that R&D investment, government behavior and cluster atmosphere have positive effects on innovation performance of Nanchang VR and tobacco industry cluster. The conclusions of this paper enrich the influencing factors of cluster innovation performance and expand the scope of innovation performance theory in the context of VR and tobacco industrial cluster.

The Spatial Correlation Effect of Hunan Green Finance Efficiency and the Green and Low-consumption Development of Tobacco Industry Based on Social Network Analysis

The efficiency of green finance for promoting the upgrading of regional industrial structure shows a correlation effect. In this paper, 14 cities and prefectures in Hunan, China, are taken as regional cases, and relevant data from 2010 to 2017 are analyzed. The three-stage DEA model, modified gravity model, and social network analysis are employed to measure the efficiency of Hunan green finance in promoting the energy saving and emission reduction of tobacco industry, industrial upgrading and its spatial network relationship. The results show that Changsha, Hengyang, Zhangjiajie, Loudi, and other cities and prefectures have high efficiency, while other cities and prefectures have relatively low efficiency. Clear spatial agglomerations exist between cities and states, depicting a complex spatial network structure. Their spatial network connections have increased, and agglomerations are closely linked, forming four major sections: “two-way overflow”, “net overflow”, “net income”, and “broker”. Cities and states with these four major sectors have played different roles in the spatial network, demonstrating their respective roles and orientations. This suggests that when inter-regional governments formulate green finance policies for promoting the upgrading of the industrial structure, they are supposed to not only concentrate on coordinated advancement, but they should also adjust measures to local conditions. Tobacco industry should also actively implement the concept of green development, pay close attention to equipment energy-saving technological transformation, and improve energy management through lean management.

Push/Pull Factors, Networks and Rural Labor Migration: Based on the Survey Data of Rural Labor Force in Tobacco Enterprises

Objectives: The “push-pull theory” analyzes the dynamic mechanism of the cross-border flow of labor force, and explains that the flow of labor force between countries is generated by the combined action of “push” and “pull”. Tobacco has always been an important cash crop in China, providing a lot of financial support for the rapid development of China’s economy. Tobacco production is the premise of the development of tobacco industry. The shortage of tobacco planting labor force and the decline of quality restrict the tobacco production and the development of the tobacco industry. Based on the “push-pull theory”, the researcher focuses on the survey data of the rural labor force of a specific Labor Cooperation Company. This paper clarified the current situation and transfer characteristics of rural labor force in tobacco areas, discussed the impact of labor force transfer on flue-cured tobacco production, and put forward the strategies to solve the dilemma of rural labor force transfer in tobacco areas.Therefore, the suggestion of taking the city as the center and form a network of migrant workers to enhance the sense of belonging of them is proposed.

Initiative Cooperation: Exploring a New Intergovernmental Model for Dealing with Risk of Tobacco Monopoly Administrative Law Enforcement

Objective: The risk of administrative law enforcement is slowly being exposed to the public. The law enforcement of tobacco monopoly administration plays an important role in maintaining the stability of tobacco market and promoting the benign development of tobacco industry. However, due to the combination of subjective and objective factors, there are many risks in the process of tobacco monopoly law enforcement, which seriously affect the effectiveness of tobacco monopoly law enforcement. In risk society, risk has the characteristics of fluidity and cross-region, which increases the difficulty of administrative law enforcement among local governments. The purpose of this paper is to explore a new model to deal with the risk of local government enforcement against tobacco monopoly administration. Methods: The research adopted the field survey method, 75 local officials were interviewed, including 68 effective interviews and 7 invalid interviews, then analyzed the manifestations of passive cooperation through multiple cases. Results: We found that when risk of tobacco monopoly administrative law enforcement occur frequently, local intergovernmental still choose not to cooperate or cooperate passively at the request of the central government. By analyzing the forms of passive cooperation, we established an analytical framework of initiative cooperation and worked out three elements of initiative cooperation: trust, consensus and tacit understanding. Conclusion: Initiative cooperation is the highest form of cooperation and the best choice for local intergovernmental to deal with risk of tobacco monopoly administrative law enforcement.

Theoretical Basis and Level Evaluation of Tobacco Planting and Green Agriculture: a Case Study in Henan Province, China

Objectives: As an important and traditional cash crop, tobacco plays an important role in promoting economic development. With the attention of the government, scholars and people from all walks of life to environmental protection, modern agriculture needs to be transformed. Under the current multiple pressures of resources, market, economy and other factors, how to find a high-efficiency, product safety, resource saving, environment-friendly agricultural modernization road is very important for the development of modern agriculture. Of course, tobacco planting is no exception. In view of this, this paper took China’ s Henan Province as an example to study its agricultural green development level and influenced factors from two angles at home and abroad. The results were showed as follows. Firstly, the green development of agriculture in Henan Province was still at the lower middle level in China. Secondly, there were some problems in the green development of agriculture in China’ s Henan Province. Finally, the green development of agriculture in Henan Province needs to promote the construction of laws and regulations and supervision system, increase the investment in agricultural human capital, accelerate the innovation of agricultural green science and technology, optimize industrial development and strengthen infrastructure construction according to local conditions. Further, based on the development experience of green agriculture, on the one hand, it can provide a good green agricultural production environment for the development of tobacco industry. On the other hand, it is conducive to inspire and promote the transformation and development of all links of tobacco planting, threshing and redrying, cigarette manufacturing, monopoly circulation and retail circulation, highlighting the characteristics of greening, technology, economy, health and safety.

Coordination Between Tobacco Resource Development and Regional Economy

Objectives: This paper studies the relationship between the development of tobacco resources and the coordination of regional economy under the background of tobacco monopoly. Methods: This paper takes the institutional change theory as the theoretical fulcrum and the cost-benefit analysis as the main line, the correlation between regional economy and the development of tobacco industry is compared. This paper expounds the evolution history and institutional characteristics of China's tobacco monopoly system, and analyzes the changes of production, supply and marketing relationship, institutional characteristics and benefit distribution of the tobacco industry in each period. After the theoretical and empirical analysis of the costs and benefits of China's tobacco monopoly system, this paper studies the role of tobacco resource development in promoting regional economy by comparing the costs and benefits of radical and gradual reform. Results: On the premise of retaining tobacco monopoly, we should take the separation of government and enterprises and the reform of tobacco fiscal and tax system as the breakthrough. This can change the tobacco industry from administrative monopoly to economic monopoly and form tobacco trust. The linkage mechanism of "tax, profit and price" should be established to protect the interests of tobacco farmers. A tobacco auction center shall be established and a third-party tobacco rating agency shall be guided. Conclusion: The net income of the new system is higher than that of the old system. The healthy development of tobacco industry can promote regional economy.

Countermeasures for Tobacco Industrial Cluster Development

Nowadays, the deepening globalization of the world economy promotes the economic development to present more and more obvious regionalization characteristics, and industrial clusters are increasingly becoming an important source for a country or region to achieve competitive advantages. China is the largest tobacco country in the world, and the tobacco industry is the largest source of tax revenue in China, which has made outstanding contributions to the national financial accumulation. After joining the World Trade Organization (WTO) and signing the Framework Convention on Tobacco Con trol (FCTC) o f the World Health Organization (WHO), the competition in the domestic and foreign tobacco markets has become increasingly fierce, and more attention to health issues has put forward higher requirements for the development of China's tobacco industry. Therefore, the Chinese tobacco industry urgently needs to use industrial clusters to form economies of scale and enhance market competitiveness. Overall, the development level of China's tobacco industry is not high. Due to some existing problems that restrict the development of tobacco industry clusters, some measures must be taken to enhance the competitiveness of China's tobacco industry clusters in the world economy, such as strengthening o verall coordination and planning guidance , guiding industries from agglomeration to cluster development, actively supporting related industries, and vigorously enhancing innovation ability. Therefore, it is necessary to find out the breakthrough point of the development of tobacco industry clusters, select the appropriate industrial clusters to focus on cultivating, strengthening the leading role, supplementing the chain and clustering, and guide and promote the healthy growth of tobacco industry clusters, so as to stimulate the growth of the national economy.

The “Surge Phenomenon” of Macro Economy in Developing Countries from the Perspective of Tobacco Economy

Objectives: Starting from the tobacco economy, this paper studies the “surge phenomenon” of macro-economy in developing countries. Methods: This paper studies the impact of tobacco industry on Anhui economy by using the relevant theories of industrial economics, econometrics and regulatory economics, combined with the actual situation of tobacco industry. Based on the analysis of the overall development of tobacco industry, this paper empirically analyzes the relationship between tobacco industry and Anhui economic growth. This paper combs the relevant literature of the existing research results of this theory. Combined with the special fact that government investment accounts for a large proportion in China’s current economic construction, this paper redefines the hypothesis of the investor in the theory of principles. On this basis, the expected equilibrium results of enterprise investment decision-making under government led and market led modes are compared and analyzed by using incomplete information static game model. Results: When the output value of tobacco industry increases by 1%, it will drive the GDP to increase by 0.373%. Secondly, by comparing the economic benefits of tobacco with the social costs of tobacco, it is found that with the economic development, the social costs caused by tobacco increase year by year, but the economic benefits are slightly greater than the social costs. The difference between the two is also increasing year by year. Conclusion: In the context of tobacco control, we should fully consider the advantages and disadvantages of developing the tobacco industry. Under the excessive intervention of the government, the manifestation of the surge phenomenon is more intense, and the final consequence of overcapacity is more serious than that under the market-oriented mode..

Logistics Management of Tobacco Enterprises Under Supply Chain System

Objectives: This paper studies the logistics management of tobacco enterprises under the supply chain system. Using the knowledge and theory of supply chain management and logistics, this paper studies the method of constructing supply chain and promotes the reform of tobacco industry and the development of logistics construction. Methods: This paper makes a systematic and comprehensive research by using JIT method. Based on reality and overall situation, make a comprehensive and systematic strategic plan for the development of tobacco industry. This paper analyzes the current situation of tobacco supply chain management, and puts forward the countermeasures to solve the current situation of tobacco supply chain. Results: Tobacco logistics and supply chain management in China has just started, is still in the exploratory stage, and there are still many imperfections and areas that need to be improved. Although many tobacco enterprises have initially built cigarette logistics centers with Municipal Bureau companies as the main body, the information construction has also reached a certain level. Overall, the integration of resources between industrial and commercial enterprises is far from enough. At present, only some provinces and cities have realized the logistics resource sharing of industrial and commercial enterprises in the same city, and the informatization has also reached a high level. The phenomenon of repeated logistics construction in the whole tobacco industry is still serious. Conclusion: In order to realize the integration of logistics resources in the whole industry and reduce the overall cost, tobacco companies should first strengthen the joint reorganization of the industry and establish large tobacco industry groups. Secondly, efforts should be made to realize the organizational structure adjustment and business process re-engineering of industrial enterprises. Thirdly, on the basis of the existing logistics level, establish a third-party logistics company across administrative regions to realize the informatization of the whole cycle of cigarette distribution..

HPC Processors Benchmarking Assessment for Global System Science Applications

The work undertaken in this paper was done in the Centre of Excellence for Global Systems Science (CoeGSS) – an interdisciplinary project funded by the European Commission. CoeGSS project provides a computer-aided decision support in the face of global challenges (e.g. development of energy, water and food supply systems, urbanisation processes and growth of the cities, pandemic control, etc.) and tries to bring together HPC and global systems science. This paper presents a proposition of GSS benchmark which evaluates HPC architectures with respect to GSS applications and seeks for the best HPC system for typical GSS software environments. The outcome of the analysis is defining a benchmark which represents the average GSS environment and its challenges in a good way: spread of smoking habits and development of tobacco industry, development of green cars market and global urbanisation processes. Results of the tests that have been run on a number of recently appeared HPC platforms allow comparing processors’ architectures with respect to different applications using execution times, TDPs3 and TCOs4 as the basic metrics for ranking HPC architectures. Finally, we believe that our analysis of the results conveys a valuable information to the broadened GSS audience which might help to determine the hardware demands for their specific applications, as well as to the HPC community which requires a mature benchmark set reflecting requirements and traits of the GSS applications. Our work can be considered as a step into direction of development of such mature benchmark.
