Strengthening the Consciousness of the Chinese National Community to Promote High-Quality Development in Ethnic Regions

The formation and development of the consciousness of the Chinese national community cannot be separated from the great power of all ethnic groups bravely moving forward and closely uniting. Promoting high-quality development in ethnic regions cannot be separated from the spiritual support of all ethnic groups striving together and steadily moving forward. To implement the spirit of the 19th National Congress of the Communist Party of China and respond to the call of the country for rural revitalization, we formed a research team to understand the basic situation in the Ruoergai area and the living conditions of local farmers and herdsmen. We visited and communicated with the local communities, deeply understanding the changes in the Ruoergai region in terms of economic development, environmental changes, and social harmony. We also gained insight into the contributions made in the region towards solidifying the consciousness of the Chinese national community, as well as the efforts made to promote high-quality development in the ethnic regions.

A Research on the Quality of Inner Mongolia Ethnic Education in the Context of BRI

The Belt and Road Initiative (BRI) is China's grand strategy to strengthen regional collaboration and promote the prosperity of the world economy. The development of ethnic education provides an opportunity for countries along the Belt and Road to enhance their economic and political trust and to strengthen the educational growth of ethnic minorities. With the rapid economic and social development of Inner Mongolia, the existing ethnic education system is facing challenges and is unable to meet the demand for talents for the rapid economic and social development along the Belt and Road strategy. From the perspective of Maslow's Hierarchy of Needs Theory and Quality Management Theory of Ethnic Higher Education, this study concludes that the level of development of ethnic higher education is one of the important indicators of the overall development of ethnic regions. The study proposes the following conclusions: The institutions of higher education for ethnic minorities in Inner Mongolia should establish the concept of quality in higher education while taking into account the situation of the region and ethnic groups. The obstacles such as insufficient investment in teaching and learning, loss of human resources and old-fashioned teaching philosophy to achieve the high-quality development of ethnic higher education should be properly recognized. Inner Mongolia Ethnic Education in the Context of BRI is going to contribute to the long-term development and prosperity of the country and ethnic regions.

Study on the Features of Balanced Economic and Social Development in Ethnic Regions of Southwest China under the Perspective of Common Prosperity

With economic and social progress, the focus of regional unbalanced development has evolved. In the new era of socialism with Chinese characteristics, people’s aspirations for a better life are no longer limited to material and cultural necessities; the notion of a better life has become increasingly diversified, transcending individual or family micro-level welfare to embrace a comprehensive perspective of societal development. Focusing on the ethnic regions of Southwest China, this paper examines the fundamental characteristics of their coordinated economic and social development and offers relevant policy recommendations that provide a theoretical framework for scholars studying balanced regional economic growth. This study describes the characteristics of balanced economic and social development in Southwest China’s ethnic regions in four dimensions: sustainable economic growth, social stability, ecological civilization construction, and people-centered development ideology. Through comparative analysis, it presents a synthesis of domestic and international research, and summarizes the theoretical foundations and practical experiences essential for the future development of Southwest China’s ethnic regions. This paper examines four key elements for the development of ethnic regions in Southwest China. First, it emphasizes high-quality economic growth, which increases total factor productivity through supply-side structural reform and promotes the establishment of a modern industrial system. Second, social stability, a crucial component in realizing a better life, requires strengthening social justice and strengthening the social security system while maintaining national unity. Third, the paper stresses the importance of building an ecological civilization and advocates green technology, green industry and green consumption to achieve sustainable development. Finally, a people-centered development ideology safeguards livelihoods and focuses on education, income distribution, employment, and other areas. This paper explores the basic characteristics of coordinated economic and social progress in Southwest China’s ethnic regions, and provides a theoretical framework for scholars to explore balanced regional economic development.

Research on Tourism Development in Ethnic Regions: Taking Shennongjia Xiaguping Tujia Township as an Example

Introduction. The 20th-century shaping and development of the intelligentsia in China’s Inner Mongolia remains understudied in Russian Mongolian studies. Goals. The study aims at exploring the development of Inner Mongolia’s education system, including in Daur-inhabited areas, in the late Qing Dynasty and the Republic of China, at determining the place and role of the Mongolian-Tibetan Special School in training of Inner Mongolia’s advanced youth. Materials and methods. The article analyzes a wide range of sources, including documents from the Russian State Archive of Sociopolitical History (RGASPI) and Central Archives of the Federal Security Service of Russia (CA FSB). It also examines a number of publications, such as collected documents and memoirs titled ‘Notes of Disasters and Sufferings’, one reference book on Morin Dawa Daur Autonomous Banner, and the Neimenggu ribao (Inner Mongolia Daily) newspaper. Certain attention is paid to works by Russian and foreign historians that touch upon some aspects of education development in ethnic regions of China. Results. In the early 20th century, the youth of Inner Mongolia gained opportunities to study at educational institutions of China and other countries. Subsequently, the revolutionary youth to further constitute a large proportion of the Mongolian intelligentsia took an active part in the sociopolitical events of the examined period. Conclusions. The reforms of the Qing and ROC governments in ethnic minorities education system gave rise to a large number of educational institutions to be attended by commoners’ children in Inner Mongolia. This proved a crucial factor to have formed a new social stratum in the region throughout the 1920s and 1930s. The latter was shaped by young Mongols to have undergone training not only in China but also in Japan, Mongolia, and the USSR. They played a significant role in the all-Mongolian national liberation movement. The paper asserts important impacts of the Mongolian-Tibetan Special School which had educated political elites of 20th-century Inner Mongolia.

Study of the Insurance Development in Ethnic Regions of Gansu Province in China

Gansu is an agriculture province with different ethnic minorities. The insurance industry of ethnic minorities region is not only a part of its economy but also an important measures supporting and promoting the economic development in minorities regions. For promoting development of insurance industry in ethnic regions in Gansu, especially for the development in minorities’ counties and servicing regional economic and social development, this paper conducts a comprehensive survey of the insurance industry in selected ethnic regions and analyzes the characteristics and the main problems on the basis of micro-environmental and macro-environmental analysis. Finally, the paper proposes some pertinent suggestions in order to promote continued and healthy development of the insurance industry as well as regional economy and better social development in minorities region.

Research on the Financial Supports to Economic Development of Ethnic Regions in China

Generally speaking, the economic development in ethnic regions is characterized by relative backwardness, huge gap with mainstay economy, slow rate of economic development, low degree of socialization and single economic structure. To accelerate economic and social development of ethnic regions, the financial supports policies with national features is needed to promoting rapid economic development and developing small and medium-sized Banks, establishing financial reform experimental district and perfect insurance and guarantee system in ethnic regions.

An AHP-Based Fuzzy Approach for Evaluation of Index System on Coordinated Development of Ethnic Regions in China

in this paper, we analyzed three dimensional evaluation index systems on coordinated development of ethnic regions in China. The analysis was conducted by means of an AHP-based Fuzzy Approach which builds a system analysis technique for multiple criteria decision making,and by Biological carrying capacity, Economic carrying capacity and Social carrying capacity.The result show that evaluation index system based on Fuzzy AHP Algorithm in ethnic regions has good reliability.

From “Blood Transfusion” to “Harmonious Development”: The Political Economy of Fiscal Allocations to China's Ethnic Regions

For six decades, China's central authorities have promoted development in ethnic regions through special fiscal allocations with the idea that economic development is the key to national integration and inter-ethnic harmony. Yet, inter-ethnic tensions and violence persist in China. Focusing on historical changes to fiscal allocations as the principal policy instrument used by Beijing to promote development in ethnic areas, this analysis finds these changes mirror broad shifts in the country's national development strategy. As the study argues, this pattern reflects an approach to development policy in ethnic regions whereby policies serve central objectives consistent with a policy process for determining the fiscal allocations to ethnic regions that has been both centrally concentrated and non-participatory. With evidence that this “non-engaging” approach may be exacerbating ethnic tensions, Beijing has made efforts to introduce more “inclusive” approaches to determining policies for ethnic regions; however, whether these approaches will be institutionalized remains unclear.

The Yunnan --- Burma Highway and Yunnan Economy during the Periods of Anti-Japanese War

The Yunnan-Burma Highway is an important line of transportation explored for need of the war situation. This highway has not only played a positive role in the Anti-Japanese War of China and in the victory of Anti-Fascist war throughout the world, but has made significant contributions to alleviation of the economic pressure during the war, boost of local economic development in Yunnan, reinforcement of development of ethnic regions in the border area and intensification of the close relations between Yunnan and Burma as well as Southeast Asian countries.
