Racial Prejudice Predicts Police Militarization

In the United States, police are becoming increasingly militarized. Whereas the racialized nature of police militarization has been documented, the relationship between racial prejudice and police militarization is less understood. We assessed the link between racial prejudice against Black and Native Americans and police militarization at individual and regional levels. Study 1 (N = 765) recruited a nationally representative sample of White Americans and found a positive association between racial prejudice and support for police militarization. Study 2 (N = 3,129,343) sourced regional aggregates of prejudice among White Americans from Project Implicit and policing data from the Defense Logistics Agency and found that police departments in states higher in prejudice acquired greater amounts of militarized equipment. Together, these studies demonstrate that, in terms of attitudes and policies, racial prejudice predicts police militarization.

Drivers of fulfillment performance in mission critical logistics systems: An empirical analysis

Logistics systems that involve truncated timelines, where failure to meet such a timeline results in a substantial loss to business, have been coined ‘mission critical logistics’ systems, and their management is quite different from their ‘traditional’ counterparts. Yet, much of the research in this space has operated under the assumption that the methods, approaches, and tactics are equally applicable to both mission critical, and traditional logistics systems. Is this necessarily so? Most literature addresses functional issues such as inventory or process management but does not provide an understanding of the drivers of fulfillment performance in mission critical systems. This is a critical gap in the literature. Partnering with the Defense Logistics Agency (DLA) and the United States Navy, we studied a mission critical logistics system in order to understand the drivers of these logistics systems and their performance. We utilize a unique dataset consisting of inventory fulfillment and ordering, as well as part criticality and location. Overall the results indicate that inventory management is a much more dynamic process in mission critical logistics systems, whereby flexibility is crucial, and designation of part categories and essentiality can be the determining factor for whether or not the mission fails.

DEVELOPMENT OF INDUSTRIAL ENTERPRISE MANAGEMENT STRATEGY ON THE BASIS OF A BALANCED SYSTEM INDICATORS

This article is devoted to the study of the peculiarities of developing a management strategy for an industrial enterprise. Analysis of the main indicators of enterprise activity is a prerequisite for making effective management decisions and determining strategic directions of development in general. An urgent task for modern business entities is the formation of a balanced scorecard in order to implement it in the management strategy of the enterprise. Obstacles to the introduction of a balanced scorecard at Ukrainian enterprises have been identified. At the same time, among the foreign companies that have integrated the balanced scorecard are representatives of both the private and public sectors: Volkswagen, Ford Motor Company, Wells Fargo, Citibank, TD Canada Trust, Apple, Microsoft Latin America, Veriz, Veolia Water, Philips Electronics, City of Charlotte, Defense Logistics Agency, Federal Bureau of Investigations (FBI), University of Virginia. The system of balanced indicators contributes to the formalization and justification of strategic guidelines in accordance with the company's mission in quantitative and qualitative parameters, as well as specifies the actions and efforts of employees, consolidating their responsibility in achieving certain strategic results in staff motivation. This makes it possible to link the remuneration of staff with the achievement of the company's performance, which they have a direct impact on. The article systematizes the algorithm for developing a management strategy, the stages of forming a balanced scorecard. The key objectives that are necessary to achieve the set performance indicators according to the established blocks of analysis are identified: customers, business processes, training and career growth and finance. The relevance and importance of the chain of causation, which affects all components of a balanced system of indicators on the vertical vector. A balanced system of industrial enterprise development indicators is presented in general.

The logistics of police power: Armored vehicles, colonial boomerangs, and strategies of circulation

Images of police armored vehicles in Ferguson and Baltimore have been influential in a public conversation about the militarization of the police. However, recent critical and abolitionist work on policing rejects the concept of “militarization” for obscuring the longstanding histories and institutional connections between military and police apparatuses. By following the transfers of armored vehicles to police, this article illuminates the logistical pathways that connect colonial warfare and domestic policing, adding an account of the material composition of police power to the historical work of critical and abolitionist thinkers. The article proceeds through a critical reading of records of the Defense Logistics Agency, tracking the transfer of surplus armored vehicles to the police. Designated as “high-visibility property” by the Defense Logistics Agency, these vehicles testify to the materiality of police power. The article then tracks the visibility and materiality of these vehicles as they are deployed in urban and suburban spaces and considers their unique capacity to suppress the democratic energies of crowds. Tracking the armored vehicle provides a way to ask how the rigid lines of fortified urban space are organized into mobile vectors and where ongoing processes of colonization enter these spatial processes.

Hidden carbon costs of the “everywhere war”: Logistics, geopolitical ecology, and the carbon boot‐print of the US military

This paper examines the US military's impact on climate by analysing the geopolitical ecology of its global logistical supply chains. Our geopolitical ecology framework interrogates the material‐ecological metabolic flows (hydrocarbon‐based fuels, water, sand, concrete) that shape geopolitical and geoeconomic power relations. We argue that to account for the US military as a major climate actor, one must understand the logistical supply chain that makes its acquisition and consumption of hydrocarbon‐based fuels possible. Our paper focuses on the US Defense Logistics Agency – Energy (DLA‐E), a large yet virtually unresearched sub‐agency within the US Department of Defense. The DLA‐E is the primary purchase‐point for hydrocarbon‐based fuels for the US military, as well as a powerful actor in the global oil market. After outlining our geopolitical ecology approach, we detail the scope of the DLA‐E's operations, its supply chain, bureaucratic practices, and the physical infrastructure that facilitates the US military's consumption of hydro‐based carbons on a global scale. We show several “path dependencies” – warfighting paradigms, weapons systems, bureaucratic requirements, and waste – that are put in place by military supply chains and undergird a heavy reliance on carbon‐based fuels by the US military for years to come. The paper, based on comprehensive records of bulk fuel purchases we have gathered from DLA‐E through Freedom of Information Act requests, represents a partial yet robust picture of the geopolitical ecology of American imperialism.

Integrated information support for the production and services on the basis of open technical vocabulary

Among the various directions in the development of Russian processes for standardizing products, both military and civilian, taking into account the international system for standardizing the information flow of data on products and technologies, the questions of improving of master data as a material carrier of information. The problem of data quality is payed increased attention, especially in countries of Western Europe, and primarily the United States. Developed and implemented are the corresponding series of international standards - ISO-8000, regulating the structure, syntax, semantics, portability and other attributes of data, and ISO-22745, determining their quality. Both standards were proposed by the US Defense Logistics Agency (DLA).

The Risks of Operational Militarization: Increased Conflict Against Militarized Police

AbstractThe current state of race relations in the United States have brought to light the issue of the militarization of local police, where officers are being provided with unused equipment from the government’s war chest through the 1033 Program. But, is this increase in militarization beneficial, or does it harm relations between citizens and police? Using data on purchases provided by the Defense Logistics Agency, this paper analyzes effects of military purchases on assaults on police officers. Fixed effects negative binomial regressions on state-month level data show that stockpiling of material militarization equipment (guns, armor, and clothing) exhibits a statistically significant decrease in assaults, with guns showing no significant relation on assaults. However, operational militarization purchases (surveillance, sonar, and radar) lead to an increase of assaults, suggesting that there may be unforeseen consequences of increased militarization due to a change of structure and information gathering.

PNG: Effective Inventory Control for Items with Highly Variable Demand

LMI developed the PNG inventory control solution to manage inventory items with infrequent demand (i.e., isolated spikes in demand) as well as items with frequent, highly variable demand. Such items account for the majority of hardware stocked at the U.S. Defense Logistics Agency (DLA). The forecasting of demand for these items—no matter how sophisticated the forecasting method—had resulted in years of problems for DLA: excess inventory for some items, backorders for others, and excessive buyer workload. The implementation of PNG, a software package that consists of two inventory solutions, Peak Policy and Next Gen, allowed DLA to shift from trying to forecast each item individually to using a portfolio or risk-management approach to inventory control. Since DLA implemented PNG in January 2013, the agency has achieved its inventory-related goals for better customer service and reduced buyer workload, has experienced no inventory increase, and has saved nearly $400 million per year.

Reducing the Carbon Footprint of Coal-to-liquids Technologies Through Coal–biomass Gasification

The Energy & Environmental Research Center (EERC) is providing gasification test support to the Connecticut Center for Advanced Technology, Inc. and the U.S. Defense Logistics Agency toward development of alternative liquid fuel options for U.S. military applications. The EERC is testing of various gasification systems to obtain data on fuel effects, syngas composition, gas cleanup, liquid fuel production, and system operation. Testing has been performed using two existing gasifiers at the EERC: the transport reactor development unit and the entrained-flow gasifier. This paper summarizes results of testing and the technology impacts on carbon footprint.

A rural hydrogen transportation test bed

Abstract The Missouri University Science and Technology (Missouri S&T), through a hydrogen internal combustion engine vehicle evaluation participation agreement with the Ford Motor Company, is in the process of establishing a commuter bus service and hydrogen refueling at a station in rural Missouri near Ft. Leonard Wood (FLW). Initiated by a request from the U.S. Army Maneuver Support Center at FLW, Missouri S&T is leading the effort to launch the commuter service between FLW and the neighboring towns of Rolla and Lebanon, Missouri each of which are located approximately 40 km from the military base on Interstate-44 highway. The broad research, training, and education agenda for the rural hydrogen transportation test bed is to develop, demonstrate, evaluate, and promote safe hydrogen-based technologies in a real-world environment. With funds provided by the Defense Logistics Agency through the Air Force Research Laboratory, this hydrogen initiative will build and operate a hydrogen fueling facility that includes on-site generation of hydrogen by means of steam–methane reformation.

Evaluating the impact of an electronic business system in a complex organizational setting: the case of Central Contractor Registration

This article describes an evaluation of how an electronic business (eBusiness) system affected the Defense Logistics Agency of the Department of Defense. It is a ‘deep dive’ into the details of one of three similar evaluations that were conducted. A case study approach is used to convey a sense of the interplay among the formal elements of evaluation (e.g. schedules, feedback), and the reality of evaluating organizational consequences of eBusiness systems in complex organizations. The article contains collective lessons learned which emerged from each of the three efforts, and shows how those lessons were applied to a specific eBusiness system.

High-Efficiency Rooftop Air Conditioners: Small Commercial ACs Could Add Up to Big Energy Savings

ABSTRACT This article describes a technology procurement conducted by the U.S. Department of Energy, the Pacific Northwest National Laboratory (PNNL), and the Defense Logistics Agency to increase the availability of energy-efficient, packaged unitary “rooftop” air conditioners. The procurement encourages air conditioner manufacturers to produce equipment that exceeds federal energy efficiency standards by at least 25 percent at a lower life-cycle cost. Program developers have also sought to aggregate market demand by organizing groups of large-volume buyers of air-conditioning equipment. A cost estimator tool developed by PNNL to help consumers determine the cost-effectiveness, based on local climate conditions, of purchasing energy-efficient air conditioners for their own facilities also is described.

Benchmarking the Efficiency of Government Warehouse Operations: A Data Envelopment Analysis Approach

Abstract The purpose of this research is to benchmark the performance of 18 Defense Logistics Agency (DLA) supply warehouses located within the contiguous United States. DLA anticipates a reduced future workload for each of the warehouses, which translates into excess capacity and increased system inefficiency. This study used a mathematical programming tool, data envelopment analysis (DEA), to measure the relative overall efficiency of each warehouse and to determine the sources of inefficiency if they exist. With this methodology, DLA can judiciously target facilities for reduced funding or closure, which will result in the savings of millions of tax dollars.

Defense Logistics Agency Publishing System (DLAPS): Defense Logistics Agency publications, manuals and hardware. U.S. Defense Logistics Agency

The main purpose of this study is to detect and analyze the minimum turnover in Turkish tourism sector regarding sociodemographic, professional, business and geography specialties of the workers. The ratio of the sum of the staff who changes only once in a year in one position in one business and the total number of the staff who work during the same period is expressed with minimum turnover rate and a new perspective is introduced to the literature. In the study, data belonging to a total of 5764 wageworkers who work at lodging companies, travel agencies and tour operators with food and beveragefirms are used. Data are imported from the data set of 2011 Household Labor Survey (HLS) from Turkish Statistical Institute and are subjected to Cross-tabs, Chi-Square, Annova and T-test analysis by SPSS software program. It is found that there are significantdifferences between turnover rate and sociodemographic, professional, business and geographical characteristics.

COMPASS: A Software Tool for Equipment Acquisition Decision Making in the Apparel Industry

Describes COMPASS, which was developed under the Apparel Manufacturing Technology Center (funded by the US Defense Logistics Agency) to assist the apparel industry in evaluating the viability of new equipment. The need for a product such as COMPASS was previously defined through a survey of equipment acquisition decision methods used by manufacturing, with emphasis on the apparel industry. This research, combined with other research results, concluded that current practices could be improved in several key ways. First, the payback criterion was used often inappropriately as a measure of investment viability rather than a measure of risk. Second, the use of net present value as a decision criterion, while superior to payback, was itself deficient in practice. COMPASS was designed to address these deficiencies by including benefits not previously quantified (thus correcting analyses previously biased against adoption of new technologies), and by recognizing that it will never be possible to quantify all the benefits, to offer an alternative, non‐traditional, and qualitatively based decision‐making procedure.
