Evolutionary Characteristics of Industrial Parks from a Carbon Neutrality Perspective

Industrial park (IP) development has passed through many stages, and the development evolution pathways of IPs have different characteristics according to different perspectives. Understanding the evolutionary characteristics of IPs will assist us in understanding their essential developmental trajectories. Achieving carbon neutrality in IPs is important for combating climate change. In order to reveal the evolutionary characteristics of IPs from a carbon neutrality perspective, this study examines the Kalundborg eco-industrial park by dividing its development into three stages. We also quantitatively analyze this evolution based on enterprise connectance and enterprise repetitive connectance. We then analyze the evolutionary characteristics at the national level by using China and South Korea as examples. The results showed that the development trajectories of IPs had spontaneous and conscious characteristics. Compared with the spontaneous stage, enterprise connectance and enterprise repetitive connectance were obviously higher during the conscious stage. This article contributes to our understanding of the nature of IP development from a carbon neutrality perspective.

Industrial Park low-carbon energy system planning framework: Heat pump based energy conjugation between industry and buildings

The accelerating urbanization, rapid industrial development, and excessive consumption of fossil fuels pose survival challenges such as energy depletion and environmental degradation for humanity. In the context of industrial park development, constructing a low-carbon energy system, increasing the proportion of renewable energy, enhancing energy-level matching, and utilizing heat pumps for deep waste heat recovery are effective approaches to reduce fossil energy consumption and alleviate environmental pressures. Addressing issues such as diverse thermal flows in industrial sites, complex electricity-heat-cooling energy demands, and unclear industrial-building energy coupling mechanisms, this paper proposes a two-stage planning framework, comprising the following five steps: (1) constructing a waste heat utilization system centered around heat pumps, (2) establishing a mechanism for matching heat sources, equipment, and thermal sinks, (3) establishing an energy conversion model and energy quality quantification system, (4) optimizing waste heat utilization path allocation, and (5) conducting a system energy flow analysis. Case studies demonstrate that the proposed system achieves optimized matching of multiple heat sources and sinks in industrial and building scenarios through thermal integration, meeting diverse energy demands in the park, including electricity, cooling, and multi-grade heat. After coupling with traditional steam pipeline networks, the annual total cost and annual steam power consumption decrease by 33% and 39% respectively, with a waste heat contribution rate of up to 26% and a renewable energy penetration rate of up to 25%, and a waste heat recovery system payback period of 6 years. By establishing an energy quality quantification system and conducting multi-objective optimization considering losses and economic costs, this paper provides Pareto frontier solutions, offering references for engineering proposals. The proposed networked waste heat recovery system is characterized by low energy consumption and high economic efficiency, effectively integrating the energy characteristics of industrial parks and demonstrating engineering applicability.

Hindrance or facilitator? The economic consequences of national demonstration eco-industrial parks in China.

Many countries attach great importance to the green, low-carbon, and circular development of industrial parks. China is one of them and has entered an exploration journey of national demonstration eco-industrial parks (NDEIPs). However, the impact of the transformation of industrial parks into NDEIPs on local economic development still remains a mystery. To address this issue, we develop an empirical study using a combination of the multi-period difference-in-differences method and the propensity score matching method based on the panel data for 266 cities in China from 2001 to 2021. The results show that industrial parks becoming NDEIPs promotes cities' economic development. This conclusion still holds after a series of robustness tests, such as the reverse causality test and the placebo test. Moreover, the park heterogeneity tests show that the economic consequences vary according to differences in levels, industry types, life cycle phases, and the degree of foreign firm agglomeration. The city heterogeneity tests show that the economic consequences differ based on administrative levels, innovation capabilities, technology industrialization, and environmental friendliness. The spatial heterogeneity tests show that the economic consequences differ according to geographical location and whether situated in the Yangtze River Economic Belt. The policy upgrading heterogeneity tests show that the economic consequences differ during the process of policy upgrading and transformation. In addition, the mechanism tests reveal that green innovation, human capital level, and firm attractiveness mediate the relationship between industrial parks becoming NDEIPs and cities' economic development. This study provides a new perspective for understanding the economic effects of the transformation of industrial parks into NDEIPs, and provides a reference for the government on how to maximize these economic effects.

Realizing low-carbon development of industrial parks in China: Model construction and its application

As the main energy consumption and emission area, carbon emission reduction for industrial parks is a pivotal target for China. In this study, a multi-objective optimization model was established to quantitatively develop low-carbon development strategies for industrial parks that simultaneously considers land productivity, energy structure and efficiency, carbon emissions, and industrial structure optimization. A Monte Carlo method was adopted to investigate the uncertainties associated with emission-reduction technologies and economic development. A study on an industrial park showed that with the implementation of a series of fossil energy-saving measures, the percentage of clean energy in the park is projected to reach 62.6–72.2 %, while the percentage of output from energy-intensive enterprises relative to the total output of the industrial park decreases from 3.78 % in the baseline year to 1.74–3.29 %, and carbon emissions are projected to decrease by 69–85.4 % relative to the benchmarking scenario. This implies that the model developed in this study is effective and can serve as a roadmap for designing industrial parks to realize low-carbon development.

Practical Strategies for The Economic Development of Mexico: Nearshoring Trend

This research aimed to suggest practical strategies for Mexico's economic development through the trend of nearshoring. It involved identifying, analyzing, and organizing the causes of the conflict between China and the USA over international trade and exploring the opportunities that nearshoring to Mexico can offer. Qualitative research methods were applied, and documentary research techniques were used based on two study objects: a) the Sino-American dispute over international trade and b) nearshoring to Mexico. Nearshoring to Mexico is driven by various factors, including tariff benefits from Free Trade Agreements, low labor costs in manufacturing companies, and a stable exchange rate. Therefore, Mexico needs to encourage the development of industrial parks, implement an effective Public Security Policy, offer tax incentives to attract Foreign Direct Investment and improve port, road, and air infrastructure to take full advantage of this trend.

Dynamics of development of industrial parks in Russia

The globalization of market conditions leads to the development of positions that influence the modification of the national economy. There is a change in business models, a rearrangement of the system of international division of labor. One of the modern business models is the investment and construction of industrial parks, industrial clusters that integrate on their territory the production and logistics capacities necessary for the optimal production and distribution of certain goods. The development of these models in the country, in addition to optimizing production and logistics processes, also makes it possible to influence the economy of the region in which the park is located, both from an economic and demographic point of view, providing jobs. The study describes the current state of development of industrial parks as one of the main sectors of industrial production.

Development Model in HT Port Area Industry of Xiaoqinghe Navigation Resumption Project

Studying the operation and development mode of Lingang Industrial Park, analyzing and planning the spatial layout of Lingang Industrial Park, will have important guiding significance for promoting the development of regional Lingang Industrial Park. An in-depth analysis of the development model and spatial layout of the HT Port Area Lingang Industrial Park in the Xiaoqinghe Navigation Restoration Project is beneficial for improving the overall operational efficiency of the HT Lingang Industrial Park, optimizing the industrial structure, and accelerating the pace of economic development in Zibo City. This article first explores the current development status of the HT port industry in the Xiaoqinghe Navigation Resumption Project based on relevant concepts and basic theoretical research. Secondly, taking Shanghai, Tianjin, Japan, and Rotterdam as typical cases, it analyzes the four existing operating models of the inland river port industrial park, providing reference for the industrial layout of the HT port area in the Xiaoqinghe Navigation Resumption Project. Finally, suggestions and strategies for the future development of HT Lingang Industrial Park are proposed.

Individual agency in South-South policy transfer: China and Ethiopia’s industrial park development

This article process-traces Ethiopia’s adoption and implementation of the industrial park development strategy from the mid 2000s to the late 2010s. How does policy transfer unfold, and what characterizes China’s influence on Ethiopia’s Special Economic Zone (SEZ) strategy? Drawing on extensive interviews conducted during multiple field trips to Ethiopia and China between 2017 and 2023, complemented by secondary sources, we argue that policy transfer involves navigating both structural opportunities—providing incentives and resources for individuals—and individual agency to surmount structural constraints. Contributing to the growing body of literature on South-South policy transfer, our study underscores the pivotal role of individual agency in overcoming prevalent structural constraints within South-South contexts, characterized by fluid power relations and less defined policy transfer networks. Additionally, we emphasize the importance of scrutinizing the agency of host-country actors in their engagements with a rising China, rather than assuming China’s impacts in a deterministic manner. Our detailed documentation offers a nuanced perspective on China’s influence in Ethiopia’s industrialization. We show that primary agency in the policy transfer process should be attributed to Ethiopian actors, whereas the roles of Chinese actors range from initiation, facilitation, and occasionally, reluctant responses in this intricate process.

A Method for Evaluating the Spatial Layout of Fire Stations in Chemical Industrial Parks

The development of chemical industrial parks has resulted in the accumulation of a significant amount of hazardous substances, thereby increasing the demand for enhanced firefighting security, which directly relates to fire stations. This article presents a method for the layout evaluation of fire stations within chemical industrial parks. A practical technique for conducting fire risk assessments of each point to be rescued (PTBR) is proposed. The PTBRs are categorized according to their levels of fire risk. The required rescue time for each PTBR is determined based on the fire risk assessment. The estimated rescue times from each PTBR to each fire station are evaluated based on the actual road network and the speed of the fire engines. The adequacy of the fire stations is assessed through comparing the required and estimated rescue times. The working process of this method is illustrated using an engineering instance. The evaluation results of this engineering instance indicate its feasibility. This method takes into account the impact of irregular road paths and the influence of PTBR fire risks on the layouts of fire stations, which results in a more objective evaluation.

Developing Industrial Zones in Hanoi: Current Status and Solutions

Attracting investment in industrial parks (IPs) in the city. Hanoi not only contributes to promoting the capital's overall socio-economic development, but also changes the industry structure towards prioritizing the development of new industries. The article evaluates the current status of Hanoi's industrial park development over the past time, points out the achieved results and limitations, and then proposes development solutions in the coming time.

Multiple paths of green and low-carbon development in industrial parks: group analysis based on the TOE framework

The green and low-carbon development of industrial parks plays an important role in promoting industrial and technological agglomeration, How to optimise their green and low-carbon development pathways is an important management question to be answered, requiring the examination of multiple path based on a histological perspective. Based on the technology–organisation–environment framework, this study selected 29 state-level economic and technological development zones (ETDZs) in China as research objects, and explored multiple sets of paths using fuzzy set qualitative comparison and necessity-contribution analysis. The study found that: 1) four promotion paths can be adopted for green low-carbon development of the zones: endogenous drive, balanced promotion, core support drive and comprehensive drive; 2) single environmental factor does not constitute a bottleneck hindering the green low-carbon development of the zones, which should be combined with the actual situation of the zones, and the balanced enhancement of the effectiveness of green and low-carbon should be realised through measures such as industrial policy, environmental risk prevention, and performance assessment of green policies. Finally, the study proposes the following policy recommendations: industrial parks should focus on the key role of environmental risk prevention, apply a combination of measures in accordance with their own realities, and appropriate external pressure can help promote green and low-carbon development.

Formation of Economic Sovereignty of the Russian Federation: Regional Aspect

The relevance of the research topic is determined by the development and improvement of the state policy for the formation of economic sovereignty of the Russian Federation. The import substitution policy implemented in recent years has yielded positive economic solutions that make it possible not to experience a shortage of goods and production components. With the support of federal and regional authorities, the subjects of economic sovereignty formation (special economic zones, industrial parks, industrial and innovation clusters, etc.) are actively developing. Purpose. The main purpose of the study is to substantiate promising areas for ensuring the economic sovereignty of the Russian Federation in the context of the development of regional investment infrastructure. Objectives: of the study are as follows: substantiation of the directions for ensuring economic sovereignty, analysis and assessment of investments in fixed assets of the regions of the Central Federal District, study of the rating of the subjects of the Central Federal District in terms of investments in fixed assets. Methodology. The methodological basis of the study was the works of domestic scientists in the field of theory and practice of economic policy, economic regulation, and increasing the stability of the economy in the face of sanctions. The results of the study show that the most promising areas for ensuring economic sovereignty are the financing of infrastructure and high-tech industries, the development and support of industrial parks, industrial clusters, the development of investment activity, including through the support of large investment projects, and increasing the efficiency of investments in fixed assets. Conclusions. An optimization strategy for intra-park integration trading considering energy storage and carbon emission constraints

Energy development in industrial parks promotes both industrial and inter-park economies. However, as the number of industrial parks increases and the economic level of the parks rises, energy consumption is also increasing rapidly. The rapid expansion of inter-park trading markets is accompanied by a surge in carbon emissions, making industrial parks increasingly significant contributors to carbon emissions within the industrial sector. In response to this environmental challenge, this paper proposes an integrated trading approach within industrial parks that considers carbon constraints. By implementing a spot trading method for surplus industrial energy, the goal is to mitigate the carbon emission pressure within these parks. Firstly, the paper conducts an analysis of the characteristics of combined heat and power units in industrial parks. It introduces an integrated analysis method within the target region, consolidating information from various park units to enhance flexibility in energy utilization. Secondly, an energy storage model is established. This model efficiently leverages energy storage capacity to balance fluctuations in energy supply and demand within industrial parks, thereby alleviating carbon emission pressure. Finally, the study and analysis of an industrial park in Liaoning Province were conducted using the Yalmip + Gurobi commercial software on the MATLAB platform. Compared with the traditional industrial park, the carbon dioxide emission of the industrial park is reduced by 91.49t, and the energy cost is saved by 11.2 million RMB. Numerical results from instances indicate that this method surpasses traditional trading approaches, aligning with the rigorous standards of scientific research.

The article is devoted to the study of the status and prospects for the development of industrial parks in the Lviv agglomeration, as well as the analysis of foreign experience in the functioning of industrial parks in agglomerations. The relevance of measures to implement the State Strategy for Regional Development for 2021–2027 regarding the support of territories such as agglomerations is argued, this is evidenced by the institutional arrangement of the Lviv agglomeration even in times of war. It is noted that when creating a modern model of reindustrialization in Ukraine with a focus on exports and in general an innovative ecosystem of agglomerations, the creation and development of industrial parks as modern concentrators of the industrial, investment and research potential of the agglomeration will be of paramount importance. Emphasis is placed on the advantages of the functioning of industrial parks within the agglomeration, in particular through: achieving synergy for the growth of economic development of the agglomeration; direct impact on the provision of humanitarian, environmental, security and spatial organization of the agglomeration; creation of the effect of increasing returns due to the effective combination of production and infrastructure, high technologies, research and development sphere. It is proved that the industrial parks of the Lviv agglomeration today are the least developed form of the innovation ecosystem of the agglomeration, the potential of which, unlike clusters or export enterprises of the agglomeration, has not yet been used at all. It is concluded that the institutional component of the development of industrial parks in Ukraine, and in particular within the Lviv agglomeration, should become a priority in the implementation of the State regional policy and strategies for the development of individual territorial communities in the near future. After all, foreign experience proves the close interweaving of urban agglomeration and its industrial parks, whose activities in Ukraine, even with the current institutional design, open up a promising environmentally oriented direction for them.

Road performance analysis due to Sayung Industrial Park development

This study aims to analyze the impact of Sayung Industrial Park development to the surrounding road network. The study merely relies on available secondary data, including recent transport study in Semarang Raya, trip rate, and previous research related on industrial area occupancy growth. Road performance in the terms of degree of saturation and travel speed are analyzed using a simplified four-step model using CUBE software. The results show that in 2023, assuming 50% occupancy of the industrial park, the average travel speed decreases by 8.5% and the average degree of saturation increases by 18.7%. While in 2030, assuming 100% occupancy, the road performance is worsened, the average travel speed decreases by 46.4% and the average degree of saturation increases by 45.5%. A new additional lane in each direction on Semarang–Demak main corridor is simulated to anticipate the full operational of Sayung Industrial Park in the future. The result shows an improvement on road performance.

Identifying some Criteria for Assessing Changes in the Lifestyle of Workers in Industrial Parks Associated with the Context of the Fourth Industrial Revolution

The Fourth Industrial Revolution, in particular economic impact, competition for human resources, automation, and technology, have had a significant impact on the labor force of industrial park workers. Industrial parks are no longer the same in terms of size, development strategy, resources, and investment focus due to digital technologies. In order to provide arguments for the research process on the creation of new lifestyles to adapt to the fourth industrial revolution and for the policy-making process associated with the human resource development of industrial parks and localities, it is necessary to identify assessment criteria for changes in the lifestyle of industrial park workers in the context of the Fourth Industrial Revolution. This paper will identify criteria for particular categories, such as: shifts in production labor; shifts in political consciousness; shifts in social activities; shifts in family dynamics; and shifts in the spiritual lives of industrial park workers. After outlining the structure for the criteria, the paper will discuss some contemporary concerns about how workers' lifestyles are changing in Vietnam's industrial parks in light of the Fourth Industrial Revolution's current significant influence.

Planning and Design of Modern Agricultural Industrial Park Based on Rural Revitalization Strategy -A Case Study of Fenghuang, Mingshan, Ya'an, Sichuan Province

To develop the countryside, the industry must be revitalized. Modern agricultural industrial park, as an important content of implementing the rural revitalization strategy and deepening the agricultural supply-side reform during the "14th Five-Year Plan" period, requires high attention to the multi-functionality of rural agriculture, organically combining the multi-functionality of agriculture with the improvement of rural infrastructure, the soundness of rural functions, and the industrialization of rural agriculture, avoiding the weak functionality of traditional agriculture, strengthening the strong functionality of smart agriculture and functional agriculture, realizing the organic integration of urban and rural elements, and making rural development comparable to urban development. Taking the planning and design of the modern agricultural industrial park in Fenghuang, Mingshan, Ya'an, Sichuan Province as an example, this paper starts from the current situation of the development of modern agricultural industrial parks in China, explores the existing resources of Fenghuang Village, analyzes its industrial development trend, and then plans and designs the planning and operation strategy, planning positioning, spatial layout and other aspects, in order to provide reference for the local government and the innovative development of modern agricultural industrial parks.

Relationship Between Carbon Emissions and Economic Development of Industrial Parks Based on Decoupling Index

Industrial parks are the main carriers of industrial activities and are also key areas for carbon emissions. To deeply explore the decoupling state of carbon emissions and economic development of industrial parks and the driving forces, Zhengzhou Economic Development Zone were taken as example, based on the energy consumption data of industrial enterprises above a designated size from 2011 to 2020, the IPCC carbon emission accounting method, Tapio decoupling model, and logarithmic mean Divisia index decomposition method were used to analyze the characteristics of carbon emissions from energy consumption in the park, the relationship between carbon emissions and economic development, and the driving factors of decoupling. The results showed that:① in terms of carbon emission characteristics, the carbon emissions of energy consumption in Zhengzhou Economic Development Zone were mainly indirect carbon emissions, and the total carbon emissions showed a trend of rapid growth in the early stage, slowing down in the medium term, and negative growth in the later stage. The carbon emission intensity was decreasing annually. ② From the perspective of decoupling, the decoupling index between total carbon emissions and economic development in Zhengzhou Economic Development Zone from 2011 to 2016 was 1.021, which was in a state of growth linkage, and the decoupling index decreased to 0.089 from 2016 to 2020, turning into a weak decoupling state. ③ From the analysis of driving factors, from 2011 to 2016, four factors, namely carbon emission coefficient, energy efficiency, industrial structure, and economic level, all had a restraining effect on the decoupling of carbon emissions in Zhengzhou Economic Development Zone, and from 2016 to 2020, they all turned into promotion except for the economic level. This study showed that among the factors for the decoupling of carbon emissions in the Zhengzhou Economic Development Zone, the economic level played a major inhibitory role, and energy efficiency played a major role in promoting it. The results of this study can provide a reference for the industry-city integrated industrial park represented by Zhengzhou Economic Development Zone to formulate corresponding carbon emission reduction policies and achieve the carbon peaking and carbon neutrality goals.
