The purpose of the study The purpose of this research is to develop ways of improving personnel policies for business entities of different ownership forms. To achieve this goal were set next tasks: • to identify problems in the staffing of Russian organizations; • to clarify the essence and main purpose of the implementation of personnel policy; • identify areas of improvement of personnel policy. Research methods To solve the set tasks were used the system-oriented approach, as well as situational and abstract-logical methods. In the analysis of statistical information and scientific publications on the theme of the work was applied the method of generalization. The results of the study The results of the study are as follows: 1. Identified problems in the staffing of Russian organizations, including the features of the social environment, inconsistency of the existing system of personnel management to the real nature and scope, the lack of relevant knowledge management staff, the availability of scarce categories of staff, the lack of qualified personnel in the field of strategic management, the demographic gaps for certain groups of employees, the lack of an effective system of strategic management. 2. Identify the causes of problems in the personnel policy of economic entities. 3. It specifies the essence of the personnel policy as a set of objectives, regulations and institutional arrangements that determine the content of the personnel management process and to developing people. 4. Identified the key objective of the personnel policy consisting in promoting full and efficient use of resource qualification personnel. 5. The directions of improvement of personnel policy. Conclusion For a successful socio-economic development of Russia it is necessary to construct a system of human resources management, which would correspond to the scale and specific features of the country, as well as modern realities. This requires complex solution of the tasks of the personnel policy, a clear focus on the principles of strategic human resource management and decision-making in the field of human resources with regard to their socio-economic consequences. Scientific novelty The results of the study, reflecting the personal contribution of the author of the work and which have scientific novelty, consist in the following: 1. Secured extension of the theoretical framework of the fundamentals of personnel policy by clarifying its essence and key objectives. HR policy is considered as a set of goals, regulated by the rules and organizational arrangements that define the content of personnel management and is aimed at the development of human resources. The key objective of staffing policy is concerned with ensuring the full and most efficient use of the qualification level of the staff. 2. Identified typical problems in the field of staffing and summarizes their causes. 3. The ways of improvement of personnel policy to increase its effectiveness at different levels of management: business entities, industries, regions and the state as a whole.
