Commission to discuss guideline application issues, policy and procedures.1 On November 1,1990, guidelines amendments approved by the Commission in April, 1990 took effect. The final work product covers fifty-three substantive amendments as well as changes to the Introduction to the Sentencing Guidelines. This article discusses the amendment process as it worked in practice from February 16 to April 24,1990, and suggests how that process can be improved. Paul or I attended all of the open Commission meetings held in April 1990, when the proposed amendments were discussed and approved with or without changes. Before each meeting, we received the agenda and materials and had the opportunity to express our views, orally and in writing. However, because both of us worked full-time administering Defender offices and serving clients, the biggest problem during April soon became apparent?too much to cover in too little time.2
