TRADE AND HOTEL AND TOURISM INDUSTRY OF THE CZECH REPUBLIC IN THE CONTEXT OF EUROPEAN INTEGRATION: OPPORTUNITIES FOR UKRAINIAN-CZECH COOPERATION (2000–2019)

The purpose of the article is to comprehensively analyze the Czech experience of reforming society in the trade and hotel-tourism complex in the context ofEuropean integration during the fi rst two decades of the 21st century (2000–2019). The study reveals the characteristic features of the process of adaptation of Czech society to European standards, the study of the peculiarities of Czech economic reforms and their possible use for Ukraine. Research methodology. The authors of the study used a variety of scientifi c methods that allow for the analysis and generalization of information, as well as to expand knowledge about the interaction between Ukraine and the Czech Republic in the spheres of European integration, trade and tourism. To solve scientifi c problems, the authors of the publication applied general scientifi c methods of cognition: analysis, synthesis, systematicity, /generalization, concreteness, historicism, and the dialectical method. In historical research, the dialectical method is most fully implemented through the principles of historicism, therefore, during the research, the authors preferred historical methods: historicaldescriptive method (historical-genetic, historical-comparative, historical-synthetic), historical-diachronic, empirical analysis method, etc. Scientifi c novelty. The main scientifi c novelty is the analysis of the impact of European integration on the development of trade relations and the hotel and tourism industry of the Czech Republic, as well as the study of the possibilities of cooperation with Ukraine in these areas. In addition, the mentioned topic is relevant in the modern context, where international trade, hotel and restaurant business andtourism are becoming increasingly important elements of economic development. The study of the Ukrainian-Czech perspective in the context of European integration opens up new opportunities for cooperation and development of both countries, as well as complements scientifi c research in the fi eld of international relations, economics and tourism. Conclusions. In the process of European integration, the Czech Republic actively developed its trade andhotel and tourism industries, using various mechanisms of cooperation with the countries of the European Union. This included the implementation of joint projects and programs aimed at developing tourism, improving infrastructure and increasing trade turnover. The Czech Republic has successfully attracted international funds, such as European Union programs, for joint projects with Ukrainian partners, which has contributed to increased investment andmodernization of tourism infrastructure. In addition, cooperation with other EU countries in these areas contributed to increasing the competitiveness of the Czech Republic on the European market.

A Sample of Resilient Intercultural Coexistence in Ethnic Hungarian, Serbian and Bulgarian Communities in Western Romania

This article sets out to highlight the way in which the phenomena of co-construction and territorial deconstruction make themselves apparent locally. We focused our study on Timiș County, core of the historical Banat region, for the reason that it is still an ethno-cultural mosaic linked to its cross-border space. We based our analysis on the exploitation of a specific bibliography and, especially, on a survey through questionnaire and interview. The regional socio-cultural identity of Banat was founded on the dialogue and intercultural co-construction that have been practised since 1718. The repeated processes of socio-spatial co-construction and deconstruction, due to the changes of sovereignty and limits, prove a remarkable identity resilience, Banat being a model of continuity of regional territoriality. In the current context of European integration and of regionalisation, these processes have been reactivated, with the ethnic minorities cultivating solidarity with their co-nationals over the border while also preserving solidarity with the present host country, Romania.

ОЦІНКА КОНКУРЕНЦІЇ НА СВІТОВОМУ ТА НАЦІОНАЛЬНОМУ РИНКАХ ПРОДУКЦІЇ ТВАРИННИЦТВА В УМОВАХ ЄВРОІНТЕГРАЦІЇ

Under modern challenging conditions for Ukraine’s national economy, the key task is to ensure the competitiveness of its sectors and industries, with a special focus on agriculture in general and the livestock industry in particular. The particular complexity of the task is added by the context of European integration, under which economic agents in Ukraine are forced to operate on both the micro and macro levels. The purpose of the paper is to identify the main impact drivers on competition for the national and global livestock products’ market as a result of the European integration progress. The paper analyzes the complex of competitiveness factors in the livestock industry. A proposal to supplement Esteban-Marquillas competitiveness methodology by integrating legal and regulatory changes aspect for agricultural policy, and taking into account the context of European integration. A number of competition factors on the EU livestock products’ market are highlighted. A comparative analysis of the livestock products’ market of Ukraine and the EU was carried out in terms of strategic gaps. In the course of the analysis, it was emphasized that the strategic gap “Ukraine – EU” in terms of key factors of competition is significant. The significant complexity of the task of adapting the Ukrainian producer to competition on the EU markets and European integration was highlighted. As part of facilitating the adaptation of Ukrainian livestock to the modern exogenous environment and European integration, an analytical tool was developed that studies and evaluates competition factors. The results of the analysis may be useful to specialized researchers, livestock industry practitioners, as well as industry associations, the expert environment and state authorities in the formation and implementation of the new agricultural policy of Ukraine in the context of European integration. The prospect of future research is an in-depth study of livestock industry’s competition factors, as well as their multipoint assessment, and its coordination within the framework of the agricultural policy of Ukraine in terms of livestock industry.

Cenová konvergence zemí Evropské unie od východního rozšíření a její dopady na Českou republiku

The article examines the factors of convergence of price levels among European countries, even regarding the time lag since previous research on the Czech Republic's accession to the EU. In addition to the factors included in the Balassa-Samuelson model, it has been found that certain structural factors contribute to price convergence, as could be expected especially in the transition economies after accessing the EU in 2004. It has also been confirmed that in the context of liberalization of the economies in Central and Eastern Europe, the enlarged internal market and harmonization from the EU level, it is not possible to clearly distinguish between "tradable" and "non-tradable" sectors. Contrary to expectations, however, it has been questioned that due to price deregulation in the Czech Republic, reduced price deviation would be reported for goods with regulated prices so the threat of Baumol's disease is still seen in this context. It is also relevant for the context of European integration that it is possible to doubt the risk of price jumps in the Czech Republic after the adoption of the euro, regarding the examination of the price convergence factors.

Multi-level Governance and Energy Specifics of the V4 Countries within the Context of European Integration

Abstract The topic of energy is still one of the most sensitive policy areas. The aim of this article is to examine the multi-level governance and energy specifics of the V4 countries within the context of European integration by analyzing selected the specifics of the energy mix of the V4 group countries. This will be carried out within the context of applying the theory of multilevel governance. The paper shows how energy policy is formed at state, and/or non-state level, as well as how these levels are influenced by the EU. The article also looks at the efforts taken to shape a common energy policy. A closer examination of the individual countries‘ levels lies outside the scope of this article. Therefore, the framework was chosen with regard to the particular features within the context of the functioning of the V4 group of countries. Using multi-level governance as a theoretical concept, the authors considered the limits arising from the determination of levels and the subjects of the survey, as well as having distinguished three levels of analysis. The first is the supranational level. This is represented by the EU. The second level is represented by the V4 states. The third level is the state as the actor that formulates energy policy, sets the energy mix and subsequently manifests itself in relation to the EU and the V4 group. Energy policy is significantly influenced by states, especially in the area of energy security of fuel supplies, or that of setting the energy mix. With the gradual communitarization of energy policy, the EU’s influence is growing and it is debatable how the evaluation of existing strategic plans, presented by individual states, will be done. The role of the V4 group is the weakest of the three levels of analysis which were examined. However, its increasing influence can be predicted mainly in the case of coal depletion and the perception of nuclear energy as a renewable source.

Implementation of a Circular Economy in Ukraine: The Context of European Integration

The current model of resource management mainly contributes to mass short-term consumption, which creates an unstable and extremely critical situation on the planet. Going beyond the traditional industrial model of Take-Make-Waste, the circular economy aims to reduce waste (and therefore minimize costs) and to redefine sustainable development. This entails a gradual separation of economic activity from the consumption of scarce resources and the removal of waste from the system. In order to foreground the principles of a circular economy in Ukraine, this study analyzes its benefits based on the relevant experience of the EU. The paper also presents the results of research and content analysis on the situation of waste management in Ukraine and compares the trends using key indicators. The core of the paper is developing a conceptual model of making and coordinating management decisions on the implementation of business projects in the context of a circular economy in Ukraine. A multifactor model (the Farrar–Glauber method was further developed) has been built by identification of the main factors, i.e., the volume of generated waste from economic activity per unit of GDP at constant prices, emissions of pollutants, and capital investments for the protection of the environment. Factor coefficients indicate how many units will change the resultant trait Y, measured in thousand tonnes, if one of them changes by 1 (each in units of measure). It means that if the volume of waste generated from economic activity per unit of GDP at constant 2011 purchasing power parity (PPP) prices decreases by 1 kg/$1000, waste management of I–IV classes will be reduced by 952,737 thousand tonnes. The approbated model can be used to analyze the situation with recycling in the EU countries, considering the amount of capital investment in environmental protection.

Formation of the legal system theory in Legal science (Part 2)

The article is devoted to the study of the formation of the theory of the legal system in legal science. The third stage in the development of the theory of law is characterized system, which begins at the beginning of the second decade of the XXI century. and continues to this day. t this stage, the interpenetration of ideas, provisions, conclusions about the development of the legal system within the legal sciences and areas that study the legal systems: the theory of state and law, comparative law, international law, philosophy of law is increasingly being traced. This stage is characterized by the search for answers to the question of approximation of the domestic legal system to European law; the mechanism of interaction between the national legal system and the EU legal system; features of systematization and unification of legislation at the stage of legal integration; directions of transformation and modernization of the legal system of Ukraine in the context of European integration and globalization, etc. The interpenetration of ideas and provisions largely reflects the objective process of strengthening and deepening the interaction of national and international legal systems, the inability to answer the vast majority of questions that arise in this regard, limited only to national or international law
 In recent years, the legal system of Ukraine, along with the traditional ones, has faced fundamentally new problems caused by external factors, including such as the establishment and consolidation of European foreign policy priorities, the search for effective legal means to counter threats to independence, national sovereignty, territorial integrity, territorial integrity, territorial integrity, energy threats, protection of citizens' rights violated as a result of annexation of Crimea, occupation in eastern Ukraine. Solving these and other problems is possible only through a comprehensive, systematic understanding, based on the achievements of the general theory of law, comparative law, international law, philosophy of law with the use of new approaches and methods, that is, within the framework of the general (universal) theory of law. The peculiarities of the development of legal science at this stage at the present day raise the question of the need to form a universal (general) theory of law as a conceptual basis of the theories of national and international law.

СТРАТЕГІЧНИЙ АНАЛІЗ СОЦІАЛЬНИХ КОМУНІКАЦІЙ БІЗНЕСУ В ПРОЦЕСІ ПРОПАГУВАННЯ ТЕНДЕНЦІЙ ЄВРОПЕЙСЬКОЇ ІНТЕГРАЦІЇ В УКРАЇНІ

An important impulse for economic development is a system of factors shaping the effectiveoperation of business. Management of any enterprise is impossible without planning its businessactivities, which is based on the results and conclusions of strategic analysis. In the context ofEuropean integration, Ukrainian business structures face a real problem of enterprise main activitiesharmonization and measures for their social responsibility. The aim of the research is to substantiatethe directions of business development taking into account the concept of social responsibility onthe basis of strategic analysis of social communications, which have its own specifics in the processof promoting trends of European integration in Ukraine.The components of the structural-functional scheme of providing social communications ofbusiness in the process of propagating the tendencies of European integration are theoreticallysubstantiated. The key subsystem in this process is the organization of business structure socialcommunications strategic analysis, which allows to identify their specifics, conditions of formationand mechanism of influence on business development in an integrated environment. The role ofsocial communications in the process of promoting trends of European integration in Ukraine hasbeen studied. The purpose of social advertising application by business structure on an exampleof classification of its technologies depending on the purpose of establishment of communicationis considered. The general features of socially responsible business structures, as well as theapplicability of social advertising technologies in their activities are also identified. It is concludedthat such social communication allows to form certain values, in particular European ones, and toexpress the position concerning certain questions (ecological, medical, integration). The peculiaritiesof the strategic analysis of business social communications are singled out, the consideration ofwhich will allow to make an effective process of their management on the basis of European values.

“Mini Schengen” - concept, implementation and controversies

The concept of the Regional Economic Area was developed gradually within the framework of the Berlin Process, which began its operations in 2014. A particular momentum for this initiative was given at the Berlin Process Summit, held in Trieste in July 2017, when the Consolidated Multi-Annual Action Plan for the Regional Economic Area in the Western Balkans Six was adopted. The main objective of the REA was related to trade, investment, mobility, and digital integration throughout the Western Balkans region. At the summit of Western Balkans leaders, chaired by German Chancellor Angela Merkel and French President Emmanuel Macron, in late April 2019, the idea of a full revival of the Regional Economic Area was again encouraged. Despite some opposition and disagreement on the part of some Western Balkan leaders for fear that the REA would compensate for the Western Balkan countries' membership in the European Union, it came to its empowering through the format of the tripartite meetings of leaders of Serbia, North Macedonia and Albania - ?Mini Schengen?. However, these meetings explicitly highlighted the link between ?Mini Schengen?, the REA and the wider context of European integration, but also that this initiative actually aimed to secure "four EU freedoms" throughout the Western Balkans region. This primarily refers to the freedom of movement of persons with a valid ID, as well as the possibility of employment, residence, and living in these countries. Moreover, mutual recognition of all diplomas and qualifications between the three countries is envisaged. It is particularly important to ensure the full inclusiveness of ?Mini Schengen? in the future, through the participation of all entities in the Western Balkans, including Montenegro, Bosnia and Herzegovina and Kosovo. It is equally significant that the leaders of the Western Balkan countries express solidarity regarding the continuation of European integration, as it was done at the meetings held in Novi Sad (10 October 2019), Ohrid (10 November 2019) and Tirana (21 December 2019) through support for Albania and North Macedonia to begin pre-accession negotiations with the EU. Also, ?Mini Schengen?, as an initiative for cooperation predominantly related to the economic segment, involves deepening of cooperation in both security and civilian emergencies, which is a relevant response to the current challenges in this part of Europe.

Germany, Versailles, and the Limits of Nationhood

ABSTRACTAs a defeated Great Power, Germany faced exceptional challenges after the First World War. These ranged from domestic revolution to grudging compliance with a peace treaty whose terms Germans almost universally regarded as unjust and unworkable. Franco-German relations quickly assumed particular significance in this regard as each country sought to secure its vital interests at the other’s expense; a confrontation that culminated in the Ruhr Crisis. However, there had been intermittent attempts to address security concerns through collaboration rather than confrontation and, after the Ruhr Crisis beginning in January 1923, these efforts rapidly gained momentum. The German and French foreign ministers, Gustav Stresemann and Aristide Briand, developed a trusting relationship as they strove to locate Franco-German rapprochement within the wider context of European integration. Stresemann’s death in 1929 did not stop this process that, under severe pressure from the Great Depression, finally imploded in early 1932.

Assessing judicial activism of the CJEU the case of the court’s defence procurement rulings

ABSTRACTThe aim of this article is to assess the judicial activism of the Court of Justice of the European Union. In adopting a politics-of-law approach, the article contributes to the more recent literature which stresses that the Court’s activism can only be understood by embedding the analysis of its rulings in the broader political and institutional context of European integration. Based on the analysis of the Court’s two defence procurement rulings, the article argues that the Court has limited the member states’ capacity to refer to article 346 TFEU which aims to protect the member states’ essential security interests and to allow them to escape the EU’s public procurement rules. Not only has the Commission used the threat of a Court ruling to convince the member states to legislate in this field but the Court has also issued activist rulings, albeit moderately activist ones.

Managing Efficiency in Higher Education: A Case of Ukrainian Universities

The rating positions of most Ukrainian higher educational establishments in the global international environment have not received any positive changes over a long period of time. Progressive regulatory changes are necessary to stimulate internal university reforms within the context of European integration. The purpose of the present work is to develop organizational-methodological measures in order to increase the efficiency of scientific-pedagogical activity in higher educational establishments of Ukraine. The following methods were used for the research: Monographic, historical, comparative, generalization, formal-logical, analysis and synthesis, categorical approach, observation, interviewing, graphic, benchmarking and forecasting. The concept and methodology of managing efficiency in the post-Soviet transformation of higher education has been grounded. The mechanism of utilizing re-engineering and motivational management in the process of implementing European integration objectives for university education in Ukraine has been suggested. The system of normative indices has been formed to stimulate the effectiveness of the scientific-pedagogical activities of universities, with the complex focus on the marketing of educational services, innovations and quality. The authors’ mechanism of the accumulating system to stimulate scientific-creative activity of workers has been developed and put into practice. Procedures for scoring theproductivity level of scientific staff in universities have been described based on grading.
