Cross-calibration and first vertical ECE measurement of electron energy distribution in the TCV tokamak

Abstract This paper describes the first vertical electron cyclotron emission measurement of non-thermal electron distributions in the Tokamak à Configuration Variable. These measurements were conducted in runaway electron scenarios and in the presence of electron cyclotron current drive. Measured intensities of linearly polarized X- and O-mode radiation from fast electrons allow the analysis of the energy distribution. The measurements were made possible through the creation of an operational regime for the diagnostic that is free of thermal background radiation, in relaxed electron density operations. This operational regime notably enables the cross-calibration of the diagnostic system, relying on thermal plasma measurements and modeling with the ray-tracing code SPECE.

Sustainable development as the basis of a strong and long-term peace

The purpose of this paper is to suggest some ways and mechanisms for creating long-term peace based on sustainable development of the world and the purpose of the work is to develop recommendations aimed at counteracting the emergence of dictatorial regimes that were legitimately established. Five common features of such dictators have been identified, namely: coming to power in a legitimate way, using manipulative technologies, openly declaring their aggressive intentions, gradually implementing their aggressive intentions, creating a military potential with the active participation of developed countries, including those with established democracies. The reasons for the creation of dictatorial regimes are substantiated, namely: the imperfection of electoral legislation, excessive conservatism of legislation, insufficient determination and timeliness of countering the strengthening of dictatorships, “national egoism”, the unscrupulousness of dictators in their foreign and domestic policies. It was determined that in order to actively oppose dictatorial regimes, it is necessary to: improve the system of elections to the highest positions and to the legislative bodies of the state, put a strong barrier against manipulative technologies and fakes, through the improvement and effective application of international legislation with the involvement of artificial intelligence, determine the strategy of relations with dictators in all directions in advance: economic, diplomatic, sports, scientific and technical, etc., establish the scope of relations in direct proportion to the index of democracy in a country with an authoritarian regime and, in order to prevent negative consequences on the economy and social condition of the society of one’s country, determine and carefully regulate import and export activities. It is proposed to start an indicator of the effectiveness of the head of state and an internal truth index of the head of state, as well as measures for moral stimulation of heads of state. As a result of the study, two root causes of threats to the existence of humanity were additionally identified, which directly affect the formation of dictatorial regimes. 1) The emergence on the basis of modern information technologies of a powerful system of manipulative technologies, the use of which leads to the power of future dictators. 2) Belated opposition of the democratic world to the formation of dictatorships. This is expressed in condescension to the initial illegal actions of future dictators, uncontrolled cooperation in the economic, political and humanitarian spheres. Two key mechanisms for achieving sustainable development and long-term peace are proposed.

International legal mechanisms of liability for nuclear damage

Based on the analysis of accidents in the nuclear sphere, many states have come to the conclusion of the need to develop international legal principles for the settlement of disputes related to accidents and the formation of a regime of responsibility for damage caused to the life and health of people and the environment. The unification of the efforts of many states to develop joint approaches to ensure the safe development of atomic energy allowed the creation of a complex international legal regime – “international nuclear law”. The aim of the work is determination of the international legal bases of responsibility for causing nuclear damage. The methodological basis of the study. The following methods of cognition were used in the research process: analysis and synthesis, generalization, dialectical, system-structural methods, formal-legal, legal-technical method. Results. Various international organizations play an important role in the formation of nuclear law: the IAEA, the Atomic Energy Agency of the Organization for Economic Co-operation and Development (NEA OECD), WNA and others. The documents issued by the IAEA serve as guidelines for the development and approval of laws and other regulatory acts related to the safe use of atomic energy in the countries of the world. Conventions on liability for nuclear damage were drafted in such a way that most of their provisions (especially the basic principles) were self-executing. Therefore, in principle, each participating state has the right to independently decide, on the basis of its constitutional or legal system, which approach it will use to bring its legislation in accordance with this or that convention: direct application of the provisions of the convention or preparation based on the text of the convention of the national law on nuclear liability. Conclusions. Currently, in the issue of liability for nuclear damage, countries can be divided into two groups: one group – those that have adopted a special regime in the field of nuclear liability either by joining international conventions or by adopting national legislation; another group – countries that do not have such a special regime.

A Catholic safe haven: University students from Eastern Europe in Spain during Francoism

In 1946, Madrid became home to a Catholic university residence, the colegio mayor Santiago Apóstol, which catered specifically to refugee students from Eastern Europe who had fled the aftermath of the Second World War and the creation of Communist regimes in their home countries. This residence hall, which housed about 800 students from 20 nationalities between its opening in the postwar era and its rededication in 1969, was part of the anticommunist governmental strategy to overcome the political isolation that Francoist Spain found itself in. It was also part of the efforts of the Catholic church to support refugees from Eastern Europe in the early Cold War. This article aims to bring these strands together, focusing on the founding of the residence hall as a Catholic and governmental endeavor. In a second step, the article focuses on the residence hall itself, considering the agency of the residence’s officials and its students, and contemplating the residence’s academic and exile networks both in Spain and internationally.

The article discusses the concept of constituent and constituted power in the context of the establishment of the Czechoslovak state in 1918 – the constitutional revolution, with a particular focus on the role of Alois Rašín, a key figure in this process of discontinuity from the existing regime. However, the distinction between constituent and constituted power fails to explain how a new legal order arises without overly idealizing the constituent power. Author suggests focusing on specific values, such as democracy, political rights guarantees, and equality, rather than on the ephemeral nature of power during the creation of a new regime.

Macroinvertebrate, algal and diatom assemblages respond differently to both drying and wetting transitions in non‐perennial streams

Abstract Biological assemblages in streams are influenced by hydrological dynamics, particularly in non‐perennial systems. Although there has been increasing attention on how drying impacts stream organisms, few studies have investigated how specific characteristics of drying and subsequent wetting transitions influence biotic responses via resistance and resilience traits. Here, we characterized how hydrologic metrics, including those quantifying drying and wetting transitions as well as dry and wet phases, alter diversity and composition of three aquatic assemblages in non‐perennial streams in southern California: benthic macroinvertebrates, soft‐bodied algae and diatoms. We found that flow duration prior to sampling was correlated with variation in macroinvertebrate and soft‐bodied algal assemblage composition. The composition and richness of diatom assemblages, however, were predominantly influenced by the drying start date prior to sampling. Contrary to other studies, the duration of the dry phase prior to sampling did not influence the composition or richness of any assemblage. Although our study was conducted within a region in which each assemblage experienced comparable environmental conditions, we found no single hydrologic metric that influenced all assemblages in the same way. The hot‐summer Mediterranean climate of southern California likely acts as a strong environmental filter, with taxa in this region relying on resistance and resilience adaptations to survive and recolonize non‐perennial streams following wetting. The different responses of algal and diatom assemblages to hydrologic metrics suggest greater resilience to drying and wetting events, particularly for primary producers. As drying and wetting patterns continue to change, understanding biodiversity responses to hydrologic metrics could inform management actions that enhance the ecological resilience of communities in non‐perennial streams. In particular, the creation and enhancement of flow regimes in which natural timing and duration of dry and wet phases sustain refuges that support community persistence in a changing environment.

The legally binding agreement on forests in Europe – Analyzing the unsuccessful attempts at regional regime creation

The attempt at creating a legally binding agreement on forests in Europe has failed after two periods of negotiations. The first period (2011–2015) ended with an unresolved question about what organization should become the Convention's host. During the second negotiation period (2018–2021) the parties arrived at the conclusion to transfer secretarial duties to UNECE. However, eventually, the process was closed due to lack of consensus by the participating parties. Our analysis of the reasons that stood behind the failed agreement has confirmed two key conflicts typical for international forest agreements and occurring at both international and national levels – the tension between commodity and amenity-oriented goals and the question of national interest and relative power. Given the dynamics of the forest policy discussion, new opportunities for a legally binding agreement on forests in Europe may arise in future.

Financial technocrats as competitive regime creators: The founding and design of the Network for Greening the Financial System

AbstractWhy did a group of eight central bankers and financial supervisors from across the globe create a Network for Greening the Financial System in 2017? Why did they design this network as they did? The founders were an uncommon coalition, led by French financial authorities working closely with their Dutch, British, and Chinese counterparts, and backed by others from Germany, Mexico, Singapore, and Sweden. They were engaged in an unusual act of competitive regime creation at a moment when the United States was abandoning global leadership vis‐a‐vis climate change. This purpose led them to create a financial transgovernmental network that was distinctive in its roles, membership, and governance. Addressing these questions not only improves understanding of a body that has emerged as a leading voice in global discussions about the environmental aspects of financial policy. It also contributes to wider scholarship on financial transgovernmental networks and the greening of central banks.

Transformation of theoretical approaches to enhancing the effectiveness of preferential policies

The article presents the results of many years of research by the authors on the evolution of theoretical and methodological approaches to substantiate the prerequisites and conditions for the creation of preferential regimes in various countries and regions. Based on a generalization of a large array of information sources, it was concluded that the applied forms of these regimes (free and special economic zones, free ports, territories of rapid socio-economic development, etc.) are components of regional systems in which special conditions for the functioning of entrepreneurial enterprises are legally established. structures to achieve strategic goals of economic growth. The above study notes the negative experience of creating free economic zones in the Russian Federation in the 90s of the last century due to organizational and economic omissions in the ongoing state policy, with an emphasis on the need for a more informed approach to managing the effectiveness of the implementation of such national projects in the current conditions of stagnation of the Russian economy. Paying special attention to the specifics of the stages of development of preferential regimes, the authors of the article propose a systematization of numerous factors influencing their effectiveness based on the characteristics of spatial localization, level of management, and degree of distribution. The theoretical and practical significance is represented by the author's approach to the formation of a system for managing the effectiveness of preferential regimes, starting with its main component — setting goals for their creation, consistent with the strategic goals of the development of regions and the country. Recognizing the existing imperfection of the holistic system for assessing the effectiveness and efficiency of preferential regimes that are in the process of formation in Russia, the authors emphasize the timeliness and importance of developing appropriate methodological tools, especially taking into account modern external challenges.

Understanding CRT and its implications for family science

AbstractFamily science has been slow to incorporate critical race theory (CRT) into research on family experiences and outcomes. Discussions of CRT often reduce it to one idea when it is comprised of several key tenets, including the social construction of race, racism as normal and commonplace, critiques of the liberal state, interest convergence, counterstorytelling, intersectionality and anti‐essentialism, and Whiteness as a form of property. CRT scholars share the aim of investigating the creation, maintenance, and reproduction of regimes of White supremacy that subordinate people of color, and how such regimes might be transformed. Responding to amplified attention to racial injustices and structural racism, The National Council on Family Relations journals published special issues in 2022, inviting family scholars to submit scholarship engaging with a range of critical frameworks examining racial inequities within families, including CRT. However, many family scientists have limited exposure to CRT in their training and know little about its origins, tenets, applications, and contributions to various disciplines. There is also little understanding of the consequences of not using CRT approaches to enhance our understanding of families and what can be gained from using it. This article describes CRT's origins and key tenets scholars use in their research alongside examples of family science and related research using CRT to examine the impact of structural racism and racial inequality on the family. The article concludes by discussing how a more robust and sustained engagement with the analytical, methodological, and theoretical frameworks of CRT would enhance our understanding of families.

LGBT rights claiming and political participation in Southeast Asia

In this paper, I read the creation of the ASEAN human rights regime, the development of SOGIESC rights claiming (where this denotes sexual orientation, gender identity & expression, and sex characteristics), and the social conflict associated with homophobia and the backlash to LGBT rights through modes of participation analysis. This framework is used to interpret the different uses of rights and values-denominated language and institutions in the context of advocacy for sexuality and gender diversity rights protection. I first explicate the modes of participation approach and reprise how I have previously used this to analyse SOGIESC rights claiming. I then show its utility for understanding the emergence of the elite level human rights regime in ASEAN, before indicating how it can also be used to analyse non-elite resistance to SOGIESC rights. Both elite and non-elite resistance can be linked to the older anti-rights discourse of “Asian Values”, which I illustrate with refence to three states: Indonesia, Malaysia, and Singapore. Taken together, these examples illustrate the capacity of modes of participation analysis to provide a persuasive account of the often contrasting and competing politics of human rights in the region.

Influence of preferential regimes on the Russian Far East development

The purpose of the study is to assess the impact of preferential regimes on the socio-economic development of territories on the example of the Far Eastern regions. We use both quantitative (e.g. regression and correlation analysis, modeling, method of averages, index method, “difference in differences”, factor analysis) and qualitative methods (document analysis, case-study, benchmarking, classification). The creation of preferential regimes, such as the Territory of Advanced Development, Free Port of Vladivostok, Arctic Zone of the Russian Federation, was a key element of the Far East development policy. To manage these preferential regimes a development institution has been created named Corporation for the Far East and the Arctic Development (CFEAD). We carried out the evaluation of the indicators of preferential regimes functioning and the socio-economic development of the Far Eastern regions. We identified the regions where these regimes have a positive impact on economic growth, and estimated the degree of the CFEAD’s assistance to their success. Also we worked out recommendations for optimizing preferential regimes and development institutions activities, which are acceptable both for the regions of the Far Eastern Federal District and in the all-Russian context.

The British Occupation and the Making of Democracy in Italy and Germany, 1943–1949

AbstractOver the past two decades, historians have become increasingly fascinated by the question of what enabled the emergence of a stable model of democracy in post-war Western Europe, characterized by the persistence of pre-war elites and top-down forms of decision-making. This article reveals the importance of the British occupations during and after the Second World War in fostering this model of democracy. It does so by comparing and weaving together British occupation strategies in Germany and Italy between 1943 and 1949. Based on a novel examination of archival sources, it demonstrates that British ruling strategies influenced the form of democracy that emerged in these two states. As such, the article reveals the centrality of ‘indirect rule’ practices and their multifaceted impact. Building on imperial precedents, the occupations were primarily run through pre-existing local elites who commanded authority and influence amongst the population. The article argues that this choice explains why the British produced, first, functioning occupation regimes and, subsequently, contributed to the emergence of remarkably stable democracies. At the same time, however, this ruling strategy aided the creation of political regimes that were elite-led and that strongly limited popular participation, leaving many democratic aspirations unfulfilled.

The purpose of this article is to comparatively analyze the work carried out by the leading countries in the UN and the SCO on international information security (IIS). The UN activities in the sphere of IIoS are disclosed in the working formats of the GGE and the OEWG. The authors show that the Russian side is moving from the goal of establishing an international regime of non-proliferation of information weapons to the creation of an international regime of non-use of information weapons on critical infrastructures. The article notes that the Western approach has evolved from recognizing that there is no need to create additional norms to the norms of international law and the need to develop an international universal, legally binding instrument to the exact opposite objectives. Based on the highlighted areas of comparison between the UN and the SCO, the authors conclude that, unlike the UN, the SCO addresses the problem of cyber threats promptly and consistently through several forms of interaction (at least four): signing international documents, creating and developing regional institutions to combat cyber threats, etc. At the UN level, work is carried out only in two areas, which requires improvement and expansion of these areas.

The subject of the study is preferential tax regimes as a factor in fulfilling the task of attracting investments in the innovative development of Russia. The purpose of the work is to justify its deepening and expansion in conditions of macroeconomic instability, external challenges and sanctions pressure and changes in tax policy directions, forms and methods of implementation, accompanied by a significant correction of such a method of attracting investments and solving problems of achieving technological sovereignty as the use of mechanisms and instruments of a preferential nature. The object of the study is fiscal instruments aimed at stimulating investment in industrial development through the use of effective innovations related to the creation and functioning of various preferential tax regimes. The research methodology is based on the theory of economic development, the place and role of tax instruments in achieving the technological sovereignty of the country. At the same time, tax preferences are considered as a broader concept than tax benefits. It is concluded that, despite the indirect impact of tax instruments, their combination and complexity of application with other economic measures of influence on the business process make it possible to achieve the tasks set. At the same time, attention is drawn to the fragmentation of decisions taken, which leads to the impossibility of effective application of such organizational forms of preferences as special economic zones/special economic zones (SEZ), regional investment projects (RIPS), special investment contracts (SPIC), agreements on the protection and promotion of investments. The targeted nature of the preferences provided as part of the recognition of the multilevel structuring of tax regulation is designed to take into account regional specifics and the needs of the development of key industries in order for the country to achieve technological sovereignty.

Influence of liqorice growing on the salt composition of low-fertility soils of the Syrdarya region, Uzbekistan

The article describes the influence of licorice on hard-to-reclaim lands, in order to obtain valuable roots and improve soils. The creation of a salt regime of the soil on irrigated lands is achieved only through the implementation of a complex of reclamation and agrotechnical measures, and the most important is the cultivation of licorice. For a comprehensive study of the effect of licorice on soil properties, reference sections were laid in key areas up to the groundwater table, and areas with different durations of licorice cultivation were selected. The following types of work were carried out in the field: description of the soil and soil profile, moisture content of soils and soils, selection of soil samples. Under laboratory conditions, the composition of water-soluble salts was determined. When planting licorice from the first year, a decrease in salt content is observed, by the fourth year of growing licorice, the content of dense residue ranges from 0.735 to 0.890%, by the sixth year, the soil profile to the groundwater level (GWL) turned out to be slightly saline along the profile, the content of dense residue ranges from non-saline to moderately saline degree (0.270-1.200%). With an increase in the limitation period of cultivation in the soil under licorice, the content of the chlorine ion decreases. The degree of alkalinity is strongly influenced by the content of magnesium and sodium in the soil. According to the content of total alkalinity under cultures of different age of growing licorice, there are no special differences in the profile. With an increase in the prescription of licorice cultivation, the amount of toxic salts decreases.

Hierarchy and differentiation in international regime complexes: a theoretical framework for comparative research

The concept of international regime complexity offers a useful lens for examining the increasing density of international institutions in global governance. A growing literature in International Political Economy (IPE) identifies clusters of overlapping institutions in many important policy areas, yet some scholars argue that complexity undermines governance effectiveness, while others perceive distinct advantages over unified institutions. To bring coherence to these findings, we present a general theoretical framework that characterizes regime complexes based on two structural features: Authority relations and institutional differentiation. These dimensions jointly determine the opportunities and constraints that states and other actors confront as they navigate institutional rules. As a result, they shape important outcomes, such as policy adjustment, regime shifting and competitive regime creation. The article proposes testable hypotheses regarding the effects of authority and differentiation, and we assess their correspondence with the eight regime complexes examined by the five companion articles in this special issue. We further identify a set of dynamic processes that shape the evolution of regime complexes over time. Our framework strengthens the foundation for comparative analysis of regime complexes and charts a new agenda for the research program.

Are ‘free-flowing rivers’ a good idea? The challenge of removing barriers from our rivers

ABSTRACT The removal of barriers from rivers is a controversial topic. Barriers come in many forms including weirs, dams, sluices and bridges. Mills are listed in the 11th-century Domesday Book and shown on early Ordnance Survey (OS) maps, often with their use marked ‘corn’, etc. So, what are the arguments for removing them? As this article shows, these relate to the creation of more natural flow regimes and the re-establishment of a connection between the river channel and the floodplain. The most obvious practical benefit is that migratory fish will find their upstream passage easier. The disbenefits are provision of access for invasive species and the loss of flood control structures. On the River Rother in West Sussex, UK, the release of sediments stored behind weirs is a potential ecological hazard. In Britain, few barriers have been removed and instead fish ladders have been installed. In the USA and Europe, dam removal is well advanced. The European Commission (EC, 2020) aims to achieve 25,000km of ‘free-flowing rivers’ by 2030 with a focus on removing ‘obsolete barriers’.

Artificial water-level fluctuation modulates trophic niches of benthic fish assemblages in one of the world's largest reservoirs

The impoundment of the Yangtze River and construction of the Three Gorges Dam and Reservoir created an unnatural flow regime with a 30 m water-level fluctuation and four artificial seasons that differ from the river's natural flow-regime timing. Using stable isotopes, we selected 15 common benthic fish species representing five trophic guilds to analyze seasonal variation in production sources, trophic niche width, and niche overlap. We hypothesized that, similarly to a natural flow regime, artificial hydrological seasons effectively influence fish trophic niches. We found consistency in seasonal shifts in the contribution of aquatic and terrestrial producers to fish biomass. δ13C and δ15N depicted seasonal changes in intra-guild trophic niche width and intra- and inter-guild niche overlap. Considering that the Three Gorges Reservoir's flow regime is artificially regulated, our findings suggest that water-level fluctuation is one of the key mechanisms driving such trophic shifts and allowing multiple species to coexist. Given the increased cascaded large reservoir construction and the concomitant creation of unnatural flow regimes in large rivers worldwide, these findings are timely. Our findings contribute to improving water-level management by optimizing rhythmicity while balancing flood control and fish protection.

International regime complexity in sovereign crisis finance: a comparison of regional architectures

The theory of international regime complexity that frames this study specifies expectations for international cooperation stemming from different combinations of hierarchy and differentiation among institutions in regime complexes. This paper compares relationships between regional financial arrangements and the International Monetary Fund in the regional complexes for crisis finance in East Asia, Latin America, and the euro area during 2000-2019 and tests these expectations. Creditor states that sit at the nexus between global and regional institutions are particularly influential in the choice of architecture (the combination of hierarchy and differentiation) for these complexes but are constrained by arrangements inherited from previous decades. Once chosen, the complex’s architecture in turn shapes policy adjustment in borrowing countries and influences whether states pursue regime shifting or competitive regime creation when dissatisfied with institutions. These findings generally coincide with expectations, but exceed the degree of policy adjustment that the core theory expected for the euro area. Interinstitutional collaboration, the dynamics of which are elaborated, fills this explanatory gap. The paper concludes that relations among institutions are essential for understanding the outcomes and evolution of regime complexes and underpin a more complete explanation than provided by singular institutionalism, the power-gap hypothesis and other alternative approaches.
