Determining A Technology for Development of the Mechanism of Anti-Crisis Management of the Agro-Industrial Complex

This article is devoted to effective management of the agro-industrial complex (AIC) in the context of crises, the impact of which on the economic efficiency of AIC subjects was made on various aspects of economic activity. A variety of factors, from a sharp change in the level of inflation to a change in energy prices and demand for agricultural products, have determined the need for a timely response of AIC subjects, as well as the adaptation of the system and management methods to the sharply changing environmental conditions.The structural and logical scheme is proposed, which will allow structuring the general process of crisis management and determining its main functions and monitoring tasks.The structure and the system for calculating the alternatives for the development of crisis situations are complex and cover all elements of the regional AIC. Moreover, they are based on a combination of technical and software tools, implementing automation ideas and methods based on modern mathematical tools.

Media Bias and the Role of User Generated Contents in Crisis Management: a Case-Study about the Communication of the Hungarian Police Forces after 2016 Budapest Explosion

The 2016 Budapest explosion occurred on 24 September 2016 when a young man detonated a nail bomb to kill two patrolling police officers. This case-study analyses the official communication of the Hungarian Police Forces focusing on the elapsed time until their first official reaction. I argue that the first 24 hours after the detonation are the most crucial, so working with speed and efficiency is important. I claim that the successful crisis management process takes not only the bias of mass media into consideration, but the influence of user generated contents and conspiracy theories as well. The application of a holding statement, designed to help controlling the message the public will hear immediately following an incident, is also essential.

Assessment of Effective Ammunition Stock Levels

Abstract The purpose of this article is to discuss the current approach to determining the amount and composition of ammunition stocks, including the strengths and weaknesses of individual practices within North Atlantic Treaty Organization and its selected member states. The starting points of this article are the practical findings in the preparation of NATO and EU battlegroups, including real foreign operations. The individual methods were analyzed with a partial use of SWOT analysis, with a main focus on the strengths and weaknesses of the inventory process. There were found discrepancies between the general principle of individual methods and their practical application. A major drawback is that the principle for calculating inventory needs for combat activities is yet unestablished, where the internal regulation does provide for 120 SDOS and the introduction of some coefficients. However, doing so without establishing the principle of creating its amount. The article offers possible solutions to increase the efficiency of inventory generation in order to achieve greater objectivity in the planning process of operations management and crisis management, including self-provision of ammunition stockpiles.

Building a safe society environment: a summary of hybrid approaches to crisis decision support systems

An artefact called Hybrid Decision Support System for Crisis Management (HDSSCM) that aims at assisting crisis management centres is proposed and discussed. The paper summarises research efforts completed over the last few years, addressing integrated hybrid platforms designed to improve crisis management processes. Alongside theoretical insights, it includes descriptions of cases that bring together ideas and practices derived from the experience of crisis management managers. To provide a broader outlook, the paper envisages further evolution paths for hybrid concepts.

The European Parliament and the eurozone crisis: An exceptional actor?

The eurozone crisis has reinvigorated the debate over the requirement for supranational integration within the single currency area. With the focus of political scientists often restricted to the study of intergovernmental processes of crisis management, this article considers the role of the European Parliament during the key legislative negotiations on European Union fiscal governance reform. A comparative frame analysis of the major European Union institutions’ crisis discourse is applied. Frames are linked to macroeconomic ideology as well as to different integration scenarios within Economic and Monetary Union. It is found that the European Parliament converged around limited framing devices supporting intergovernmental fiscal discipline. Key explanatory factors here were the ideological divisions among Members of the European Parliament as well as the leadership role played by the European Council. These findings are broadly consistent with the new intergovernmentalist claims that the supranational institutions are no longer hard-wired to the pursuit of supranational integration.

Managing Egyptian Five-Star Hotels during Times of Crises

Purpose– The hospitality industry is facing different types of crises resulting from both naturally occurring disasters, and man-made ones such as earthquakes and terrorism. In the case of the Egyptian hotel operations, Crises present extraordinary conditions needing more than working to decrease the negative effects of crises through prompt decisions, but also further efforts including pre-crises as well as post-crises planning to minimize non-desired influences and maximize the benefits of the situation. Crisis management strategies are developed and implemented to make sure that the hotel operation survives the process of crisis. The hotel operation may need a thorough rehabilitation after recovery from a crisis. So that, the study will concentrate on the strategies of crises management through three axes each one of them represents one stage of the strategic approach of crises management. The strategic approach of crisis management includes three steps that start with the pre-crisis stage to develop a plan for potential crises. The second step will be the implementation of the prepared plans and scenarios during the crisis, and the last one will be for the rehabilitation and restructuring after recovery of the crisis without decreasing or minimizing in hotel's quality standardization. Design/methodology/approach–Questionnaires for the top management and staff will be used in this research in order to gain the desired data about the strategic crisis management process. The collected data will be statistically analyzed by using different measures including descriptive ones, such as frequencies, Mean, and standard deviation as well as cross tab. Research limitations/implications - the researcher preferred to focus on the most successful modern strategies in the face of crises agreed by the researcher. It can be applied to the current study community, which is as follows: - (changing path strategy) - (crises fragmentation strategy) - (containment crisis strategy) - (exhausting crisis strategy) - (reserve mobilization strategy) The questionnaire was designed to capture information about the research to meet the needed objectives. Respondents were asked to indicate their level of agreement with each question on four choice Likert-scale metric. Evaluation of integrated management to reduce the crisis with approach to spatial data infrastructure

As management is one of the most important elements for all activities of the current world and as Iran is one of the most hazardous countries in terms of natural disasters, the issue of management gains special importance in crisis. The main purpose of crisis management is reducing crisis risk and the ways to achieve this goal are various and have been evolved over the time. Crisis management includes a disaster before the beginning to the end and the operations after the disaster. While occurrence of each accident, the Committee of Crisis and Disasters analyzes the situation from different dimensions using existing instructions and makes the best decision and provides it for the involved organs. Due to importance of time, the main part of the process of crisis management is taken before the disaster. Reducing the risk of crisis with the integration in its heart with spatial planning is required. In this regard, spatial data infrastructure (SDI) provides required conditions for collecting and maintaining spatial data to facilitate sharing the data and creating an integrated management. Therefore, the objective of this study is to evaluate spatial data infrastructure as a context for realization of integrated management to reduce risk of probable crises using descriptive-analytical method.Keywords: spatial data infrastructure, crisis risk reduction, integrated management

Empowering Internal Stakeholders Through the Dissemination of Useful Information: A Review of Crisis Management Concepts

In this article, we define crisis management as not only a problem, but also an opportunity for leaders to be flexible, creative, and innovative that contributes to social change. In the past, organizational leaders often looked at crisis management as a quick fix or stopgap to <em>business as usual</em>. Empowering internal stakeholders and disseminating useful information that is relevant, valid, timely, and reliable to people within the organization can lead to crisis resolution at the closest point of action and contribute to social change. We look at the primary and secondary stakeholders and stewardship of the employees during the crisis and discuss crisis management as the action research process and the relationship to social change. Moreover, corporate social responsibility from the perspective of the for-profit business leader can be a marketing and branding effort to improve organizational performance from the crisis management process that also contributes to social change.

Urban Vulnerability Assessment Using AHP

Purpose. Physical expansion of urban areas and cities is of great importance nowadays. Irreparable damages will thus be caused by lack of proper planning against natural disasters. Crisis management will therefore guide through prevention, preparedness, disaster relief, and recovery by planning an appropriate program. Methodology. Principal processes of crisis management against earthquake in Iran were evaluated and discussed. Multicriteria earthquake crisis management was then proposed by means of Analytic Hierarchy Process (AHP). Vulnerability of 19 urban areas in Qazvin city was studied and analyzed as a case study. Three main criteria were considered as “physical dimensions and physical vulnerability texture,” “the amount of urban texture responsibility to aid after crisis,” and “possibility of city reversibility after the crisis.” These criteria were divided into 20 subcriteria which were prioritized by a questionnaire survey. Findings. “High population density,” “urban texture of old and repairable buildings,” “lack of relief and medical services,” “a few organic texture areas,” “sidewalks with less than 6 meters width in the region,” and “lack of open spaces in the area” were concluded to be the most important reasons causing high vulnerability of urban texture in Qazvin city.

The paper summarizes and integrates theoretical approaches to the content of enterprise crisis management, along with grounding its goals, functions and objectives, and suggesting the stages of crisis management process delivery. The structural framework for enterprise crisis management, as well as its basic and specific principles are presented.

Strategic decision making in cyber security: Lessons learned

The threats to the international community currently emerging in cyber space represent great challenges to security and it is of utmost importance to be ready to respond. This calls for a stronger and more resilient community, which will be well prepared to face these new challenges. The paper considers the preparation of strategic leaders to deal with cyber space crisis management processes in the form of a European Defence Agency (EDA) tabletop exercise. This is developed from the EU approach to cyber crisis management and the efforts undertaken by the European Defence Agency and European Cyber Security Initiative (ECSI), as well as a customised scenario based upon the Austrian Cyber Security Strategy. The paper gives a brief history of the development of the cyber crisis management exercise and explains its purpose, which is to devise an exercise curriculum for a coherent conceptual toolkit that could be used in assessing current decision-making frameworks. It describes how to run such a decision-making exercise, building on concepts and methodologies used to manage a cyber security crisis. It gives an overview of typical situations, threats, nature and likelihood, possible impact and the assessment of typical cyber situations, illustrated with scenarios, frameworks and doctrines. It further deals with response management, options, decisions (outcome, execution) and success control. Last but not least, it describes lessons identified and learned, offers a short evaluation of the exercise and the process of decision making and draws some conclusions.

The analysis of crisis management systems operating in selected countries in the aspect of public security

An important source for the improvement of the crisis management system is also using of the experience of countries, which already built and used that system to ensure the security of their citizens. United States, Germany and Great Britain were selected for the study. The analyzes show that the organizational structures of the crisis management systems of the analyzed countries are multi-level and based on the structure of public administration. They consist of permanent and temporary elements, appointed at the time of crisis. In the analyzed systems work a planning process that results in crisis management plans. Decisions to launch crisis management procedures are taken at the lowest level of the system and at the same time they are supported by higher level. In the analyzed systems the crisis management process follows in the crisis management phases. Particular attention is given to the participation of the armed forces in the support of civil authorities in crisis management. It should be noted that the solutions used in the analyzed countries do not differ from the solutions used in the Polish crisis management system.

Computer Simulation - Efficient Tool of Crisis Management

Abstract The paper presents an analytical evaluation of the advantages of computer simulation of emergency situations within crisis management processes optimization. It affirms the efficiency of the preparation of crisis staffs, their coordination, communication and cooperation on the practical example of the SIMEX simulation tool.

Conceptualizing Dimensions and Characteristics of Urban Resilience: Insights from a Co-Design Process

Resilience is a multi-faceted concept frequently used across a wide range of disciplines, practices, and sectors. There is a growing recognition of the utility of resilience as a bridging concept that can facilitate inter-and transdisciplinary approaches to tackle complexities inherent in decision making under conditions of risk and uncertainty. Such conditions are common in urban planning, infrastructure planning, asset management, emergency planning, crisis management, and development processes where systemic interdependencies and interests at stake influence decisions and outcomes. A major challenge that can undermine the use of resilience for guiding planning activities is the value-laden and contested nature of the concept that can be interpreted in a variety of ways. Because resilience is context-specific and generally depends on local aspirations, this issue can be partially tackled by adopting participatory approaches for the conceptualization of resilience. This paper provides an example of how co-design methods can be employed for conceptualizing resilience. Organisational communication management during the Volkswagen diesel emissions scandal: A hermeneutic study in attribution, crisis management, and information orientation

The discovery in September 2015 of diesel emissions software cheat technology in Volkswagen (VW) cars initiated a process of organisational crisis management and damage limitation by VW, reflected in the contemporaneous intensive production of public information statements, including press releases, statements to shareholders and investors, and transcripts of oral evidence. Through taking stock of a selection of these public information statements, this article examines the organisational communication management strategies employed to respond to the crisis situation, making an integrated use of attribution, crisis management, and information orientation theories as an interpretive lens. An interpretivist, hermeneutic approach was used to carry out qualitative content analysis on selected statements issued by VW. The analysis reveals that there is a connection between statements relating to attribution and statements relating to information orientation, at the time of the crisis and in preparing future action. Priorities for action form part of the overall crisis management and image restoration approach. Proposed changes in information orientation constitute a key dimension of the company's public response to mitigate the offensiveness of the crisis. The analysis performed demonstrates the applicability of the proposed integration of attribution, crisis management, image restoration, and information orientation theories to better understand and explain how large corporations respond publicly to organisational crisis episodes, more specifically the ways in which attributions, crisis management, and image restoration strategies are related to aspects of information orientation as both components and consequences of the crisis.

АНТИКРИЗИСНОЕ УПРАВЛЕНИЕ ПЕРСОНАЛОМ: КОНЦЕПТУАЛЬНЫЙ ПОДХОД

Crises, which have become an integral part of modern social development, permeate the sphere of human resourses management, which requires a scientific justification for the specifics of their manifestation in the organization and the identification of negative consequences. The characteristics of the crises of efficiency, competence, motivation, culture and social and labor relations, as well as «personnel hunger» are identified. A cyclical model of the process of human resourses crisis management is presented, the content of the types of activity of the personnel service is disclosed at its stages. The principles of building an effective system of human resourses crisis management are formulated.

CSDP and the open method of coordination: Developing the EU's comprehensive approach to security

How can we best describe the operation of the Common Security and Defence Policy (CSDP), and how can we improve policy-making in CSDP? The Open Method of Coordination (OMC) is predicated on the conviction that there are clear limits to the extent that European Union (EU) foreign and security policy can be strengthened through the restricting tendencies of intergovernmental cooperation between EU member states. Permanent Structured Cooperation (PESCO) - agreed by the European Council and 25 EU member states in 2017 - offers practical instruments towards delivering value-added capacity to the process of crisis management beyond intergovernmentalism. As a process, PESCO is analogous to the logic of OMC, including more appropriate levels of coordination at the national organisational level in order to effectively facilitate the EU's comprehensive approach to conflict prevention and crisis management. The requirement for new and 'open' types of EU foreign and security policy coordination is underlined by the immense differences between EU member states in external policy, both concerning national crisis management structures and the resulting inefficient segmentation of policy at the EU level. .

Analysis of «crisis» definition and basic aspects of business continuing planning concept

The concept of business continuity management as a promising area of operational and strategic management determines the importance of protecting information resources in conditions of crisis. Thus, the main element of this concept is the concept of "crisis", but that is not clearly defined and varies depending on the field of science and technology. This article analyzed the known definitions of the term "crisis", in particular in the fields of economics, politics, medicine, psychiatry, management and other areas, which formed the basis for the definition within the concept of business continuity management. As well as the basic approach to periodization process of crisis management, approaches to the classification of crisis situations covered in the standards, practices and regulations of business continuity management and leading researchers in this field. In addition, a valid assignment of crisis management to a class in the structure of the management system of information security and defined their functional relationships with other protective systems, such as detection systems and intrusion prevention systems, analysis and risk assessment system antivirus protection, management information security incidents.

The Big Data concept as a contributor of added value to crisis decision support systems

The explosive growth of the Big Data concept and its applications in multiple domains of human activity has increased interest in the benefits it could offer to public services. The paper seeks to emphasise the added value that stems from the use of Big Data in handling heterogeneous data sources accessed by crisis management structures. Authors wants to highlight the ways in which the concept could support decision makers during the crisis management process by showing two cases. First authors’ own creation known as Hybrid Decision Support System for Crisis/Disaster Management. Second, showing application of Big Data in security management to illustrate the implications of using Big Data in practice. In case of that the Big Data is a term that is vendor driven and creates more confusing than clarity author’s conclusion brings together critical observations and judgments voiced in the paper using SWOT analysis toll and providing a blueprint for further development of the concept of Big Data in the area of Crisis/Disaster management.

Keep calm and carry on: A crisis communication study of Cadbury and McDonalds

Abstract Many organizations, at some point or another, have to face a crisis situation. In that scenario, the way in which the organization communicates makes or breaks the organization’s success in dealing with the crisis. Especially after the emergence of the social media, the impact of crisis communication on the process of successful crisis management has become even greater than before. Organizations have to take the initiative, to be proactive and create a plan for crisis communication. This paper is focused on the comparative study of the communication approaches followed by Cadbury and McDonalds during a period when the companies were dealing with a crisis. The findings of the content analysis show that a company should respond to the crisis as quickly as possible to avoid loss in terms of sales. The initial statement of the companies during a crisis should be clear, positive and through the right channel to help the company regain its reputation on the market. Advertising is the best way to convey the message across the world because the crisis situation that has come up in one market can soon catch-up in the other markets where the company operates. The company has to connect with the consumers on emotional grounds because the crisis breaks down the faith of the consumers in the company. The recovery actions that support the statements also play an important role during the crisis situation. By following the above-mentioned communication strategies, organizations can achieve damage control as well as turn the crisis into an opportunity to grow.
