A Hybrid AHP Approach and GIS-Based Methods as Fundamental Tools in the SECAP’s Decision-Making Process

Adapting to climate change and mitigating its impacts are the main challenges for cities today. One objective that the European Commission has set in recent decades is reducing climate change inaction, and several political actions have been implemented. Among these actions, the Covenant of Mayors led to the development and adoption of Sustainable Energy and Climate Action Plans (SECAPs) by many cities worldwide. A challenge that local authorities must face during the development of a SECAP is the identification of the policies to be included in the plan. This paper presents a case study to show the validity of using a hybrid analytic hierarchy process (AHP) approach and various geographic information system (GIS)-based methods to support local authorities in the decision-making process during the development of SECAPs. These methods can improve participation among the community and stakeholders, at the same time making it possible to choose the best actions to reduce emissions and energy consumption and optimally allocate financial resources.

Examination of the Participation of Roma Families in the Educational System: Difficulties and Successful Practices

Discrimination faced by Roma students leads to high rates of academic failure and school dropout while structural barriers continue to hinder their inclusion in the education system. Educational research shows that the engagement of families contributes to inclusion, academic success, and improvement of the quality of education. However, educational barriers and school segregation practices show the traditional deficiency of effective tools to promote family participation among the Roma population. Understanding the barriers that Roma families find to participate in the educational system involves the examination of complex processes and dynamics that we observe in practice and the role of the different actors in the schooling of Roma students. Schools as Learning Communities provide the democratic scenario to develop the type of relational and collaborative conditions that help both educators and families to participate in successful educational actions linked to school performance. The development of family engagement action plans connected to student achievement and the incorporation of the perspectives of Roma families can successfully increase their opportunities and expectations in the education system.

Non-optimal apparent temperature and cardiovascular mortality: the association in Puducherry, India between 2011 and 2020

BackgroundCardiovascular diseases (CVDs), the leading cause of death worldwide, are sensitive to temperature. In light of the reported climate change trends, it is important to understand the burden of CVDs attributable to temperature, both hot and cold. The association between CVDs and temperature is region-specific, with relatively few studies focusing on low-and middle-income countries. This study investigates this association in Puducherry, a district in southern India lying on the Bay of Bengal, for the first time.MethodsUsing in-hospital CVD mortality data and climate data from the Indian Meteorological Department, we analyzed the association between apparent temperature (Tapp) and in-hospital CVD mortalities in Puducherry between 2011 and 2020. We used a case-crossover model with a binomial likelihood distribution combined with a distributed lag non-linear model to capture the delayed and non-linear trends over a 21-day lag period to identify the optimal temperature range for Puducherry. The results are expressed as the fraction of CVD mortalities attributable to heat and cold, defined relative to the optimal temperature. We also performed stratified analyses to explore the associations between Tapp and age-and-sex, grouped and considered together, and different types of CVDs. Sensitivity analyses were performed, including using a quasi-Poisson time-series approach.ResultsWe found that the optimal temperature range for Puducherry is between 30°C and 36°C with respect to CVDs. Both cold and hot non-optimal Tapp were associated with an increased risk of overall in-hospital CVD mortalities, resulting in a U-shaped association curve. Cumulatively, up to 17% of the CVD deaths could be attributable to non-optimal temperatures, with a slightly higher burden attributable to heat (9.1%) than cold (8.3%). We also found that males were more vulnerable to colder temperature; females above 60 years were more vulnerable to heat while females below 60 years were affected by both heat and cold. Mortality with cerebrovascular accidents was associated more with heat compared to cold, while ischemic heart diseases did not seem to be affected by temperature.ConclusionBoth heat and cold contribute to the burden of CVDs attributable to non-optimal temperatures in the tropical Puducherry. Our study also identified the age-and-sex and CVD type differences in temperature attributable CVD mortalities. Further studies from India could identify regional associations, inform our understanding of the health implications of climate change in India and enhance the development of regional and contextual climate-health action-plans.

Behavioural medicine theory‐based intervention strategies for promoting oral health

The field of Behavioural Medicine offers strategies that can minimize the need for more intensive medical treatments and can improve outcomes of these treatments and adherence to medication prescriptions or postsurgical recommendations. Thus, this paper provides scientific evidence and examples of behavioural and motivational strategies for improving adherence to oral health recommendations. Increasing evidence from randomized controlled trials suggests that improving self-regulation, autonomous motivation and social environmental supports for adherence are critical for improving a wide range of behaviours including oral health behaviours. Theory-based interventions including Social Cognitive Theory (behavioural strategies) and Self-determination theory (motivational strategies) are described and examples of their effectiveness are provided specific to oral health outcomes. Social Cognitive Theory provides a framework for building skills and self-efficacy (self-confidence, competence, mastery and self-regulation) through developing action plans that target goal setting, monitoring and positive feedback within the context of providing support. Behavioural strategies, including self-monitoring, goal setting and skill building, are all important elements for promoting long-term lifestyle changes by targeting increases in self-efficacy and mastery (self-confidence and self-regulation skills). Motivational interviewing and positive communication strategies are also discussed specific to improving oral health outcomes. In sum, behavioural medicine provides an opportunity and framework for supporting patients/individuals to achieve changes in target health behaviours, including oral health recommendations.

Environmental quality or behavioural cognitions? Identifying variables that can be used to classify intended civic engagement against transportation noise exposure

The European Environmental Noise Directive opens the door for the public to participate in the development and review of noise action plans. Regarding health inequities related to environmental noise exposure, we aimed to identify determinants that influence residents' civic engagement against transportation noise exposure. We defined four variable groups representing either environmental quality with indicators of (1) noise exposure and (2) environmental resources or behavioural cognitions with indicators related to (3) civic engagement and (4) generalised emotions and cognitions. We used data collected from 3,743 participants in the population-based KORA study in the Augsburg region, Germany, and employed Conditional Inference Trees (CIT) to identify variable sets within these four groups that are most likely to classify civic engagement intentions. A final CIT model encompassed all variables. Participants' social characteristics were included in each of our CIT models. Results suggest interactions between environmental quality (related to sound/atmosphere in the sleeping room) and income and between income and emotions (positive affectivity) with respect to engagement intentions. When considered simultaneously, engagement-specific cognitions appeared as more relevant for engagement intentions than environmental quality. This finding indicates that noise action planning should take behavioural cognitions into account when designing participation processes.

Sociodemographic predictors of flourishing among older adults in rural and urban Mongolia

Flourishing is an eudaimonic dimension of psychological well-being associated with positive social and health outcomes. Determining correlates of health and well-being is critical for the development of evidence-based best practices, policies, and action plans that target older adults, especially in low- and middle-income countries where research on ageing, health and well-being is still scarce. The study aimed to determine the level of flourishing among older adults in Mongolia and to explore demographic and social factors that contribute to their flourishing in urban and rural areas of Mongolia. We used proportional quota sampling to select a non-probability sample of 304 community-dwelling older adults that reflected the national distribution of older age groups and rural/urban residency. We adapted and administered a widely used standardized questionnaire on flourishing and used multiple regression to establish correlates of flourishing. Study participants reported “very high” levels of flourishing; differences in median scores 53 for urban and 50 for rural older adults were significant. Sex (beta =-,2.09, p=0.080), level of education(beta =0.98, p=0.009) and receive help with ADLs (beta =-,2.29, p=0.013) were associated with flourishing in rural areas, as were self-rated health (beta =1.14, p=0.028), number of social activities (beta =0.050, p=0.019),and friends network (beta =0.22, p=0.035) in urban areas. Despite facing many challenges to well-being, older adults in Mongolia reported high levels of flourishing. Those in urban areas had higher scores than those in rural areas and predictors of flourishing differed for these groups.

Review of threats and implementation of the Regional Action Plan for the Conservation of Marine Mammals in the Wider Caribbean Region

The Action Plan for the Conservation of Marine Mammals in the Wider Caribbean Region (MMAP) was adopted in 2008 by Contracting Parties under the Protocol concerning Specially Protected Areas and Wildlife (SPAW) of the Cartagena Convention, administered by the United Nations Environment Programme (UN Environment). After more than a decade of MMAP-related programmatic work under SPAW, this paper presents a synthesis of major threats to marine mammals in the Region and an assessment of progress achieved by the 17 Contracting Parties to the SPAW Protocol toward achieving implementation of the MMAP and based upon a scientific and technical analysis conducted in 2020. The country assessment focused on 11 threat categories (indicators), along with two additional indicators relating to country legislation and national action plans. As part of this scientific and technical analysis, surveys were sent to SPAW Contracting Party focal points and individual interviews were conducted with key regional organizations and experts. For every SPAW Contracting Party, each indicator was assigned a relative level of its current intensity (Low, Moderate, High, or Unknown). A similar scheme was utilized to represent each country’s response to that threat. The results highlighted those threats that were of concern for several countries and hence may be considered a management priority at the regional scale. In terms of threat mitigation, these priorities are: interaction between marine mammals and fisheries, pollution, and acoustic disturbance. Regarding needs, the development of national marine mammal action plans, as well as the implementation of research and monitoring programmes dedicated to marine mammals, should be considered a priority. Finally, two threats were found to be of high priority for knowledge enhancement: acoustic disturbance and vessel strikes. It is important to note that this review was not intended to single out insufficient country effort, but rather assist Wider Caribbean countries to identify threats and/or issue areas which would benefit from attention.

Multisite Quality Improvement Initiative to Identify and Address Racial Disparities and Deficiencies in Delivering Equitable, Patient-Centered Care for Multiple Myeloma-Exploring the Differences between Academic and Community Oncology Centers.

Treatment of multiple myeloma (MM) is complex; however, with equal access to care, clinical outcomes for Black patients match those in other patient groups. To reveal and begin to address clinical practice barriers to equitable, patient-centered MM care, this quality improvement (QI) initiative assessed patient electronic medical records (EMRs) and surveyed patients and providers at two large hospital systems and four community-based practices. For the educational intervention, providers participated in feedback-focused grand rounds sessions to reflect on system barriers and develop action plans to improve MM care. EMR reviews revealed infrequent documentation of cytogenetics and disease staging at community-based practices compared to large hospital systems. In surveys, providers from each care setting reported different challenges in MM care. Notably, the goals of treatment for patients and providers aligned at community clinics while providers and patients from large hospital systems had discordant perspectives. However, providers in community settings underreported race-associated barriers to care and identified different factors impacting treatment decision-making than Black patients. Relative to pre-session responses, providers were more likely to report high confidence after the educational sessions in aligning treatment decisions with guidelines and clinical evidence and shared decision-making (SDM). This QI study identified discordant perceptions among providers at large hospital systems and community-based practices in providing quality MM care. Provider education yielded increased confidence in and commitment to patient-centered care.

Socially responsible human resources management and stakeholders’ Health Promotion: A conceptual paper

The prime objective of this paper is to propose a new conceptual framework for how integrating corporate social responsibility (CSR) and human resources management (HRM) can impact on stakeholders’ health and wellbeing. The proposed framework argues that integrative socially responsible HRM (SR-HRM) policies coupled with public health literacy and integrative responsible leadership can play a significant role in shaping health behaviour change of internal stakeholders, which in turn can spill over to external stakeholders (family and proximate communities). From a health promotion and population health perspective, we see human resources (HR) as a leading partner in educating employees on the value of CSR and public health literacy programmes, and also as providing action plans on how to strategically and successfully implement these types of programmes. By helping to develop action plans to analyse CRS and public health literacy activities, HR professionals will be promoting both corporate citizenship and health behaviour change. Both of these are vital for developing a culture of social responsibility (and achieving the triple bottom line (TBL)) and sustainable population health promotion. Henceforth, SR-HRM policies and practices could help business organizations to contribute to the achievement of the United Nations’ Sustainable Development Goals (SDGs) and specifically Goals 3 and 8. This novel framework, which is especially pertinent to public health, has not yet been tested empirically. Hence, future studies are warranted to empirically test the theoretical framework using field data collection.

Minority Women Incarcerated: The Vulnerabilities of Traveller Women in the Irish Criminal Justice System

Women comprise a minority of the prison population, representing 10.6% of the prison population in Ireland in 2020. An issue of pressing concern is the over-representation of minority ethnic women among female prisoners. In Ireland, Irish Traveller women are 22 times more likely to be imprisoned than non-Traveller women. Their risk of imprisonment is greater than Traveller men who are over-represented among male prisoners. Traveller women in contact with the criminal justice system are likely to have experienced extreme deprivation, social exclusion, and current and historical/intergenerational discrimination. This article draws on evidence from published literature and a qualitative study undertaken by the authors to examine the vulnerabilities of Traveller women in prison in Ireland and the multiple and complex reasons for their over-representation in prison. To improve the situation of Traveller women in prison, the UN Bangkok Rules can be used to guide the development of relevant legislation, procedures, policy, and action plans. Traveller women in prison must not be overlooked in the implementation of the Public Sector Equality and Human Rights Duty, which places a legal obligation in Ireland on prison authorities to promote equality, prevent discrimination, and protect the human rights of all affected by their policies and plans.

A strategic action plan to enhance the accessibility of healthcare in rural areas of Zimbabwe

ABSTRACT Objective To identify strategies and develop a strategic action plan to enhance accessibility to healthcare in rural areas of Zimbabwe. Methods A cross sectional research approach with four (4) phases. Phase one (1) (quantitative), data was collected from professional nurses using self-administered questionnaires, healthcare users using interview questionnaires. Phase two (2) (qualitative), information was collected from a nominal group of national health directors leading to development strategic action plan in Phase three (3) informed by Phases 1 and 2, systems model and literature control. Strategic action plan was finalised and validated by members of the Parliamentary Portfolio Committee on Health in Phase 4. Settings Two districts (Masvingo and Chegutu) in two provinces (Masvingo and Mashonaland West) were involved. Participants Conveniently sampled professional nurses (90) and healthcare users (445) using the sampled public health facilities (Phase 1); conveniently sampled national health coordinators (five) (Phase 2); and all five members of the Parliamentary Portfolio Committee on Health (Phase 4). Research findings The strategic action plan focused on improving the health infrastructure; providing medical drugs, health workers and medical equipment; addressing shortages; and improving the capacity of the healthcare system. Conclusion Active participation at all levels (professional nurses, healthcare users, national health directors and members of parliament) allowed the development of a strategic action plan.

The governance of antimicrobial resistance in Brazil: Challenges for developing and implementing a one health agenda

ABSTRACT This article explores stakeholders’ perceptions of the challenges for developing a One Health agenda to tackle antimicrobial resistance (AMR) in Brazil, including the development and implementation of the Brazilian National Action Plan (BR-NAP). The data originate from 27 interviews conducted with human, environmental, and animal health stakeholders, including academics, managers, and policymakers involved in developing the BR-NAP. Through thematic analysis, we identified three interconnected themes: governance, the health system, and technical and scientific challenges. The findings draw particular attention to failures in the agenda-setting process, revealed by interviewees strongly emphasising that AMR is not considered a policy priority in Brazil. The lack of political will and awareness of the clinical, social, and economic impacts of AMR are considered the main impediments to the agenda’s progress. The joint work across disciplines and ministries must be reinforced through policymaker engagement and better environmental sector integration. The agenda must include sustainable governance structures less affected by political winds. Policies should be designed jointly with state and local governments to create strategies to engage communities and improve their translation into effective implementation.

Integrating Natural and Cultural Heritage for Sustainable Small Cities: Network of Eco-Cultural Routes on The Danube Region, Serbia

The paper represents a part of the research conducted through the EU Interreg project DANUrB+ (Danube Urban Brand), which gathered six European countries including Serbia around the common goal: to foster the development of small cities along the Danube region through sustainable and heritage-based tourism and cross-border cooperation. One of the main outcomes of the project was the development of Action plans, defined by the set of goals and specific methodology, which included: analysis of strategic regional and local planning documents; field study; meetings, workshops and surveys with local stakeholders; research through participation, and thematic exhibitions. The Action plan for Golubac, the city with a declining population in the Eastern part of Serbia, represents a model for shaping new authentic tourist products and routes by combining natural and cultural heritage, and it could serve as a knowledge base and unique methodological model for action planning and building self-sustaining communities.

Role of Strategic Control Systems in Achieving Strategic Goals

This article seeks to investigate the role of strategic control systems in achieving strategic goals. The research is based on a comprehensive literature review of academic articles and research reports that have addressed the topic of strategic control system. The study identifies that strategic control systems are important tools for achieving strategic goals in organizations. The study points out that strategy is key to developing and implementing an effective control system. The use of strategic planning provides an understanding of the company’s environment, the company’s strategic objectives, the company’s critical success factors, and the development of a strategic action plan. The study confirms that performance measurement and feedback are critical components in monitoring the progress of the organization towards achieving its strategic goals. Based on the findings discussed, some major recommendations have been made. These include the need to incorporate into the control systems, key components such as premise control, implementation control, strategic surveillance, and special alert control. This paper also shares further light on some of the challenges that may be associated with establishing a strategic control system. It brings out some other issues for future research.

TRANSPORT STRATEGY DURING MILITARY CONFLICT: PATHS TO RECOVERY AND INDUSTRY DEVELOPMENT

The transport sector is one of the vital sectors of the Ukrainian economy, encompassing a comprehensive railway network, road infrastructure, seaports, river terminals, airports, an extensive aviation network, an intricate network of public transportation routes, bus stations, and freight customs terminals. This creates the necessary conditions to meet the transportation needs of users and business development. However, the transport sector, in its entirety, only partially meets the basic transportation needs of the population and the economy in terms of volume, not quality. Moreover, the current state of the transportation sector does not fully comply with the requirements for the effective implementation of Ukraine's European integration course, international standards, ensuring the full implementation of Ukraine's international obligations, and the integration of the national transport network into the Trans-European Transport Network, which demands appropriate organizational, personnel, material resources, and a modern legal framework. In European countries, the development horizon for the transport sector mostly extends to 2030. Consequently, the primary programmatic document defining the goals and objectives for the development of Ukraine's transport sector, considering integration with the European transport system, is the National Transport Strategy of Ukraine for the period up to 2030 (hereinafter referred to as the Strategy), approved by the Cabinet of Ministers of Ukraine on May 30, 2018, No. 430-r. The circumstances of martial law necessitate a review of the priority goals and measures of the Strategy. For this purpose, the Ministry of Community Development, Territories, and Infrastructure of Ukraine initiated a review of the Strategy with the development of an updated action plan involving consultants, representatives of the transport sector, and the scientific community. During the development of updated amendments to the Strategy, a balanced approach should be employed that responds to the expected future growth and changes in demand for transportation services, contributing to economic development, improving the quality of life, and efficient resource utilization. The aim of updating the Strategy is to restore the transport infrastructure affected by armed aggression to a qualitatively new level and to build an integrated transport network linked to the global transportation system, including the EU's transportation system. This will ensure the safe functioning and efficient transport complex of Ukraine, capable of meeting the transportation and other service needs in the transport sector, ensuring the defense capability of the state, competitiveness, and resilience of the national economy.

Концептуальний підхід щодо адаптації економічної безпеки підприємства

The article considers the components of adaptive systems in improving economic security at enterprises, the changes of which are based on: taking into account market factors; adaptation of the production process to the diversity of business environment conditions; strategies for maneuvering during the allocation and reallocation of resources; consistency of strategy, tactics and operations in optimizing the capital structure; ability to function effectively. It is noted that in the process of adaptation of economic security, it is important for an enterprise to ensure the use of adequate resources for the implementation of the developed set of proactive, protective, and adaptive strategies. It is underlined that ensuring the economic security of enterprise during a crisis requires planning, strategic thinking, readiness for change, and effective impact on resources. The implementation of these aspects helps to reduce risks and supports the resilience of the enterprise in difficult operating conditions. It is substantiated that the proposed approach also allows to determine homeostasis and homeorhesis for adaptation of economic security of enterprise in order to avoid contradictions between certain stages in the development of a conceptual approach. The proposed conceptual approach to adaptation of economic security of enterprise is based on the development and implementation of a systematic action plan aimed at ensuring stability, endurance and success of enterprise in rapidly changing economic conditions. It consists of three successive stages: determination of the prerequisites for choosing the adaptation of the economic security of enterprise (furthermore: ESE); assessment of the current level of the ESE; identification of the type of adaptation of the ESE and substantiation of the adaptive model.

Development of Environmental Action Plans for Adaptation to Climate Change: A Perspective of Air Quality Management

The impacts of climate change on air quality (tropospheric ozone pollution, particulate matter pollution, atmospheric deposition effect, and extreme weather events) greatly threaten most creatures on the earth who need to breathe fresh and non-toxic air. To respond to the impacts of climate change concerning air, many countries have proposed corresponding adaptation plans to reduce these impacts. In this study, a Climate Change Adaptation Plan concerning Air (CCAP-Air) is proposed based on the summary of policies and strategies in developed countries (United States, United Kingdom, Germany, Japan, and Australia), where five main strategies were suggested, including integrating the impacts of climate change on air quality into legislation, developing models to simulate the impacts of climate change on air quality, incorporating nature-based solutions into air quality management, considering AIoT (Artificial Intelligence Internet of Things) into climate change monitoring and governance, and establishing green finance system for tackling climate change. The CCAP-Air proposed in the current work provides insights for countries and regions to solve climate change challenges with respect to air quality management.

One of the possible ways to improve the quality of operational management of counteracting emergency situations by means of situation centers is the use of appropriate decision support systems. As such a decision support system, the article examines the DSS SPOR which provides solutions to the problems of operational management of countermeasures against emergencies with the help of electronic action plans. The article describes the first part of the methodologi-cal bases of creating electronic action plans, the purpose of which is to consider the general the-oretical problems of structuring the process of countering an emergency situation, independent of the specifics of a specific emergency, aimed at substantiating of the general methods of cre-ating of electronic action plans. In order to avoid possible disagreements in the interpretation of the main concepts used in the presentation of methodological bases, their definitions are pro-vided. The purpose and structure of the methodological bases are substantiated and the main actions that underlie the development of an electronic action plan are characterized. The re-quirements for an emergency situation, to meet which it is expedient to use DSS SPOR, have been determined. General methodological bases for the development of electronic action plans are outlined as well. The features of forming a set of operations that form ordered sequences that will make up an electronic action plan are described. The problem of updating the content of the initial data when adapting a typical electronic action plan is characterized and the re-quirements for the initial data of operations necessary for the creation of an electronic action plan are formulated. The peculiarities of the use of the obtained results in the creation of elec-tronic action plans will be presented in the second part of the methodological bases.

CMS Raptors MOU: New Opportunities for Raptors Conservation in Africa and Eurasia Emerging from the Third Meeting of Signatories

The Convention on Migratory Species’ Memorandum of Understanding on the Conservation of Migratory Birds of Prey in Africa and Eurasia (Raptors MOU) represents a unique international agreement dedicated to the preservation of migratory raptors belonging to the orders Accipitriformes, Falconiformes, and Strigiformes. At the Third Meeting of Signatories to the Raptors MOU (MOS3), held in Dubai from 3 to 6 July 2023, significant progress was made towards advancing commitments for the conservation of these majestic birds. The primary outcomes of MOS3 are summarized below. Revised MOU mandate: An evaluation of the MOU’s implementation conducted in 2020 underscored the need to better align and enhance the clarity of the commitments contained in the MOU’s Text and in its Annexes (one of which being the MOU’s Action Plan). Consequently, several amendments to these documents were made. Notably, the Activities of the MOU’s Action Plan were comprehensively rewritten, with each now being accompanied by clear targets and means of verification. Updated list of species: The MOU now encompasses 94 distinct species of migratory bird of prey. Notably, the Yellow-billed Kite (Milvus aegyptius) is now recognized as a separate entity from the Black Kite (M. migrans). In addition, the MOU’s revision includes the new order Accipitriformes. Revised species categorization: Species listed under the Raptors MOU are categorized into one of three categories based on their extinction risk. At MOS3, individual species’ categories were updated according to the latest IUCN Red List assessment. The update resulted in an increased number of species classified under Category 1 (globally threatened or Near Threatened species) and Category 2 (species considered to have an unfavourable conservation status at a regional level), reflecting a deteriorating conservation status for 13 species. Conversely, only three species saw their conservation status improve and move to a lower category. Expanded list of internationally important sites for raptors: The MOU previously included a “Provisional list of Important Bird Areas that are known to be significant congregatory sites for birds of prey in Africa and Eurasia”. Now named “List of Internationally Important Sites for Migratory Birds of Prey”, the list has been broadened to incorporate sites listed as Important Bird Areas due to their importance for at least one species listed in Annex 1 of the MOU or because are “bottleneck” locations for migrating raptors. Additionally, those sites proposed by Signatories as meeting the same criteria have been included. Furthermore, for States current and former Members of the European Union the list includes sites designated as Special Protection Areas under the European Council’s Birds Directive. This network of important sites now represents the most extensive collective effort for raptor conservation in Africa and Eurasia, with the potential to significantly contribute to their preservation. Renewed membership of the Technical Advisory Group to the Raptors MOU (TAG): The purpose of the TAG is to serve and assist Signatories in the effective implementation of the Raptors MOU. A renewed TAG membership was elected at MOS3, increasing the number of serving women from one to four. First Raptor Conservation Status Assessment Report: Under the coordination of BirdLife International, the TAG has produced an assessment report of the conservation status of the raptor species covered by the MOU. This report paints a disconcerting picture of the rapidly declining conservation status of the 94 listed species, with 54% presenting declining global populations and 34% now facing elevated extinction risk. The most threatened group are Vultures (93% of spp. included in Category 1), followed by Eagles (50%) and Falcons (26%). The rate of extinction of migratory raptor listed in the MOU is outpacing that of all birds and even all raptors in general. The report emphasizes that the principal threats to these birds are habitat loss and degradation, illegal killing and taking, and electrocution and collision with energy infrastructure. Notably, the impact of electrocution and collision may be underestimated, as one-third of satellite-tagged raptors (excluding vultures) fall victim to these hazards. In light of these alarming findings, it is evident that a coordinated, collaborative effort involving researchers, conservationists, governments and other stakeholdersis imperative to mitigate the decline of migratory raptors. The Raptors MOU stands as a crucial technical framework that can facilitate and guide these essential conservation endeavors. The development of International Single Species Action Plans for Black Harrier (Circus maurus), Steppe Eagle (Aquila nipalensis), Beaudouin’s Snake Eagle (Circaetus beaudouini), Pallas’s Fish Eagle (Haliaeetus leucoryphus), Steller’s Sea Eagle (H. pelagicus) and Tawny Eagle (A. rapax) is considered a priority.

It has been established that at the first stage it is crucial to formulate the tasks clearly for its solution by logistics in business; the second stage is analysing of the Best Practices in the researched field - the study of competitors’ logistics, the study of available information; the third stage is the development of a specific action plan of the transport enterprise; the fourth is the introduction of improvements after the first results of the work.
