This research is interested in carrying out research on the effects of Monitoring and Evaluation on the Performance of Diary Community Processing Centre in Rwanda. In order to assess the relationship between Industrial development projects monitoring and evaluation for projects performance, an assessment conducted demonstrated that Monitoring is being done on monthly, Quarterly, semi-annually and annually and evaluation is done during baseline stage, mid-way of the project, End term of project and ex post of the project. The results showed that 67.9% were strongly agreed that the developed indicators were being monitored and evaluated regularly, 89.3% of them were also strongly agreed that the developed Performance indicators track project/program changes and provided the details information on the Performance of the program at Burera Diary Ltd while 75% of the reported that there is an appropriate way to monitor and evaluate the project/program progress made along its implementations. The result from interview guide for NIRDA staffs showed that RMMF and M&E manuals were most useful M&E tools used by NIRDA M&E team to monitor and evaluate Burera Diary Ltd projects. They highlighted the aggregates and disaggregates indicators to be monitored and evaluated include, number of new jobs created, changes in sales and productions, changes in technologies used, changes in profits, changes in exports and assess how these listed indicators shall impact the lives of communities. Finally, the beneficiaries responded that their lives improved and more changes happened in their families like most of them bought land, built the houses and pay the tuition fees of their children.

Emissions Reporting Maturity Model: supporting cities to leverage emissions-related processes through performance indicators and artificial intelligence

Climate change and global warming have been trending topics worldwide since the Eco-92 conference. However, little progress has been made in reducing greenhouse gases (GHGs). The problems and challenges related to emissions are complex and require a concerted and comprehensive effort to address them. Emissions reporting is a critical component of GHG reduction policy and is therefore the focus of this work. It is crucial to improve the process efficiency of emissions reporting in order to achieve better emissions reduction results, as there is a direct link between effective emissions policies implemented by cities and emissions reduction (or increase) due to the effectiveness of these policies. Hence, to achieve this goal, this work proposes a series of steps to investigate, search and develop performance indicators (PIs) for emissions reporting. These performance indicators are based on the data provided by cities on the processes they go through to address emission problems. PIs can be used to guide and optimize the policies responsible for implementing emission reduction measures at the city level. Therefore, the main goal of this work is two-fold: (i) to propose an emission reporting evaluation model to leverage emissions reporting overall quality and (ii) to use artificial intelligence (AI) to support the initiatives that improve emissions reporting. Thus, this work presents an Emissions Reporting Maturity Model (ERMM) for examining, clustering, and analysing data from emissions reporting initiatives to help the cities to deal with climate change and global warming challenges. The model is built using Capability Maturity Model (CMM) concepts and uses artificial intelligence clustering technologies, performance indicator candidates and a qualitative analysis approach to find the data flow along the emissions-related processes implemented by cities. The Performance Indicator Development Process (PIDP) proposed in this work provides ways to leverage the quality of the available data necessary for the execution of the evaluations identified by the ERMM. Hence, the PIDP supports the preparation of the data from emissions-related databases, the classification of the data according to similarities highlighted by different clustering techniques, and the identification of performance indicator candidates, which are strengthened by a qualitative analysis of selected data samples. Thus, the main goal of ERRM is to evaluate and classify the cities regarding the emission reporting processes, pointing out the drawbacks and challenges faced by other cities from different contexts, and at the end to help them to leverage the underlying emissions-related processes and emissions mitigation initiatives.

ASSESSING THE INFLUENCE OF PRODUCT DEVELOPMENT STRATEGIES ON PERFORMANCE WITHIN KENYA'S SUGAR INDUSTRY

This study investigates the influence of product development strategies on performance within Kenya's sugar industry. With the challenges facing the sugar sector in Kenya, including fluctuating market demands, competition, and regulatory pressures, the adoption of effective product development strategies becomes imperative for sustained growth and competitiveness. Through a comprehensive analysis of the relationships between product development initiatives and performance indicators such as market share, profitability, and customer satisfaction, this research aims to provide insights into the effectiveness of product development strategies within the Kenyan sugar industry. Drawing upon empirical data and industry insights, the study employs both quantitative and qualitative methods to explore the impact of product innovation, diversification, and differentiation on performance outcomes. The findings shed light on the critical role of product development strategies in enhancing the competitiveness and sustainability of the sugar industry in Kenya.

Driving the future: Leveraging digital transformation for sustainable transportation

The transportation sector is currently experiencing a significant transformation due to the influence of digital technologies, which are revolutionizing travel, goods transportation, and interactions with transportation systems. This study delves into the possibilities and obstacles presented by digital transformation in the realm of sustainable transportation. Moreover, it identifies the most effective methods for implementing digital transformation in this sector. Furthermore, our analysis sheds light on the potential impacts of digital transformation on sustainable development and environmental performance indicators within transportation systems. We discover that digital transformation can contribute to reduced greenhouse gas emissions, improved air quality, and increased resource efficiency, among other benefits. Nevertheless, we emphasize the potential risks and uncertainties associated with digital transformation, including concerns regarding data privacy, security, and ethics. Collectively, our research provides valuable insights into the opportunities and challenges presented by digital transformation in sustainable transportation. It also identifies best practices for successfully implementing digital transformation in this sector. The implications of our findings are significant for policymakers, businesses, and other stakeholders who aspire to drive the future of sustainable transportation through digital transformation.

This study was conducted to develop performance indicators to foster professional manpower in promising new technology fields at vocational high schools and provide a foundation for continuous operation and development of the project. To this end, a draft was developed through prior literature and FGI for developing performance indicators targeting teachers, training institution personnel, and experts participating in the project. The validity of the developed draft was secured through two Delphi surveys targeting relevant experts. The developed performance indicators consisted of 14 detailed areas in three areas: input, process, and output, and included 41 performance indicators. The input area consisted of three areas: budget, organization and personnel, and training time, and included five performance indicators. The course area consists of 8 areas: business plan and goals, recruitment and management of participating students, education (training) operation, improvement of faculty expertise, cooperation and exchange, improvement of student major ability, career and employment counseling, and evaluation/feedback area. 28 Performance indicators were included. The calculation area consisted of three areas: student growth, school competitiveness, and business satisfaction, and included eight performance indicators.

Innovations in the Russian School: Categorical Analysis, Social Realities and Barriers, Prospects

The purpose of the article is to identify social barriers to innovation in modern Russian schools based on the analysis of empirical sociological material, to interpret them in the context of risks and consequences for the innovative development of the general education system. Preliminary to the analysis of empirical data, the authors conduct a categorical analysis of educational innovation. The need for significant improvement and expediency are emphasised as key characteristics of innovation. The innovativeness of education is considered in conjunction with the social functions of education and the professional activities of the teacher. The fetishisation of innovation and bureaucratic practices of managing it are justifiably pointed out as a source of social barriers to the development of innovative activity in a modern school. A relatively new contradiction in the sociology of education is identified between the need for innovative development of the general education system and the presence of social barriers to the innovative activity of all participants in educational relations. Based on the analysis of the results of a sociological study conducted by online questioning, the following barriers are identified: notional, conceptual, organisational, content-managerial, blurred perception of obstacles, professional overload, competence and information. It has been revealed that all the subjects of innovation activities at school act as social sources and carriers of barriers to innovation: teachers, the administration of an educational organisation, specialists from educational authorities. It has been determined that the impact of these factors on the innovative development of the general education system is complex and systemic.
 Taking into account the high risk of their negative impact on the innovative development of the general education system, specific areas of activity for researchers and managers are formulated on a local, regional and federal scale. They concern the elaboration of the problem of innovation in the interdisciplinary synthesis of scientific disciplines studying education; development of targets, planning technology, determination of content and performance indicators of innovative development of the general education system in Russia; increasing the professional level of teachers and education managers for innovative activities; changes in the principles of innovation management in education. Systematic actions in these directions can minimise the negative manifestations of barriers to innovation and ensure a sustainable perspective for the innovative development of the education system.

Analysis of Research and Development Performance Indicators of the European Union and Serbia

The aim of this article is to review the position of certain countries of the European Union (EU) and Serbia with regard to the development of research and development activities in the function of strengthening in the future by applying relevant measures. The research of the treated problem in this paper is based on the application of the modern multi-criteria decision-making method known as the LMAW-DNMA method. Research on the performance indicators of research and development of the countries of the European Union and Serbia using the LMAW-DNMA method showed that the top five countries of the European Union in terms of research and development are in order: Germany, France, Italy, the Netherlands and Poland. Serbia is positioned in twenty-third place (Croatia twenty-seventh place, Slovenia twenty-fourth place). Therefore, the leading countries of the European Union are at the top in terms of research and development.

A Proposed Normative Framework “Najaz Program” to Develop Performance Indicators in Secondary Schools in the Kingdom of Saudi Arabia, “longitudinal Study”

The main goal of this study is to prepare and implement a proposed normative framework, represented by the “Najaz” program for developing performance indicators in secondary schools in Saudi Arabia, through tracking for a period of three years: (2020-2021-2022) in the field of learning outcomes, regularity, behavior, talent, professional development, values, volunteering and participation, excellence, e-learning, beneficiaries, school environment. The the descriptive method (longitudinal) was used, and the population consisted of (30) schools in Qunfudah educational Directorate, with a percentage of (30.60%) of the society. The follow-up results indicated that there were statistically significant differences at the level of (0.01) in the improvement of standards and performance indicators of the “Nagaz” program for secondary schools on the graded performance thresholds during the three years of the program, in favor of the most recent years of implementation. Where the total achievement threshold for the first year of the program (2020) came with a “low” grade, expressed in the color “orange”, while in the second year (2021) the achievement threshold reached the grade “medium” and expressed in the color “yellow”, while in the third year (2022) The achievement threshold has reached the “advanced” grade, which is indicated by the color “dark green”. “The majority are left behind”: the promotion of bilingual education 2030 policy in Taiwan and its potential to widen horizontal inequalities

AbstractEnglish as a medium of instruction (EMI) is commonly adopted as a strategy for higher education internationalisation. While there are numerous studies on the teaching practices of EMI programmes, the relationship between EMI and structural inequalities has been less investigated, especially in “universal” higher education systems. To address the research gap, this study investigates the EMI practices of two Taiwanese higher education institutions (HEIs) under current government initiatives. Qualitative data from policy documents and semi-structured interviews are analysed with an institutional logics approach and reflexive thematic analysis. The findings suggest that while state, managerial, and academic logics jointly shape EMI strategies in the public university case, EMI practices in the private university of technology case are predominantly driven by market and managerial logics and challenged by academic logic. Furthermore, this study reveals the structural “stuckness” encountered by the private case. In Taiwan’s hierarchical higher education system, the promotion of EMI could result in widening horizontal inequalities among HEIs. More specifically, under the EMI grading certification scheme for students and the tiered award system for HEIs, the majority may be left behind whereas the few with linguistic capital are spotlighted. Therefore, this study concludes that in light of organisational conditions, policymakers should allow greater flexibility for HEIs to develop performance indicators appropriate to their students’ needs.

The purpose of this study was to develop performance indicators of basic education policy in the direction of increasing the acceptance of policy field experts and stakeholders. In order to develop and justify the basic education policy performance indicators, an expert FGI and a questionnaire survey were conducted. As a result of the study, field experts such as superintendents and teachers, and staff at comprehensive learning clinics and those in charge of related organizations said that flexibility is needed when applying the budget execution rate as an evaluation factor by applying different points in the budget invested in basic education policy by city and province offices of education. In addition to short-term performance, mid- and long-term performance should be evaluated separately in consideration of the period required to improve basic academic ability. In this study, the performance indicators developed for each area of input-process-output-result-sustainability evaluation were justified based on quantitative and qualitative data collected to improve field acceptance. Through this study, it is possible to establish the process and elements necessary to develop basic education policy performance indicators suitable for strengthening the accountability of the policy promoting body and increasing policy effectiveness.

STRATEGIC SCENARIOS FOR SUSTAINABLE INDUSTRIAL DEVELOPMENT OF UKRAINE IN THE POST-WAR PERIOD

The purpose of the paper is to develop the most probable scenarios and to determine the strategic directions and effective tools for the Ukrainian industrial recovery, which will ensure the resistance of the economy in the conditions of military challenges. The method of strategic scenarios allows to find out how the industrial development in Ukraine will develop in the course of war and post-war recovery. Methodology. The methods of system analysis and logical modeling were used to describe the transition of the Ukrainian production from the current situation of military crisis to the target one; structural analysis was used to determine the system of indicators characterizing the resistance of the industry. For this purpose, national (State Statistics of Ukraine) and international (World Bank, Eurostat official website) databases characterizing the level and structure of industrial development in the last 5 years were used. The method of calculation takes into account the criteria of changes in indicators: direction (growth/decline occurred); rate of changes based on the cumulative annual growth rate for the period of 5 years. The study was carried out using analytical methods of the influence of trends in the formation of strategic scenarios in unpredictable situations (conditions of wartime uncertainty), to assess changes in the probability of occurrence due to the actual occurrence of one of them, which made it possible to identify trends, justify scenarios and take them into account when analyzing the prospects for industrial development to strengthen the defense capabilities and economic growth of Ukraine. The results of the survey showed that the strategic scenarios for the industrial development of Ukraine will be adjusted as necessary for the post-war industrial recovery in case of a long-term external military threat to preserve the state sovereignty. The achievement of the set strategic goals depends on the driving forces determining the industrial development in Ukraine. As the main indicators characterizing the tendencies of industrial development in Ukraine, the indicators reflecting the efficiency of the use of productive forces have been chosen: indicators of industrial production efficiency; labor productivity; indicators characterizing innovative development; performance indicators of foreign economic activity and investment development. Taking into account the influence of each of the driving forces of industrial development in the conditions of wartime uncertainty, three scenarios of industrial development were developed: a conditionally positive scenario, in which the economic system will gradually stabilize due to the cessation of hostilities and the recovery of production capacities; a conditionally negative scenario, which will be characterized by the disintegration of the economic system, the destruction of energy infrastructure facilities, where negative trends will dominate; a conditionally neutral (basic) scenario, in which the disintegration of the economic system will not reach extreme levels, and industrial production will develop in areas not covered by hostilities. Practical implications. The key problem of restoring economic stability in Ukraine is to create conditions for favorable development of industrial business, which depends on balanced strategic policy decisions. The transformation of industry into an effective force for the revival of the Ukrainian economy in the conditions of the war and post-war period requires a balanced strategic management of the future development, because it is crucial to meet the unprecedented demands of the war on the available resources of the country and to prevent a social, humanitarian, economic, financial, environmental, military crisis. At the same time, traditional methods of indicative planning cannot take into account all factors of wartime uncertainty, therefore, the rationale of future development vectors based on scenario planning makes it possible to create conditions for minimizing threats and realizing potential opportunities. Value/originality. Strategic scenarios provide for better economic recovery planning with long-term national priorities, development strategies of related industries and sectors for ensuring the Ukrainian manufacturing resistance.

Rapid-cycle evaluation and learning for the effective delivery of integrated interventions in early childhood in rural India.

Effective and real-time data analytics plays an essential role in understanding gaps and improving the quality and coverage of complex public health interventions. Studies of public health information systems identify problems with data quality, such as incomplete records and untimely reporting. Effective data collection and real-time analysis systems for rapid-cycle learning are necessary to monitor public health programs and take timely evidence-based decisions. Early childhood development (ECD) programs are very diverse. Rapid-cycle evaluation and learning (REAL) guides the implementation process of such complex interventions in real time. Stepping stones was one such early childhood development program implemented in Central India. The objective was to improve the delivery of complex, integrated public health interventions for early childhood development in remote areas of rural India. The program was developed according to the principles of inclusion and community-centeredness, which can be tested quickly and iteratively. To enhance the decision-making process and improve delivery and coverage, the core team implemented an information system for rapid-cycle learning. We developed performance indicators and a performance measurement matrix after defining the specific needs. Following that, we trained staff to collect complete data using electronic data collection tools and transfer it the same day to the server for quality review and further analysis. A variety of data/information was triangulated to address the gaps in intervention delivery, and those decisions were subsequently implemented. We observed that the quality of data collection improved, and errors were reduced by 50% in the third quarter. The quality of the narrative was also enhanced; it became more elaborate and reflective. Sharing their field output in meetings and improving the quality of the narrative enhanced the self-reflection skills of field staff and consequently improved the quality of the intervention delivery. Refresher training and mentoring by supervisors helped to improve the data quality over time. Rapid-cycle evaluation and learning (REAL) can be implemented in resource-limited settings to improve the quality and coverage of integrated intervention in early childhood. It nurtures a reinforcing ecosystem that integrates providers, community, and family perspectives and guides interactions among stakeholders by integrating data from all available sources.

Improve the Completion Rate of ECMO Placement Assistance for Nurses in the NICU

The extracorporeal membrane oxygenation (ECMO) system can provide cardiopulmonary support to and reduce the mortality rate in severely ill newborns. According to our investigation, completion rate of the care process among staff nurses was only 63.5% in our ward. We assumed that the reasons for the above problems included: lack of care awareness, unfamiliarity with the ECMO operation process, inadequate instruments preparation, improper ECMO pipeline fixation, lack of designated space in the unit for placing ECMO supplies, lack of specialty care guidelines, lack of a regular inspection system, and lack of regular on-the-job education. Improve awareness related to assisting ECMO placement among nurses in the neonatal intensive care unit and the completeness of care. 1. Create a care process guidebook describing the procedures for ECMO system placement in newborns to help nurse accomplish proper placement. 2. Establish the ECMO system consumables checklist and install an ECMO system-specialized toolbox to reduce the preparation time and smooth the process. 3. Regularly organize comprehensive nurse training and develop performance indicators to enhance ECMO system placement awareness and skills. The cognitive accuracy rate for the assisted placement of ECMO among nurses in the neonatal intensive care unit increased from 51.9% before improvement to 89.9% afterward. Also, the complete care rate of ECMO placement increased from 63.5% before improvement to 100% afterward. This project effectively improved the accuracy rate of nurses involved in assisting with ECMO placement, made the ECMO system placement process easier to implement, improved the care process completion rate, and improved newborn care quality.

Development of performance indicators for hepatitis countermeasures as a tool for the assessment and promotion of liver cancer prevention in Japan.

Hepatitis countermeasures are being promoted by governments in Japan. We aimed to develop performance indicators (PIs) to assess the process and outcome of such countermeasures implemented for the prevention of viral hepatitis-related liver cancer at the national and prefectural government levels. We developed 19 PIs for hepatitis countermeasures implemented by local governments, covering the morbidity and mortality of liver cancer, hepatitis testing, subsidy programs for examinations and antiviral treatment, and education on hepatitis patient care to healthcare workers. We analyzed the PIs for each prefecture from Fiscal Year (FY) 2018-2020. The morbidity and mortality of liver cancer significantly decreased in the study period. The percentage of municipalities conducting hepatitis screening was already high at 95% in FY2017. The usage rate of government-subsidized screenings did not change. The subsidy usage rate for periodic viral hepatitis examination significantly increased. Meanwhile, the subsidy usage rate for antiviral treatment of hepatitis B increased, whereas that for hepatitis C decreased. The number of certified healthcare workers providing care for hepatitis patients increased significantly, and these workers were efficiently placed at regional core centers, institutions specialized in liver diseases, health care centers, and municipal governments. Liver cancer mortality was positively correlated with hepatitis screening, subsidies for periodic examinations, and the number of hepatitis medical care coordinators but was negatively correlated with subsidies for anti-HCV therapy, suggesting that rigorous countermeasures were implemented in prefectures with high liver cancer mortality. The developed PIs could be a useful tool for monitoring government efforts and achievements, thereby providing basic data for setting practical goals in liver cancer prevention.

Digital technologies in oil and gas production as a tool to ensure optimal energy efficiency and sustainability

Implementation of smart production technologies, digital technologies, and Industry 4.0 technologies in the oil production industry as a type of innovative management are indispensable tools for strengthening strategic, financial, and innovative sustainable development of enterprises operating in highly competitive domestic and foreign markets. Such technologies make it possible to adjust enterprise strategies promptly in real-time. All field digitalization solutions, operation of production units with any voltage and frequency level, heating, etc. are not workable without electric power. Electric motors of drilling rigs, downhole surfaces, and underground equipment use about 70 - 72% of all electricity consumed during oil and gas production. The authors give examples of energy-saving measures and the results of their implementation. Efficiency, energy conservation, and sustainable development are the challenges oil producers face today. The article considers strategic management in reality as a new trend in the sustainable development of oil production enterprises. Varying strategy in real time gives the oil-producing enterprises a general focus, individuality, daily simple actions, readiness to consider new ideas, and not being afraid to decide and take responsibility for them. The authors also analyzed the sustainable development strategies of the leading oil-producing companies in Russia. The article offers performance indicators for the sustainable development of oil and gas-producing companies.

Integrated reporting is the latest development in a movement that focuses on corporate reporting on non-financial information related to an organization’s corporate citizenship along with the financial information presented in the financial statements. An integrated report should include the extent of the effects on capitals that are not owned by the organization, or externalities, such as the effect of a well-educated labor force on the productivity of a company or the impact of pollution emitted by a factory on nearby residents. Related information can be presented in integrated reports in the context of sustainable development concept and supported by strategic management accounting system. The development and implementation of integrated performance indicators for sustainable development and innovative development within the framework of strategic management accounting is of fundamental importance for implementing a strategy of sustainable development. Integrated performance indicators for evaluation the economic, social and the environmental aspects of sustainable development in the context of innovative development can be unified in a strategic integrated indicator of sustainable development using the fuzzy sets theory founded by Lotfi Zadeh.

Introduction. In the context of modern challenges and needs of the global business environment, effective management of business processes and ensuring economic security are extremely important for the success of IT enterprises. This article examines the key aspects of economic security and business process management in the context of information technology, enabling analysis, evaluation, and optimization of enterprise activities in this sector. Research Objective. Studying key aspects of economic security and business process management in the context of their optimization in the IT sector, as well as researching methods of business process management and providing practical recommendations that can be useful for IT enterprises to improve their efficiency and competitiveness. Method (methodology). The research methodology involves literature analysis, empirical studies, and the use of analytical, synthesis, modeling, and forecasting methods to gain a deeper understanding of economic security and business process management in the IT sector. General scientific techniques have been utilized, including the analysis of scientific literature addressing issues of economic security and business process management. Empirical studies include the analysis of practical situations in the IT sector, allowing for the examination of specific cases of success or challenges in the field of economic security and business process management. This combination of methods will enable a comprehensive analysis and provide recommendations for improving practices in the IT sector. The results. The research methodology encompasses literature analysis, empirical studies, and the utilization of analysis, synthesis, modeling, and forecasting methods to gain a deeper understanding of economic security and business process management in the IT sector. Empirical research involves analyzing practical situations in the IT sector, allowing for the examination of specific cases of success or challenges in the realm of economic security and business process management. This combination of methodologies enables a comprehensive analysis and provides recommendations for improving business process management practices within the context of economic security in the IT sector Conclusions. The issues of achieving economic security status by IT businesses have been studied and summarized, taking into account their specificities. Methods for assessing the effectiveness of business process management through the use of indicator systems adapted to the IT industry have been generalized. Suggestions have been made for developing performance indicators for IT enterprise business processes to enhance management practices and ensure stability and competitiveness of IT companies within the context of economic security.

In qualitative research, data analysis includes three main steps, namely: (1) data reduction, (2) data presentation, (3) drawing conclusions or levers. As a result, the role of the school committee in financing has implemented several related development performance indicators as a consideration body (advisory agency), supporting, controlling and relationship (mediator) institutions in the form of cooperation in the procurement of funds and in school procurement. However, the role of the school committee in financing is still not optimal because the integrity of the management and school committee members at MIN 1 Magelang is still not optimal, schools cannot collect fees, MIN 1 Magelang is a public school so it is difficult to fund other than the three sources BOS Reg, BOSDA, District BOSS. Efforts to increase the role of school committees in financing at MIN 1 Magelang are trying to help find sources of funds for the School Budget and Expenditure Draft (RAPBS) and also students who cannot afford.
