Archaeological Research, Site Recording, and Management, Archaeology Branch, Department of Community Services, Brisbane

At recent archaeological conferences I have been asked on a number of occasions what the objectives of the Archaeology Branch are in terms of archaeological research and cultural resource management in Queensland. It was apparent there were some misconceptions about what was being done (for example the notion that Environmental Impact Statements were not undertaken in Queensland). A recent editorial in Australian Archaeology 21 has called for a wider range of contributions including summaries of research in government departments. I therefore take the opportunity in this paper of summarising some of the research and cultural resource management activities of the Archaeology Branch.

CORE ISSUES IN PLANNING SERVICES FOR THE ETHNIC AGED1

In recent years the ethnic aged population in Australia has been identified as a disadvantaged or special‐need group (Moraitis 1981, Hurst 1981, Hugo 1983, AIMA 1985, 1986, ACOTA‐DCS 1985). Federal and State Government policy developments and legislation have been giving these findings some timely recognition. Examples of this are Ministerial Statements, 1985, 1986; the Department of Immigration and Ethnic Affairs/Department of Community Services' Ethnic Aged Working Party, 1986; the Nursing Homes and Hostels Review, Department of Community Services, 1986; the Consultations by Federation of Ethnic Communities Council in Australia, 1986; the Commissioner for the Ageing Act, South Australia, 1984.Such policy developments need to be matched with planning processes which facilitate effective use of existing resources for equitable distribution, including access to service provision culturally relevant to the ethnic aged.It is therefore important to identify and define essential elements which need to be considered when planning services for ageing people from non‐English speaking background, core issues and functions which vary from the norm applied to aged care services in general or which need specific emphasis.Based on South Australian experiences, an attempt is made to define these.

Italian Psychiatry

The dramatic changes in Italian psychiatry since 1978 when the practice of Democratic Psychiatry was officially started has had a controversial response from both inside and outside Italy. In an attempt to know more about the system that made sweeping changes in Italian psychiatry, five Italian psychiatrists and psychologists were invited to Sheffield for a two-week exposition of films, paintings, photographs, lectures and meetings on the art of Democratic Psychiatry from Italy. This was the final leg of the visit to England, after London and Manchester. The events were organized in a truly varied and democratic manner by the University Department of Psychiatry, the Division of Continuing Education at Sheffield University, and the Graves Art Gallery, in co-operation with MIND, the District Health Authority, the Family and Community Services Department, and staff from hospitals in Chesterfield, Doncaster and Sheffield. The aim of the exposition was to provide an opportunity to discuss the prospects for changes in the mental health and mental handicap services in the light of the Italian experience.

The Survey and Recording of Rock Art Sites using Terrestrial Photogrammetry

The general interest in the potential of photogrammetry for the recording of rock art has prompted us to write this report on a recent project, carried out to demonstrate both the more familiar side of terrestrial photogrammetry (three-dimensional viewing and plots of detail and/or contours), and to introduce the new technique of using orthophotography. The project was carried out jointly by the Queensland Department of Mapping and Surveying (DMS) and the Queensland Institute of Technology (QIT) Surveying Department, with the help and cooperation of the Archaeology Branch of the Queensland Department of Community Services (formerly the Department of Aboriginal and Islanders Advancement). Â

Emergency centers in Israel: A small community organizes to cope with war related crises*

This paper focuses on community-wide emergencies caused by war-related events in Lebanon at the beginning of June 1982. Mobilization for the "Peace for Galilee" campaign began on Friday, 4th June. Overnight, families were disrupted, husbands and sons were in danger, and within 24 hours there were notifications of casualities and deaths. Families in crisis became a widespread phenomenon. In Herzlia, as in many other communities, a new service - the Emergency Center - emerged under the auspices of the Ministry of Labor and Social Affairs and the Municipality. The authors describe this process of getting organized, the populations served, how the Center was staffed, the role of citizen volunteers, and the types of interventions used to help vulnerable families as well as soldiers home on leave. Stress is placed on the unique type of short-term co-operation achieved between social workers of the local Department of Social Welfare, the staff of the Department of Community Services (especially its Volunteer Bureau), the local liason officer of the Israel Defence Force, the municipal government, and public-spirited volunteers. Mention is made of conditions which made possible the activation of such a service within hours, of the Center's capacity to serve all segments of the population, and of how it was deactivated within a few weeks when the emergency ended. On the basis of lessons learned from this experience, the paper ends with a number of specific recommendations. The authors hope that such innovative forms of crisis-intervention will become part of the helping technology widely available at the community level in future years.
