The Sailor's Model of Mental Development of Indonesian Navy's Second Fleet to Support the Main Duties of The Indonesian Navy

The success of the Navy in carrying out the main task of national defense at sea is largely determined by the mentality of good soldiers (The man behind the gun) where the characteristics of the Navy are in line with high technology. So the ability of soldiers must always be fostered properly and correctly, one of which is through mental development, namely in the form of Bintal Komando Function. In the Decree of the TNI Commander No. Kep/940/XI/2017 dated November 21, 2017 concerning the Master Direction for Mental Development of the TNI Pinaka Baladika, it is stated that TNI mental development has a strategic role, task and function in the development of TNI capabilities and strength for resilient national defense. This research begins with the phenomenon that there are still many violations of discipline and law by unscrupulous soldiers (according to sources from Puspom TNI AL and Pomal Fleet II Surabaya). This research aims to analyze the implementation of mental coaching and the supporting and inhibiting factors in the command function's guidance and development carried out at Koarmada II Surabaya, then formulate the best model for the mental development of these soldiers. This research uses a qualitative methodology where primary data sources are conducted through interviews with officials at the Fleet II Command Headquarters and interviews with several soldiers. While secondary data is obtained from literature studies in the form of books, journals, magazines, reports and decrees. The analysis was conducted using the implementation theory of Van Meter and Van Horn (1983). In this study, it is found that the mental development of soldiers at the Fleet II Command Headquarters has not been maximally implemented due to several obstacles that must be faced in the field. The effort that must be taken is to inventory all the existing factors, then confronted with the chosen theory, then compile an appropriate model in the mental development of soldiers.

Modernisasi Alat Utama Sistem Senjata TNI dalam Mendukung Tugas TNI AL

This study analyzes the modernization of TNI AL weaponry systems to support maritime defense tasks in Indonesian jurisdictional waters. Using the Analytic Network Process (ANP) method, the research identifies the challenges and obstacles faced, as well as determining modernization priorities. The ANP results show that modernizing the Indonesian Navy Warship (KRI) is the top priority, followed by the development of Fast Missile Boats (KCR), the modernization of the Maritime Air Defense System, and the procurement of new submarines. Additionally, the Indonesian Navy faces both conventional military threats, such as naval attacks from other countries, and asymmetric threats, including piracy and maritime terrorism. To address these threats, the Indonesian Navy needs to develop advanced technologies, including cyber security and monitoring technologies to prevent illegal activities at sea. The study also finds that modernization efforts face various obstacles, requiring the improvement of maintenance facilities and intensive training. The use of ANP and NVivo helps formulate an effective modernization strategy to enhance operational readiness and the maritime defense capabilities of the Indonesian Navy.

Personalized Model-Driven Interventions for Decisions From Experience.

Cognitive models that represent individuals provide many benefits for understanding the full range of human behavior. One way in which individual differences emerge is through differences in knowledge. In dynamic situations, where decisions are made from experience, models built upon a theory of experiential choice (instance-based learning theory; IBLT) can provide accurate predictions of individual human learning and adaptivity to changing environments. Here, we demonstrate how an instance-based learning (IBL) cognitive model, implemented in a cognitive architecture (Adaptive Control of Thought-Rational), can be used to model an individual's decisions in a cybersecurity defense task, accounting for both population average and individual variances. The same IBL model structure with identical architectural parameters generates the full range of human behavior through stochastic memory retrieval processes operating over and contributing to unique experiences. Recurrence quantification analyses allow us to look beyond average behavior between and within individuals to sequential patterns of trial-to-trial behavior. We show how model-tracing and knowledge-tracing techniques can be used to align the model to an individual in real time to drive adaptive and personalized signaling algorithms for a cybersecurity defense system. We also present a method for introspecting into the cognitive model to gain further insight into the cognitive salience of features factored into individual decisions. The combination of techniques provides a blueprint for personalized modeling of individuals. We discuss the results and implications of this adaptive and personalized method for cybersecurity defense and more generally for intelligent artifacts tailored to individual differences in domains such as human-machine teaming.

Meta Invariance Defense Towards Generalizable Robustness to Unknown Adversarial Attacks.

Despite providing high-performance solutions for computer vision tasks, the deep neural network (DNN) model has been proved to be extremely vulnerable to adversarial attacks. Current defense mainly focuses on the known attacks, but the adversarial robustness to the unknown attacks is seriously overlooked. Besides, commonly used adaptive learning and fine-tuning technique is unsuitable for adversarial defense since it is essentially a zero-shot problem when deployed. Thus, to tackle this challenge, we propose an attack-agnostic defense method named Meta Invariance Defense (MID). Specifically, various combinations of adversarial attacks are randomly sampled from a manually constructed Attacker Pool to constitute different defense tasks against unknown attacks, in which a student encoder is supervised by multi-consistency distillation to learn the attack-invariant features via a meta principle. The proposed MID has two merits: 1) Full distillation from pixel-, feature- and prediction-level between benign and adversarial samples facilitates the discovery of attack-invariance. 2) The model simultaneously achieves robustness to the imperceptible adversarial perturbations in high-level image classification and attack-suppression in low-level robust image regeneration. Theoretical and empirical studies on numerous benchmarks such as ImageNet verify the generalizable robustness and superiority of MID under various attacks.

Jacobian Spheroids, Shallow Encounters, and the Keyhole Map

The study of the dynamics of flybys is featured in several space-mission-related applications, spanning from the design of interplanetary orbits to the computation of impact probabilities with given celestial bodies in planetary protection and defense tasks. While patched-conics, two-body models suffice in accuracy for trajectory planning cases, collision probability assessment requires instead more insightful approaches. High-fidelity simulations have shown impact patterns to happen outside nominally colliding trajectories in terms of two-body analysis, all caused by distant or weak interactions between the given trajectory-celestial body pairs. This work proposes a novel concept of sphere of influence based on the Jacobian of the three-body dynamics, resulting in a wider definition of encounters that encompasses weak interactions up to an arbitrary threshold. The so-defined Jacobian spheroids are then used to construct the Keyhole map, a graphical tool that maps in the orbital elements space both nominal and off-nominal keyholes, i.e., collision paths accounting for three-body weak interactions. The proposed concepts arise from and are compared against the on-ground casualty risk assessment of the European Space Agency’s mission JUICE.

Solid-propellant rocket engines are simple in design, highly reliable, and able to store the propellant for a long time without its degradation. Their main feature is that the propellant is a mixture of a solid fuel and a solid oxidizer, thus ensuring a uniform combustion and a stable discharge of the combustion products. However, the combustion rate cannot be controlled, and the combustion cannot be stopped or restarted. This calls for efficient methods of thrust vector control. Gas-dynamic methods, such as a gas injection into the supersonic nozzle area, offer a required flight path control without complex high-power mechanical systems. The importance of this study lies in improving the accuracy and efficiency of rocket flight control, which is critical for today’s space and defense tasks. The numerical simulation of gas-dynamic control systems, in particular by an asymmetric gas injection, allows one to obtain detailed data on the flow behavior and optimize the design and operating conditions of the system. This study is concerned with a full-scale solid-propellant rocket engine with a gas-dynamic thrust vector control system based on the use of asymmetric forces that occur on the nozzle wall when the supersonic flow interacts with the injected transverse jets. To simulate the process in the Ansys Fluent software package, a geometric model of a nozzle with an asymmetric injection of the chamber gas into the supersonic area was developed. The injection flow rate was controlled by moving the valve flap. The simulation was carried out taking into account the temperature dependence of the main thermophysical gas parameters with consideration for dissociation processes by way of data approximation. The approximation was performed using piecewise polynomial functions. Nozzle flow patterns were obtained. The calculated results were compared with experimental test data and shown to be in satisfactory agreement with the lateral force measured during the fire bench tests of the prototype. From a practical point of view, the results obtained may be directly used to improve existing thrust vector control systems and develop new ones. This will improve rocket navigation accuracy, flight stability, and maneuverability, which is critical for complex space and defense tasks.

This article explores a little-studied subject of the civil war in the Astrakhan region. The purpose of the research was to study the combat operations of the 11th Army compounds, which made up the defense of the Volga River delta in the fall of 1919. The Volga River delta defense area, which included the western (Yashkul and Kizlyar directions) and eastern (Dzhambay direction) battle areas, was created on August 24, 1919. In the Dzhambay direction up to the middle of November 1919 the task of active defense of its area was set, which was replaced by the order to eliminate the enemy. In the Kizlyar direction the red troops were assigned the task of stopping the advance of the white troops with their subsequent destruction. In September-November 1919, all the tasks assigned to the command of the Volga River delta defense area were successfully accomplished.

Turing-like Experiment in a Cyber Defense Game

During the past decade, researchers of behavioral cyber security have created cognitive agents that are able to learn and make decisions in dynamic environments in ways that assimilate human decision processes. However, many of these efforts have been limited to simple detection tasks and represent basic cognitive functions rather than a whole set of cognitive capabilities required in dynamic cyber defense scenarios. Our current work aims at advancing the development of cognitive agents that learn and make defense-dynamic decisions during cyber attacks by intelligent attack agents. We also aim to evaluate the capability of these cognitive models in ``Turing-like'' experiments, comparing the decisions and performance of these agents against human cyber defenders. In this paper, we present an initial demonstration of a cognitive model of the defender that relies on a cognitive theory of dynamic decision-making, Instance-Based Learning Theory (IBLT); we also demonstrate the execution of the same defense task by human defenders. We rely on OpenAI Gym and CybORG and adapt an existing CAGE scenario to generate a simulation experiment using an IBL defender. We also offer a new Interactive Defense Game (IDG), where \textit{human} defenders can perform the same CAGE scenario simulated with the IBL model. Our results suggest that the IBL model makes decisions against two intelligent attack agents that are similar to those observed in a subsequent human experiment. We conclude with a description of the cognitive foundations required to build autonomous intelligent cyber defense agents that can collaborate with humans in autonomous cyber defense teams.

ДОСЛІДЖЕННЯ КОНТЕКСТНО-ЧУТЛИВОГО АЛГОРИТМУ МОНІТОРИНГУ КІБЕРБЕЗПЕКИ НА ОСНОВІ РЕКУРЕНТНИХ НЕЙРОННИХ МЕРЕЖ

The most common problems faced by modern information and communication systems (ICS) in the context of combating cyber threats were examined in the paper. The importance of ensuring the reliable operation of ICS, and protecting their users' private data from unauthorized interception or destruction was emphasized. The main principles of effective protection of ICS systems against possible interference in their work were defined. The classification of cyber threats and their impact on the functioning of information systems was presented. Features of the use of modern information technologies were determined, such as machine learning (ML), and recurrent neural networks (RNN) for increasing the effectiveness of detecting and preventing such threats, speeding up the process of calculating large volumes of information about various aspects of the work of information and communication systems. The parameters of the analysis of ICS behavior, which indicate the presence of problems in cyber security, were studied. The features and advantages of deploying RNN in ICS were analyzed, which makes it possible to simplify the tasks of cyber defense. A modified context-sensitive algorithm for cyber security monitoring (CCM-RNN) was proposed, which is based on RNN and allows taking into account the dynamics of system changes in the established context, for example, the type or volume of traffic from users, etc. The method of selecting the most effective parameters and properties of ICS for detecting cyber threats was improved. The results of the study of the effectiveness of the use of the modified CCM-RNN algorithm demonstrated its broad capabilities for fast and accurate detection of anomalies in the operation of ICs that may threaten their cyber security. By changing the number of properties of the CCM-RNN algorithm, which correspond to the characteristics of various aspects of the IC, it is possible to achieve the maximum accuracy of cyber threat detection. The modified algorithm also allows for the reduction of the duration of calculations during analysis. Based on the research results, a conclusion was made about the feasibility of using the proposed modified CCM-RNN algorithm for the ability to detect cyber security threats in ICS by flexibly adjusting the number and type of learning parameters of neural networks. In this way, the accuracy and duration of calculations were optimized, as well as the peculiarities and contexts of information and communication systems were taken into account.

The role of the individual in determining the vectors of socio-economic development and implementation of state management decisions

This article is devoted to the study of human traits like “charisma,” and its origin, features, and character of a trait. It is interpreted as a natural factor or an acquired quality of a leader (heroic person), an engine of social progress in extreme conditions. Using the example of a specific charismatic personality, this article reveals the peculiarities of his development and career growth in social transformations. Also, similar categories and concepts in the context of "person-personality," "charisma-charismatic," and "hero-heroism" in their relationship and interdependence are studied. Despite all the adverse circumstances, Ukraine resisted the unprovoked Russian attack furiously. Only the Heroic, charismatic people, charismatic commanders, and exceptional warriors, in whose veins not only restless Cossack blood but also professional ones boiled, were able to resist a deadly attack from a barbaric country. Today, the words "charismatic leader," "charismatic commander," "charismatic volunteer," "heroic person," "heroic deed," and "distinguished personality" characterize the Ukrainian nation and Ukrainians. In the complex processes of state-building, it is not the conventional beauties and academic intellects that rise to prominence, but the 'charismatic personalities' who possess the ability to tackle intricate tasks and guide their subordinates in production, military, and defense tasks. These proactive, professional, and charismatic individuals often ascend to leadership positions in science, practice, production, and the service sector, achieving remarkable career growth, even in volunteer activities and military and defense affairs. It is worth noting that these definitions, terms, and concepts are more frequently associated with psychological narratives than with management categories or the resolution of current production issues. This underscores the importance of comprehending the journey of these individuals, how they evolve and transform into the figures they are today. Cooperation of The National Police of Ukraine with civil society on the basis of partnership under the conditions of the state of martial

The article examines the prospects for the interaction of the National Police of Ukraine with the population on the basis of partnership under martial law and analyzes the recently implemented projects, the purpose of which is the effective implementation of the tasks assigned by the state, primarily related to the protection of the highest values of the state, which include man and his rights and freedom. It is emphasized that the introduction of martial law in Ukraine requires not only the solution of tasks related to the introduction and implementation of measures of the legal regime of martial law, since in the course of repelling armed aggression against Ukraine, police bodies participate in the performance of territorial defense tasks, carry out increased patrolling, escort appropriate cargoes, protection of property of victims, protection of destruction sites, delivery of offenders, restriction of traffic on dangerous routes, conducting exercises with representatives of the population, etc. The main problems that arise during the interaction of the National Police with the population at the current stage under the conditions of the legal regime of martial law in Ukraine are highlighted, the ways to solve them are outlined, it is proposed to develop a normative legal act on the organization of the interaction of the police with the population, in which the goal should be fixed interactions, tasks, define individual concepts, define subjects and heads of interaction bodies, types and forms of interaction, features of mutual information, channels of information transmission, methods and deadlines for checking the effectiveness of interaction, determine principles, as well as directions of interaction in the conditions of the legal regime of military state in Ukraine.
 It is concluded that the legal regulation of the interaction of the National Police bodies with the population under the conditions of the legal regime of martial law in Ukraine should be understood as the system of legal means (elements), the totality of techniques and methods of legal influence on social relations that arise during such interaction, with the help of which a complex of organizational and special measures aimed at protection against illegal encroachments, as well as ensuring the personal safety of citizens, countering offenses is defined.

On the possibility of changing the trajectory of a projectile or rocket based on aerodynamic impact in the shock wave zone

A physical hypothesis is proposed that it is possible to change the design trajectory of the projectile on the basis of mechanical action on the entire volume of shockwave zones with a unilateral, asymmetric presence of the second projectile. Deviating from the original trajectory results in a positive result when it comes to a defensive task. A new semi-empirical model has been developed and compiled, which allows you to calculate the trajectory of the projectile taking into account the air resistance to movement. In the new model, it is recommended that only four easily detectable values​ ​ be used in upcoming experiments: the initial departure speed , the maximum altitude , the maximum flight range and the full time. The calculation scheme uses iterative calculations. On the basis of which the values ​ ​ of numerical coefficients in the semi-empirical model are specified. The physical idea that external powerful laser radiation can heat the side surface of the projectile and the entire zone of wave jumps of the seal is justified. On one side of the semi-plant, that is, it is one-way heating. The asymmetrical thermal state on both sides of the missile may cause the missile or projectile to deviate from the previously assigned heading. This circumstance is also in favor of the proposed idea.

DEFENSIVE ACTIONS OF THE POLICE IN CONNECTION WITH ATHREAT TO STATE SECURITY

Security is the basis for the proper and uninterrupted functioning of the state and its development. It enables society to function in a sense of freedom, guaranteeing protection and defense against the threats of the modern world. The Constitution of the Republic of Poland indicates that authorities and institutions shape the security policy being responsible for public security, i.e. preventing threats, counteracting threats as well as conducting rescue operations to protect the population and property in the event of extraordinary events. Within the framework of the Police's tasks related to the performance of the common defence duty of the Republic of Poland and preparations to act in conditions of a threat to state security and in wartime, defence tasks imposed on the Police within the framework of the common defence duty and state defence preparations as well as allied obligations of the Republic of Poland are performed.

ОРГАНИЗАЦИЯ ПОДВОДНОЙ БЕСПРОВОДНОЙ СИСТЕМЫ СВЯЗИ

The article discusses underwater wireless communication systems. Research in the field of underwater optical wireless communication system will allow developing science, industry, to find solutions to defense tasks and emergencies, to carry out remote monitoring of environmental pollution of the underwater world and control underwater objects and equipment of oilrigs, to conduct underwater research and much more. The purpose of the work is to develop a classification of the principles of construction and organization of underwater wireless communication, taking into account modern achievements and development of technologies in the field of underwater wireless communication systems, to assess the strengths and weaknesses of underwater acoustic, radio frequency and optical communication systems. It is shown that the underwater optical wireless communication system has a great potential to enhance the traditional underwater acoustic communication system and underwater radio frequency communication system due to the high speed of information transmission, low latency, lower power consumption and compact size. To select the equipment and organize the communication channel, a generalized classification of an underwater optical wireless communication system has been developed, depending on the routing protocols used, on the configuration of the communication channel, on the optical properties of water, on the type of water in which the transmission channel is organized, on the mobility of underwater vehicles and the coverage area, on the type of modulation used, the method of underwater communication and from the factors affecting the organization of the communication channel.

Defense against smart invaders with swarms of sweeping agents

The goal of this research is to devise guaranteed defense policies that allow to protect a given region from the entrance of smart mobile invaders by detecting them using a team of defending agents equipped with identical line sensors. By designing cooperative defense strategies that ensure all invaders are detected, conditions on the defenders’ speed are derived. Successful accomplishment of the defense task implies invaders with a known limit on their speed cannot slip past the defenders and enter the guarded region undetected. The desired outcome of the defense protocols is to defend the area and additionally to expand it as much as possible. Expansion becomes possible if the defenders’ speed exceeds a critical speed that is necessary to only defend the initial region. We present results on the total search time, critical speeds and maximal expansion possible for two types of novel pincer-movement defense processes, circular and spiral, for any even number of defenders. The proposed spiral process allows to detect invaders at nearly the lowest theoretically optimal speed, and if this speed is exceeded, it also allows to expand the protected region almost to the maximal area.

HIGHER EDUCATION IN CARTOGRAPHY DURING THE YEARS OF INDEPENDENCE OF UKRAINE: STATUS, PROBLEMS AND PROSPECTS

The article is dedicated to the research of the current state, identification of urgent issues, and outlining the nearest prospects for the development of educational services in the field of higher education training in cartography in Ukraine. To achieve the goal, the authors chose a comprehensive set of general scientific and special methods that constitute its methodology: analysis and synthesis, deduction, classification, and informational. A systemic approach has been applied at all stages of the research as a method for effectively organizing the study of the domestic higher education system in cartography. The universities in Ukraine that are currently involved in the training of professionals with higher cartographic education at existing levels have been identified. The indicators of the graduation of cartography specialists from the Department of Geodesy and Cartography at Taras Shevchenko National University of Kyiv from 1992 to the present have been analyzed in terms of quantity (914 individuals in full-time and part-time forms of education), educational degrees obtained (master’s — 440; specialist — 372; bachelor — 102), and gender (407 males and 507 females). Additionally, it was determined that during the investigated period, 41 PhD in geographic cartography were trained in the country, 35 of whom, together with 8 doctors of science, currently contribute to the further training of necessary specialists for the country. The article also characterizes the content of educational programs for cartographers at the bachelor’s and master’s levels, identifies existing problems, and formulates directions for their solution at the institutional and local levels. The main contribution of this research lies in emphasizing the necessity to enhance the quality of education for professionals with higher qualifications in cartography as a strategic specialization and profession for Ukraine, taking into consideration the national security and defense tasks.

PATRIOTISM EDUCATION FOR VIETNAMESE STUDENTS IN THE CURRENT PERIOD – SOME BASIC SOLUTIONS

Vietnam holds a significant geopolitical position in Southeast Asia, and as such, its history has always intertwined the tasks of nation-building and defense. Foreign adversaries have consistently employed various covert and destructive tactics aimed at undermining the state, attempting to destabilize the government, dismantle national unity, and incite unrest. The object that hostile forces aim for is young people, especially students. Consequently, fostering patriotism among university students has become a critical and enduring priority. This article outlines the importance of patriotism education for Vietnamese students, examines the current situation, and proposes solutions to enhance the effectiveness of such educational initiatives today.

Wpływ reform wojskowych na kształtowanie ustroju demokratycznego w Hiszpanii (1975– 1996)

This article discusses the key military reforms in Spain from 1975 to 1996 and their significance in the country’s transition from Franco’s dictatorship to a democratic regime. Following General Franco’s death in 1975, Spain faced the challenge of transforming its authoritarian political system into a stable democracy. One of the most critical elements of this process was the reform of the military structures, which played a pivotal role in maintaining the old regime. The article analyzes significant changes in the Spanish armed forces, including the adoption of a new military criminal code, reforms related to compulsory military service, and steps towards the professionalization of the army. It also examines the impact of these reforms on civil-military relations, particularly in reducing hostile sentiments towards the military and increasing its popularity and acceptance among citizens. The article highlights the role of King Juan Carlos as a key mediator during the transition period, who managed to persuade the military to accept democratic changes. Military reforms contributed to limiting the military’s ability to intervene in internal politics, which was crucial for consolidating the new democratic regime. These reforms led to the Spanish army ceasing to act as a political arbiter and focusing on its primary defense tasks, which significantly impacted the stabilization and development of democratic Spain.

Cooperative strategy based on a two-layer game model for inferior USVs to intercept a superior USV

Aiming at the problem of inferior USVs intercepting a superior USV, a cooperative interception strategy based on the two-layer game model is studied. Through the mathematical description of the USV's reachable set, the feasible interception point position is obtained. Two necessary conditions for completing regional defensive tasks under nonlinear motion conditions are proposed. By introducing the idea of a hierarchical task network, the complex regional defensive task is divided into different sub-tasks corresponding to the above necessary conditions. In order to better complete the switching between different sub-tasks, a two-layer game model is established. The selection of sub-tasks is modeled as an upper game, and the selection of basic maneuvers is modeled as a lower game. The Monte Carlo simulation results show that the cooperative interception strategy proposed in this paper has better performance under different conditions.
