International comparative evidence of e-government success and economic growth: technology adoption as an anti-corruption tool

Purpose This paper aims to explore the impact of information communication technology (ICT) use and government efficiency on the economic growth. It assesses empirically the impact of government success in ICT promotion and government efficiency to enhance economic growth and catalyzing corruption control through technology adoption. Design/methodology/approach This paper examines the relationship between ICT and economic growth in a large sample of 149 countries for the period 2012–2016. The empirical evidence is based on the generalized method of moments. Findings There is a significant relationship between e-government development, ICT development and institutional quality, and not ICT development and corruption. The empirical results show that a negative value of the interaction suggests that the impact of corruption on economic growth is smaller for countries with a higher level of technology adoption. Practical implications The differences in e-government success across countries in the world are influenced by the digital divide due to income and corruption control level. Originality/value The efficiency of technology adoption and promotion will ensure stronger effects of corruption control on economic growth. Relevant practical implications derive from the research that can guide public policy in the area of e-government.

Predicting the Intention to Use Cybercounseling Among Chinese Adolescents: An Extended Theory of Planned Behavior.

With the rapid development of Information Communication Technology, cybercounseling has become a more feasible modality to receive psychological support. However, very limited research has explored the intention to use cybercounseling. This study aimed to use an extended theory of planned behavior (E-TPB) model to predict the intention to use cybercounseling among Chinese adolescents. The moderation effect of gender in the constructs of the E-TPB model was also investigated. A total of 1,216 Chinese adolescents (602 males, mean age = 14.21, standard deviation = 1.28) completed the self-report questionnaire. Structural equation modeling and multigroup analyses were performed using AMOS 20.0. The overall E-TPB model explained 29.8 percent of the variance in the intention to use cybercounseling. Subjective norm (SN) was the strongest predictor of the intention to use cybercounseling, followed by perceived behavioral control (PBC) and attitude (ATT). Moreover, two additional variables (i.e., attitude toward Internet and computer self-efficacy) significantly predicted the ATT and PBC, respectively. Furthermore, gender was found to significantly moderate the E-TPB model. Unexpectedly, social stigma toward seeking psychological help did not show a significant effect on SN. This study showed that the E-TPB is an efficient model to explain the intention to use cybercounseling and suggested the influence of social factor (i.e., SN) on the intention to use cybercounseling among Chinese adolescents. These results would be beneficial for understanding and promoting the cybercounseling application.

FORMATION OF SCHEME AND SELECTION OF LIFE CYCLE MODEL FOR DEVELOPMENT PROJECT OF SE “SPC “ISKRA” DOCUMENT MANAGEMENT WEB-PORTAL

With the development of information communication technology of information exchange, the classical exchange of documented information in paper form undergoes drastic changes and is replaced by automated and information systems, where documents are circulated in electronic form. Implementation of the electronic document management system in SE "SPC "Iskra" has a feature: the system should be implemented everywhere, on all workplaces connected with information creation, editing and storage or there will be minimum efficiency from its use. One of the perspective directions of this problem solution is application of project management methodology for development and implement of electronic document management system. The general scheme of software development project life cycle is considered and formed, since the moment of creation and delivery of high-quality software, observation of some tasks in predetermined order. At each stage of the software development life cycle, task responsibilities are defined for specific roles. Entry and exit criteria are formed for each stage. The established criteria help to determine if the software is properly developed and the whole command can focus on the tasks and conditions set for the stage. The key steps for choosing a project lifecycle model are analysed, where any error or misunderstanding in choosing the right model will lead to high failure rate for the project. An iterative project life cycle model is selected, in each iteration of the developed subset for design requirements and integrated with the previous iteration. The development of iterations led to the software development gradually. The advantages and disadvantages of the iterative model are analysed, and the focus is on giving priority to the modules that go into different iterations. The proposed model provides strict verification of the developed requirements for each iteration.

Information and Communication Technology in Higher Education of Uganda and Education Implications: A Case of Kyambogo University

The emergence of knowledge society globally today has created new challenges for Higher Education (HE) particularly with the development of Information Communication Technology (ICT) at a speed that has no match in history yet HE in Uganda is still lagging behind. The paper aims at unraveling the role and challenges of using ICT in HE of Uganda and education implications in order to provide the way forward with Kyambogo University as a case. This study used a mixed methods approach that combined desk review and interviews. The paper reveals the role of ICT in HE as central in the teaching-learning process, on the learner and learning and on the academic staff and teaching while the challenges as; learners, economy, equipment and academic staff which poses as a drawback in the teaching –learning process. The paper concludes that ICT is central in the teaching-learning process as well as in the management of HE institutions. The way forward rests majorly in the newly created ICT Ministry with effective implementation of ICT Policy 2014 to improve the livelihoods of Ugandans by ensuring the availability of accessible, efficient, reliable and affordable ICT services in which HE will benefit automatically hence its effective application and use in the teaching-learning process.

The spatial-temporal dynamics of daily intercity mobility in the Yangtze River Delta: An analysis using big data

Accompanied by the rapid development of information communication technology and transport infrastructure, intercity flows of people have been the cornerstone shaping regional integration. Although mapping the geographies of people flows has attracted a lot of interest across scholarly disciplines, uncovering the spatial-temporal dynamics of daily intercity mobility has been under-researched. This is especially the case where varied travel behaviours occur at different periods, which can be defined as temporal heterogeneity of intercity mobility. This study aims to address this lacuna by examining the varied spatial-temporal dynamics of daily intercity mobility. To be specific, using millions of Tencent location-based service records generated within the Yangtze River Delta, this study maps the spatial network of intercity population movements and reveals how different driving forces shape different intercity travels, in which three types of travel purposes — commutes, business trips, and leisure activities — are assumed to play different roles during weekdays, weekends and national holidays. Employing a multivariate regression quadratic assignment procedure, the results show that (1) the pull-push framework can be adapted to reflect the dynamics of daily mobility, and (2) different types of travels are related to different driving factors, and thus generating varied spatial-temporal patterns of intercity mobilities. This study reveals the temporal heterogeneity of daily intercity mobility, and furthermore enhances our understanding of the geographies of YRD's daily intercity mobility.

Hence, the main objective of this research is to show that Globalization is the major responsible of the fast and unstoppable spread of Wuhan-COVID-2019 globally. Finally, the same research suggests a deep reform of Globalization to avoid again any massive contagious epidemic diseases to reduce its impact economically and socially.

Utilization of ICT by Rural Farmers in Lampung, Indonesia

Lampung as the gateway of the island of Sumatra, the progess of development and society quite rapidly. The development of information communication technology has also been felt by farmers. This study aims to determine: the accessibility of farmers to conventional agricultural information sources and farmers accessibilty to ICT in finding agricultural information. The sample of farmers is taken by rural area of urban border (Kecamatan Jati Agung, Lampung Selatan Regency adjacent to Bandar Lampung City) where 3G and or 4G cell phone signal coverage is sufficient. The results showed that the accessibility of farmers to ICT is good enough, but the utilization of conventional media is still relatively high. Most farmers know the benefits of hp to find agricultural information, but most farmers use face-to-face with agricultural extension workers to obtain agricultural information. Currently, radio and television have been abandoned by farmers to find agricultural information, and the majority of farmers use it as a medium of entertainment.

Marka İletişiminde Sosyal Medya ve Çevrimiçi Etkileşim (Online Engagement) İlişkisi: Limasol Türk Kooperatif Bankası Örneği

İnsanoğlunun var olduğu andan itibaren hemen her dönem iletişim çabasında olduğu yadınamaz. Bu iletişim çabası içerisinde yer alan iletişim araçları da ayrı bir önem taşımaktadır. Gündelik yaşam pratiklerinin yanı sıra iletişim teknolojilerinde yaşanan değişimler ile bu sürecinde şekil değiştirdiğini söylemek mümkündür. Özellikle internetin var oluşu ve bilgisayarın icadı ile birlikte bu yeni iletişim ortamının temelleri atılmıştır denilebilir. İnternetin sivil kullanıma açılması ile birlikte başlayan bu iletişim sürecinde kişisel kullanım pratiklerinin yanında markaların da dahil olduğu görülmektedir. Son dönemlerde marka-takipçi iletişim sürecinde internet tabanlı uygulamalardan biri olan sosyal medya araç ve ortamlarının yeri ve önemi göz ardı edilememektedir. Bu iletişim sürecinde ortaya çıkan çevrimiçi etkileşim faktörünün de ayrı bir önem taşıdığını söylemek mümkündür. Bu çalışmada, kurumsal boyuttan sosyal medya kullanım pratiklerini belirlemek ve bunların bir uzantısı olarak karşımıza çıkan etkileşim unsurlarını içermektedir. Bu noktadan hareketle, 2018 yılında Kuzey Kıbrıs Türk Cumhuriyeti’nde yılın kuruluşu seçilen Limasol Türk Kooperatif Bankasının sosyal medya kullanım pratiklerini ortaya koymak ve bu pratikler ile meydana gelen etkileşim unsurlarını belirlemek adına söz konusu bankanın resmi sosyal medya hesaplarına yönelik içerik analizi gerçekleştirilmiştir. Gerçekleştirilen içerik analizinde Facebook ortamına yönelik oluşturulan kodlama cetveli, Waters ve ark.’nın (2009: s. 104) “Engaging Stakeholders Through Social Networking: How Nonprofit Organizations are Using Facebook” isimli çalışmalarında kullanılan kategori cetvellerinden faydalanılarak oluşturulmuştur. Bunun yanı sıra sosyal medya yönetim birimi ve kurumsal iletişim birimi ile araştırmanın amacına yönelik derinlemesine görüşme gerçekleştirilmiştir. Görüşme soruları oluşturulurken Parveen ve ark.’nın (2015, s.77) “Social Media Usage and Organizational Performance: Reflections of Malaysian Social Media Managers” isimli çalışmasından faydalanılarak soru formu oluşturulmuştur.

Big Boss is Watching You! The Right to Privacy of Employees in the Context of Workplace Surveillance

Workplace surveillance is a necessity which was prompt by the development of information communication technologies that offered huge opportunities to employers to monitor their employees at work and even out of work which cause strict concerns for the privacy of employees. The present thesis examines such concerns of employees arising out of workplace surveillance. The legal protection of privacy within certain systems, particularly, within the European Convention on Human Rights is considered. After examining the substantive matters of the right to respect for private life under the Convention, four cases of the European Court of Human Rights concerning employee privacy at work are studied thoroughly, and an analysis of each case is provided. By such an examination, the scope of protection of the right to privacy of employees in the context of workplace surveillance is expounded. Furthermore, certain specific problems regarding the protection of privacy are highlighted and where relevant, possible solutions are presented.surveillance. (Less)

In contemporary business conditions characterized by the intensive competitive pressure, attracting new customers/ service users is becoming a more complex and expensive business activity. The development of information-communication technologies (ICT) and the intensive development of the hotel industry has affected the appearance of significant changes in marketing and hotel sales strategies. The contemporary market is a witness to the opening of more and more independent hotels, but there is also an expressed trend of growth and development of branded hotel chains, which significantly influences the growth of competitive pressure. In such conditions attracting guests is becoming the most important challenge within the business of the hotel sector. Due to the globalization of the world economy, the number of business travelers is increasing in all regions of the world. Business travelers are a significant segment of guests for all hotels, and especially for those located within big cities and administrative business centers. Hotels direct their business efforts and marketing strategy more intensively to this segment of tourists. The adjusting of the offer towards the preferences and expectations of the business travelers is extremely important in order to achieve competitive advantage in the process of their attracting and retaining. Big hotel chains develop the brands of lower, medium and high level of luxury in order to adjust their offer. Independent hotels create the personal identity and originality which enables the offer adjustment to a specific segment. The aim of the paper is to identify key factors in decision making of the business traveler concerning the hotel selection. The analysis is based on an empirical research regarding business traveler preferences in Serbia who travel relatively often for reasons of business.

Edge intelligence based Economic Dispatch for Virtual Power Plant in 5G Internet of Energy

Nowadays, with a large of complicated geography of Distributed Energy Sources (DES), how to integrate distributed renewable energy source and reduce the operational costs by Virtual Power Plant (VPP) becomes a mainstream problem in Internet of energy. The traditional method of energy integration and operational cost optimization utilizes the cloud computing technology to centralized control the computational task, which increases the burden of computing. According with the development of information communication technology, such as Internet of Things and 5G, edge computing technology is an effective way to offload computational task to the edge side of 5G networks. Moreover, with the increase of collected data, it becomes a key point to effectively improve the computing power of edge nodes in edge computing. Currently, machine learning is an effective way to process the big data. Based this situation, it leads the combination of machine learning and edge computing. In this paper, the Edge Intelligence (EI) structure is proposed to solve the Economic Dispatch Problem (EDP) in VPP of Internet of Energy. Compared with the traditional edge computing, the proposed EI structure inherits its original features which reduce the burden of cloud computing, and also the proposed EI structure improves the computational power of edge computing. Through the splitting model and deploying the particle model in the terminal, it is facility to real-time control and take the less costs of VPP. Due to the transmission between the splitting models with counterpart, it transmits the part information and gradient information, which effectively reduces the consumption of communication. The proposed method has verified the effectiveness and feasibility through the numerical experiments of real application data sets.

Engaging Customers in Value Co-Creation Through Mobile Instant Messaging in the Tourism and Hospitality Industry

Tourism and hospitality service providers have been seeking ways to engage customers in the value creation process to deliver personalized experiences. Such practices have been facilitated by the rapid development of information communication technology. Extant research on online customer engagement focuses mostly on computer-based platforms. Mobile instant messaging (IM) has rarely been explored despite its substantial potential for firm–customer interactions. On the basis of service–dominant logic and computer-mediated communication theories, this study examines customers’ perceived co-creation experience facilitated by mobile IM. It empirically tests the influencing factors and effects of such co-creation experience. The findings extend the theoretical framework of value co-creation to a context mediated by mobile IM. Managerial suggestions are provided for tourism and hospitality organizations.

Correlation between Husband and Wife Smartphone Use Time

Smartphones are representative multimedia devices capable of various functions that have emerged due to the development of information communication technologies (ICTs). The popularization of smartphones has changed the way ICTs media is used; consequnetly, it is expected that smartphones will influence family life by changing family communications and time use. However, there is a gap between the empirical research on ICTs media and family. This study explores any correlations in the amount of time spent on smartphones between a husband and wife. We marged 1,444 married couples’ media diaries from the 8th Korean Media Panel Survey (2017) to analyze the average amount of time spent on communications and leisure·shopping using smartphones. The results show that husbands’ time use for communication has increased similarly to wives’ time use. In addition, husbands’ time use for leisure and shopping was positively related to wives’ time spent on communications and leisure·shopping. The findings show that the use of smartphones is interrelated within the family and suggested that a family systems approach is needed in ICTs media research. Future studies will provide a deeper understanding of the impact of ICTs media and how families are using a variety of ICTs media devices such as smartphones.

Smart offices: A productivity and well-being perspective

The rapid development of information communication technology has led towards the emergence of the “connected world” characterised by the pervasive embeddedness of smart technologies. Smart technologies have a transformative impact on different domains of life. The application of smart technologies redefines the way people live, interact and conduct business. To date, the attention of the scholarly community has been paid primarily to smart cities, smart manufacturing and smart homes. However, despite numerous studies discussing the benefits of advanced technologies in the workplace, there is a lack of research on smart offices and how they affect productivity and employee well-being. This opinion paper argues that office spaces constitute a distinctive type of space, and research on smart homes or manufacturing does not suffice to capture its essence. Therefore, the aim of this paper is to propose a research agenda that can advance the current literature on smart and information communication technologies in relation to workplace spaces and the potential implications these could have on productivity.

Possibilities to Support Heterogeneous Mobile Services in Vehicle Communication Networks

Research on the provision of heterogeneous services in the field of intelligent transport is of great interest in the rapidly changing infrastructure of road transport. In particular, the availability of such services has increased through the use of wireless technologies and communication tools. The current development of Information Communication Technologies (ICT) and the integration of intelligent transport platforms and service systems make it possible to significantly improve road safety and reduce the likelihood of road accidents. However, the delivery of mobile-smart services requires the development of a rather sophisticated infrastructure to support multicast services. The purpose of this scientific article is to analyze the data transmission capabilities for heterogeneous services while ensuring road safety. The paper deals with the tasks of evaluating the possibilities of integrating such mobile services into the infrastructure of motor vehicles. Measuring bandwidth by enabling multicast services on the base of Ad-hoc wireless networks becomes an important task. The demonstrated results illustrate the capabilities of wireless networks by simulating these services in a transport service generating environment. The paper demonstrates that high-quality heterogeneous services require new wireless network interaction protocols, such as a session initiation protocol (SIP), GPRS functionality, routing protocols, and channel access to provide a large number of supportive service components.

Sudden vehicle problems during its operation cause great damage to the driver. In this vein, it is necessary to monitor the conditions of critical vehicle parts and take the suitable actions in advance based on the analysis of the conditions. These days the development of ICT (Information Communication Technology) and IoT (Internet of Things) enables us to collect health status data and environmental data of vehicle parts, which leads to take much concern on Condition-Based Maintenance (CBM). In this study we will propose an approach to identify the fault status of the ignition plug in the vehicle’s engine part based on the gathered part status data.
