Human Error Assessment and Reduction Technique for Reducing the Number of Marine Accidents in Indonesia

Human factors is playing an important role in every accident, particularly marine accidents. Hence, a lot of researches were conducted to analyze the human factors involvement in the accidents. Since the development of marine industry shows progressively increasing nowadays, especially in Indonesia, as Indonesia vision to be a global maritime axis of the world for marine industry, the awareness of safety life at sea has to be increase as well. Human reliability analysis (HRA) consist of many methodologies to analyze the accidents, the basic steps of HRA is qualitative method and quantitative method, one of the HRA methodology is Human Error Assessment and Reduction Technique (HEART) methodology which has been established in 1982 to assess nuclear power plant. HEART methodology is applied in this study to analyze the cause of marine accidents by human factors. The aims of this study are to know the main cause of accidents by human factors, to increase the awareness of safety at sea especially, and furthermore to improve the quality of ergonomics at sea. There are 93 EPC which discovered in this study for analyzing marine accidents in Indonesia.

ACOUSTIC NOISE POLLUTION FROM MARINE INDUSTRIAL ACTIVITIES: EXPOSURE AND IMPACTS

The improvements in marine technological developments propagate urbanization in the ocean environment. The construction or operational activities of marine structures such as energy plants, oil platforms, pipe-lines, sea-tunnel passages, or cable-stayed suspension bridges, and vessel traffic are sources of underwater noise pollution. How underwater sounds such as piling, pole drilling, or machinery noises may affect the marine live is mostly ignored in marine construction, and there is lack of information regarding underwater sound effects on marine live in the oceans. Recently, a remarkable interest is developing concerning underwater sound effects, especially in aquaculture facilities, with experimentation of musical stimuli or various noises caused by pumps or filter systems on behavior and stress responses of fish in culture conditions. With the increase of urbanization and progressive development of marine industries, more and more pressure from human-generated (anthropogenic) underwater sound pollution may threaten marine mammals, fish species and invertebrates from underwater noises that in terms might be called as “Underwater Noise Pollution”. The future of marine life and that of human being, and the dramatic increase of underwater sound pollution is a new debate that needs to be controlled in a sustainable way with environment-sound approaches. Therefore the potential effects of various sound sources derived from marine industrial activities have been reviewed in this study.

Use of Anthropogenic Sea Floor Structures by Australian Fur Seals: Potential Positive Ecological Impacts of Marine Industrial Development?

Human-induced changes to habitats can have deleterious effects on many species that occupy them. However, some species can adapt and even benefit from such modifications. Artificial reefs have long been used to provide habitat for invertebrate communities and promote local fish populations. With the increasing demand for energy resources within ocean systems, there has been an expansion of infrastructure in near-shore benthic environments which function as de facto artificial reefs. Little is known of their use by marine mammals. In this study, the influence of anthropogenic sea floor structures (pipelines, cable routes, wells and shipwrecks) on the foraging locations of 36 adult female Australian fur seals (Arctocephalus pusillus doriferus) was investigated. For 9 (25%) of the individuals, distance to anthropogenic sea floor structures was the most important factor in determining the location of intensive foraging activity. Whereas the influence of anthropogenic sea floor structures on foraging locations was not related to age and mass, it was positively related to flipper length/standard length (a factor which can affect manoeuvrability). A total of 26 (72%) individuals tracked with GPS were recorded spending time in the vicinity of structures (from <1% to >75% of the foraging trip duration) with pipelines and cable routes being the most frequented. No relationships were found between the amount of time spent frequenting anthropogenic structures and individual characteristics. More than a third (35%) of animals foraging near anthropogenic sea floor structures visited more than one type of structure. These results further highlight potentially beneficial ecological outcomes of marine industrial development.

Intellectual Organization in the New Model of the Russian Marine Industry Development

The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man‐made emergency situations, unstable socio‐economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.

A global synthesis of the economic multiplier effects of marine sectors

As competition for use of the ocean increases, coastal managers must consider the economic impacts of competing marine sectors in decision-making processes. To capture the full extent of the economic impacts of marine industries, multiplier values can be used to estimate the sum of direct, indirect, and induced effects on associated industries. This study provides a global synthesis of multiplier effects on four economic indicators of eight marine sectors in regions of varying size and development status. The average multiplier was 1.82, indicating that every dollar generated by a direct marine industry leads to an additional 82 cents generated by associated industries. The industry of offshore energy and the economic indicator of revenue had the largest multiplier effects. No significant difference was found between multiplier values in developed and developing regions, and weak correlations were found between multiplier value and region size. This synthesis offers the first global view of the economic multiplier effects of marine industries and can serve as a tool to support city- to country-level marine industry development decisions throughout the world, especially where similar data are not available.

Linkages between human health and ocean health: a participatory climate change vulnerability assessment for marine mammal harvesters

BackgroundIndigenous residents of Alaska's Bering Strait Region depend, both culturally and nutritionally, on ice seal and walrus harvests. Currently, climate change and resultant increases in marine industrial development threaten these species and the cultures that depend on them.ObjectiveTo document: (a) local descriptions of the importance of marine mammal hunting; (b) traditional methods for determining if harvested marine mammals are safe to consume; and (c) marine mammal outcomes that would have adverse effects on community health, the perceived causes of these outcomes, strategies for preventing these outcomes and community adaptations to outcomes that cannot be mitigated.DesignSemi-structured interviews and focus groups were conducted with 82 indigenous hunters and elders from the Bering Strait region. Standard qualitative analysis was conducted on interview transcripts, which were coded for both inductive and deductive codes. Responses describing marine mammal food safety and importance are presented using inductively generated categories. Responses describing negative marine mammal outcomes are presented in a vulnerability framework, which links human health outcomes to marine conditions.ResultsProject participants perceived that shipping noise and pollution, as well as marine mammal food source depletion by industrial fishing, posed the greatest threats to marine mammal hunting traditions. Proposed adaptations primarily fell into 2 categories: (a) greater tribal influence over marine policy; and (b) documentation of traditional knowledge for local use. This paper presents 1 example of documenting traditional knowledge as an adaptation strategy: traditional methods for determining if marine mammal food is safe to eat.ConclusionsParticipant recommendations indicate that 1 strategy to promote rural Alaskan adaptation to climate change is to better incorporate local knowledge and values into decision-making processes. Participant interest in documenting traditional knowledge for local use also indicates that funding agencies could support climate change adaptation by awarding more grants for tribal research that advances local, rather than academic, use of traditional knowledge.

With the rapid development of marine industry, algae as an important economic plant as well as an extremely promising energy source, is now attracting more and more attention. As a result of this, elucidating the basic physiological mechanisms of algae becomes even more urgent. Of all the fields, sexual reproduction and sex determination are basic and essential aspects. In this review, we summarized the advances of sex in several typical algae which are of great economic importance and often used as model organism for basic research. EFFECTS OF SRB ON CORROSION OF Zn-Al-Cd ANODE IN MARINE SEDIMENT

With the development of marine industry, the corrosion of metal structures in marine sediment has received increasing attention. Marine sediment is a very complex marine corrosion environment. The corrosion of sulfate-reducing bacteria (SRB) in the marine sediment is thought as one of major corrosion factors. Sacrificial anodes are widely used for protection of steel structures in the marine environment due to their high theoretical current efficiency, low active potential and low cost. However, in the marine environment, the sacrificial anodes may be attacked by microbial activity, which leads to serious failure and energy loss. Some researchers have investigated the biocidal activity of sacrificial anode, but work about the influence of microbes on the performance of sacrificial anode has been rarely reported.

The multidimensional approach to marine industry development: Part I. Obstacles and willingness to the EU marine industry reengineering The paper consists from two parts and generalizes traditional approaches to innovative transformations in various sectors of the EU marine industry. It is shown that shipping companies should permanently adapt and keep their business in sync with marketable changes and be ready to competitive struggle within the global economy. The critical solutions are determining the functional parameters of merchant ships at earliest stages of theirs structural designing, as and reengineering. Author offers a conceptual framework of the co-evolutionary approach to reengineering maritime transport. This problem-solving approach examines targeted ships in topological aspect as the multilayered configurations composed of various-of-a-kinds components, and in functional aspect as multicoalitional compositions. Basic attention focuses on identification of various constrains to innovative activity and choice of improvement strategies, for turning the European marine industry into the high competitive system. For completeness, in paper are presented three particular measures for an estimation of maritime transport success.

Prediction of marine sediment corrosion by fuzzy clustering analysis

Along with the development of marine industries, especially marine petroleum exploitation, more and more pipelines are buried in the marine sediment. It is necessary and useful to know the corrosion environment and corrosiveness of marine sediment. In this paper, field corrosion environmental factors were investigated in Liaodong Bay marine sediment containing sulfate-reducing bacteria (SRB) and corrosion rate of steel in the partly sediment specimens were determined by the transplanting burying method. Based on the data, the fuzzy clustering analysis (FCA) was applied to evaluate and predict the corrosiveness of marine sediment. On that basis, the influence factors of corrosion damage were discussed.
