ПРОЕКТНЫЙ ПОДХОД, КАК СОВРЕМЕННЫЙ МЕТОД УПРАВЛЕНИЯ СФЕРОЙ КУЛЬТУРЫ В УСЛОВИЯХ ТРАНСФОРМАЦИИ РОССИЙСКОГО ОБЩЕСТВА

The sphere of culture needs to be rethought, because everything is changing in connection with the development of information systems and the creation of a unified economic and socio-cultural system. Culture acts as a single resource in the development of socio-economic activity and human abilities. In the context of the transformation of Russian society, the preservation of cultural heritage and its development is possible within the framework of a well-thought-out cultural policy that has strategic goals for the long term, while culture is a factor in the development of both moral and spiritual potential and contributes to stability in the field of social, economic, political and social activities. In recent years, many cultural projects have been put into practice in Russia, which confirms the importance of the project approach, which contributes to the development of culture. With the active development of cultural activities, there is a lag in the development of the project base, there are shortcomings: there is not enough necessary information and scientific projects, research to train project managers.

Proposal of Value for Customer of Spas: Expectations of Spa Patients and Tourist in Polish Spas

Literature on the trends of health tourism development has proven that it is becoming one of the most important tourism activities. With the growing popularity of this form of tourism, the structure of the needs of tourists and spa patients is simultaneously changing. This article presents the results of self-research carried out in Polish spa resorts based on a sample of 753 patients and spa tourists. The purpose of the research carried out was the development of a value proposition for the client of a spa enterprise as an element of a business model. At the same time, this paper points to the need to base spa activity on the values of sustainable development through key spa resources in the form of a therapeutic climate and natural raw materials applied in spa therapy. The key values for patients and spa tourists are the improvement of health with natural therapeutic resources, recreation in a place with a healing climate, achieving the effect of the treatment, the development of cultural activities, the possibility of taking care of a child during treatment, and the introduction of a psychologist and leisure animator. The mentioned features may become the basis for building a business model of spa enterprises to adapt the value propositions of a client in their business models to the needs demonstrated by the beneficiaries of these values. The problem raised in the article requires a simultaneous consideration of the principles of sustainable development in relation to the natural resources used in spa therapy.

The effect of the agrarian reform on the development of cultural activities in the Republic of Cuba

Cuban socialism’s efforts to resolve the “agrarian issue” determined the strategies currently in force and their immediate goals. As part of this process, we examine six aspects that characterize the Island’s sociopolitical development: the structure of land ownership, land usage, the agrarian organization, the technological model, the agrarian economy, and the development of rural society. Many challenges remain to shaping comprehensive and coherent economic strategies that encourage sustainable economic growth, facilitate Cuba’s international economic integration, and contribute to the efficiency and competitiveness of Cuba’s economy while simultaneously safeguarding the revolution’s gains in social inclusion and equity. The research is supported by knowledge and results from scientific and professional literature, that is, the findings and scientific results of numerous professional authors who have studied the issues of this work in their books and articles.

Entre conflit et transaction sociale, une approche simmelienne aux défis des villes patrimonialisées

En nous appuyant sur la sociologie de Georg Simmel, nous souhaitons éclairer les conflits du patrimoine bâti dans les villes patrimonialisées. Notre analyse porte sur deux villes dont les centres historiques sont inscrits au Patrimoine de l’Humanité par l’UNESCO, Strasbourg en France et Valparaiso au Chili. Ainsi nous appliquerons quelques éléments simmeliens pour développer une approche s’intéressant à la structure fonctionnelle de l’espace urbain patrimonial et aux éléments socio-affectifs dans les quartiers « historiques ». Nous mettrons en avant la présence des conflits, d’échanges et des médiations des intérêts sociaux et économiques autour des biens patrimoniaux en suivant la notion simmelienne de conflit qui est abordée de manière positive en tant que productrice de liens sociaux. Dans les villes patrimonialisées, des intérêts pécuniaires publics et privés encouragent le développement des activités culturelles, tel que le tourisme culturel et l’amélioration des immeubles anciens. La notion de conflit chez Simmel permet donc de comprendre les effets des politiques d’aménagement et d’amélioration de l’espace urbain dit « patrimonial ». En effet, les nouvelles formes de pouvoir et les processus transactionnels affectent les espaces territoriaux locaux par le biais de valorisations et de dévalorisations de l’espace urbain.

Re-use of derelict industrial sites: Opportunities for regeneration of industrial heritage in Pancevo, Serbia

Subject of the paper is industrial heritage and its regeneration. Emphasis has been put on industrial objects that have lost their primary function and now have historical, social and architectural value. Condition and problems of industrial heritage were discussed through the example of Pancevo, one of the first and biggest industrial cities in Serbia. Aim was to examine the current policy and practice in redevelopment and investigate in which way and to what extent can good examples from the international practice be applied to Pancevo. Findings of the research are given through set of recommendations, discussed through four themes: 1) culture-led regeneration - development of cultural activities in former industrial buildings, 2) industrial heritage as a tool for improving the ecological image of the city, 3) industrial heritage as a potential for development of tourism, 4) heritage as a potential for economic development. Value of paper lies in drawing attention on significance of the industrial heritage and problem of its dereliction, and investigation of application of international models on Serbian situation. As one of the biggest industrial cities in the region, Pancevo can serve as a model not only for Serbia, but also for cities in other countries that are in similar situation.

CULTURAL DEVELOPMENT STRATEGIES AND URBAN REVITALIZATION

Municipal governments around the globe increasingly turn to museums, performing arts centers, arts districts, and other cultural activities to promote and revitalize their cities. While a significant body of literature examines revitalization strategies that focus primarily around entertainment and commerce, the empirical body of research that specifically investigates the role of cultural strategies in urban redevelopment is still growing. This paper first discusses the development of municipal cultural strategies in the United States, and draws from the literature to outline the characteristics of three different models of such strategies. Second, the paper presents findings from a national survey distributed to municipal agencies involved in the promotion and development of cultural activities and facilities in large and medium‐sized US cities. The survey data indicate that although most agencies are guided by a varied set of goals, entrepreneurial objectives continue to guide the development and support of cultural activities in most cities.

Singing Against Apartheid: ANC Cultural Groups and the International Anti-Apartheid Struggle*

This article explores the ways in which music, together with cultural forms such as poetry, theatre and dance, was used to garner international support for the struggle against apartheid. It focuses on two of the African National Congress's most significant projects in this realm: Mayibuye, an agitprop group that achieved considerable success in Europe in the 1970s; and Amandla, which travelled widely as a party ambassador during the 1980s, offering large-scale performances incorporating music, theatre and dance. A central motivation for the article was documenting the work of these two ensembles, both of which made significant contributions to the development of cultural activity and yet remain virtually undocumented in the history of the movement and the struggle. The article's primary analytical interest is in how black South African popular culture came to play a role in the movement's work in exile, how it was recruited and re-packaged in order to appeal to foreign audiences, and the relationship between this and cultural activity that was more internally focused. The distinction between culture's role in external propaganda work as opposed to internally-focused nation-building – although not often clearly made in ANC discourse – helps to situate the contributions of these two groups within the larger context of culture and the struggle. Further, it helps to explain the difficulties faced by those trying to revive Amandla in post-apartheid South Africa, an initiative that ultimately has not come to fruition.
