Quantifying the performance and compensation of secondary frequency regulation of pumped storage plants considering variable-speed operation

Aiming at the “net-zero carbon” target, a higher proportion of variable renewable energies (VREs) has been integrated into power grids, and pumped storage plants (PSPs) are crucial for guaranteeing the safe and stable operation of hybrid energy systems. As secondary frequency regulation (SFR) is related to the economic operation and the quality of auxiliary services provided by PSPs, it is critical to clarify its performance and compensation. Therefore, the corresponding quantitative evaluations of the SFR of pumped storage units (PSUs) are carried out in this paper. First, the performance of SFR is quantified based on the fuzzy analytic hierarchy process (FAHP). Considering the current situation in China’s electricity market, the average compensation of the PSP with each MW is determined to be 9.336 CNY per day, and a method for calculating the compensation of SFR is constructed. Then, taking a real Chinese PSP as an example, based on different wind power deviation signals, the quantitative evaluation of the compensation of SFR is conducted in accordance with the fixed-speed pumped storage units (FSPSUs) and the variable-speed pumped storage units (VSPSUs) in power priority and speed priority modes. The results show that the compensation of FSPSUs and VSPSUs (power priority mode and speed priority mode) is 10,900 CNY per day; 54,400 CNY per day; and 17,300 CNY per day. This paper could contribute to clarifying the compensation of SFR and providing technical support for the development of the auxiliary service market.

Climate services in Romania − an analysis of stakeholders’ perceptions and needs

In recent years, theclimate services markethas increased significantly, especially in the Western European countrieswhere they have become widely utilised in both the public and private sectors. In Romania, there is no specialised platform for those kinds of services, and the sector is in its beginnings. The current study is based on sociological research conducted as part of a national project aimed at increasing adaptive capacity to climate change. The purpose of the questionnaire that served as the study’s base was to collect information about the extent to which climate services are used by organisations, their perception of the benefits of using the services, the technical characteristics of the services, and the future needs of stakeholders. Such an analysis is necessary to comprehend the existing market situation in Romania and to be able to establish the circumstances essential for an effective improvement of climate services and products based on the co-development concept. The main outcomes of the survey conducted at the national level (324 respondents) confirm the early stage of the national climate service market as (i) only a small share (34 %) of respondents are users of climate products and services (mostly from agriculture, forestry, water resources management, biodiversity, energy sectors) and (ii) climate data and products are insufficiently tailored at sectoral level. Most representative identified stakeholder needs refer to: temporal (i.e., monthly, seasonal) and spatial resolution (i.e., local, regional) and types of tailored climate products (i.e., monthly/seasonal weather forecasts, spatio-temporal maps and analysis tool). The study identified premises further development of the climate service market in Romania (i.e., widespread interest in using climate products and services among the non-users, perceived societal benefits of climate products and services).

Location-Aware Deep Interaction Forest for Web Service QoS Prediction

With the rapid development of the web service market, the number of web services shows explosive growth. QoS is an important factor in the recommendation scene; how to accurately recommend a high-quality service for users among the massive number of web services has become a tough problem. Previous methods usually acquired feature interaction information by network structures like DNN to improve the QoS prediction accuracy, but this generates unnecessary computations. Aiming at addressing the above problem, inspired by the multigrained scanning mechanism in a deep forest, we propose a location-aware deep interaction forest approach for web service QoS prediction (LDIF). This approach offers the following innovations: The model fuses the location similarity of users and services as a latent feature representation of them. In addition, we designed a scanning interaction structure (SIS), which obtains multiple local feature combinations from the interaction between user and service features, uses interactive computing to extract feature interaction information, and concatenates the feature interaction information with original features, which aims to enhance the dimension of the features. Equipped with these, we compose a layer-by-layer cascade by using SIS to fuse low- and high-order feature interaction information, and the early-stop mechanism controls the cascade depth to avoid unnecessary computation. The experiments demonstrate that our model outperforms eight other state-of-the-art methods on MAE and RMSE common metrics on real public datasets.

Long-term care insurance facilitating integrated care: the "whole-person, full-responsibility" system in Qingdao City of China

Introduction: The ageing of China has brought the burden of long-term care, and some local areas started the piloting of long-term care insurance (LTCI). In response to its rapid ageing situation, Qingdao was the first city in China to establish LTCI, and it became a national pilot city in 2016. Qingdao has explored an integrated LTCI system, featuring "whole-person, full-responsibility", which promotes the integration of health and long-term care service delivery.
 Short description of practice change implemented: LTCI in Qingdao is financed through a variety of channels, including the reallocation of medical insurance funds, government financial subsidies and premiums. The scope of LTCI coverage is centred on people’s needs and facilitate the provision of integrated services, including medical care, nursing care, living care, functional maintenance and spiritual comfort services. It meets the complex care needs of people with long-term disabilities, reduces the use of hospital beds, and promotes the development of the care service market.
 Targeted population and stakeholders: The targeted population is the LTCI participants in Qingdao, especially the severely disabled and dementia population. Stakeholders include medical insurance agencies, medical institutions, long-term and elderly care facilities, families, etc.
 Timeline: Qingdao has been exploring the construction of LTCI since 2012, and in 2018 it introduced the concept of ""whole-person, full-responsibility"" as a new insurance model.
 Highlights: Qingdao has innovatively established a ""whole-person, full-responsibility"" integrated insurance model facilitating the combination of medical, ageing, nursing, rehabilitation and prevention services. The core is a person-centred, integrated approach to care needs, with the same designated care provider taking full responsibility for providing the integrated services.
 The care includes ""special care"", "" institutional care"", ""home care"" and ""ambulatory care"", covering longer-term hospitalization, institutional care and home care.
 People with dementia were also reimbursed for dementia care. In addition, the Dementia Prevention Fund has been established to promote the prevention of dementia.
 Sustainability and transfer-ability: The establishment of LTCI in Qingdao has effectively reduced the use of hospital beds, reduced the burden of medical insurance funds and promoted the development of the service market. It has been scaled up to the whole province of Shandong and became a national model for LCTI with potential of large scale duplication. But the scheme still faces funding pressure as its expansion of benefits.
 Conclusion: LTCI in Qingdao is based on the concept of ""whole-person, full-responsibility"", taking into account the care needs of people in a holistic manner, which addresses the care integration for long-term disabled and dementia population. It also promoted the development and capacity building of providers and reduced the burden of medical system, resulting in a win-win situation for all parties. It provided a model for China to explore the LTCI system and integrated care for the elderly.
 Discussion: To promote the sustainable development of Qingdao's LTCI system as well as the national LTCI system, issues should be considered in the next step including the sustainable fund raising through diversified channels, the supervision of service quality, training of professionals and workforce, and priority given to disability prevention.

Family Net Income, Input Factor Prices and Agriculture Services Selection Behavior of Maize Farmers

Scaling service operations is an effective way to promote modernization among small farmers. Exploring the factors influencing grain farmers’ choices in selecting services is essential to promote the strong development of the agricultural production service market and improve the efficiency of agricultural operations in China. Based on the 2019 data on corn farmers in the China Rural Revitalization Survey (CRRS) database, and using the Double-Hurdle Model, the factors influencing the service selection behavior of corn farmers are explored, and the research conclusions are as follows: (1) agricultural service prices have a negative impact on the demand for agricultural services, which varies from service to service; (2) labor prices do not influence the demand for any kind of service; (3) land circulation rents have a negative impact on the demand for agricultural services, which varies from service to service; (4) a high family net income can significantly prompt the adoption of agricultural services, which varies from service to service; (5) small-scale farmers are more sensitive to changes in service prices than large-scale farmers; (6) the four economic factors have no effect on the sowing service market. Based on the above conclusions, this paper puts forward suggestions such as improving the market price mechanism for agricultural production services, and increasing subsidies related to agricultural production services.

Current changes and strategical directions of modernization of oilfield services market

Relevance. Innovative-technological development of oilfield service business is associated with the need of vertically integrated companies (VINCs) in services, which are largely dependent on fluctuations in demand for hydrocarbon raw materials, so the model of strategic planning of innovative-technological development of oilfield service, taking into account the current realities, will be in wide demand. Purpose of the research – Justification of the need to implement the model of strategic planning in innovation and technological development in oilfield service companies based on the analysis of current problems and trends in the oilfield service market. Main results. The analysis of problems and trends in the oilfield services market proves that the growing demand for hydrocarbons is the key factor determining the market growth and forming the outstripping demand for geological exploration, drilling and geophysical support. Increasing sanctions pressure may reduce the volume of high-tech service operations due to the withdrawal of multinationals from the Russian market, which may lead to stagnation of the oilfield services market and cause risks of lower oil and gas production levels. The pandemic-related drop in oil quotations on world stock exchanges has caused an increase in competition in both the Russian and global oilfield services markets, where two opposite trends have manifested themselves: on the one hand, there is a decline in demand for these services, while on the other – data on the growth of drilling volumes indicate the industry’s development prospects. New technological solutions increase the production efficiency of the oilfield service industry, which requires companies to focus on innovative development and use a model of strategic planning for the introduction of modern technologies together with classical market instruments, which determines the practical significance of the results of this study. Conclusion. The analysis of opportunities, trends and problems of oilfield service market development, as well as strategic priorities of oilfield service companies at the present stage confirms the significance and necessity of introducing innovative technologies to form and maintain competitive advantages in the existing global market. The strategic approach to modelling the development of oilfield service companies allows to increase the sustainability and stability of their development, as well as to reduce the negative impact on the environment in the changing energy landscape.

Assessment of Vulnerability of Farmers to Climate Change in Zone-II of Bihar, India

"Climate unpredictability and weather extremes are additional challenges for farmers currently engaged in the low-technology based food production systems in Bihar. This study assessed the vulnerability of major crops growing farmers to climate change in zone-II of Bihar. Primary data, collected from 240 respondents using simple random sampling procedure and data were analysed employing descriptive statistic to describe the coping strategies adopted and Human Development Index (HDI) was also created to assess vulnerability of farmers to climate change. Statistical analyses indicated a vulnerability assessment index of 0.41, pointing to a fact that the Kosi region is prone to the adverse effects of climatic variability. For this reason, the study empirically under scores the need for farmers to adopt the planting of early maturing varieties of major crops in the region. Importantly, the capacity of the local communities needs to be strengthened vis-à-vis the relationship between climate change and crop production. Capacity building at the farm level is crucial for improving crop, soil and water management, enhancing the demand for and use of better and more efficient production inputs. The farm-level capacity building is the need to refocus public agricultural-based institutions towards exposing the growers to effective mitigation strategies in the wake of climate change, provision of agricultural inputs, expansion of irrigation, efficient and effective extension service delivery, market development and other forms of necessary support."

Probabilistic typology of private forest owners: A tool to target the development of new market for ecosystem services

Understanding how and why private forest owners manage their forests is the basis for efficient policy, and improperly targeting forest owners can lead to inefficiencies. Furthermore, new markets for ecosystem services have been proposed as a way to diversity private forest owner revenues and move forest management in a more sustainable direction. Based on a survey of 220 French private forest owners, we perform a cluster analysis to identify distinct groups of forest owners according to their stated behaviors. Owners were clustered based on their rating of statements derived from existing profiles as well as their rating of the importance of new markets and social recognition. We then test if our owner classifications are sufficient predictors of the valuation of a set of ecosystem services, explicitly comparing an individual’s stated need for ecosystem services to their perceived social demand. Our results confirm previously reported forest owner typologies of European forest owners, and show that these typologies can meaningfully explain variation in ecosystem service demand. This is important as the preservation and production of ecosystem services are increasingly important components of forest management and policy.

Based on industry prospect analysis, competitor analysis, and SWOT analysis, this paper studies the case of Microsoft acquiring Activision to analyze the potential benefits and risks of this typical acquisition behavior. This paper finds out that the two company has a positive outlook since the COVID-19 pandemic pushed cloud service and the gaming market. The industry analysis as well as the SWOT analysis of both companies also indicate that they have the opportunity to develop mutually and complement each other's weaknesses. This paper may help to understand the business purpose, risks, and benefits of the acquisition from the perspective of future cloud services market development. On the basis of the key findings, this paper believes that the acquisition will contribute more positive effects to both Microsoft and Activision Blizzard.

Can agricultural mechanization services narrow the income gap in rural China?

This paper examines the impact of agricultural mechanization services (AMS) on rural household income and income gap, utilizing the recentered influence function regression method and publicly available data collected through the China Labor-force Dynamics Survey. The results of this study shed light on various impacts of AMS. First, agricultural mechanization services can significantly increase rural household income, but there is heterogeneity in the impact on rural household income in different quantiles. The effect of income growth on medium-income and low-income groups is greater. Second, agricultural mechanization services help to narrow the income gap between rural households and alleviate income inequality in rural areas. Third, the effect of agricultural mechanization services on reducing the income gap between rural households in the eastern and western regions is significantly stronger than that in the central region. Finally, further analysis based on income source structure reveals that agricultural mechanization services can significantly reduce the non-agricultural income gap of rural households, but the impact on the agricultural income gap is negligible. Our findings highlight the importance of government's efforts in promoting the development of agricultural mechanization service market in order to improve the income inequality in rural areas.

Technologies affect the trend of an economy and its competence for sustainable development. Generally, this study examines the effect of service rate on market development in the money deposit banks in River State. Specifically, the study investigates how service charge affects the profitability of money deposit banks in River State. Data were collected from selected ATM users at high density urban centres of Obio/Akpor, Khana, Ogba-Egbema-Ndoni, Abua-Oduai, Etche, Degema, Okirika, Gokana, Khana and Ahoadain River State. The data generated relates to the Operational Services of Automated Teller Machines (ATMs) on Market Performance of Money Deposit Banks in River State, Nigerian through observation and administered questionnaires which were analyzed using SPSS (Statistical Package for Social Sciences) version 25.0. Descriptive and inferential statistics have been used to discuss the findings of the study which explains that service rate will increase market development of banks in River State and the result presented shows that service rate had a positive relationship with market development which its relationship was statistically significant at p = .000 [R = .277, p <.05]. This indicates that service rate and market development move in the same direction, that as service rate increases, market development also increases. The model R2 (coefficient of determination) was 0.071 indicates that service rate explained 7.2% of the variance observed in market development.

The purpose of the article is to analyze and assess the situation of the market for environmental goods and services in the EU as well as the formation of its support and regulation system.
 Methodology: The market for environmental goods and services has experienced the dynamic growth and development in the last two decades, especially in economically developed countries. The research concerns the peculiarities of the development of the organic products market, sources of support for the development of organic production in the EU. The research uses the desk research method, which provides a possibility of using a wide range of materials in various areas and periods. Additionally, relevant legal acts, official documents and reports were used in the study.
 Results of the research: The structure of certified agricultural lands in the EU is thoroughly analyzed in the article. Emphasis is placed on the study of the EU market for organic products development peculiarities, which include a constant growth of demand for these products and their rising prices. The main elements of the ecological goods and services market regulation system are also characterized. The conclusions contained in the article refer to the possibility of using one of these instruments: financing from the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development, crediting, venture financing, green bonds, fundraising, crowd funding, crowd landing as well as own means of enterprises. Generally, financial support should be more flexible and tailored to the needs of beneficiaries.

Main directions of cash flow improvement in Ukraine (with taking into account foreign experience)

Introduction. The main problems of cashless circulation in Ukraine are the problems of replacing or withdrawing some monetary marks from it and moving to a new (delegated) model of its organization. In solving these problems, the key role belongs to the National Bank of Ukraine. When deciding them, it is important that all participants in monetary circulation rely on foreign experience and existing scientific developments. The purpose of the paper is to study the current state of cashless circulation of Ukraine, identify the most significant problems and determine specific measures to improve cash payments and transition to the modern model of its organization. Results. The paper analyzes the main reasons for the replacement or withdrawal of cash: devaluation of the national currency; change in the scale of prices, which causes the denomination of the currency; the need to optimize the banknote-coin range of the national currency, as well as the structure of cash in circulation; economic expediency of issuing coins instead of banknotes of small denominations; insufficient protection of monetary marks from forgery; physical wear and damage to banknotes; orientation of financiers to large-scale banknotes; the risk of viral infection of people through cash; expansion of electronic money; transition to the use of plastic money; withdrawal from circulation of the Russian ruble in the territories occupied by Russia. In the modern period, in many countries, including Ukraine, it is necessary to switch from a partially controlled model of organization of cash flow to a delegated model. The essence of this model is that the central bank transfers on the terms of outsourcing some of the functions that it currently performs in the regions, other market participants – banks and companies Cash-in-Transit (SIT-companies). Conclusion. To improve cash flow in Ukraine, first of all, it is necessary to adhere to the inflation target of up to 5 %, consider the possibility of hryvnia denomination, complete the ordering of its banknote and coin series, and increase the security of large denomination banknotes. And the introduction of the delegated cash flow model should contribute not only to reducing costs for it, but also to the development of a competitive market for cash collection services.

Development of the national market for healthcare services in the Republic of Kazakhstan in the context of the digitalization of the economy

Object: The aim of the study is to identify the effects of the influence of the processes of digitalization of society on the development of the healthcare services market. The object of the research is the healthcare services market in the Republic of Kazakhstan. The subject of the research is managerial and economic relations that mediate the processes of development and functioning of the health services market in the context of digitalization of society.Methods: Statistical and comparative analysis.Findings: The article examines the economic effects of the introduction of digital technologies in the healthcare sector, both from the point of view of medical organizations and from the point of view of patients. These effects are expressed in monetary and non-monetary terms (e.g. reduced waiting times). The scale and rate of introduction of digital technologies, qualitative characteristics are shown. The rates of computerization of the work of medical institutions, equipping with the Internet, the transition from paper information carriers to electronic ones, an increase in the number of users with special mobile applications from medical institutions, SMS notifications are traced. The problems of introducing digital technologies into the healthcare sector of Kazakhstan are identified.Conclusions: During the period under review, the provision of medical organizations with computers and access to the Internet increased significantly. In Kazakhstan, medical information systems have been introduced. They have created electronic health passports for each patient, in which employees of medical institutions have entered data about patients. Likewise, other objects of primary medical documentation were transferred to an electronic format, which led to savings in paper and other carriers of medical information, increased the speed of document circulation, and reduced the waiting time for receiving a service. The creation of the National Telemedicine Network made it possible to solve the problems with the shortage of doctors in remote regions and with the speed of providing medical consultations. Introducing special mobile applications to use also creates convenience for recipients of medical services. Thus, the digitalization of healthcare services has improved the quality of life of the population of Kazakhstan. At the same time, there are certain institutional problems that need to be addressed.
