Examining factors influencing delay of construction projects in Tanzania: A case of Gerenzani- Mbagala BRT road

This study examined the factors influencing the delay in the Gerezani-Mbagala BRT road construction project in Dar es Salaam. Specifically, the study examined client and consultant related factors that resulted in the delay in road construction in the study area. The study was guided by resource-based theory. The study used a descriptive research design and adopted purposive and stratified sampling techniques to select 50 members of the sample of the study. On the other hand, a questionnaire and interview tools were used to solicit information from the respondents. Additionally, the appropriate model for data analysis was the logistic regression model. The findings showed that limited funds provided by the client and poor communication had statistically significant associations with project delays in the Gerezani-Mbagala BRT construction project. Also, the results revealed that a delay in approving major changes and a lack of experience among the consultants had a statistically significant influence on the delays in the Gerezani-MbagalaBRT construction project. The study further revealed that delays in payments from the client and rework due to errors made by the construction personnel were significantly associated with project delays in the Gerezani-Mbagala BRT construction project. The study concludes that client-related and consultantrelated significantly caused the delays in the Gerezani-Mbagala BRT construction project. The study recommends that the client should provide enough time to produce project briefs and other feasibility studies, as this would lessen the impact of inaccurate project cost estimation, unforeseen site circumstances, and slow site clearances on the delivery of the construction project.

Neutrosophic C-Mean Clustering Analysis of the Construction Projects Delay Causes

This paper came in its concepts as a complement to our article entitled Ahmed A. ‘’An Overview Neutrosophic relative importance Analysis the Construction Delays of Nineveh Province After Liberation from ISIS Occupation’’ where the two papers shed light on studying the reasons for delay causes of the projects in Mosul province that have been started at the end of 2018 exactly after the city's liberation from ISIS gangs occupation, those two papers are regarded as twins in its goal since both of them used the survey (A) that attached at the end of this paper. The novelty of this manuscript, in a nutshell, is using the notion of neutrosophic c-mean clustering as a mathematical tool for analyzing the results that the authors gained by the participants' answers for the survey (A) that had been released during months of October and Nov. of the year 2020, this survey has been targeted at 1500 individuals with experience, but unfortunately, the responses came from just 250 individuals whose expertise are diverse between project owners, project designers (i.e. consulting offices), contractors, etc. The sake of this paper is to use the neutrosophic c-mean clustering method for making nine comparisons between all opinions that biased to truth, indeterminacy, and falsity situations of the thirty-one delay reasons, those reasons adapted to be fit in its biasing from the gradations of truth to gradations of falsity. The MATLABR2023 toolbox was used in programming and analysis of the inferencing results, the traditional papers that had the same aims always used either classical or fuzzy mathematical tools, this is the first paper in its type using neutrosophic theory for this kind of application, which is related to project management in civil engineering and determining the risk factors in those construction projects that finished but suffered from delays in their implementation stages.

Evaluasi Keterlambatan Proyek Pembangunan Jembatan Gantung Bangun Jawa I Kabupaten Serdang Bedagai

Delays in construction projects often result in losses for construction actors, and can be caused by internal, external, and other factors such as natural, management, material, and environmental disasters. Research was conducted on the Java I Construction Suspension Bridge project, Serdang Bedagai Regency to evaluate delays in terms of cost and time. The goal is to evaluate the schedule of the project plan and implementation and find out the cause. Evaluation using the Earned Value Management method shows that project implementation tends to be slow, but costs are still below budget with an estimated Rp. 2,454,274,500,- and 36 weeks. Delays are caused by the engineering justification process, late delivery of bridge trusses, and instability of service provider cash flow. This research is expected to provide a reference for construction actors to anticipate delays in other projects.

Implementation of Contractor Safety Management System (CSMS) PT. Waskita Karya on Rigid Pavement Subcontractor

Purpose: This study aims to evaluate the application of Contractor Safety Management System (CSMS) and its compatibility between the administrative stage and implementation in construction projects, particularly focusing on the Kutanegara region in Indonesia. Recognizing the prevalence of work accidents and delays attributed to discrepancies in CSMS, the research seeks to assess the alignment between CSMS policies and their execution in the field. Methods: The research adopts a descriptive qualitative approach to evaluate the application of CSMS. Data collection employs triangulation, combining observation, interviews, and documentation review. Key informants, including main and supporting stakeholders, are selected through purposive sampling techniques to provide insights into CSMS implementation and its effectiveness in ensuring workplace safety and compliance. Results and Discussion: The evaluation of CSMS application reveals inconsistencies between administrative policies and their implementation in the field. Specifically, discrepancies are identified in the installation of vision, mission, and policy statements (16%), K3 signs and smoking bans (42%), warning signs and evacuation directions (53%), and the management of electrical panels and Lock Out Tag Out (LOTO) procedures (37%). While these inconsistencies are categorized as minor, they highlight the need for continuous improvement and alignment between CSMS policies and practices to mitigate work accidents and delays effectively. Implications of the Research: The findings of this study have implications for construction project management and safety practices, emphasizing the importance of aligning CSMS policies with on-site implementation to enhance workplace safety and efficiency. By identifying discrepancies and areas for improvement in CSMS application, the research provides insights into strategies for enhancing safety protocols and reducing the risk of work accidents and delays in construction projects. Originality/Value: This study contributes to the existing literature by addressing the gap in research regarding the alignment between CSMS policies and their implementation in construction projects, particularly in the Indonesian context. By employing a qualitative approach and triangulating multiple data sources, the research offers valuable insights into the effectiveness of CSMS in ensuring workplace safety and compliance. The findings underscore the importance of continuous improvement and adherence to safety protocols in construction projects, ultimately enhancing the overall quality and efficiency of project delivery.

It is essential to create a clear understanding among experts in the field and carry out an in-depth analysis of the causes of delays because the volume and capacity of the Indian construction sector have changed significantly over the past ten years. Construction delays have a considerable influence on residential projects budgets, schedules, and stakeholder satisfaction. Construction delays are a big issue in the residential construction industry since they increase costs, cause time delays, and disrupt quality. It is crucial to pinpoint the primary causes of these delays in order to reduce the effect they have on project performance. This research study attempts to give a thorough understanding of the factors that contribute to construction delays in residences. This study synthesises previous literature and research findings to investigate a number of factors, their interactions, and their influence on project delays. In order to properly manage and reduce construction delays in residential construction projects, the review underlines the relevance of recognising these aspects.

Critical Risk Factors influencing Time Schedule of Residential Projects in Pakistan

Delays in residential construction projects are common issues in both developing and developed countries. This research aims to identify the key reasons behind these delays in Pakistan. When the projects run behind schedule, this can lead to problems such as exceeding the budget, reduced productivity at the construction site, and potentially lower quality work. The study involved a detailed survey using questionnaires that were addressed to industry professionals. Their responses were used to rank the critical factors causing delays. The most significant factors were found to be fluctuating material prices, financial challenges for contractors, underestimating project duration, poor site management, inexperienced contractors, ineffective project management, communication gaps among project stakeholders, shortage of skilled workers, changes in project design, unqualified contractors, and inadequate project planning. Identifying these critical factors through the Relative Importance Index (RII) method can help in addressing and preventing delays in Pakistan's construction projects, ensuring timely completion and better project outcomes in the future.

COST AND TIME ANALYSIS USING THE CRASHING METHOD ON THE PROBOLINGGO – BANYUWANGI TOLL ROAD PROJECT PEKET 2: STA 9+000 – 20+200

The government is building toll roads in various regions in Indonesia to realize economic acceleration and minimize economic inequality in society. However, based on facts on the ground, there are still many delays in toll road construction projects which are detrimental so it is necessary to take steps to accelerate the work. The aim of this research is to analyze the time and costs of accelerating the Probolinggo – Banyuwangi Toll Road construction project STA 9+000 – 20+200 using the Crashing Method. This type of research is quantitative research with the research subject being PT. Hutama Karya Indonesia (HKI) as the project implementing contractor. The research uses secondary data, namely the Draft Expenditure Budget (RAB), Schedule, weekly reports, and project costs for the completion of Toll Road construction work. The data collection method was carried out using observation and documentation methods. The research data analysis technique uses the Crashing. The results of research state: 1) On work on the Probolinggo – Banyuwangi Toll Road project Job STA 9+000 – 20 +200 job time can be accelerated to 311 days, which originally lasted 394 days. 2) Application of the Crashing Method to the Probolinggo Toll Road project– Banyuwangi STA Jobs 9+000 – 20+200 with critical path on public works, workplace cleaning, earthworks, drainage, sub grade, aggregate base layer, pavement, work others, traffic light lighting and electrical works, plazas Tolls, and work on toll facilities and toll gate offices can saving 115 days of work time with additions cost Rp. 72,941,450,191.64.

Impact of Pre-Planning on Time Management in Construction Projects

Numerous construction projects in India are grappling with significant delays, leading to surpassing the initially set timelines and budgets. The term "delay" in this context refers to the extension of time beyond the initially planned completion period. This research initiative aims to identify the most influential factors contributing to delays in Indian construction projects through a combined approach of literature review and a questionnaire survey. The literature review unearthed 103 causes of delays, which were categorized into 8 distinct groups, and identified 8 effects associated with project delays. Notably, authors presented varying rankings for these delaying factors, reflecting diverse perspectives influenced by different native and contextual considerations. 1. The pre-planning stage presents a crucial opportunity to plan numerous aspects, ensuring that the project is set on the right course right from its inception. 2. Construction Project Delay Risk Assessment Based on 4M1E Framework and Afghanistan Situation

In the realm of construction project management, delays present a significant impediment, particularly within complex socio-political contexts such as Afghanistan. This study endeavors to elucidate the multifaceted nature of construction project delays in Afghanistan, employing the 4M1E (Man, Machine, Material, Method, and Environment) framework to conduct a comprehensive risk assessment. The research methodology entailed the development of a structured questionnaire grounded in an extensive review of pertinent literature, targeting 30 recognized causes of project delays. This instrument was administered to a representative sample of 144 professionals across the Afghan construction industry spectrum, including clients, consultants, and contractors. Analytical rigor was applied through the deployment of frequency, severity, and importance indices to evaluate the collected data. This analysis culminated in the distillation of ten paramount delay risk factors, encapsulating elements such as governmental policy stability modifications in project scope and design alongside delays in material testing and approval processes. A comparative dimension was incorporated to benchmark these findings against global standards, thereby enhancing the robustness of the study’s conclusions. Moreover, the research delineates the congruence and discordance among different respondent cohorts, bolstering the integrity of the identified delay factors through a validation of internal consistency and reliability. The strategic application of the 4M1E framework, contextualized within the Afghan construction landscape, furnishes pivotal insights for stakeholders, equipping them with a nuanced understanding necessary for the proactive mitigation of delay risks. Reinventing Formulas for Construction Project Delay Index Due to Management and Production

The objective of this study is to construct a precise formula for the management and production delay indicators that are integrated into Ms. Project's dashboard. Two simulation techniques, such as the manual formula computation and calculation integrated into the Ms. Project dashboard, were employed. Due to management and the production team's tardiness, the data were obtained through trial-and-error methods. Excel was used to analyze the data, and Ms. Project was used to enter the calculations. The research showed that the Ms. Project dashboard formula gave more detailed information about the construction project, including: (1) contract value; (2) actual progress value during monitoring; (3) value of plan progress during monitoring; (4) progress deviation; (5) cause of delay; and (6) management delay index and production delay index. The novelty of this study is that project delays have traditionally been held against the production party (contractor), whereas implementation delays have never been taken against the management party (consultant). However, using this method makes it evident who is responsible for a project delay, whether it comes from management (a consultant) or the manufacturing side (a contractor). Analyzing the interactions among delay factors in construction projects: A multi criteria decision analysis

The construction industry is a crucial sector that drives economic growth and facilitates socio-economic development. However, construction projects often get delayed due to multiple controllable and uncontrollable circumstances. In this scenario, the construction industry is striving for potential solutions to resolve project delays. Thus, the present study objectives to analyze the delay factors that affect the timely accomplishment of construction projects in the context of emerging economies. The study adopts a mixed methodology comprising of Delphi, Total Interpretive Structural Modelling (TISM) and Matrice d' Impacts Croises Multiplication Applique a Classement (MICMAC) method to model the identified delay factors. A Delphi analysis was conducted to finalize the most crucial delay factors to the on-time completion of building projects. The causal relationships and expert interpretations for each identified delay factor were then determined using multi-criteria decision analysis, TISM and MICMAC analysis. The study results highlight that lack of knowledge of newer construction methodologies and lack of project monitoring tools and techniques are positioned at the bottom level of model, which suggests that this delay factor influences others. The study results will help managers resolve the issues of project delays by selecting the most suitable approach. The findings from the study suggest adopting advanced technologies for effective communication, use of analytical tools for resource allocation and waste-scrapping approaches for eliminating delays in construction projects.

Investigation of critical factors affecting cost overruns and delays in Egyptian mega construction projects

Construction projects are prone to cost overruns and delays that can significantly impact their profitability and quality. Identifying the root causes of these issues is critical to finding practical solutions. This study focuses on the Egyptian construction sector and identifies the top six factors that lead to cost overruns and delays in mega construction projects. These factors are inadequate project planning, poor communication and coordination, changes in project scope, lack of skilled labour, insufficient budget allocation, and payment delays. The study recommends strategies to mitigate these factors, such as involving all stakeholders in the planning process, using project management tools, and setting realistic timelines to improve project planning and scheduling. Regular meetings and clear communication channels can achieve effective communication and coordination. The study also suggests managing changes in project scope through effective change management processes and ensuring sufficient budget allocation by conducting accurate cost estimates and setting aside contingency funds. These recommendations can provide practical insights for practitioners and policymakers in the construction industry to mitigate the impact of cost overruns and delays. Overall, the study emphasises the importance of identifying and addressing the key factors contributing to cost overruns and delays in mega construction projects.

Causes of Delays in Construction Projects in Peshawar Region and It’s Preventive Measures

Abstract: Construction delays means that tasks are finished later than expected time or required by contract. Finding the source of construction delays is crucial to reducing them. This study tries to identify the major causes for project delays and typical remedies in Peshawar region, Pakistan's construction industry. Additionally, by correlating the criteria found in the literature review with perceptions from construction specialists working in Peshawar region, Pakistan. This research confirms the validity of the factors found there. This study was carried out utilizing a combination of evaluating previous research and conducting a questionnaire-based survey. To collect opinions from a range of construction professionals, including clients, contractors, and consultants, the survey questions were purposefully designed to include both open-ended and close-ended forms. These questionnaires were distributed to a number of people working in the construction business. The primary factors contributing to delays were mostly associated with financial challenges, including the slowness in receiving progress payments from project owners and difficulties contractors encountered in obtaining project financing. In addition to these difficulties, the study determined that cost overruns were the main effects of these delays. Notably, the study also identified effective communication as the most important aspect of controlling project delays. This study will help to improve business procedures and lessen the negative effects of construction delays in addition to offering helpful information to legislators, the individuals who hold decision-making authority, as well as other relevant parties involved in the construction sector.

Significant Factors Causing Delay of Ethiopian Road Construction Projects performing by Foreign General Contactors

Following the booming of the Ethiopian construction industry, a number of Foreign General Contractors (FGCs) are participating in the industry. The severity of the construction projects schedule delay, which is a worldwide problem also, affecting the FGCs participating in the Ethiopian road construction projects. Identifying the challenging factors affect the project performance was an important and initial stage for improving the project progress. This study identified the significant factors that cause the projects schedule delay systematically and objectively. After 30 factors were determined from literature and pilot survey, the final questionnaire survey of 235 domain experts was conducted to systematically select 20 factors. Based on the 20 selected factors, 81 historical data of road construction projects with schedule delay were collected; and the database was established. The artificial neural network (ANN) inference model was developed to train the database and predict the project schedule delay. Integrating it with the Garson algorithm (GA), the relative weights of challenging factors with rankings were calculated and identified. The top ten significant factors identified were Contractor's poor site management; Ineffective planning, scheduling, controlling and quality monitoring; Difficulty in Budget availability for the project; Delays in construction activities due to weather changes; late land acquisition; Shortage of materials; Financial problem of contractors; Poor supervision; Cash-flow problems (irregular payments), and Financial Capability of Client. This study uses as a significant reference for FGCs who are currently working in the Ethiopian Road construction projects for improving the projects schedule performance.

Evaluating the Relationship Between Global Stock Markets and Real Estate Markets Before and After the Coronavirus Pandemic

The relationship between the stock market and the real estate market has been the focus of several studies in the past. The nature of this relationship continues to remain ambiguous, with results varying according to a country’s economic condition and the level of co-integration between the two markets. This paper reviews the variables that influence the behavior of the stock market and the property market in the United States and the UAE. It examines whether these markets appear to be interlinked in these countries. To make the research more relevant, we have also reviewed the relationship between these two markets and how they have been influenced by the Coronavirus pandemic. As per our findings, the key variables impacting this relationship include the wealth effect, the percentage of real estate assets owned by publicly-traded companies, the news, the number of mortgage-backed securities available in the market, and the amount of risk associated with these securities. Besides this, initial public offerings (IPOs) and market liquidity also play a vital role. Regarding the Coronavirus pandemic, the primary impacts of this health crisis appear to be limited to the short-term. The most significant effects include a rise in stock market volatility, a decline in buying and selling activity, and delays in real estate construction projects in response to government restrictions and new Coronavirus-related deaths. BIM Impact on Construction Project Time Using System Dynamics in Saudi Arabia’s Construction

Construction delays are a prevalent issue worldwide, and Saudi Arabia is just a short distance from this experience. Although the Saudi construction industry was booming due to Vision 2030, major delays were recorded in numerous construction projects, resulting in extra costs and schedule overruns. Studies on Building Information Modeling (BIM) have increased recently due to their crucial role in managing construction projects. However, more efforts need to be made to define the impact value of adopting BIM using advanced techniques such as System Dynamics (SD). It also aims to demonstrate the BIM impacts globally to encourage taking advantage of such a system. Limited papers studied BIM impact in-depth using advanced techniques such as SD. Thus, A questionnaire was distributed to fifty-nine experts to measure the extent of BIM’s influence on the ten factors affecting project delay times discovered in the literature. The statistical analysis results were used to calculate each factor’s relative importance index (RII), compare them to the results obtained without BIM use, and calculate the relative difference for each factor. These relative differences were considered in the modified SD. The modified SD was applied to a case study representing an academic building in the King Saud University campus. The main finding revealed that BIM decreased construction project delays by 14.55%. In addition, this study found that BIM has a maximum influence on poor site management and supervision by contractors, with a reduction percentage of 17.65%, and a minimum influence on lack of contractor experience and managerial skills, with 11.76%. The SD analysis results confirmed that BIM has a significant impact on reducing construction project delays.

Methodology- The study employs a quantitative study to explore the construction industry for building a competitive advantage. Findings- The analysis reveals that the construction industry faces various challenges that can impact project delivery, productivity, and overall performance. there are some common problems in the construction industry. Construction projects often encounter cost overruns due to factors such as inaccurate initial estimates, changes in project scope, unforeseen site conditions, and fluctuations in material and labor costs. Budgetary constraints can lead to financial strain and project delays. Delays in construction projects can occur due to factors like poor project planning and management, inclement weather, labor shortages, regulatory approvals, and issues with subcontractors or suppliers. These delays can result in increased costs, contractual disputes, and dissatisfaction among project stakeholders. Construction sites are inherently hazardous environments, and ensuring worker safety is a critical concern. Failure to comply with safety regulations, inadequate training, lack of safety protocols, and inadequate risk assessments can lead to accidents, injuries, and even fatalities. Effective communication and collaboration among project teams, including architects, engineers, contractors, and subcontractors, are essential for successful project delivery. Inadequate communication, misinterpretation of project requirements, and lack of coordination can lead to errors, rework, and delays. Maintaining high-quality construction standards is crucial, but the industry often faces challenges in ensuring consistent quality control. Conclusion - based upon the analysis findings it may be concluded that the difficulties can turn to competitive advantage with better strategic planning, risk management, and management of resources. Systematic review of construction project delays in Kuwait

Over the past two decades, numerous global studies, including those conducted in Kuwait, have focused on examining and understanding delays in construction projects. These investigations aimed to identify causes of delays and rank them based on their impact on project objectives. In pursuit of this research goal, the present study adopts a systematic approach to analyze construction delays, building on related previous research efforts. The primary objective of this analytical approach was to determine the most significant and influential causes of delays and investigate changes in these causes over the span of two decades, during which measures were taken to address delays. Through comprehensive analyses, the critical delay causes within the Kuwaiti construction industry were identified as: contractor site management incompetence, subcontractor-related challenges, design quality deficiencies, problems arising from the used contract, and supply chain disruptions affecting labor availability and construction materials. Additionally, the body of research on the subject was divided into two distinct groups: studies conducted before and after the year 2010. A comparative examination of the outcomes from these two groups revealed notable enhancement for internal site management delay sources, which involve direct management teams including contractors, supervisors, and owners, whereas the influence of external delay causes increased, primarily attributed to the impact of governmental regulations. To assess the dissimilarities between the results of these two groups, an ANOVA analysis was applied, affirming the presence of statistically significant differences. The study concludes by emphasizing key areas requiring further attention to effectively mitigate the causes of delays in construction projects. Moreover, the proposed analysis procedure holds potential applicability to other countries, serving as a valuable tool to augment the understanding of delay analysis within the construction domain on a broader scale.
