The Poverty Alleviation Effect of Public Services and Social Development Opportunities

After 2020, the strategic focus of rural poverty reduction will shift from absolute poverty to relative poverty. How to accurately identify the root causes of rural relative poverty and alleviate the problem of rural relative poverty has become the key factor to realize rural revitalization. Using the binary logistic regression model and the comprehensive survey data of Chinese society, it is found that the lack of feasible ability of farmers has an obvious poverty effect. Among them, the lack of basic feasible ability such as physical health and mental health and feasible development ability such as education are important factors leading to farmers’ relative poverty; however, the poverty causing effect of farmers’ willingness to work is not obvious, and the state of relative poverty will stimulate farmers’ willingness to work to a certain extent; increasing the supply of basic public services in rural areas is an important way to alleviate rural relative poverty; increasing rural social development opportunities also has an important effect on poverty alleviation, which can significantly reduce the probability of farmers’ relative poverty.

Simplification of the bureaucracy can encourage government bureaucracy to return to its main mission of ensuring citizens' access to basic services, the need for collectivity, and other strategic services that are beneficial for a decent and dignified life. (Dwiyanto, 2018) Public Service Reform through System Development and Management of Public Services is very urgent, given the decentralized Unitary Republic of Indonesia (NKRI), so the service system must be able to guarantee equal access of all citizens to public services wherever they live. The system must be able to make the region able to respond to the diversity of the needs of goods and services as a result of regional diversity. As a result of this response allows discretion in the area. Updating public services through Information and Communication Technology is also very important. Public Service Reform can be done as far as there is concern from all stakeholders interests to make it happen.

An Empirical Study on the Construction Path of Sports Public Service Platform under the Background of “Internet +” by Fuzzy Computing

The Internet is the product of the rapid popularization of high technology. With the higher and higher configuration of computers, the functions are more and more complete, and the scope of coverage is more and more wide. With the continuous development and improvement of the Internet, computer network technology has been widely used in sports. Based on the background of “Internet +”, this paper builds the framework of Internet sports public service platform and uses websites, mobile apps, WeChat, and other platforms to build sports public service platform. Communication system is the most critical path of Internet construction. Based on the application path of sports public service communication system, the basic content of sports public service system is analysed. Through the research on the practicability of constructing the path, the results show that the Internet channels and media terminals passively receive the content released by the information subject so that the information can achieve the node transmission with high sharing and provide theoretical reference and practical guidance for the informatization development of sports public service.

Intelligent Big Data Framework for the Technical Design of Public Management Applications in Sports

Public sports services (PSS) are an important element in the development of China’s public service industry and promoting theoretical research on PSS at the present time has just become an inevitable requirement for the development of sports. The main purpose of the work in this paper is the study of public management data in sport through intelligent big data analysis, with the participation of knowledge graphs, migrating relevant algorithms from other application areas, and optimizing them on this basis. It provides an objective review and analysis of the weaknesses of current sport public management research, etc. Based on informative data sources and in-depth theoretical analysis, it provides an objective description and analysis of the current situation of the development of sport public management services and an outlook on the future development of public sport services.

Development of a Novel Coding Scheme to Explore Interactions in the Co-Production of Public Services with Priority Populations

This study focuses on the development of a reliable coding scheme (CP-CODER) for studying interaction dynamics during the co-production of a public service involving priority communities. CP-CODER addresses the need to involve priority populations in the development of public services, an approach that has been recognized as difficult because of the high possibility of their experiencing negative health, social, and economic outcomes. The coding scheme was designed to capture group dynamics and forms of public engagement by adopting and integrating existing theoretical frameworks in the public service management and qualitative method literature. Coding was conducted on the transcripts of four co-production workshops, which included 26 family caregivers, three local health and social care service provider representatives, and five researchers involved in the co-production of new community-based services. One category was added to the two theoretical frameworks. The kappa ranged from 0.70–1.00 for the eight variables and the 26 individual items. The overall kappa was 0.91, while the overall percentage of agreement was 91.16%. The results of the pilot test showed the importance of integrating and managing three dimensions in co-producing with a priority population: the turn-taking, the content, and the level of abstraction of the discussion. The findings of this study have enhanced and supported both practitioners and researchers in co-producing services, ensuring the equal contribution of all participants, even those whose voices are rarely heard.

For this reason, it is very important for both parties to improve themselves where the government will provide facilities and Civil Servants can increase their productivity. in this way, To be able to carry out public service tasks, government duties and development tasks, the government continues to make improvements to the management of civil servants which includes the preparation and determination of needs, procurement, ranks and positions, career development, career patterns, promotions , transfers, performance appraisals, salaries and allowances, rewards, discipline, dismissal, pension and old-age benefits, and protection (Law. No. 43 of 1999 in conjunction with Law. No. 5 of 2014). Therefore PP.99 of 2000 clearly regulates the provisions regarding the system, period, type, and terms of promotion, with the intention that in considering and determining the promotion of civil servants based on the same norms, standards and procedures in every agency. According to the latest data, there are about 5,373 Civil Servants/PNS in Bangka Belitung Province. The sample according to Arikunto (2006) is the totality or part or representative of the population to be studied. Furthermore, Arikunto (2006) added that if the population has more than 100 members, then it can be used as a sample using a simple random sample / probability random sampling, which is the research sample, so that it becomes a population study, and if the population is more than 100, then it can be taken between 10-15% or 2-2.5% and so on. Given that the population is more than 100, this study takes a simple random sample and not all members of the population are included in the sample, so this research is referred to as a Propability Random Sampling study of a population with a sample size of 107 employees in the Province Island Bangka Belitung.

Evaluation of expert views and considerations to develop rehabilitation sports public services for persons with disabilities in Republic of Korea: a Delphi study

BackgroundPhysical activity is required to maintain health; however, resources needed for physical activity (e.g. facilities, instructors, and programmes) are scarce for persons with disabilities (PWD), particularly those who require rehabilitation following hospital discharge and those with severe disabilities. The Republic of Korea presently lacks a legal and administrative framework that supports the implementation of health services for PWD. Therefore, it is necessary to develop such a framework based on the perspectives of PWD, medical and physical education experts, facility managers, and government organisations. Thus, this study aimed to establish expert consensus on the development of rehabilitation sports public services (RSPS) in the Republic of Korea by reviewing previous studies and expert statements.MethodsUsing the Delphi method, we reviewed the literature to identify the critical roles and factors required for planning efficient RSPS programmes, including coordinators, physicians, facility managers, rehabilitation exercise and physical education instructors, and integrated information systems for facilities, instructors, and programmes. We developed a Delphi questionnaire with closed-ended questions, based on the factors derived from the literature review and supplementary open-ended questions, which was administered to a panel of 26 experts.ResultsThe panel reached a consensus on most factors (i.e. coordinators, physicians, facility managers, rehabilitation exercise and physical education instructors, and integrated information systems for facilities, instructors, and programmes). However, no consensus was reached regarding ‘when an applicant can continue/discontinue an RSPS programme’, ‘establishing information systems to manage physical fitness of PWD’, and ‘joint operation of the to-be-established system by the Ministry of Health and Welfare and Ministry of Culture, Sports, and Tourism’, leaving room for further debate.ConclusionsBy identifying the factors and roles necessary for RSPS, this study is expected to offer valuable information for state-led pilot projects and contribute to promoting physical activity and quality of life among PWD.

Enabling reliable, interoperable and secure e-Government services in Croatia

In accordance with the Croatian Government Decree on starting an e-Citizen project, National Identification and Authentication System (NIAS) was identified as a key enabling factor for the development of user-oriented public electronic services. Its role is to manage the identities in the electronic government ecosystem in the Republic of Croatia. Furthermore, NIAS is responsible for authentication of entities which access common system and the exchange of identity information between entities that communicate with each other through a common system, or exchange documents and data as well as verifying the authenticity of such identities. NIAS provides a credible general framework of trust and identity management which greatly simplifies the necessary infrastructure, organization, and services with significantly reduced costs for all stakeholders. In this paper, we will provide design and security details of NIAS as a basis for reliable, interoperable and secure e-government services in the Republic of Croatia.

New Degree Tracking Methods in Hungary

According to the Zoltan Magyary Program for the Development of Public Administration in 2012 the institution of civil servants’ training and further training has started, called the National University of Public Service (NUPS). The mid-term vision of the Institutional Development Plan is to make NUPS: a solid training and research base of the development of Hungarian public service and of public service career model It is important for NUPS how develops the feedback of its graduates on the academic years. Within the framework of the Graduate Career Tracking System (GCTS), research is carried out via questionnaires, whose completion is voluntary, among the current students and alumni with a degree no more than 5 years old. One of the purposes of the GCTS is to improve the University’s standards of service and education. The willingness of respondents is low from year to year, so the result of the questionnaire is lower than expected.
 The purpose of the study is to present a method to better track the opinions, experiences and placement parameters of graduate students. This new method helps to evaluate the results of the questionnaire more widely. this will allow the university to develop the institution more effectively.

COVID has had an immense impact on HRM. The aim of this paper is to examine international responses and detect best practices. We analyse a variety of methods, techniques, trends and ideas from all over the world. Insights from Hungary, Austria, Germany, Spain, Italy, Portugal, the Netherlands, the United Kingdom, Ireland, the US and Canada are considered. Work has been transported to virtual space. Home office has grown into being the engine of public service development. It is likely that the future will be characterised by hybrid models. Online operation is intertwined with numerous issues, such as: simplification and increased efficiency of procedures, legal regulation of the transformation and data protection. Numerous questions require our answer as regards the use of virtual space: How will teamwork function? What adjustments are required in learning and development schemes? What is the new role of leaders? How can we assure mental health? How do we promote resilience? Another trend concerns digitalisation of recruitment and selection. Digitalisation is spilling over to the neighbouring areas, such as job branding, mobility management and onboarding. How will the post-COVID era look like? The scale of HRM changes ranges from mere adjustment to paradigm shift. Areas of utmost importance include: consequences of accelerated digital transformation, growing importance of IT skills, new methodology for learning and development, demand for resiliency, sustainable development, efficiency, social dialogue as well as restoration of trust between employer and employee. Public service has to adapt to the modified socio-economic environment. Its structure and functioning require reform. This process incorporates the hope that digitalisation can bring qualitative changes in the functioning of public service. COVID has also brought about a chance to take advantage of the possibilities digital technology can offer. It has enabled us to reinvent the functioning of the state on a higher level.

5G Embedded Sensor Network System for Sports Information Service Hotspot Recommendation

How to rationally allocate and integrate existing resources has become the top priority of the development of sports public information services in the transition period, but it is also a weak link in the construction of current social information resources. This article is aimed at studying how to develop sports information service hotspots based on 5G embedded sensor network systems. Methods such as the network structure based on 5G embedded sensors, the Kriging algorithm based on global optimization, and sensor distance measurement are proposed and also conducted experiments on the application of 5G embedded sensor network system in sports information service hotspot recommendation. The results show that people are satisfied with the sports information service of the wireless sensor network, with a maximum score of 9.8, which is suitable for the information provision of sports information services. The development of the times has met the needs of most people.

Design and Analysis of Nanchong Sports Public Service Information Platform Based on Multiobjective Optimization

Through the design and analysis of the Nanchong sports public service information platform, we can see that in order to improve the city’s sports public service, we should improve the sports public service according to the factors such as the amount of activities, funds, and promotion. In view of the multiobjective optimization of sports public service in Nanchong City, the century establishment and analysis of the information platform were carried out. Its information platform includes intelligent venues, information platforms, sports safety, and other topics so as to achieve the purpose of healthy sports and relaxed sports, improve Nanchong people’s sports interest and experience as a whole, and enhance satisfaction. In order to alleviate the financial difficulties, relevant departments can carry out public welfare activities to sponsor sports public services in Nanchong City. According to the investigation, 29.4% of the randomly asked citizens have high satisfaction, 32.3% have no experience, and 16.5% are dissatisfied, which shows once again that Nanchong people have low awareness of the sports public service platform. In order to realize the good development of sports public service in this city, we should comprehensively promote the development of sports public service and improve citizens’ awareness, experience, and satisfaction.

Opportunities within the meat supply chain in Africa-The case of beef production in Northern Ghana.

Developing food supply chains in the African agriculture could be one of the keys for higher value-added activities and for the fair income of the stakeholders along the chains. Our research aims to investigate how these agricultural value chains are working in Northern Ghana and how to develop them. To estimate meat demand in the Tamale Metropolis, we carried out a large-scale survey with more than 300 interviews. Furthermore, we also measured the awareness of processed meat products. Based on the results, our conclusions are as follows: Development of public services offers the opportunity to (1) gaining market power for ourselves while losing market power for others, (2) indirect takeover of control on political and civil societies while losing control for others, (3) to win allies and friends on one hand, potentially losing allies and friends on the other. After spatial analyses of grazing areas, animal markets, trading routes and witnessing the descriptions of basic macroeconomic differences within Ghana; we must conclude that live animal trade is south-orientated, where traders are able to bargain higher prices. Due to northern locational advantages, the price of animals could be reduced. The presumably cheaper workforce and dozens of unemployed young males could also alleviate the financial burdens.

Are digital business and digital public services a driver for better energy security? Evidence from a European sample.

This paper empirically analyses the impacts of the digital transformation process in the business and public sectors on energy security (ES). We employ 8 indicators to represent four aspects of energy security, including availability, acceptability, develop-ability, and sustainability. Digital businesses development is captured by e-Commerce (including e-Commerce sales, e-Commerce turnover, e-Commerce web sales) and e-Business (including customer relation management (CRM) usage and cloud usage). Digital public services development is reflected by business mobility and key enablers. Different econometric techniques are utilized in a database of 24 European Union countries from 2011 to 2019. Our estimation results demonstrate that digital businesses play a critical role in improving the acceptability and develop-ability of energy security, while digitalization in public services supports achieving energy sustainability goals. The use of modern digital technology such as big data, cloud computing is extremely important to ensure the security of the energy system, especially the availability of energy. For further discussion on the role of digital public services, we reveal a nonlinear association between digitalization in the public sector and energy intensity and energy consumption, suggesting the acceptability and develop-ability of energy security can be enhanced if the digital transformation process achieves a certain level.

Comprehensive Evaluation of Basic Public Health Service Quality Based on TOPSIS Improved Dynamic Triangle Fuzzy-- A Case Study of Zhengzhou

To comprehensively evaluate the development of basic public health services in Zhengzhou, and to provide data reference for relevant departments to adjust their future decisions. TOPSIS was adopted dynamic triangulation fuzzy multi-attribute decision-making method to comprehensively evaluate the quality of basic public health service in Zhengzhou. After comprehensive evaluation, the top three places of basic public health service quality were Zhongmou in 2016, Zhongmou in 2015 and Erqi in 2016, and the bottom three places were Zhongyuan in 2011, Gangqu in 2011 and Gangqu in 2012. This method comprehensively considers the growth and difference degree of evaluation indexes in different years and regions, and selects the best schemes according to the comprehensive evaluation value. Compared with other methods, this method objectively considers the difference degree of attribute value, growth and change as well as the different psychological preferences of decision makers, and finally obtains scientific and reasonable ranking results, which can effectively meet the actual decision-making needs.

Knowledge Map Analysis of Basic Medical and Health Service Research Based on Web of Science

At present, the contradiction between people's growing demand for basic public health services and the unbalanced and insufficient development of basic public health services is becoming increasingly acute. Analyzing the research status and the latest progress in this field is of great significance to improve the level of basic medical public health services in various countries. This paper takes 5610 related studies of web of science from 2007 to 2020 as the research object, and uses CiteSpace, SPSS and other software to conduct co word analysis, literature cluster analysis and factor analysis. The results and conclusions are as follows: (1) There are great differences in the research and development level of basic medical public health services in the world, and the development efficiency is low. The country with the highest level of theory and technology development is the United States, followed by Canada and China; (2) In chronological order: the results of the frontier analysis of basic medical and health services in different periods have a strong inheritance relationship. The core evolution path is: Research on basic medical service level and medical quality in grass-roots communities → research on advanced life support theory and technology research on higher-level and higher-quality intelligent medical services; (3) The research on basic medical and health services has attracted a high degree of attention, mainly including cardiopulmonary resuscitation, medical services, emergency medical treatment and medical education.
