We could hardly hide our grief. Besides expressing our grief and condolences to his wife, Vivian; his daughter, Ruth; and all his family, the Core Administration members communicated among each other via email and made a proposal to rename the Youth Forum of the Annual Conference, to the Raisman Youth Forum of the Annual Conference. The fourth IANR Council Board meeting in Argentina on September 29, 2017 approved this motion, and decided to establish the Raisman Neurorestoratology Foundation and to write an article commemorating him to be published in the Journal of Neurorestoratology. This commemorative article is divided into three parts: 1) his students and colleagues Daqing Li and Ying Li introduce his life and work; 2) his collaborating partner Pawel Tabakow introduces the process of their clinical trial; and 3) Hongyun Huang on behalf of the IANR introduces Geoffrey Raisman’s contribution to neurorestoratology and IANR. All individuals in the included images have provided written informed consent for the images to be published.&nbsp

Clinical Cell Therapy Guidelines for Neurorestoration (IANR/CANR 2017)

Cell therapy has been shown to be a key clinical therapeutic option for central nervous system diseases or damage. Standardization of clinical cell therapy procedures is an important task for professional associations devoted to cell therapy. The Chinese Branch of the International Association of Neurorestoratology (IANR) completed the first set of guidelines governing the clinical application of neurorestoration in 2011. The IANR and the Chinese Association of Neurorestoratology (CANR) collaborated to propose the current version “Clinical Cell Therapy Guidelines for Neurorestoration (IANR/CANR 2017)”. The IANR council board members and CANR committee members approved this proposal on September 1, 2016, and recommend it to clinical practitioners of cellular therapy. These guidelines include items of cell type nomenclature, cell quality control, minimal suggested cell doses, patient-informed consent, indications for undergoing cell therapy, contraindications for undergoing cell therapy, documentation of procedure and therapy, safety evaluation, efficacy evaluation, policy of repeated treatments, do not charge patients for unproven therapies, basic principles of cell therapy, and publishing responsibility.

Gobernanza y desarrollo local: estudio para la junta auxiliar de San Baltazar Tetela, en el municipio de Puebla, Puebla

<p>El objetivo de este artículo es analizar los procesos de gobernanza territorial en la comunidad de San Baltazar Tetela, en el municipio de Puebla, a través de lo que las autoridades establecen como su principal fuente de ingresos: la panga Mónica II. En este contexto, es importante destacar que la base teórica que sustenta el trabajo es el desarrollo local, entendido como un proceso sociopolítico donde la articulación de actores tiene un papel central para la gestión local y la gobernanza territorial, la cual establece la inclusión de los actores comunitarios que, a través de su identidad con el territorio, hacen que la toma de decisiones presente un estándar mayor de legitimidad y aceptación. Para ello, se hace una revisión documental respecto a la junta auxiliar, así como entrevistas de profundidad con los principales actores involucrados en la panga, donde se resalta que la ausencia de un liderazgo conlleva a la falta de consenso acerca del futuro del proyecto local turístico como fuente de ingresos y empleos en beneficio de los habitantes de la comunidad. </p>

Value orientation of oraon Tribal High Schoool students

Values have an unavoidable place in the lives of people. Values are the axis on which the life revolves. The values can be acquired every moment and every day of our lives but it is mainly cultivated at home and at school and nourished throughout the education of a child in the school. Therefore it is evident that value based education is apparently the most important aspect of education along with the acquisition of knowledge in all other areas or subjects. Since the investigator works among the Oraon tribals she wants to investigate whether these tribal students have really acquired values or not. 998 high school students has been selected randomly as sample from Oraon tribal high school students of Jharkhand Academic Council Board Hindi medium high schools of Mahuadanr block, Latehar district. By self made tool the data had been collected and analyzed. The findings show that the level of value orientation and its dimensions of Oraon high school students is moderate. There is significant difference between male and female Oraon tribal high school students in value orientation and its dimensions Theoretical Value, Economical Value, Aesthetical Value, Social Value, Political Value, Religious Value, Personal Value, Health Value and Democratic Value.

TYPE OF LEADERSHIPS, ACCOUNTABILITY, PUBLIC PARTICIPATION AND TRANSPARENCY OF PUBLIC POLICY AS MODERATION TO DEGREE OF LEGISLATIVE’S MEMBERS BUDGETING KNOWLEDGE IN CONTROLLING THE REGIONAL BUDGET (APBD)

The purpose of this research was to examine the influence of the quality of board of the council knowledge about budget and the control board of the council on Regional Budget (APBD) with leadership types, accountability, participation and public policy transparency as the moderating variables that strengthen or weaken the relationship. Independent variable of this research is quality of board of the council knowledge about budget and the control board of the council on Regional Budget (APBD) as a dependent variable.
 
 The analysis of this research was a member of the board council at Regional Representative Council (DPRD) of Papua Province, Regional Representative Council (DPRD) of Jayapura Regency and Regional Representative Council (DPRD) of Jayapura Municipality for the period of 2009 to 2014. The number of respondent of this research was 111 respondents. The data was obtained by direct surveys and the hypothesis was tested with multiple regressions analysis.
 
 The result showed that board of the council’s knowledge about budget influenced the control board on Regional Budget (APBD). Besides, this research also documented that interaction between leadership type with knowledge about budget and interaction between public participation with knowledge about budget influenced the control from board on the Regional Budget (APBD). On the other hand, both interaction between accountability and public policy transparency did not influence the control board of the council on Regional Budget (APBD).

National Accreditation Board for Hospitals and Healthcare Providers (NABH) Standards: A review

Quality has become an important buzzword for the current generation of healthcare providers. Most hospitals and healthcare providers are differentiated and evaluated according to their organization performance and quality. National Accreditation Board for Hospitals and Healthcare Providers (NABH) is an integral board of Quality Council of India, established to operate accreditation program for healthcare organizations/institutions. Accreditation is a public recognition awarded to healthcare organizations which fulfill the standards laid by NABH through an independent external assessment conducted by qualified team of assessors.

Optimal Shock Pulse in a Drop Test Simulation of Standardized Board for Uniform Shock Response

Board-level physical test performance of CSP/BGA packages need in depth characterization of loading parameters and material behavioral properties. In recent years, many calibration methods were adopted by the researchers and industries to improvise solder joint performances of packages. Effective and uniform board response is one of the critical challenges in developing test board to qualify package components for solder joint reliability qualification. In this paper, an improvised board type alternative to standard Joint Electron Device Engineering Council (JEDEC) board is developed for uniform stress/strain response. An axis symmetrical board is chosen in comparison to the current JEDEC board. The effectiveness of the two boards are compared with each other under extreme banding under controlled drop test simulation. The uniform stress–stain distribution is recorded maintaining the no-ring phenomenon by selecting optimal shock pulse parameters. Selected impact/shock pulse is decided by identifying the maximum impact energy absorbed by the board during the drop event. Board surface strain and stress data are captured 1–2 mm away near the components are quantified for higher strain rate. The board local strain rate on the board surface is recorded at a selected time-step to quantify the dynamic stresses along the component side surface on the board. The simulation is performed by using ANSYS software using implicit method. Both linear SOLID45 and quadratic SOLID95 elements are used to compare and correlate the results. Close forms of results were correlated with the previous theoretical results.

Musculoskeletal Ultrasound Training for Radiology Residents: Lecture Versus Interactive Learning Module

A prospective randomized study was conducted to assess whether an electronic learning module was as effective as a didactic lecture to teach musculoskeletal ultrasound to radiology residents. Thirty-three residents were randomized into a module group versus a didactic group. All residents took a written "pretest" to assess baseline knowledge. Subsequently, the 17 residents in the didactic group attended a live didactic session delivered by a subspecialist musculoskeletal radiology faculty member. The 16 residents in the module group completed an electronic learning module that contained similar content to the live didactic session. Finally, all residents completed a written "posttest," which served as the outcome measure. Mean score significantly improved between pre- and posttest by 10.6 ± 11.2% in the didactic group (DG; P = 0.002) and 14.0 ± 8.2% in the module group (MG; P < 0.001), with a nonsignificant difference between groups (P = 0.4). Mean pretest scores (75.6 ± 9.4% DG and 73.7 ± 9.2% MG, P = 0.6) and posttest scores (86.2 ± 9.7% DG and 87.7 ± 5.2% MG, P = 0.5) were not significantly different. The adjusted mean difference in posttest scores between groups was -1.9% (95% confidence interval: -7.2 to 3.5%). If didactic training was better than electonic module training, the difference was relatively small (<5%). A similar web-based, interactive module could be employed to teach American Board of Radiology Core Examination and Accreditation Council for Graduate Medical Education (ACGME) Diagnostic Radiology Milestone musculoskeletal ultrasound learning objectives to radiology residents. An electronic module could reduce demands on faculty staff time invested in musculoskeletal ultrasound training and be more widely available to residents.

Training Pathology Residents to Practice 21st Century Medicine: A Proposal

Scientific advances, open information access, and evolving health-care economics are disrupting extant models of health-care delivery. Physicians increasingly practice as team members, accountable to payers and patients, with improved efficiency, value, and quality. This change along with a greater focus on population health affects how systems of care are structured and delivered. Pathologists are not immune to these disruptors and, in fact, may be one of the most affected medical specialties. In the coming decades, it is likely that the number of practicing pathologists will decline, requiring each pathologist to serve more and often sicker patients. The demand for increasingly sophisticated yet broader diagnostic skills will continue to grow. This will require pathologists to acquire appropriate professional training and interpersonal skills. Today’s pathology training programs are ill designed to prepare such practitioners. The time to practice for most pathology trainees is typically 5 to 6 years. Yet, trainees often lack sufficient experience to practice independently and effectively. Many studies have recognized these challenges suggesting that more effective training for this new century can be implemented. Building on the strengths of existing programs, we propose a redesign of pathology residency training that will meet (and encourage) a continuing evolution of American Board of Pathology and Accreditation Council for Graduate Medical Education requirements, reduce the time to readiness for practice, and produce more effective, interactive, and adaptable pathologists. The essence of this new model is clear definition and acquisition of core knowledge and practice skills that span the anatomic and clinical pathology continuum during the first 2 years, assessed by competency-based metrics with emphasis on critical thinking and skill acquisition, followed by individualized modular training with intensively progressive responsibility during the final years of training. We anticipate that implementing some or all aspects of this model will enable residents to attain a higher level of competency within the current time-based constraints of residency training.

Comparative Governance Pure Islamic Bank Versus Islamic Bank Established by Commercial Banks

A study in Pakistan showed that there were significant differences between Islamic banks and Islamic banking established commercial banks on the Board of Directors and Syariah Advisory Council (Shahzad, 2014). In Indonesia, there is a purely Islamic banks set by the agency that had been principled sharia from the beginning, such as Bank Muamalat. However there are Islamic banks established by commercial banks, such as Bank Syariah Mandiri, BRI Syariah and others.Using a sample of Bank Syariah Mandiri (BSM) and Bank Muamalat, the purpose of this paper is going to compare the reporting of governance between the two banks to determine whether or not there are differences in the practice of governance.The results show that, there are two major things that is different from the two banks, namely, foundation and CG policies and principles of CG. Runway and Bank Syariah Mandiri CG policy is not based on the Law of the Republic of Indonesia No. 21 Year 2011 on the Financial Services Authority and Sharia Supervisory Board Fatwa-Majelis Ulama Indonesia. Then the CG principle difference is the Bank Syariah Mandiri there is no principle of Concern Attitude (Social Awareness).

The Present Status of Global Mission Trips in Plastic Surgery Residency Programs.

The present status of global mission trips of all of the academic Plastic Surgery programs was surveyed. We aimed to provide information and guidelines for other interested programs on creating a global health elective in compliance with American Board of Plastic Surgery (ABPS) and Accreditation Council for Graduate Medical Education Residency Review Committee (ACGME/RRC) requirements. A free-response survey was sent to all of the Plastic Surgery Residency program directors inquiring about their present policy on international mission trips for residents and faculty. Questions included time spent in mission, cases performed, sponsoring organizations, and whether cases are being counted in their resident Plastic Surgery Operative Logs (PSOL). Thirty-one programs responded, with 23 programs presently sponsoring international mission trips. Thirteen programs support residents going on nonprogram-sponsored trips where the majority of these programs partner with outside organizations. Many programs do not count cases performed on mission trips as part of ACGME index case requirement. Application templates for international rotations to comply with ABPS and ACGME/RRC requirements were created to facilitate the participation of interested programs. Many Plastic Surgery Residency programs are sponsoring international mission trips for their residents; however, there is a lack of uniformity and administrative support in pursuing these humanitarian efforts. The creation of a dynamic centralized database will help interested programs and residents seek out the global health experience they desire and ensure standardization of the educational experience they obtain during these trips.

74. Pediatric Resident Interpersonal/Communication Skills: Do They Play a Role in Adolescent Contraception Knowledge After a Clinic Visit?

One focus of resident education in adolescent medicine is contraception and it is difficult to assess how effective this education is on patient knowledge. Competencies, including interpersonal and communication skills, and evaluation continue to be a focus of the American Board of Pediatrics and Accreditation Council on Graduate Medical Education. There is no literature assessing real-time education and communication between residents and patients regarding contraception. The purpose of this study was to (a) assess patient's learned contraception knowledge, (b) assess resident-provided contraception education, (c) assess resident interpersonal/communication skills, and (d) determine which factors result in increased patient contraception knowledge. In this IRB approved study, resident physicians (n=19) and adolescent girls aged 14-21 years (n=33) were recruited from an urban primary care clinic to complete surveys regarding demographics, contraception knowledge and education, and resident communication skills. Data were analyzed using descriptive statistics for adolescent- and resident-level factors. Bivariate analyses were utilized to determine potential association between adolescent- and resident-level factors and patient contraception knowledge (SPSS 21.0). 82% of the adolescents were Black/African-American. Patients chose OCPs (n=17) and Depo-Provera (n=14) as their form of contraception. For OCP group, 41% of the patients knew what to do if pills were missed, 12% recognized OCP association with cancer, and 48% knew OCP relationship to getting pregnant after pill discontinuation. For Depo-Provera group, 29% knew relationship to bone health and 43% recognized Depo-Provera relationship to getting pregnant after injection discontinuation. The scale for percentage of resident-patient visit spent on contraception education was found to have a reliability statistic of 0.88 for OCP, 0.74 for Depo-Provera. For OCP group, 56% of the residents did not discuss relationship to cancer; 50% did not discuss relationship to getting pregnant after stopping OCP. For Depo-Provera group, 64% of residents did not discuss relationship to getting pregnant after injection discontinuation. The scale for resident interpersonal/communication skills was found to have a reliability statistic of 0.95. 64-79% of the residents were rated perfectly for their interpersonal/communication skill items, but 51.5% of residents were less than perfect at discussing confidentiality. Bivariate analyses were marginally significant for resident week of rotation and OCP (d=0.61), birth control counseling and OCP (d=0.67), and history of sexual education and Depo-Provera (d=0.69). This suggests these factors may be important predictors in larger studies. Despite resident report of education provided, patient contraception knowledge is lacking regarding relationship between stopping contraception and getting pregnant, OCP and cancer, OCP and missed doses, and Depo-Provera and bone health. Adolescents reliably assess resident interpersonal/communication skills but felt residents did not discuss confidentiality perfectly compared to other skills. Promising factors that may lead to increased contraception knowledge include increased resident week of rotation, resident history of birth control counseling in continuity clinic, and patient history of sexual education.

Secondary victimization of traffic accident victims: getting buried without the declaration of forensic case and without having performed autopsy

In this study, it was aimed to analyze the cases of traffic accident related deaths, buried without performing autopsy, in order to increase awareness of the physicians about declaration liability of forensic cases and also emphasize the declaration of the forensic case and autopsy importance. In the First Specialization Board of Council of Forensic Medicine, 542 cases of death, reported between the years 2004-2008, who were involved in traffic accidents and buried without an autopsy performed, were evaluated retrospectively. It was found that 69.4% of the cases (n=376) were males, whereas %30.6 (n=166) were females; mean age was 58.5±20.9 (range, 3-98 years). Age 61 and above was the most frequent age group with 301 cases (55.5%). Of the cases, 336 (62.0%) had died in hospital, 241 (44.5%) had died in 1-12 months following the accident and medico-legal corpse examination was performed only in 123 (22.9%) cases. Three hundred fourty-four (63.5%) of the cases were not reported as forensic cases and death certificate was signed by any physician other than medical examiner without being declared as a legal case. According to the decisions of Board, since an autopsy was not duly performed, the cause of death could not be determined for 95 cases (17.5%) and for 57 cases (10.5%), it was not possible to determine whether there was causality between the accident and death. Our findings emphasize the importance of declaration of forensic cases and performing autopsy in time in traffic accident victims.

National Research Council Board on Human Systems Integration Panel

The National Research Council’s Board on Human-Systems Integration has organized this session. An initial presentation by the NRC BOHSI will provide information on recent projects and updates. Then a panel will discuss the application of human-systems integration (HSI) to the issue of safety patient handling, an issue of growing concern given the high rate of injuries during patient handling activities. The focus of the panel will be on issues related to the scope of the problem, an HSI perspective of patient handling, and the design and implementation of safe patient handling and mobility programs. We will engage the audience in a discussion of these issues to help refine our project in this area.

Law for engineering undergraduates on accredited courses

To achieve economies of scale, engineering departments in UK universities may choose to develop common modules. Law is a candidate for such shared delivery. However, professional institution accreditation for undergraduate degree programmes is important. Therefore engineering professional institutions' accreditation documentation was analysed and the relevant law requirements were extracted and summarised. The accreditation role of the Engineering Council and Joint Board of Moderators is explained. In addition, in recognition of the close relationship between civil engineering and construction the Royal Institution of Chartered Surveyors and Chartered Institute of Building's requirements were scrutinised. This paper then critiques the engineering and construction professional institutions' law requirements. Some overlap between the legal topics required by engineering and construction professional institutions is identified; for example, the legal framework, contract, environmental and health and safety law. They differ in that engineering bodies additionally require intellectual property awareness and construction institutions include dispute resolution and land law. It can be argued that both professional bodies should recognise the importance of European law. Who was consulted about the content and who could teach law to engineering and construction undergraduates is questioned. There is some commonality between the requirements of the engineering and construction professional institutions facilitating the delivery of shared law modules.

AGU Board and Council Close Out Productive Year

The AGU Board of Directors and Council both held meetings in San Francisco the weekend before Fall Meeting, wrapping up a very busy and productive year. The Board and Council have a joint work plan (see http://sites.agu.org/leadership/bod/), and meetings are planned to provide a flow of information between the two groups, as well as to staff and other parts of the Union, including committees and task forces, editors, and sections and focus groups.
