Sports events and community development: Analysis of the AFCON 2022 host cities in Cameroon

The study presents an analysis of development opportunities presented by the African Cup of Nations (AFCON) tournament that was held in Cameroon from 6 January to 9 February 2022, as perceived by residents of the host cities. A quantitative research paradigm was employed through the use of a structured questionnaire. Data were collected from a total of 1683 respondents from all five host cities during the competition. A key finding from this study is that respondents were quite optimistic about the development opportunities presented by the sports event, particularly with regard to the promotion of their city as an attractive destination. Through the lens of the Social Representation Theory, the influence of the political and cultural backgrounds of some the respondents was also found from the data collected. The case of cultural representation was observed in the case where very few women participated in the Muslim-dominated North Region, while the social tensions in the Southwest region could be said to explain why respondents from Limbe presented the least optimistic views. The practical and policy implications of the study are elaborated on, including the need for government and sports event organisers to include community representatives as part of the planning and delivery committee. The original contribution of this study spans from the analysis of data from five host cities, through to the meaningful application of the SRT, to the unique socio-political context of Cameroon.

A delineation of the impact of illicit financial flows on the right to development: details from Cameroon’s special criminal court

PurposeThis paper advances the argument that misappropriation of public funds should be construed as illicit financial flows (IFFs) which, undoubtedly, have an adverse effect on the realisation of the right to development. Furthermore, by detailing the nature of IFFs, this paper aims to demystify the shallow understanding of what is IFF or what are IFFs and why misappropriation of public funds should be seen in that light.Design/methodology/approachThis paper examines and interrogates the different judgements that have been delivered in cases tried and finalised by the special criminal court (SCC). With viewpoints that are backed by a theoretical understanding of Cameroonian criminal law in particular and criminal law in general, an analysis of the underlying intentions, motives and trajectories in the commission of misappropriation of public funds corroborate the view that the offence must be construed as IFFs. The data used in this paper are primary.FindingsA few pertinent findings were made in the course of this research. Firstly, the offence of misappropriation of public funds and IFFs are not distinct, and any effort to limit the use of “funds” to finances will ultimately miss the point as property with financial value will definitely amount to funds. Secondly, through misappropriation of public funds/property, IFFs have been committed based on the trends and figures disclosed in the judgements of the SCC. Finally, the right to development requires resources and by stealing public funds, resources are deprived, thereby compromising the realisation of development and the right to development.Originality/valueThis paper examines the impact of IFFs on the right to development within the context of Cameroon. By diagnosing the definition of the crime of misappropriation of public property or funds, the paper argues that such an offence must be seen as IFFs given its nature, the motive and intention underlying its perpetration. By taking such perspectives, this paper not only adds to the literature thereon but further brings in new perspectives on those aspects of Cameroonian criminal law.

MODELLING A SUSTAINABLE HUMAN CAPACITY DEVELOPMENT FRAMEWORK OF SELECTED AGRO-INDUSTRIAL ESTABLISHMENTS IN CAMEROON

The gap between the volume of labour hours engaged in production and the actual outputs realised from production is predominantly explained by the efficacy of human capacity. The increasing importance of human capital as a strategic competitive advantage has not only provided benchmark for profitability but constitutes a reliable premise for corporate sustainability in varied perspectives. To this effect, this study is aimed at exploring the existing human capacity development programs, the importance of human capacity development and the challenges involved in the implementation of such programs in the case of selected agro-industrial establishments in Cameroon. The study is a crosssectional qualitative research design; supported by the philosophical underpins of subjectivism ontology and interpretivism epistemology. Data are sourced using in-depth-interviews of employees purposively sampled from selected domestic agro-industrial establishments in Cameroon. The study revealed that a sustainable model for human capacity development of the selected agro-industrial establishments in Cameroon should focused on seminars and specialised training to develop technical capacity which intend shall result to increase productivity and market trends using new methods agroindustrial technology. The observed practical implication of this study relates to the modelling of sustainable human capacity development strategies with the prospect to benefit from improved outputs, amelioration of production process, and workers efficiency. In terms of value added, this study uniquely explore the phenomenon within the context of Cameroon using grounded theory analysis to develop a sustainable framework for human capacity development by exploring the nature, importance and challenges faced in capacity development implementation process.

MANAGING PROFESSIONALISM IN TEACHER EDUCATION: ISSUES OF TEACHER IDENTITY DEVELOPMENT IN CAMEROON

This paper explores different dimensions that interplay in the process of teacher identity development in the context of Cameroon. Since the concept of identity is multifaceted and its formation process is continuously changing, this work attempts to examine it from many dimensions. Firstly, from general perspective, secondly with emphasis on specific perspectives embodying personal, self, educational and professional identities that constitute, shape and influence the formation of teacher identity and thirdly, constraints that impede its development including their overall implication for schooling, learning and the entire education system. In order to explore, understand and appreciate this discourse on teacher identity formation which underlie the foundation and driving force in a national education system, this paper attempts to raise some questions. What is teacher identity and how is it formed? What is teacher identity in Cameroon context? What are the constraints in its formation process? How do the constraints impact on schooling/learning and the education system? Answers to these questions and some suggestions help to illuminate the phenomenon and its utility in both national and international perspectives. Article visualizations:

The political (in) dependence of the judiciary in Cameroon: fact or fiction?

ABSTRACTMy main concern in this paper is to critically examine judicial deference to the executive within the context of Cameroon. I portray how authorities in the country purposely fail to invest the judiciary with substantial levels of independence. In so doing, I look at the nexus between the domineering executive entity and the prevailing Hobbesian conception of separation of powers according to which powers mutually divided destroy each other. My investigation revolves around the idea as to know whether it is possible to mitigate political intrusion and interference to judicial independence when such intrusion and interference have become inherent and consubstantial to the modus operandi of the political system itself. Various studies on judicial independence are available but the peculiarity of the current one is not about the extent or limitation to judicial independence but it questions whether this independence exists in the first place. The study further innovates by providing a theory based approach which is an attempt to capture judicial motivations as well as the rationale behind the erosion of the liberal political theory within the context of Cameroon.

RHETORIC AND CULTURE IN JOHN NKENGASONG’S ACROSS THE MONGOLO

This paper explores and discusses the synergetic link between language, culture and literature as underscored in John Nkengasong’s Across the Mongolo. Nkengasong, in his novel Across the Mongolo, intertwines Cameroon culture and rhetoric through cultural thought patterns such as the family structure, greeting and salutation, communal life and hospitality, culinary delights, days of the week, as well as linguistic thought patterns such as transliteration of metaphorical expressions and imagery, direct loans, coinage, code-mixing, French discourse, and Cameroon Pidgin English discourse, as index of socio-cultural and linguistic identity. These expressions ornament the write-up of the novel giving it a Cameroonian romantic aesthetic in linguistic texturing. They equally reveal that the language of Across the Mongolo portrays the interconnection between language and culture, and language and socio-cultural identity construction. The paper argues that a good knowledge of the socio-cultural and linguistic context of Cameroon is necessary for a good understanding of the rhetoric of the novel Across the Mongolo.

Syncretism and inculturation in the Nso’ context of Cameroon

This article gives a brief history and meaning of the terms syncretism and inculturation. The article highlights the fact that over the centuries Christianity has wrestled with syncretism. Following Lamin Sanneh (1989) the authors discuss three styles Christianity has employed in engaging cultures with the Gospel. The three styles are: quarantine, syncretist, and reform. The article draws examples from the history of missions to illustrate how this went on; showing what happened when Christianity engaged the Jewish community and the Greco-Roman world. The article argues that inculturation is not “everything goes”. Using the Nso’ context of Cameroon, the authors critique inculturation which leads to syncretism and suggest holistic “translatability” and holistic “critical contextualisation” as a way out.

Local languages for local literacies? debating a central dilemma

Abstract This paper addresses the difficulties of using minority languages for literacy. Three strands are identified in the debate: educational, economic/political and developmental. Each perspective on its own advances reasons and objections for promoting minority languages, but there is a need for dialogue between these sectors. The economic argument against the use of minority languages must not end the debate. Grounds for greater dialogue are suggested in a set of common questions. The global visibility of minority rights means that language choice for literacy is seen as one indicator of relations between governments and minorities. The paper cites those most closely affected by questions of language planning: educational, linguistic and development professionals from the highly multilingual context of Cameroon, and concludes by asking how truly viable linguistic choices can be made available for literacy acquisition.
