Bima Regency public awareness regarding driving discipline is still low, this is due to the high number of accidents caused by several factors including underage children driving, drivers not wearing helmets, reckless driving, and running red lights, of course this requires a role. important for the Transportation Service, especially the special division for traffic. This research aims to determine the role of the Transportation Department in improving driving discipline in Bima Regency and the factors that influence driving discipline in Bima Regency.The research is a qualitative descriptive study using primary data and secondary data. Primary data in this research was obtained from interviews conducted in the traffic sector and direct observation at the Bima Regency Transportation Service, while secondary data in this research were laws, articles, journals, previous research and so on, which became supporting data for the research after primary data.The results of the research show that in carrying out the duties of the transportation service in improving driving discipline in Bima district, efforts have been made and implementing policies to increase driving awareness, including carrying out patrols, raids, road security, outreach to the community and schools. The main factor that influences driving discipline in Bima Regency is knowledge of traffic rules and coupled with very hot weather conditions which make drivers less focused and aware of the road and traffic rules.

Heavy rainfall and moisture susceptibility of pavement foundation: A case study coupling finite element method and MnROAD moisture monitoring data

The Midwest region, including Minnesota, has been experiencing increased heavy precipitation events due to climate change, and the Minnesota Department of Transportation (MnDOT) is currently investigating the effect of climate change on pavement foundation and other transportation assets. As part of this effort, a study was conducted to investigate the impact of heavy rainfall on pavement foundation performance by focusing on moisture dynamics and resilient modulus changes in the pavement base layer. This study is aimed at understanding the adverse effects of heavy rainfall on moisture fluxes within pavement foundation and corresponding stiffness of the base aggregate layer. A two-step approach was adopted for predicting changes in saturation when estimating corresponding resilient modulus values using the resilient modulus prediction equation employed in AASHTOWare Pavement Mechanistic-Empirical (ME) Design. PLAXIS 3D, a finite-element analysis tool, was utilized to simulate the movement of moisture within the pavement layers under varying heavy rainfall scenarios. By incorporating predicted saturation from PLAXIS 3D simulations into the Pavement ME equation, corresponding resilient modulus values were estimated for the base layer. To ensure its accuracy and reliability, the model was validated using field sensor data from the MnROAD facility. Multiple linear regression models were developed to provide a means for estimating resilient modulus changes due to heavy rainfall. This study highlights the importance of considering moisture effects in pavement design and maintenance in regions prone to heavy rainfall events, and findings can be used by transportation agencies as part of their transportation/geotechnical asset management programs.

Exploring the effects of traffic light countdown displays on the driving behaviours of drivers with different personality dispositions: A VR-simulated study

The dilemma zone, where drivers must decide whether to stop or proceed through an intersection as a traffic signal turns yellow, poses a substantial risk for traffic accidents. One factor affecting the dilemma zone is the inconsistency of green light countdown displays across intersections. This VR simulation study aims to investigate how different countdown display settings impact driver behaviour in the dilemma zone. Using a simulated traffic intersection developed using Unity3D, 31 participants completed driving tasks under 5 different green light countdown displays. Vehicle speeds were collected objectively in the experiments. Questionnaires were employed to assess drivers' hesitation levels and personality dispositions. The results from the statistical analysis reveal that drivers with diverse personality dispositions exhibited consistent hesitation levels across countdown displays. While longer countdown displays tended to reduce drivers' hesitation, the countdowns set between 5-10 seconds resulted in lower vehicle speeds through the intersection compared to other shorter or longer settings. This indicates that the optimal green light countdown display for mitigating the dilemma zone is 5-10 seconds. Findings of the study provide useful insights into the relevant research field. Transportation departments may apply these findings to improve driver safety, refine policies, and standardise countdown timers across intersections.

Lifetime cost analysis of concrete barriers and steel guardrails

This study investigates the lifetime costs associated with concrete barriers and steel guardrails. We introduce a cost analysis methodology that incorporates critical factors such as construction costs, maintenance costs, exposure risks during maintenance activities, and the costs imposed to traveling public through the increased traffic and the crash outcomes. We integrate various parameters including economic factors, road geometry, general weather condition, and traffic mix to estimate a location-dependent cost for each type of barrier accurately. A software tool, named CalBarrier, was developed during this study to carry out the calculations and the comparison of lifetime cost of aforementioned barriers. An inherent strength of this research is its reliance on recent real data extracted from various databases of California Department of Transportation (Caltrans), ensuring precision and relevance in accounting for various influential factors. Drawing insights from Caltrans practices and interviews with their personnel, this study emphasizes the intricate decision-making process involved in mitigating safety risks and reducing operational expenses. Although our data originates from California, the methodology for life cycle cost analysis, and our software are applicable for regions with different socio-economic conditions by deploying user input costs, making our findings a valuable resource for other areas facing comparable challenges.

Accidents are an event that often occurs on the highway, especially in big cities, one of which is Surabaya City. Accidents are one of the main problems for the safety of road users. Almost all activities carried out require transportation facilities, if the transportation facilities do not run well due to traffic accidents, the activities carried out will not run well. Therefore, a solution is needed to reduce accidents by building an accident-prone area information system. In determining the criteria for accident-prone areas, it is taken from the Republic of Indonesia Police, the Department of Transportation, and Public Works, based on the number of accidents, the number of fatalities of victims, and road conditions. This research is an effort to visualize the occurrence of accidents using spatial data of Surabaya City road network maps and non-spatial data, namely accident data and road data obtained from the police and the Bina Marga Service. In the final result of this research, an application is obtained that can provide visualization of accident-prone areas such as Ahmad Yani road which is a road with a high accident rate with the number of incidents and has the highest victim fatality weighting results among 9 other primary arterial roads. Deep Learning Application as a Method for Classification Equipment Failure on Natural Gas Pipeline

Predicting maintenance and preventing failures in natural gas pipelines is critical for safety and efficiency in the oil and gas industry. This research utilizes machine learning (ML) and deep learning (DL) methods to predict failures in natural gas transmission pipelines. Using a dataset from the U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA), the study examines failure incidents from 2010-2019 and non-failure data from 2020-2023. The research involves comprehensive data preprocessing, addressing missing values and dataset imbalances. Key pipeline attributes such as diameter, wall thickness, age, and operating pressure are used for failure prediction. The ML approach employs logistic regression, optimized for binary classification tasks, to establish the probability of pipeline failures. For the DL approach, an Artificial Neural Network (ANN) with Feed Forward and Back Propagation algorithms is developed. Key parameters, including activation functions and hyperparameters, are finely tuned to enhance predictive performance. ReLU activation functions are used in input and hidden layers, while the sigmoid function is applied to the output layer. Performance evaluation of both ML and DL models is based on accuracy, F1 Score, and Area Under Curve (AUC). In summary, ML showed better performance than DL, with value of accuracy is 0.74, F1 Score is 0.85, and AUC is 0.55 while the value of accuracy, F1 score, AUC from DL is 0.61, 0.003, and 0.58 respectively. DL offers superior performance in handling complex and huge amounts of data. In the other hand, ML offers more robust models and simpler adjustable models than DL. Because of the amount of computed data in this research, it is better to have ML as a predictive algorithm.

Methodology of evaluating finished goods warehouse performance through lean methods

This paper considers the problem of evaluating the effectiveness of the finished goods warehouse of a manufacturing company, in which a modified TPM method - Total Productive Management (TPM2) - was applied to improve productivity. A multi-stage methodology was proposed, including a decision to modify the system, determination of the scope of changes, monitoring the results obtained and a multi-criteria evaluation of the changes made. The decision to make modifications to the existing system was motivated by the lower-than-expected quality of customer service (frequent delivery delays). With regard to the transport department, lean flow pillar activities were focused on analysing losses (muda) in warehouse processes (product loading and package unloading). The purpose of these activities was to minimise interruptions in warehouse processes (product loading and package unloading). "The steps for solving the problem" methodology based on Deming's PDCA cycle was used to solve the problem. The analysis covered, among other things, the information flow processes between production planning and the customer service department, the planning processes of the dispatcher, the efficiency of the loading processes, and the causes of interruptions in warehouse operations. The analyses employed the chronometry of selected works, the 5W + 1H method and the Pareto method. By using the 5S method and some characteristics of the SMED method, the organisation of loading work was decisively changed (shunting yard changes, appropriate buffers for transport equipment). The changes introduced in the system were monitored for several months. Appropriately defined OEE indicators were used to assess the behaviour of the system after the changes. The indicators consider the use of available warehouse time, the efficiency of the loading process and the quality of the tasks performed. The results that can be achieved are presented using the specific example of the finished goods warehouse of a manufacturing company in the FMCG sector.

Global insights from local actions: a case study on enhancing flood disaster management efficiency in China's Greater Bay Area.

This study examines the flood disaster management network within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) from 2015 to 2021, identifying government department involvement and influence shifts. Key findings indicate a decrease in the centrality of the Public Security Office and Department of Transportation, suggesting a strategic shift toward more specialized, technology-driven disaster management. Conversely, the Science Bureau's increased engagement, from 8.43% to 12.84%, highlights a policy shift toward scientific research and technological innovation in managing flood risks. The analysis reveals underutilized communication between the Central Committee, the Poverty Alleviation Office, and the Publicity Department, highlighting opportunities for improved integration in disaster management and public communication strategies. To address these issues, the study suggests strengthening inter-departmental collaboration to leverage technological advancements in disaster management. It also recommends integrating flood disaster management with poverty alleviation initiatives to support affected populations comprehensively. Increasing the involvement of the Publicity Department is crucial for improving timely and transparent communication of flood-related data to the public. The conclusions advocate for an adaptive, strategically planned network approach to flood disaster management in the GBA, aiming to bolster responsiveness and preparedness for future flood events.

New hot-mix cold-laid mix design method with a superpave gyratory compactor

This study introduces a novel method for designing Hot-Mix Cold-Laid (HMCL) asphalt mixes, which are essential for pavement maintenance. In Texas, the current practice for HMCL mix designs adheres to the traditional Hveem method, employing a Texas Gyratory Compactor (TGC) in line with the Texas Department of Transportation (TxDOT) specifications. However, this research advocates for the use of a Superpave Gyratory Compactor (SGC), a more advanced and modern alternative. The SGC, widely used for Hot-Mix Asphalt (HMA) mix designs, provides more adjustable parameters and the ability to control compaction densities. Five types of industrial-based HMCL mixes were examined, each type having three levels of binder content. These fifteen laboratory-mixed HMCL mixes were used to mold SGC specimens at four compaction levels. This established the design gyration for SGC lab-molded densities within 94.0 ± 1.5 %. The investigation revealed that the existing specification might include mix designs with low compactability and weak correlations with field performance, due to their insensitivity to binder contents. The proposed method uses Cantabro mass loss test, IDEAL cracking test, and rutting test to characterize mix resistance to raveling, cracking, and rutting. The binder contents significantly affected these test results, leading to the exclusion of mixes with low compactability during testing. Thus, the new HMCL design method using an SGC enhances the current method.

Review of One Call Operator Membership and Exemptions for State Departments of Transportation

One Call centers are part of a nationwide system in the U.S. that aims to reduce the probability of excavators causing damage to underground utilities during construction projects. Laws dictating which utility operators must participate in One Call systems differ across states. In some states, certain utility operators have membership exemptions in One Call systems. However, these exemptions have come under scrutiny as they limit grant opportunities available for One Call centers. State Departments of Transportation (DOTs) are one group of institutions frequently exempted from One Call requirements, though they operate underground utilities as part of their transportation networks. To discern the impacts of exemptions or required membership in state One Call systems, this study involves a comprehensive literature review on One Call legislation, a national survey of state DOT subject-matter experts, and 12 in-depth case studies with DOT personnel. These efforts show that a definitive solution is not apparent. When a state DOT evaluates its One Call operator membership, the DOT must carefully consider many variables and potentially complex interactions. Moreover, quantifying the costs and benefits of operator membership proves challenging, as they vary as a result of the diverse criteria. This study reveals that deciding on One Call memberships or exemptions at a national level is not judicious. In fact, the findings emphasize that the state DOT is the most suitable entity to determine whether the One Call operator membership is warranted. Thus, their voices should be decisive when deliberating over their One Call operator memberships.

Road safety has long been considered as one ofthe social responsibilities to the Malaysian Government. Inthe visibility of this responsibilities, multiple bodies concernon road safety has been formed within the governmentdepartments, private agencies, and voluntary organizations.The current study was carried out to understand the recenttrend and statistics of road motorcycles in Kajang,Malaysia. The statistics for road accidents and the relatedcasualties in Malaysia from 2005 to 2008 was obtained fromthe Bukit Aman Police Headquarters. The statistics ofregistered motor vehicles in Malaysia will be provided byRoad Transport Department of Malaysia. Data will beanalyzed using SPSS software. Descriptive and hypothesistesting techniques were used to obtain the results based onthe stated objectives of the study. From the crash statistics,it can be revealed that Kajang has a relatively higherincidence of casualties (dead, seriously injured and lightlyinjured). In addition, the results show that the young ridersof motorcycles among the age of 16 to 20 years from themajority of those who die in motorcycles accidents.Moreover, it is recognized that the considerable percentageof the motorcyclists and the pillion riders did not wearsafety helmets when they were traveling on the roadsnetwork. The Malaysian government has to organize manymotorcycle safety campaigns in the coming few years.

Full-scale experimental investigation of prestressed concrete bridge girders strengthened with aluminium channels

The bridge network in South Carolina encompasses more than 9,000 structures, many of which were originally constructed to accommodate H10 (89 kN) or H15 (134 kN) truck loads and thus require strengthening to carry current loading standard (HL-93). The South Carolina Department of Transportation (SCDOT) has recognized that prestressed concrete channel bridge girders, a specific type of bridge superstructure, often face challenges in achieving adequate load ratings, based on flexural strength. Hence, it is imperative to explore strengthening methods for these girders. Aluminium alloys possess desirable properties that make them attractive as external reinforcement materials. While previous studies have investigated the use of aluminium alloys on small-scale reinforced concrete members, there is a lack of investigation on their use on full-scale prestressed concrete bridge girders. To address this gap, this study investigates the feasibility of utilizing aluminium alloy channels as an external reinforcement material on full-scale prestressed concrete channel bridge girders. The main goal of this paper is to propose a strengthening method for prestressed concrete channel girders that is cost effective and easily implemented in the field to reduce the number of load-posted bridges in the state of South Carolina. Nine girders from recently decommissioned bridges in South Carolina were tested under flexural loading conditions to failure. The test program consisted of six unstrengthened girders, one strengthened with bonded aluminium channels (SE), one strengthened with bonded and bolted aluminium channels (SEB), and one strengthened with bolted aluminium channels (SB). Before testing, a visual inspection of the girders was conducted to identify any existing deterioration, and each girder was given a condition rating based on the Specifications for the National Bridge Inventory (SNBI). Theflexuralicate that externally anchored aluminium alloy channels with bolts was the most effective strengthening method in terms of practicality and increase in the flexural strength. Moreover, the results also revealed that the measured flexural strength of the girders varied based on the extent of the observed girder deterioration.

A Novel Network Framework on Simultaneous Road Segmentation and Vehicle Detection for UAV Aerial Traffic Images.

Unmanned Aerial Vehicle (UAV) aerial sensors are an important means of collecting ground image data. Through the road segmentation and vehicle detection of drivable areas in UAV aerial images, they can be applied to monitoring roads, traffic flow detection, traffic management, etc. As well, they can be integrated with intelligent transportation systems to support the related work of transportation departments. Existing algorithms only realize a single task, while intelligent transportation requires the simultaneous processing of multiple tasks, which cannot meet complex practical needs. However, UAV aerial images have the characteristics of variable road scenes, a large number of small targets, and dense vehicles, which make it difficult to complete the tasks. In response to these issues, we propose to implement road segmentation and on-road vehicle detection tasks in the same framework for UAV aerial images, and we conduct experiments on a self-constructed dataset based on the DroneVehicle dataset. For road segmentation, we propose a new algorithm C-DeepLabV3+. The new algorithm introduces the coordinate attention (CA) module, which can obtain more accurate segmentation target location information and make the segmentation target edges more continuous. Also, the improved algorithm introduces the cascade feature fusion module to prevent the loss of detail information in road segmentation and to obtain better segmentation performance. For vehicle detection, we propose an improved algorithm S-YOLOv5 by adding a parameter-free lightweight attention module SimAM. Finally, the proposed road segmentation-vehicle detection framework is utilized to unite the C-DeepLabV3+ and S-YOLOv5 algorithms for the implementation of the serial tasks. The experimental results show that on the constructed ViDroneVehicle dataset, the C-DeepLabV3+ algorithm has an mPA value of 98.75% and an mIoU value of 97.53%, which can better segment the road area and solve the problem of occlusion. The mAP value of the S-YOLOv5 algorithm has an mAP value of 97.40%, which is more than YOLOv5's 96.95%, which effectively reduces the vehicle omission and false detection rates. By comparison, the results of both algorithms are superior to multiple state-of-the-art methods. The overall framework proposed in this paper has superior performance and is capable of realizing high-quality and high-precision road segmentation and vehicle detection from UAV aerial images.

Reconnaissance report on geotechnical damage caused by Tropical Cyclone Jasper in December 2023

This paper is focussed on the Department of Transport and Main Roads (TMR) initial geotechnical response to damages caused by Tropical Cyclone Jasper (TC Jasper) to road infrastructure and batter slopes along the state-controlled road network in TMR’s Far North Queensland (FNQ) District of Queensland, Australia. TC Jasper delivered extreme rainfalls over six days between 13 and 18 December 2023 in FNQ District. The highest accumulated total being 2,096mm in the area of Port Douglas and Mossman north of Cairns. Within areas of the TC Jasper path, rare to extremely rare rainfall occurrences resulted in severe flooding and geotechnical damage and closure of key state-controlled roads in FNQ. The roads closed included all four range crossings providing access to the Northern Tablelands. Communities were isolated, and tourism and regional transport severely impacted. This paper provides a report on the geotechnical damage caused by TC Jasper to seven key state-controlled roads in TMR’s FNQ District, and outcomes from the event reconnaissance approach used by TMR’s Engineering and Technology Geotechnical Section in collaboration with TMR FNQ District office and RoadTek teams to re-open most of the closed roads and secure significantly damaged road sections within four days of the cyclone passing. Ongoing recovery efforts are progressively re-opening remaining roads.

Exploring determinants of freeway service area usage in the context of sustainable and collaborated development for transport and tourism

Freeway service areas (FSA) provide a variety of services for road users, but these services in some cases do not guarantee the satisfaction of road users. Understanding the factors that affect the satisfaction of FSA is crucial for transportation and tourism-related departments. This paper uses a structural equation model (SEM) to examine the relationships between geographical location, routine function and satisfaction with FSA, in the context of six representative FSAs in Shaanxi province, China. The samples are divided into three clusters to investigate the sensitivity of tourists with different travel demands to the above relationship. In addition, the ordered logit model is used to verify the results of SEM and analyze the influencing factors of FSA satisfaction. Results indicate that increasing attraction levels of transport and tourism are considered to be the key determinants in improving the satisfaction with FSA, and policies and suggestions should meet tourists’ different demands. Undifferentiated policies, while useful to help improve satisfaction with FSA, may have a negative impact on some certain groups, such as those on an official business trip. This study provides theoretical and practical insights into how relevant departments and organizations with respect to transport and tourism formulate strategies for the construction and sustainable development of FSA.

Assessment of Service Quality on Public Satisfaction in Motor Vehicle Testing: A Study of the Transportation Department in Paser Regency

In an increasingly competitive era of public service, understanding the factors that influence public satisfaction is crucial for enhancing service quality. The primary objective of this study is to identify and analyze the impact of five service quality dimensions—tangibles, reliability, responsiveness, assurance, and empathy—on public satisfaction. This research also aims to provide recommendations for improving service quality at the Department of Transportation in Paser Regency. The study employs a quantitative approach using a survey method. Data were collected from 60 respondents who had used motor vehicle testing services within the last six months. Purposive sampling was employed to determine the sample, and data were gathered through questionnaires adapted from the SERVQUAL instrument. Data analysis was conducted using Structural Equation Modeling (SEM) to examine the relationships between variables. The findings indicate that of the five service quality dimensions tested, only assurance and empathy have a positive and significant impact on public satisfaction. Assurance was the most dominant factor, highlighting that the knowledge and competence of staff in providing safe and reliable services are crucial to the public. Empathy also plays a significant role, as attention and understanding of individual needs enhance satisfaction. Conversely, the dimensions of tangibles, reliability, and responsiveness did not show a significant impact on public satisfaction, suggesting that other factors might be more influential in this context. The managerial implications of these findings include the need for improvements in supporting facilities, regular training for staff, increased responsiveness, and the development of empathetic attitudes. With these measures, it is expected that service quality can be significantly improved, ultimately enhancing public satisfaction.

The introduction of two forms of conducting a laboratory workshop in physics for students for engineering and technology studies in the sphere of marine heat and power engineering, electrical equipment and automation means is considered to the process of studying at the Federal State Budget Educational Institution of Higher Education “Astrakhan State Technical University”. The possibility of developing students' working skills in natural conditions with industrial devices and an engineering approach taking into account the multifactorial conditions of the experiment as an independent work in the framework of the workshop of technical creativity Applied Physics organized at the Department of General Engineering Disciplines and Ground Transport is shown. The formation of the professional orientation of interdisciplinary connections of students of the specialty Thermal Power Engineering and Heat Engineering is illustrated by the example of the development of the laboratory work Determination of the specific heat capacity of metals. The advantages of virtual laboratory work and the possibility of their use on the educational portal of the “Astrakhan State Technical University”, built on the Moodle virtual learning environment, are examined. An example of creating a virtual laboratory work Studying the law of conservation of momentum is considered. It is theoretically proved that the introduction of these types of work into the educational process in physics contributes to the optimally effective formation of general professional competencies and the professional orientation of students' education. The importance of introducing these types of laboratory work into the educational process of physics at the university for the development of students' analytical abilities, creativity and innovation, which is a prerequisite for studying of modern engineers in demand in the labor market in a rapidly changing world, is shown.
