Issues of systematizing sources of law affecting peculiarities of legal regulation of light industry are considered. Special attention is paid to the aspects of ensuring the relationship between the state and business in the context of developing this manufacturing industry as a whole. The authorial assessment of efficiency of the existing legal institutions and agencies use in matters of the light industry development social regulation is given.

Designing women’s shoes and leather goods based on Irish traditional dance «ghillies»

The article presents a retrospective review of the history of the development of traditional Irish shoes «ghillie», its characteristic features, materials of manufacture, the transition from the national traditional to the modern everyday «brogue» model, analysis of modern models of «ghillie» for Irish folk dances, distinctive features of designs depending on type of dance performed. Models from well-known manufacturers of modern everyday «ghillies» are considered, which have retained a characteristic feature in the design — cross lacing; options for combining the style of dance shoes in products of high fashion brands, which indicates the relevance of mixing different stylistic trends in modern fashion. The process of designing shoes and leather goods based on traditional Irish dance «ghillies» is shown, including the development of a design project for a collection of women’s shoes under the motto «Irish disco», the designs of which are built using modern information technologies in the field of designing leather goods. The developed artistic solution for the collection’s models: a cross lacing system and a combination of bright colors will increase the competitiveness of domestic products. The relevance of the work is determined by the priority directions of the Strategy for the Development of Light Industry in the Russian Federation for the period until 2025, as well as the state program «Development of Industry and Increasing its Competitiveness», approved by the Decree of the Government of the Russian Federation. The research is carried out within the framework of the master’s thesis of Semenova U.V. and the candidate’s thesis of Koval E.A., the results of which are planned for implementation in the educational process of the department of «Artistic modeling, design and technology of leather goods» of the Russian State University. THE ROLE OF ECONOMETRIC MODELING IN IMPROVING EFFICIENCY OF UZBEKISTAN LIGHT INDUSTRY

The article analyzes the problems in the light industry production network on a global scale and on the example of the Republic of Uzbekistan. The importance of the light industry network in the world, especially in the economy of Uzbekistan, and the need to develop the network have been justified. The main problems in the development of light industry, the source of their emergence are described scientifically, and a mechanism for solving them is proposed. As a result of the research, the criteria for their scientific justification and identification are researched when determining the priorities for the development of light industry in the country. In this, the prerequisites for the primary application of the need for econometric modeling to achieve efficiency in the field are based. Also, the importance of econometric modeling in the development of light industry is presented in concrete facts.

ANALYSIS OF THE NON-PITCH MIDDLE GROUND OF THE FUNCTIONING OF LIGHT INDUSTRY ENTERPRISES FROM THE POSITION OF A MARKETING APPROACH

The article identifies the main trends in the development of light industry in Ukraine in a historical context. It has been reported that behind the development of globalization processes, the center for the production of clothing, and other goods in widespread use, has moved to the extremes of Western and Central Asia, Western America. The current business environment of the country was analyzed and changes were made to the main macroeconomic indicators of the development of the Ukrainian economy. When forming a significant number of light ratings for 2023, the development of the Ukrainian economy will not be considered important for military activities on its territory. Due to the development of the light industry sector, until 2022 it was actively developing and formed almost 1 hundred percent of the region’s industrial production industry. It has been established that, regardless of the popular mind, light industry enterprises have been gradually increasing their sales obligations since 2010. Period 2010-2021 Characteristic: development of distribution channels, online trading; more active use of marketing tools for the distribution of goods from the agricultural sector; branding. The COVID-19 pandemic and quarantine brought about a surge in digital marketing tools, which led to increased trade. It has been established that the core of the functioning of light industry enterprises is characterized by the presence of fierce competition, the need to react quickly to changes in the market situation, the presence of external a threat to ensuring competitive advantages, which necessitates the need for a variety of marketing tools for the development of government entities and the provision of their economic security.

Peter E. Hamilton. Made in Hong Kong: Transpacific Networks and a New History of Globalization.

In Peter E. Hamilton’s history of Hong Kong, he coins the word kuashang, or “straddling merchants”(17), a play on the familiar term huashang, which refers to Chinese businessmen in the diaspora. Hamilton’s kuashang are generations of Hong Kong elites who first fled to the British colony in the wake of the Chinese Communist Party’s rise to power in the 1940s and 1950s, linking Hong Kong to the wider world in two significant ways. First, the kuashang led a turn away from British institutions towards American education, resources, and business practices. Secondly, the kuashang brought global capital, technology, and business to China during its era of reform and opening. For Hamilton, kuashang describes both a class of individuals and their strategies to advance their families and accumulate wealth. Made in Hong Kong: Transpacific Networks and a New History of Globalization is first and foremost a prosopography of the elites—both businessmen and academics—who drove Hong Kong’s development of light industry, built its system of higher education, and initiated China’s reengagement with global capitalism.

Improving the design of sewing machine elements for the environmentally sustainable development of the light industry

Modern tasks of environmentally sustainable development of light industry require continuous improvement of the design of sewing equipment elements. Textile production is one of the key components of the light industry, therefore, innovative developments in the design of sewing equipment elements allow the deployment of green technologies throughout the industry. Moreover, emissions from light industry, as a rule, are easier to reduce precisely from a technological point of view, by improving the design of sewing machine elements and using environmentally friendly textile materials. An analysis of the constructive features of devices for the folding the sewn materials on a sewing machine is given in the article. A constructive scheme and the principle of operation of the improved construction of the ratchet of the device for obtaining various forms of folds of materials are presented. The construction of the folding device with different pitches and shapes of materials on the sewing machine has been recommended. The methods of profiling the curvilinear working areas of the ratchet wheels of the device has been substantiated.

Trends in the development of industries and sectors of the Russian economy in the context of sanctions, import substitution and the concept of sustainable development

This article reveals the current problems of the development of industries and sectors of the country’s economy in the conditions of sanctions pressure, import substitution, the development of the concept of sustainable development. The authors analyzed the problems associated with the modernization of housing and communal services, renovation, import substitution in agriculture and the electrical industry, the production of domestic asynchronous motors for Russian electric trains.The question of the influence of the «green» economy on the development of light industry, the development of domestic fertilizers and plant protection products is raised, the positive experience of the development of the «BioMicroGels» company in the conditions of sanctions, sustainable development and import substitution programs is given.

Quality management of the integrated development of Ukrainian light industry enterprises

This research aims to form a comprehensive methodological approach to assessing the quality of the integrated development of Ukrainian light industry enterprises as a groundwork for effective managerial decision-making. The methodological research toolkit includes developing an integration map, and modeling and forecasting the results of integrated development. This comprehensive evaluation helps to justify the effectiveness of management decisions and increase the quality of integrated enterprise development, as well as their performance as a whole. Based on the formed map of enterprise integration, groups of enterprises were identified: forwards, strikers, defenders, and outsiders. Using integrated development modeling, the potential quality level of a 1% cost increase in integrated development and the volumes of product sales of the surveyed companies was determined with regard to the group distribution for the period up to 2025. A considerable increase in the efficiency of integrated development is provided for the forward companies. It has been found that a high-quality level of the management of integrated development in light industry enterprises requires a longer period of time compared to other groups of enterprises due to the slow pace of reducing the cost of integrated business development.

ВПЛИВ МАРКЕТИНГУ НА ВИЯВЛЕННЯ ТА ПРОТИДІЮ ЗАГРОЗАМ ЕКОНОМІЧНІЙ БЕЗПЕЦІ ПІДПРИЄМСТВ ЛЕГКОЇ ПРОМИСЛОВОСТІ УКРАЇНИ

The article defines the role and importance of marketing and marketing component of economic security of the enterprise from the standpoint of ensuring its functioning in the transformation of the business environment due to large-scale Russian invasion of Ukraine. The results of the study determine the essence of economic categories and outline the degree of destructive impact on economic security of each of these factors, in particular: threats, challenges, risks, dangers. The types of threats to the economic security of the enterprise from the standpoint of marketing are identified. The need to use marketing to identify and monitor threats to the economic security of the enterprise by developing an appropriate system. The expediency of application and gradual filling of the system of marketing monitoring of threats to economic security is substantiated and the basic requirements to its functioning are determined. Such a system should include: formation of criteria for economic security of the enterprise, study of the business environment of its operation, diagnosis of threats to economic security of the enterprise from a marketing standpoint, development of measures to counter identified threats or minimize their negative impact on economic security and assess the effectiveness of countering threats economic security of the business entity. The significance of the influence of industry affiliation of enterprises on its economic security is determined, as a result of which the characteristics and prospects of light industry development in Ukraine are given, and it is concluded that , is a crucial factor in the development of the national economy as a whole. In the context of the study of the peculiarities of the functioning of light industry enterprises, the need to characterize the factors of external and internal influences that shape the environment of enterprises, as well as to determine their impact on economic security of economic entities.

CURRENT STATE OF DEVELOPMENT OF LIGHT INDUSTRY IN KAZAKHSTAN

The article is devoted to the development of light industry in the Republic of Kazakhstan. Light industry is one of the leading industries of the world economy. Its peculiarity is a constant growth due to a steady increase in demand for its products. Therefore, in developed countries, light industry was the starting industry of the economy, and in developing countries it is a priority. The industry forms a significant share of the state budget in many countries, contributes to solving the problem of employment, improving living standards and reducing social tensions.
 Development of the domestic light industry and its transformation into a highly profitable and highly efficient sector of the economy are the most important factors of national security and meet the interests of the entire economic system of the country. Kazakhstan has the necessary conditions for the recovery of this industry. Thus, efforts to improve the competitiveness of light industry enterprises and solve the problem of import substitution are justified.
 The intense competition that characterizes the light industry market requires market players to constantly strengthen their positions. In the competitive struggle, the enterprises that are maximally adapted to any changes in the market situation win, and therefore have a higher competitiveness than their rivals.

THE WAYS OF FORMING NATIONAL APPROACHES ON THE BASIS OF MODERN KAZAKHSTAN DESIGN

This article is devoted to the study of national approaches to the formation of Kazakh design in light industry, which is one of the leading industries in the world. Clothing manu-facturing is not an industry required by manufacturers. Due to the large increase in competition, the rules in this area are determined only by consumers. The purpose of the presented research is to identify problemsthat prevent the development of light industry and to identify national approaches to the formation of modern Kazakh design. And the method of combined research was chosen as the most effective method of comprehensive consideration of this issue.

Assessment of the effectiveness of management of innovative development institutions at the meso level

The purpose of the study is to identify the specifics of the management of technological platforms, in particular, in the light and textile industries, and to evaluate the effectiveness of innovation development institutions' functioning at the meso level. The methodological basis of the study was modern scientific approaches to aevaluating the effectiveness of innovation development institutions' functioning, evaluating the effectiveness of technology platform management systems: descriptions, structural-functional and system analysis, cause-and-effect relationships, cluster and factor analysis. To achieve this goal, a simulation of evaluating the effectiveness of technological platforms has been carried out, because of which 3 types of Russian platforms were revealed, the management of the development of which requires a differentiated approach. Since the technological platform “Textile and Light Industry” occupies a leading position in the rating of Russian technological platforms, the industry development's dynamics, allowing to evaluate the impact of communication platform functioning on Russian industrial complex development, was studied. To assess the effectiveness, it was planned to form a comprehensive indicator of of light industry development based on the results of factor analysis (by the method of principal components). It has concluded that the creation and development of a technological digital environment contribute to the effective interaction between various sectors of the economy and market entities, which is based on regulatory and legal regulation, ensuring information security, developing innovative infrastructure, providing highly qualified personnel in the industry.

Made in Yugoslavia: Goods from the «Sunny Side» of communism

economic system» were soon followed by the quest for improvement of living standard and then finally, by the rise of a consumer society. Namely, since mid-1950s two general directives became increasingly evident in federal year plans, especially in the five-year social development plan (1957–1961) – the living standard improvement and the increase in spending power of working population. At the same time development of heavy, basic industry was not more in the focus of economic policy and the economic planning, but a development of light industry and consequently an increase of production of consumer goods. The paper focuses on the consumer goods (and their afterlife) produced in kombinat Borovo and kombinat Jugoplastika, the Yugoslav largest producers of rubber (Borovo) and polymere (Jugoplastika) consumer goods. Borovo (previously Bata) situated in Vukovar, Croatia, was founded in 1931 and is still operating in smaller scale. In the interwar as well in the socialist era it was a synonym for footwear, especially work, leisure and free time footwear. Today, Borovo’s brand Startas is one of the favorites particularly among young people. Jugoplastika, on the other hand was one of the crests of Yugoslav postwar industrialization. It was founded in 1952 in Split, Croatia, at a time when industrial production in Yugoslavia was starting to conform to a sort of hybrid consumerism. The Jugoplastika’s products were the indispensable part of happy childhood, summer vacations, wardrobe and even the famous Yugo automobile. In the process of transition and reform in 1990s kombinat Jugoplastika was first fragmented, filed for bankruptcy and finally removed from Registry. The products became dispensable and almost forgotten if they have not, just for a few days, resurfaced at the exhibition «Groundwork Jugoplastika» in 2011 in Split and during the action «Jugoplastika + supporting the memory» held in the eve of Jugoplastika’s would be 60th anniversary in 2012 in Split.

КОРОЗІЙНА СТІЙКІСТЬ І ТЕПЛОЗАХИСНІ ВЛАСТИВОСТІ КОМПОЗИЦІЙНИХ ПОКРИТТІВ, НАПОВНЕНИХ ЗОЛЬНИМИ МІКРОСФЕРАМИ

Modern branches of chemical production, which are associated with the development of light industry, cosmetology, pharmacy, will require the introduction of new materials and coatings with increased corrosionresistance and thermal protection properties. Possible ways to solve this important scientific and technical problem include finding resource-saving technologies, for which the authors consider the use of promising raw materials to create new composite coatings. These promising materials include ash microspheres of aluminosilicate composition, which are waste from thermal power plants operation. The coating is applied by electric arc method on a steel substrate with carbon steel grade A284Gr.D (Cт3) (GOST 380-2005). For their formation, continuously stretched welding wires of ferrite-perlite structure of brand 1066 (65Г) (GOST 14959-79) and low-carbon welding wire of brand ER346 (Св-08) (GOST 2246-70) were used. The aim of the work is the theoretical and experimental studies of corrosion resistance and heat-protective properties of coatings.The corrosion resistance of coatings in naphthalene medium has been experimentally studied: as a result of immersion for 120... 150 days there is a change in color with the formation of an oxide film and an increase in the size of the surface pores by 10... 15%. The results of theoretical calculations of effective coefficients of thermal conductivity and thermal linear expansion for different filling with microspheres are given. The stability of thermophysical properties was experimentally confirmed by studies of heat resistance and thermal stability of coatings sprayed on a steel substrate with carbon steel grade A284Gr.D (Cт3) (GOST 380-2005), under cyclic loads at temperatures of 570 °C/ 10 °C. The obtained results highlight the feasibility of using electric arc coatings with ferrite-perlite structure of brand 1066 (65Г) (GOST 14959-79) and low-carbon welding wire of brand ER346 (Св-08) (GOST 2246-70), filled with ash microspheres of aluminosilicate composition in technologies for protection and restoration of parts and structures of chemical equipment. The scientific significance of thework includes the expansion of ideas about corrosion processes in dispersed metal-matrix coatings dispersed with inorganic microspheres and about their maximum resource under conditions of thermocyclic loads.

Особенности стратегирования предприятий легкой промышленности и индустрии моды в странах с формирующимся рынком

According to global forecasts, emerging-market countries have a more rapidly developing consumption rate than developed economies. Their global consumption share will continue to grow in the nearest future. Large industrial enterprises have the best competitive position to focus their products and services emerging-market countries because they have strong brands as well as high-quality customer service, hi-tech innovations and infrastructure. Such emerging-market countries as China, India, and Brazil provide strategic opportunities for long-term development. Successful expansion into the emerging-market countries profit margins, asset turnover, and geographic diversification in the long run. The research objective was to study the strategy development of light industry and fashion businesses in emerging-market countries. The paper introduces an in-depth OTSW-analysis of strategic opportunities and trends. The author emphasizes the role of fashion strategizing as an effective tool that makes it possible to take into account industrial characteristics. The research results can help to strategize the national brand “Made in Kuzbass” in emerging-market countries, thus contributing to the global image of Kuzbass.

Organization and economic mechanism of the textile cluster development in the Republic of Kazakhstan

The purpose of the article is to study the organizational and economic mechanism of the textile cluster development in the Republic of Kazakhstan. The article discusses development of the Kazakhstani textile cluster. The textile industry is one of the priority sectors of the industry of the Republic of Kazakhstan, designated to ensure a qualitative transformation of the country’s economy. In order to develop the industry in Kazakhstan, back in 2005 a cotton-textile cluster which unites about 50% of Kazakhstan’s textile production was organized. To support the development of textile and light industry, special programmes have been developed in Kazakhstan to support the sector and, in particular, the textile cluster. Based on analysis of problems impeding its effective functioning, authors of the article substantiated the need to introduce a new organizational and economic mechanism for cluster management. The main problem of low efficiency and slow development of the cluster consisting in weak intersectoral interaction within the cluster and in the textile industry of Kazakhstan as a whole was identified. The model of cluster’s operation, organized on the “top-down” principle of mainly by the initiative of the government, was analyzed and a new organizational and economic mechanism of cluster functioning was developed based on increased interest of cluster’s entities in joint results. This mechanism is based on the consolidation of the efforts of state and non-state actors of the cluster which will ensure the greatest effectiveness of its functioning and create a synergistic effect. The purpose of the proposed mechanism is to activate the cluster’s operations, strengthen the intra-industry and cross-industry interaction of subjects and create a single technological chain within the textile industry.

Features of the development of light industry in foreign countries

The purpose of the article is to review the foreign practice of the development of light industry and identify its features. The head of state identified the problem of ensuring the competitiveness of domestic enterprises as the most important direction of the political strategy. The modern international policy of Kazakhstan is aimed at integrating the country into the world economic community. In the context of economic globalization, ensuring the competitiveness of enterprises is a determining factor in their security and the economic security of the state as a whole. The accession of the republic to the WTO in the near future dictates the need to develop competitive industrial production, including light industry. Light industry plays an important role in the economy of each country, since it is a serious source of budgetary funds and has significant export potential. The state of the light industry affects the economic and strategic security of the country. The socio-economic significance of this industry is determined by the fact that it plays an important role in ensuring the employment of the working-age population, especially women, and has an impact on people's health. Light industry products are used in all spheres of human activity and are second only to food products in terms of consumption. Due to this, light industry is designated in Kazakhstan as a priority industry.

The main directions of development for light industry enterprises in the context of a pandemic

The article considers the actual factors for the development of light industry enterprises – the transition of the interaction of the "producer-consumer" system to the digital space using the Internet; application of the customization function in the production of light industry goods and the development of a model of conscious consumption. The presented results of marketing research demonstrate the interest in fashion of a larger number of consumers under 35 years old and confirm the global trend of interest in the global network as the main source of information about fashion. The results obtained reflect the global statistics on consumer awareness of fashion innovations and new products that they receive from the worldwide Internet. The desire to integrate the consumer and the manufacturer using online channels is relevant and in demand both in the global and in the Russian market, based on which we can talk about the use of modern means of interaction. Active segmentation of the market leads to the fact that the consumer becomes more differentiated in terms of their values and tastes, social and demographic status, which in turn changes the demand: it goes from mass to the category of segmented. The authors considered the emergence of the phenomenon of mass customization in global practice and the main approaches to using this tool in the market. Customization is a tool by which the manufacturer and the client come to a common decision regarding the finished product. It was found that economists Joseph Pine II and James H. Gilmore propose four levels of customization, which are called collaborative, adaptive, cosmetic, transparent (joint, adaptive, cosmetic, transparent), respectively, which most fully reflects the levels of implementation of customization in mass production. In this article, the authors review the experience of the two largest sports goods manufacturers in the field of sustainable production and consider the new direction of "slow fashion" (slow fashion) as the basis for the introduction of the customization function.
