HUMAN RESOURCE MANAGEMENT IN CHINA UNDER ECONOMIC GLOBALIZATION

Economic globalization is the development characteristic and advantage of modern economy, especially the in-depth development of knowledge economy and people-oriented era, which has become the decisive factor of the world economy in the 21st century. In this context, competition among countries increasingly revolves around the quantity, quality and development level of human resources. This transformation has brought both opportunities and challenges to human resource management (HRM) in China. Economic globalization has prompted China's human resources management concepts to be re-examined and updated, and the field of human resources management has shown a more diversified pattern. The subjects of human resources management are constantly changing, and it is necessary to adjust the human resource’s structure and improve the overall quality of the workforce. While economic globalization has brought opportunities to China, it has also brought tremendous pressure to China's human resources management. Fierce international competition has posed a severe test to human resources and challenged traditional human resource management methods and structures. This article deeply explores the impact of economic globalization on human resource management in China. It analyzes how China's human resources management responds to the emergence of diverse talent market, the growing demand for cross-cultural skills, the fluidity of global talent flows, the need for technology and digital transformation, and the regulation and compliance faced in operations challenge. International economic law and the reinvention of industrial policy: Opportunities, limitations and risks

BACKGROUND: Many studies are focused on traditional (old) or modern (new) industrial policy. There are insufficient studies linking the emergence of the knowledge economy and the institutional requirements to underpin inclusive social and economic development in developed or developing countries. OBJECTIVE: This study aims to analyze the characteristics of the knowledge economy and the institutional requirements for more inclusive and sustainable socio-economic developments. Constraints of the international economic law in its current form for more inclusive and sustainable industrial policy in developed and developing countries will be put forward. The inclusive knowledge economy requires not only innovative advanced firms but also innovative and creative public sector employees capable of supporting and disseminating opportunities of the knowledge economy to the entire society. Moreover, the inclusive knowledge economy requires lifelong learning processes of the workforce in developed and developing economies. Therefore, a human dimension, broad participation, and shaping of modern development strategies a key to developing an inclusive and sustainable knowledge economy. Institutional constraints of the international economic framework are currently not adequately supportive of such a structural shift. The objective of this study is to show the possible adjustments at the international and national levels to support the development of an inclusive knowledge economy. The human dimension (participation, creativity, imagination) of the public and private sector goes hand in hand with institutional innovations. METHODS: The normative and institutional analysis, embedded in the historical context of industrialization patterns in the selected countries, will provide insights into the institutional requirements for an inclusive knowledge economy. RESULTS: The result of the conceptual and normative as well as empirical comparative analysis will provide insights into the possibilities and needs for institutional innovations at the regional, national, and supranational levels of polity while embracing the need for a more supportive international normative context. Several possible institutional innovations at the national levels, such as regional public venture funds, decentralized support, and training centers, are provided. A reform of the Agreement on Subsidies and Countervailing Measures to better delineate between potentially productive and harmful subsidies at the international level can be seen as a reform proposal at the international level. CONCLUSIONS: Industrial policies in developed and developing countries will not be able to address the social and economic divides between advanced and stagnating sectors of the economy without addressing the requirements for institutional innovations at all levels of the international polity.

Role of Technological Innovation and Its Governance in Entrepreneurial Evolution

Studies showcase various aspects of innovation strategies, knowledge sharing, and the role of family firms. Despite this, the authors note the lack of a comprehensive review of technological innovation in entrepreneurship research. This study provides an overview of the relationship between entrepreneurship and technological innovation by conducting a systematic literature review spanning four decades, from 1979 to 2020. It aims to answer three research questions related to the theories and methodologies used, the examined themes, and the implications for researchers while emphasizing the role of electronics governance. Furthermore, the study identifies several key themes in literature, including social capital and entrepreneurship, economic growth and entrepreneurial economy, policy intervention, knowledge economy, and tech venture development. These themes reflect the multifaceted nature of the relationship and offer valuable insights for future research.

Analysis and Advice on Employment Forecasts for Graduates Taking into Account the Characteristics of Employment Mobility

In the context of accelerating globalization, the emerging knowledge economy and rapid technological development have brought unprecedented opportunities and challenges to the employment choices of graduates. The employment mobility of graduates has been constantly increasing, and their employment decisions are no longer limited to majors or regions. Instead, graduates can consider various factors more comprehensively, including industrial and urban development, compensation and benefits, etc. This study attempted to understand the characteristics of graduate employment mobility from a more macro perspective, by deeply analyzing the spatial correlation measure and the city-industry integration effect. Then, detailed research and prediction were conducted on the mobility characteristics based on the dynamic decomposition prediction mechanism, which provided not only a more scientific and accurate theoretical basis for graduate employment prediction but also scientific decision-making references for policy makers and educational institutions when formulating relevant policies and educational training plans. The research results contribute to promoting close city-industry integration and have important reference value for promoting urban economic development and optimizing urban industrial structure.

Higher education institutions (HEIs) face crucial challenges due to education internationalization, complex ranking systems, and financial support . However, stakeholders (i.e., industry, alumni, and government) expect pragmatic results from those HEIs like research, innovation, entrepreneurship, employability, and social responsibility. To address this issue, this study investigates outcome-based factors and offers a framework for HEIs to overcome those challenges. To accomplish this goal, we relied on stakeholder and academic capitalism theories and used data triangulation approach (i.e., interviews, observation, and archival literature), Delphi method, and content validation index. We analyzed the data in NVivo software. The data revealed four aggregated dimensions: knowledge economy development, social economy development, entrepreneurship development, and education internationalization. The findings indicate a strong need for comparing HEIs to identify a holistic view of their direct contribution to HEIs in general and Oman in particular. The study’s findings may assist HE systems in other contexts in identifying strategies to meet some of the needs of their relevant stakeholders. The paper makes theoretical, practical, and policy contributions.

The changing spatialities of China’s knowledge economy: introduction to the special issue

ABSTRACT This paper introduces the special issue on The Changing Spatialities of The Knowledge Economy in China in the International Journal of Urban Sciences in 2023. It begins with the introduction of the motivation of this special issue, arguing that it is both timely and necessary to analyse the changing spatialities of the knowledge economy in China where knowledge economy and innovation-driven development have gained growing attention in recent years. It then provides a critical review on innovation networks at different geographical scales and the rise of urban innovation space, which are conceived as two important perspectives to understand the changing spatialities of China’s knowledge economy. The main contents and contributions of the six papers in this special issue are then briefly discussed, which is followed by a short conclusion.

Economic Benefits and Challenges: Funding Tertiary Education for Economic Development in Greece

It is often proposed that governments should devote resources toward tertiary education to the point where marginal social costs equal marginal social value. A critical challenge in evaluating the viability of financing higher education correlates with the difficulty of connecting educational inputs with output. The argument for investment in tertiary erudition hinges on technological advances and demographic change, whereby individuals require periodic retraining within the information age, and increasing labor productivity could reduce the effects of an aging population. The aim of the present work was to view the current system of funding tertiary education in Greece and review some evidence on the economic benefits of funding tertiary education in this Country. In spite of funding obstacles, empirical evidence indicates that graduates improve economic output and social cohesion. Prioritize funding policies for equitable access, and investigate optimal levels of taxpayer subsidy in future research. While allocative problems permeate the higher education sector within different countries, observational and empirical evidence illustrate that graduates improve economic productivity and increase the tax revenues. Overall, funding tertiary education promotes economic development in the global knowledge economy that is undergoing evolution. In addition to having direct effects on the quality of human capital, funding for postsecondary education also has indirect effects on research infrastructure, innovation and economic growth. Investments in higher education and research and development are essential for fostering economic growth, technological progress, and competitiveness.

How to Measure Knowledge Economy

The paper’s primary goal is to analyse the development of Knowledge Economy (KE) measurement methods ranging from those based on national income to indices identifying and combining the relevant indicators. The paper focuses on four current global and European KE level indices: Global Innovation Index (GII), Global Knowledge Index (GKI), European Innovation Scoreboard (EIS), and Digital Economy and Society Index (DESI), highlighting persistent significant differences in the perception of the very essence of KE, as there is no clear interdisciplinary definition of the initial concept of knowledge, leading to further problems with ambiguous and insufficiently specific definitions and measurement of KE. Tacit aspects of knowledge are rarely part of KE definitions or measurements, excluding a large part of the knowledge system from KE measurements. The results of the analysis show that the set of KE indicators used by the individual KE indices is heterogeneous, with the set of intersecting indicators having different weights in terms of importance. Frequent interventions in the indices by their authors were observed, such as changes in index methodology, the indicators used, main pillars (subindices), etc. Despite the high heterogeneity in the approach to measuring KE, we identified the pillars, which can be viewed as the core pillars of KE. These include, for example the level of ICT, R&D, human resources, innovation, patents, and education.

Innovation District Space and Element Identification Framework: Empirical Research from Shenzhen, China

Science and technology and skills have increasingly become the driving force to lead the development of knowledge economy. With the changes in the demand for knowledge workers and the location of enterprises, a new type of innovation space—innovation districts—has emerged. Countries have begun to identify and nurture innovation districts. Therefore, how to accurately identify innovation districts in cities has become an important research topic. The existing research on identifying innovation districts is mainly based on a qualitative description method at the element level. However, whether there are other potential innovation districts in urban space can be identified by quantitative identification. Therefore, the purpose of this paper is to establish an innovation district identification framework and a case study of the framework. The identification framework includes spatial identification and factor identification. In spatial identification, the identification index system is constructed based on the spatial location, range limit, and the surrounding area of innovative assets. In factor identification, the identification index system is constructed based on innovative assets, physical assets, and network assets, and Kendall Square and Boston innovation districts are used as the reference basis to determine whether the identified districts meet the standards of the constructed innovation districts. In empirical case research, spatial identification identified the Gaoxin South District (GXSD) spatial range. In factor identification, it was found that GXSD does not fully meet the standard of innovation district identification. This paper argues that the framework is essential for urban managers, planners, and urban designers to identify and evaluate high-quality innovation districts.

Mapping Knowledge Domain Analysis in Deep Learning Research of Global Education

With the rapid development of the global digital knowledge economy, educational activities are facing more challenges. Sustainable development education aims to cultivate students’ thinking ability to better integrate with the contemporary world view, so classroom practice should involve innovative teaching and learning. The goal of sustainable development education is to cultivate talents with high-level thinking and sustainable development abilities. The concept of deep learning emphasizes mobilizing students’ internal motivation, focusing on problem-solving ability, improving students’ critical thinking level, and developing students’ lifelong learning ability. The concept of deep learning has evolved with the times. The introduction of the concept of deep learning in teaching can enhance students’ understanding of the nature of knowledge, cultivate students’ high-level thinking, and enable students to achieve better learning results. Integrating the concept of deep learning into teaching has extremely important significance and value for sustainable development education. It has become a hot topic in the world to comprehensively analyze the research status of deep learning and explore how deep learning can help education achieve sustainable development. In this study, CiteSpace (6.1.R2) visualization analysis software was used to visualize and quantitatively analyze the literature on deep learning in the Social Science Citation Index (SSCI). The visualized analysis is conducted on the annual publication amount, authors, institutions, countries, keywords, and high-frequency cited words of deep learning, to obtain the basic information, development status, hot spots, and evolution trends of deep learning research. The results show that the annual publication volume of deep learning is on the rise; deep learning research has entered a rapid growth stage since 2007; the United States has published the most papers and is the center of the global deep learning research collaboration network; the countries involved in the study were often interconnected, but the institutions and authors were relatively dispersed; research in the field of deep learning mainly focuses on concept exploration, influencing factors, implementation strategies and effectiveness of deep learning; learning method, learning strategy, curriculum design, interactive learning environment are the high-frequency keywords of deep learning research. It can be seen that deep learning research has the characteristics of transnationality, multidisciplinary nature and multi-perspective. In addition, this paper systematically analyzes the latest progress in global deep learning research and objectively predicts that using intelligent technology to design appropriate teaching and learning scenarios and evaluation methods may become the future development trend of deep learning. The research results of this paper will help readers to have a comprehensive understanding of deep learning research, provide deeper and more targeted resources for integrating deep learning concepts into teaching, and promote better sustainable development of education.

Analysis of UNESCO STEM Curriculum Framework from the Perspective of Core Literacy

With the rapid development of knowledge economy, the international community has increasingly attached importance to the cultivation of students' core literacy. Comprehensive STEM courses become the main carrier and way to cultivate students' core literacy.In September 2020, UNESCO released the report "Contemporary STEM Curriculum Design", proposing the STEM curriculum framework and related evaluation framework for the 21st century.Examining the curriculum framework from the perspective of core literacy can combine the design, implementation and evaluation of STEM curriculum with the concept of core literacy, which is conducive to improving the STEM core literacy of K-12 students by focusing on curriculum construction.The elements of STEM curriculum framework include: ability orientation, STEM practice and discipline concept, as well as the activity content and organization arrangement of STEM practice and concept in each stage of k-12.In addition, the STEM new curriculum evaluation concept supports teachers to adopt formative teaching evaluation.Finally, the report also proposes STEM sample modules and online course applications as relevant supporting materials for STEM course implementation. In view of this, in the process of cultivating students' core literacy through STEM courses in China, we should pay attention to: improving the conceptual integration of STEM courses; Give play to the role of STEM practice in promoting reform; Improve STEM teachers' teaching support ability.

Toward a knowledge economy: Factors affecting the sustainable consumption behavior in the Chinese online education industry.

Buoyed by recent calls to research and advance the knowledge economy and sustainable development. This study explains how the role of the knowledge economy in influencing the COVID-19 pandemic has emerged with numerous opportunities for the global E-learning or online education industry. And, knowledge sharing behavior has been hugely driven by various sharing platforms concerning a new paradigm for diversifying education and learning. However, our study is to further extend the understanding and examine the related empirically correlations to deepen online education for sustainable development (OESD). Both advancing theoretical underpinnings and enhancing the online education industry are highly integrated and introduced toward a sustainable pathway. This study brings the perspectives from consumer value, social identity social exchange, and value-attitude-behavior to explain sustainable consumption behavior in the Chinese online education industry (SCBOEI). Thus, the relationship among factors in this study is statistically examined and the SCBOEI model as the new theoretical insight is introduced in a way of sustainable consumption behaviors in the Chinese online education industry. Finally, this study addresses managerial implications to practitioners, the government, universities, and markets. Employing a quantitative approach, about 559 valid questionnaire surveys are collected from Chinese higher education institutions. This study includes participants from four controlling variables (age, education level, family income, and gender) and six latent variables. The bootstrapping method was applied to validate mediating factors and their interacting relationships. The finding reveals that a set of classic psychological theories related fits the SCBOEI in higher education from the consumer value, contextual factors, social identity, sustainable consumption attitudes, and consumer engagement to explain SCBOEI. The mediating role of identity, sustainable consumption attitudes, and consumer engagement is highly concerned. The value and contextual factors directly make impact on SCBOEI through identity, sustainable consumption attitudes, and consumer engagement. The study significantly contributes to enriching the theoretical bases for advancing the literature on sustainable consumption behavior and online education. Our research provides managerial insights into government policy about the online education industry and marketers to set more advertisements to wake awareness of SCBOEI. Furthermore, higher education institutions should encourage their employees and students to participate in SCBOEI actively. All the stakeholders are essential to lead the consumer to SCBOEI by shaping their internal psychology while paying more attention to social equality (education, gender), responsible consumption, and decent economic development. Overall, addressing these issues will help to provide scholars with novel theoretical insights and practitioners with managerial advice.

Writing for scholarly publication in an interconnected disjunctured world

Academic productivity and scholarly publication are a major requirement for academics in today’s market-oriented academia and a major marker of their position and career prospects in academic stratification. Adopting a global perspective and drawing on fields such as sociology and economy of knowledge, second language writing (SLW), and the fast-expanding field of English for research publication purposes (ERPP), this paper looks at a number of historical, socio-political and economic issues and a network of actors that have shaped and impacted knowledge economy development and exalted scholarly publication in current academic discourse. The paper also looks at and problematizes the analytical lenses through which SLW has examined the scholarly publication practices of scholars globally. Moreover, it proposes other complementary ways to examine scholarly publication practices in international academic contexts which can add a more nuanced understanding to the current scholarship in this domain. Finally, it puts forward a number of suggestions for further inquiry in the domain of scholarly publication that may be of interest to SLW research community.
