Housing policy in Cyprus — A review

This paper reviews the emerging policies and patterns of housing development in Cyprus. It focuses in particular on the period after 1974, when Turkey invaded northern Cyprus and subsequently occupied about 40% of the island’s 3,600 sq. miles (9,900 sq. km). From a population of 63 1,000 (486,000 Greek; 114,000 Turkish; the balance comprising other ethnic minorities), approximately 250,000 people (200,000 Greeks; 50,000 Turks) became, within a matter of weeks, refugees in quickly-established ethnic enclaves. This terminated the intercommunal settlement pattern. Since that time, Greeks and Turks in Cyprus have lived in a partitioned island. The economy which in the preceding decade had grown strongly was shattered; the housing sector was amongst those most affected by the invasion, which had a revolutionary impact on private responses and initiatives, public policies and actions. This paper examines some of the responses to housing needs: the permanent changes in cultural values expressed in housing form and style; the moulding of political and social values and initiatives and, in particular, the crucial role that the Government has assumed in the initiation and implementation of housing policies and programmes for the refugees in a hitherto-unfamiliar policy area.

Success in Foreign Policy: The British in Cyprus, 1878–1960

Succès en politique étrangère: la présence britannique à Chypre, 1878–1960Voici un examen de la présence britannique à Chypre à partir du modèle de prise de décision élaboré par Snyder-Paige pour l'étude de la politique étrangère.La notion de « succès » en politique étrangère est examinée en regard de la conception que se font du pouvoir les spécialistes de la question et les hommes d'état. Le « succès » est considéré comme ce qui est acceptable à ceux qui prennent les décisions en ce domaine, acceptabilité elle-même déterminée par la façon de formuler les objectifs de telles décisions. Un pouvoir dit « négatif », empêchant l'apparition d'une conjoncture indésirable, est toujours plus probable qu'un pouvoir « positif » qui viserait à créer des conditions désirables. Par conséquent, pour la plupart des nations, leur politique étrangère a plus de chance de réussir si elle n'envisage que des objectifs négatifs. Les buts de la politique britannique à l'égard de Chypre ont été stratégiques et négatifs.En prévenant l'enosis (union avec la Grèce) et en permettant l'engagement grec et turc è l'égard de l'île, l'accord de Londres (London Settlement) a empêché l'influence d'une grande puissance hostile sur Chypre et la méditerrannée orientale, ce qui était acceptable aux auteurs de la politique britannique. Les aspects négatifs de cet accord, en l'occurence l'occupation de l'île par les forces des Nations-Unies, n'avaient pas de rapport direct avec les objectifs fondamentaux de la Grande-Bretagne en cette affaire et n'allèrent par conséquent pas à leur encontre. Aussi, l'accord peut-il légitimement être considéré comme un succès et un exemple du type de pouvoir qui est, souvent à tort, envisagé comme la raison d'un succès.L'article démontre également comment les hommes d'état, tout autant que les analystes de la prise de décision, ont mésinterprété le succès en politique étrangère, vu comme résultat de leur concentration sur des décisions de surpuissance en réponse aux crises militaires. Une telle croyance a pour effet d'engendrer un optimisme excessif quant aux chances de succès d'une politique et l'ignorance des conditions suivant lesquelles de moindres puissances peuvent prétendre au succès. L'auteur propose que l'étude de ce cas peut aider à comprendre non seulement la politique britannique à Chypre mais aussi certains aspects de la théorie de la prise de décision et du pouvoir, ce qui justifie, selon lui, la continuation et le renouvellement de l'utilisation des études de cas historiques comme technique propice à rendre l'étude de la politique étrangère plus scientifique.
