The Effects of Delays in Algerian Construction Projects: An Empirical Study

This paper examines the effects of delays in the Algerian construction industry in order to identify the various critical aspects of the causes for improving the economy in the construction sector. A questionnaire survey was conducted to assess the perceptions of all players in the construction industry, which led to the identification of the most significant impacts of delays. The results show that ten main effects of delays in the construction sector are at the origin of many constraints that have a negative impact on the economy of the country. Further, the factor analysis technique was performed to categorize the identified effects into main groups, and it yielded 5 groups (factors). As an important contribution, the relationship between these groups was tested using the SMART-PLS, and a structural model has been developed. Also, a comparative study with other previous works on the most critical effect of delays in construction projects has been conducted and the results show that the main effects of delays in the construction industry are at the root of many constraints in reaching and achieving the objectives.

CAUSES AND IMPACT OF DELAY IN CONSTRUCTION INDUSTRY OF INDIA

Delays can be well-defined as the escalation of the stipulated time for the completion of the project. Delay is always the major loss to any construction project. In construction projects delay is a very usual thing and it can have an adverse effect on the project’s time and cost. As construction is one of the largest economic activity in India, the effects of delay are still in millions, which surely decreases the GDP of the country. Delay makes the process tardy and management of delay is extremely challenging as most of the projects do not meet the expected requirement and fails to perform within time. Therefore, various types and causes of delays should be studied accurately. There are many researches on construction delays but they talk about the wide-ranging reasons of delay, so there stays a high requirement of a notable and feasible study on delays at different stages of construction process in India. The aim of the paper is to identify the causes of delays at different stages of construction through questionnaire survey in Indian construction industry. Analytical tools used in this research are relative importance index (RII) and spearman’s rank correlation coefficient to rank the sources of delay with respect to its occurrence in the various stages of the construction project. The study concludes based on the correlation coefficient analysis between the construction stages, that the delays associated with before-construction stage is least related, with after-construction stage is third highly related, with construction stage is second highly related and delays associated with average/overall construction is highly related.

Causes of delays in construction project for developing Southeast Asia countries

Delay in construction industry impact the time and cost of project and mostly being the basis of dispute between stakeholders of the project. To reduce the impact, knowing the causal factors and lesson learned from past projects and studies is essential. Through this study, a literature review on the subject of construction delay factors studied in Indonesia, Malaysia, Thailand and Vietnam was undertaken to identify top factors and to determine whether there are special causes referring to this region. A comparison was made to a similar study on developed economies in Europe and North America. The result of the study revealed that the most significant factors causing delays in the Southeast Asia developing countries were related to contractor (material shortages, improper/ineffective planning, poor site management and supervision, and equipment shortage and failure), and owner-related causes (financial/payment issue and design change/variation order). The results of the study support the view that contractors handling projects in developing countries are dealing with the shortages problems, inefficiency/incompetence of the contractor, and problems caused by clients.

Identification of Causes and Minimization of Delays in Highway Projects of Pakistan

The problem of delay in construction industry is a regular phenomenon worldwide, and construction industry of Pakistan has no exception, particularly in highways projects. Delay can be described as the extension of time to complete the construction project. The aim of this paper is to identify main causes of delays in highway projects of Pakistan, and to determine mitigating measures for the identified causes. The research method of this study is based on literature review, questionnaire survey and semi structured interview. From in-depth literature review, twenty-six common causes of delay were found. A questionnaire survey was carried out among construction professionals of highway projects. The causes of delay in highways projects were ranked referring to their Mean values. A semi structured interview was carried out to determine mitigation measures for the top ten causes of delays. The data gathered from questionnaire survey was analyzed using SPSS (Statistical Package for the Social Sciences) while, data collected through semi structured interviews was analyzed using Nvivo software. The findings of this study are expected to be useful for construction parties, to mitigate the delays in highway construction projects of Pakistan.

Non Excusable Delays in Construction Industry: A Causal Study

Delays are one of the major problems construction industry faces. Delays can lead to many negative effects such as arbitration between owners and contractors, increased cost, loss of productivity and revenue, and contract termination. Various studies have been carried out to highlight the general causes of delays and suggest possible remedial measures to minimize the effect of delays on a project. This study aims to highlight the critical factors with specific reference to non-excusable delays (NEDs) only. It also suggests possible remedial measures to minimize the effects of contractor-oriented NEDs which is a significant type of delays in the construction industry. A qualitative study has been conducted for this research. Data have been collected by the use of a set of questionnaires on numerous construction project stakeholders. Relative importance index (RII) has been used for prioritizing the factors. Results show that slow material mobilization, subcontractor unreliability and shortage of labor and materials are the most critical NED causes. This paper aims to provide a prerequisite knowledge to practitioners to make a more informed decision in managing NED.

Construction industry has become one of the greatest income provider as it has contributed to the Gross Domestic Product (GDP) for Malaysia. However, construction sector has been much affected by unexpected situation such as construction delays. Delays in construction industry is one of the common problems that happened to most construction projects. By considering all viewpoint from various parties that involves in construction process such as contractors, client, consultant and others, this research identified the major factor that contributes to delays in Klang Valley, Malaysia. Questionnaires were distributed among respondents that involved in construction project in Klang Valley. The process of data analysis was conducted by using descriptive statistic that ranked the mean value of factors that contributes to delays. By using the ranking method, financial difficulties were recognized as the most significant factor that caused delays. Thus, by using the same method, some mitigation action has been proposed in order to avoid time overrun in construction

Causes of delays in construction industry and comparative delay analysis techniques with SCL protocol

PurposeThe purpose of this paper is to reveal the main causes of delays in the projects are from the client (relative importance index (RII)=0.716), labor and equipment (RII=0.701) and contractor (RII=0.698). Hence determining the contractual responsibility of delay is the most likely source of dispute in construction projects and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Therefore, authors try to investigate all process-based techniques of delay claims and evaluated and conformed them with principles by Society of Construction Law (SCL) protocol and Association for the Advancement of Cost Engineering International (AACEI) in order to choose the best techniques based on the specific circumstances of each project.Design/methodology/approachThis section is divided into two distinct parts: refers to the methods used to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in construction industry; and refers to advantages and disadvantages of various techniques used to analyze delays and their conform with SCL protocol. A questionnaire was developed to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in Iranian construction industry. The respondents were asked to indicate their response category on 78 well-recognized construction delay factors identified by authors.FindingsIn total, 78 causes of delay were identified through research. The identified causes are combined into seven groups. The field survey included 58 contractors, 55 consultants, and 62 client. Data collected were analyzed by RII and Statistical Package for Social Sciences (SPSS). The authors identified main causes of delay and ten most important causes, according to Table AII, from the perspective of three major groups of participants (clients, consultants and contractors). The ranking of categories of causes of delay, according to Table I, were: client-related causes (RII=0.716); labor and equipment category causes (RII=0.701); contractor-related causes (RII=0.698); material-related causes (RII=0.690); design-related causes (RII=0.666); external causes (RII=0.662); and consultant-related causes (RII=0.662). But according to the discussions and given that determining the contractual responsibility of delay is the most likely source of dispute in construction industry and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule.Originality/valueAll process-based techniques of delay analysis have been present in this paper and categorized in 11 groups. In order to understand the advantages and disadvantages of them by clients, contractor and consultant, a thorough review conducted to reveal the nature of techniques. In the next step, given that selecting the most appropriate technique based on constraints and specific conditions of each project is one of the most important steps to carry out a successful delay analysis. The authors conformed, all process-based techniques of delay analysis, by SCL protocol and AACEI principles. Finally, the result of this match was brought in order to choose the best technique based on the specific circumstances of each project.

Analysis of delays in Tanzanian construction industry

PurposeThe purpose of this paper is twofold: first, to develop theoretical underpinnings using TCE, and second, to run the analysis using an advanced tool such as structural equation modeling (SEM).Design/methodology/approachThis study was conducted in the construction industry in Tanzania. A questionnaire-based survey method was used. A total of 308 respondents participated in the study. The relationships between the cause and effect factors were analyzed using SEM.FindingsThe important findings are as follows:cost overrun can be explained by consultant-related and material-related factors; disputes can be explained by cost overrun; arbitration can be explained by consultant-related, cost overrun, and dispute factors; litigation can be explained by client-related, disputes, and arbitration factors; and abandonment can be explained by consultant-related, external-related, disputes, arbitration, and litigation factors.Originality/valueThe main contributions of this study are theoretical development and comprehensive analyses of “cause” and “effect” factors of delays in the construction industry.

Issue of Delay in Construction Industry: Local Project Participants Perspective

The construction sector is a highly effective platform that contributes to the economic development of many countries. However, the sector is threatened by delays in the completion of time phenomena caused by the owner of the project. This delays is one of the problems of the sector as it impedes the country’s growth and also affects the project owner. Therefore, this study focuses on the delay in construction projects in order to identify the factors of decision making difficulties by the project owner at pre- construction phase. Through an extensive literature review and ongoing research interview, the list of critical factors for decision making at pre-construction is established. Accordingly, this paper’s perspective is from contractor and engineer as project participants, and as practitioners that are deeply concerned with project delays. Consequently, project owners should be aware of these factors to improve future decision making process and get better project quality.

Time Extension Factors in Construction Industry of Pakistan

The delays in the construction industry are a global phenomenon and are considered as one of the most persistent problems throughout the world. The construction industry of Pakistan is also no exception to it. The key controlling features of time, cost, quality and safety for a project are adversely affected by the impacts of such delays. The delays in construction industry have many after effects among which the main are time extension, cost overrun, disputes, arbitrations and litigations. The main purpose of this study is to identify the delays that result in time extension factors for project completion. Earlier studies have mostly emphasized on the major causes or the effects of project delays. This study investigates the factors contributing in time extensions in construction project according to key participants of the projects i.e. contractors, consultants and the clients. In this regards, the time extension data of almost 50 projects have been consulted to identify the significant factors contributing in time extensions for completion of the projects. From the data, the 27 key factors were identified which have significant contributions in time extensions. Based upon these factors, a questionnaire has was developed and distributed among professional working in the construction industry for their response to assess the contributions of these factors in the time extension grants in construction industry of Pakistan. The study revealed that domestic issues of the country are the major factors resulting in the delayed completion of the projects.

Causes and effects of delays in Malaysian construction industry

The problem of delays in the construction industry is a global phenomenon and the construction industry in Malaysia is no exception. The main purpose of this study is to identify the delay factors and their impact (effect) on project completion. Earlier studies either considered the causes or the effects of project delays, separately. This study takes an integrated approach and attempts to analyze the impact of specific causes on specific effects. A questionnaire survey was conducted to solicit the causes and effects of delay from clients, consultants, and contractors. About 150 respondents participated in the survey. This study identified 10 most important causes of delay from a list of 28 different causes and 6 different effects of delay. Ten most important causes were: (1) contractor’s improper planning, (2) contractor’s poor site management, (3) inadequate contractor experience, (4) inadequate client’s finance and payments for completed work, (5) problems with subcontractors, (6) shortage in material, (7) labor supply, (8) equipment availability and failure, (9) lack of communication between parties, and (10) mistakes during the construction stage. Six main effects of delay were: (1) time overrun, (2) cost overrun, (3) disputes, (4) arbitration, (5) litigation, and (6) total abandonment. This study has also established an empirical relationship between each cause and effect.
