Conceptualization of the education system related to introducing information and communication technologies in information society

The urgency of the study is that the purpose of the study (features, paths, approaches) is to formulate concepts of effective education in measuring contemporary globalization challenges and the introduction of computer information and communication technologies (ICTs) into the education system. Setting objectives. The article reflects the formation of a holistic conception of the education system related to the implementation of ICT, and overcoming the troubles that are on its way. Analysis of the latest research and publications - the article takes into account the most modern approaches to the implementation of ICT in the system of higher education, as the place, role and importance of information in modern society and its main semantic characteristicsare are analyzed. Exemption of unexplored parts of the general problem is the conceptualization of the education system associated with the implementation of ICT and forum information communication and communicative culture. Methods - systematic, structural, structural and functional analysis, which allowed to analyze the problems of modern education, to identify the conditions for its development on the path of formation of a "knowledge society" and the transformation of knowledge into intellectual property. Presentation of the main material.The methodology involves the use of systematic, structural-functional and complex methods and approaches, which allowed to analyze the concept of education system associated with the implementation of ICT. The problems of science and education that require changes on the basis of information and communication technologies and information (technomeritocratic) culture have been discovered. The scientific novelty of the research is that the conditions for the formation of the "knowledge economy" and the opportunity to take a worthy place in the global economic system through the formation of "creatively -information "components in the educational sphere and to reveal contemporary ideas about education and its role in modern society.Conclusions - the concept of implementation of ICT in the system of education of higher educational institutions was formed and the shortcomings that interfere with this process were revealed

Globalisation and trans-national student mobility: a test case for multiculturalism in Australian education?

A key feature of contemporary globalisation is international migration, which has long been a feature of Australian education. Indeed, it is often remarked that other than Aborigines, all Australians are migrants. This is very di erent to the European experience, and is more like countries of migration such as the USA and Canada. The paper examines the character of multiculturalism in Australian education, from both historical and contemporary perspectives, and uses brief sketches of two migrant communities (Muslim Australians and mainland Chinese) as ways to illustrate some of the key issues, and how the patterns of migration and multiculturalism are changing.

The globaliser dragon: how is China changing economic globalisation?

There are many studies on the effects of both economic globalisation and the rise of China. These core issues of the contemporary international agenda entail major economic, military, environmental, social and cultural transformations in most nations. While there is also an abundant literature on how globalisation supported the rise of China, there are scarce publications on how China became one of the primary drivers of globalisation. This article assumes that understanding the power of globalisation over countries is as crucial as assessing the power of certain countries over the process. In this sense, it uses the recently created ‘theory of globalisers’ to analyse how is China transforming contemporary economic globalisation. The conclusion is that China became an ‘economic globaliser’ in the twenty-first century. As the largest exporter, the second largest importer, the third largest provider of foreign direct investments, and a major supplier of high-tech goods, the Asian giant is a vital partner for several economies in different continents. In this context, Beijing’s globalisation strategy aims at both securing the benefits of globalisation and reforming the international economic order, but without a revolutionary stance.

The article discusses the issue of adolescents’ development during the era of transition to the information society, when information and knowledge become the main products. Increased volumes of information circulating in the world, developed communication technologies, expanded borders and opportunities for communications lead to significant changes at a personal level, namely in functioning of speaking as a tool of communication and consciousness development. The practice of adolescents’ communications reflects the peculiarities of contemporary globalization influence, characterising contemporary social development, on speaking development and formation of a modern adolescent’s personality in general.

Contemporary social process, globalization, free market, and technological development impose a permanent need for further training and education. Technocrats become a generally accepted model, and the engagement of experts and expert teams as a solution could be found not only in private corporations, but also in public nomenclatures. However, professionalism as a criterion, may be connected with certain complexity, especially on the field of responsibility, and requires to be supplemented with other criteria, the subjective ones, primarily loyalty. This subjective critera amortize negative aspects of the engagement of technocrats, in the sense of their bureaucratization, as they often start to follow their own interests, sometimes different, even opposite, then corporation's ones. The settlement of such a problem like the problem of bureaucratisation, being a complex issue, is the requirement of the developed civil societies and a way to achieve the citizens' wellbeing.

Canadian Capital and the Denationalization of the Mexican Energy Sector: A Geojuridical Approach

The recent reform of Mexico’s energy sector, underway since 2013, is the culmination of several decades of liberalization policies that aimed, in large part, to denationalize Mexico’s petroleum industry and open the sector to investment from private foreign firms. In reversing the nationalization of Mexico’s oil industry in 1938, this reform has significant implications for the triumph of neoliberal globalization in the Global South, even in a period of rising protectionism in the Global North. Both the United States and Canada played a significant role in promoting the reform of Mexico’s energy sector and in structuring the legislative changes that reopened Mexico’s hydrocarbon resources to foreign control. Over the past two years, Canadian firms have benefited significantly from new pipeline and oil and gas contracts in Mexico. Taking a legal-geographical approach, this paper examines Canadian involvement in the restructuring of Mexico’s oil and gas sector, both spatially (through proximity, interests, and influence in the North American energy market) and legally. The legal component operates through a form of juridical pluralism, in which the institutions of contemporary economic globalization, including the Canadian state, participate in legislative and regulatory changes in the Mexican oil industry.

Uma análise interpretativa sobre as práticas comunicacionais nas construções identitárias dos migrantes haitianos em Curitiba-PR

Os haitianos se tornaram conhecidos da população brasileira, em especial, nas grandes capitais do país. Nas ruas, nos postos de trabalho, em eventos populares, os migrantes haitianos aparecem em nosso imaginário sob diferentes formas representacionais, normalmente, mediadas pelos discursos dos meios de comunicação de massa. O objetivo do artigo é discutir como determinados processos comunicativos, que ocorrem fora do “circuito oficial” da comunicação (TV, jornais, rádio e sites de mídias tradicionais), desestabilizam os discursos hegemônicos em prol de uma “cidadania transnacional”, de direitos e de dignidade ao migrante haitiano que vem ao Brasil e, mais especialmente, a Curitiba, no Paraná. O artigo, que é parte de uma pesquisa de mestrado, invoca a relação que a temática da migração mantém com o processo de globalização contemporânea, com as redes sociais que podem atuar como formas discursivas contra-hegemônicas e com perspectivas metodológicas que extrapolam os dados quantitativos para trazer perspectivas valorativas das identidades dos migrantes. Parte-se da premissa de que as práticas comunicativas dos migrantes haitianos constituem formas de resistência frente a processos de vida acelerados pela globalização, especialmente, aqueles relativos às identidades. Apresentam-se, como resultado, algumas formas como os haitianos têm utilizado diversas interações midiáticas para se colocar no novo território.

HOME LANGUAGE AND LANGUAGE HOME: THE EXPERIENCE TO APPLY L. WITTGENSTEIN’S METHODOLOGY OF “PHILOSOPHICAL INVESTIGATIONS” TO THE THEORY OF BORDERS

This article shows the relationship of primitive language with corporal life, which (i.e. life), includes solid bodies’ manipulation in the house construction. At the same time, the subjects of speech make certain projections, that is, they propagate those attitudes of consciousness that they had possessed while performing those corporal operations and which are expressed in speech forms, on the rest of the reality that had emerged from a stable state. We prove the inapplicability of these projections to the modern nonlinear processes comprehension in the context of the global crisis. L. Wittgenstein’s philosophy of language analysis is transformed into J. Habermas’s philosophy of communicative mind through the understanding of the problem of individuality in order to preserve the subject of the modern era from disintegration. As a result the ways to overcoming non-genuine contemporary globalization are found out through the interpenetration of the senses in the perception and comprehension of being in different cultures and peoples.

Osnaživanje žrtava porodičnog nasilja - mere afirmativne akcije u zapošljavanju

'Domestic violence' is defined as any act of physical, sexual, psychological or economic violence that occurs within a family or a household, as well as between former or current spouses or partners, regardless of whether a perpetrator is sharing or used to share residence with the victim. Domestic violence is not exclusively a phenomenon of our time, nor of contemporary globalization. Almost every society has historically nurtured and perpetuated socially unequal relations between men and women, thus harming gender equality and equity and gender identity. Cases of domestic violence experienced by men are not a myth. Approximately 7 to 9 % of men are abused by 'the gentler sex'. Therefore, the principles of gender equality require that we address the victims in terms of gender and sex. However, given that women and girls are at greater risk of violence, the aspect of 'women' as victims of domestic violence prevails in practice. In this paper, the author analyzes affirmative action in employment, i.e. positive discrimination as one of the institutional measures for empowering victims of violence, particularly considering the 2015-2016 statistics stating that 9% of women living in domestic violence shelters in Serbia returned to their abusers. The author aims to raise awareness of the fact that domestic violence is the most primitive form of human rights' violation and that being a victim of domestic violence is not a shame; in fact, it is humiliating to suffer violence. Thus, the author aims to contribute to preventing femicide as a result of domestic violence or, at least, to ensure that no woman suffers violence.

Problemi društveno-ekonomskog razvoja u uslovima savremene globalizacije

The authors explore the problem of contemporary globalization and management of socioeconomic development. They stress the role of world money i.e. virtual capital. In particular, they deal with the method of separating the financial system from the real economy and the problem of the management in the conditions when corporations have all the power. They promote the need to develop awareness for strategic control of resource utilization and their reproducibility. The authors highlight the difficulties that come with integrations, ranging from protectionism to autocratic behavior, as well as unprecedented debt growth. Bankruptcies are increasing without a tangible solution.

Migrações internacionais no mundo e para o Brasil: um contexto

As migrações internacionais, um fenômeno de topo de agenda, constituem um tema de crucial importância para os Estados ao redor do mundo, seja pela sua posição receptora ou emissora. O constante aumento da mobilidade, típica da baixa globalização contemporânea, estimula os países – por suas instituições ou pelos segmentos sociais - a compreenderem o assunto, no intuito de buscar soluções para as questões advindas do mesmo. Dessa forma, uma compreensão a respeito das perspectivas sociais e estatais se faz necessária. O presente trabalho aborda, portanto, as migrações internacionais tendo o Brasil como destino, sob os distintos prismas supracitados.

Huey P. Newton’s Intercommunalism: An Unacknowledged Theory of Empire

Huey P. Newton remains one the left’s intellectual enigmas. Although lauded for being the leader of the Black Panther Party, Newton is relatively unacknowledged as an intellectual. This article challenges the neglect of Newton’s thought by shedding light on his theory of empire, and the present-day value of returning to his thought. The article centres on how Newton’s critique of what he called ‘reactionary intercommunalism’ prefigures many of the elements found in the work of Hardt and Negri on empire. This comparison will be used to show how Newton not only foresaw elements of the rise of contemporary neoliberal globalization, but also offered an idea of political solidarity and revolutionary politics for such a context. The article concludes by highlighting how Newton’s ideas about the need for a war of position based on ‘survival pending revolution’ presents a more theoretically and empirically salient conceptualization of resistance than his successors.

Still Afraid of Footloose Finance? Exit and Voice in Contemporary Globalization

To what extent and in what ways does mobile capital affect the policy decisions of national governments, and under what conditions are governments willing to privilege (or to ignore) the preferences of asset holders who can credibly threaten exit? There is a long tradition of analyses based on the state’s “structural dependence” on capital (both foreign and domestic), and on the “golden straightjacket” view of government-financial market relations. I discuss how we might understand the contemporary relationship between sovereign bond investors and governments, in terms of what “market pressures” are, when such pressures operate to affect government decisions, and when governments are willing to ignore investors’ demands (assuming they exist). I suggest that “the market” may not have a unified sense of what it wants in terms of fiscal and regulatory policy; that low interest rate/high global liquidity environments offer governments greater policymaking flexibility; and that governments may use “market pressures” and “market rewards” as a veil for other drivers of policy. I also note that the investors/capital owners in question may not be foreign actors – as we often assume them to be – but rather domestic actors who, by virtue of their embeddedness in the national political system, have greater stakes regarding a given government’s policy choices.

“Fractured Light”: From Globalization’s Hyper-Illumination to Culture as Symbolic Exchange

This essay argues epistemic reduction and reification of indigenous cultures in imperial and colonial discourse underlies the fundamentally economic terms of representation of those cultures. The pursuit of cultural knowledge and forms of cultural exhibition for instrumental, including commercial, ends entails such reduction of culture to representation. Cultural self-representation changes the relations of producer and consumer in economic exchange, but does not change its essentially reductive notion of culture. With contemporary neoliberal globalization, agency, within market relations – like self-representation in a representational economy – ultimately risks assimilation to the global market in cultural difference. Two novels by Māori writers, Paula Morris's Rangatira (2011) and James George’s Ocean Roads (2006), point to contemporary commodification and consumption of indigenous cultural difference as the apotheosis of processes of cultural objectification, reification and commodification that began with imperial colonialism. While Rangatira is set largely between the 1860s and 1890s, and Ocean Roads between 1945 and 1989, both are published within the era of contemporary neoliberal globalization, and ultimately concern the critical stakes in relation to cultural decolonization. They contextualize the epistemic and genocidal violence that has been given an alibi in the valorization of (self-)representational images and performances. In refusing to objectify Māori culture – or by disarticulating such objectifications – the novels point to the potential for those un/signified spaces to evoke precisely the importance of culture as dynamic, unframeable “symbolic exchange”. I argue aspects of Baudrillard’s critical notion of “symbolic exchange” reveal both the stakes and the possibilities of (re)conceiving culture outside of market relations.

The new political geography of corporate globalization

Rokkan’s electoral mobilization and cleavage model of class-based politics within countries is being undermined by contemporary globalization. A new geography of planetary urbanization has developed in which the key spatial dimension is degrees of metropolitanization between cities. This is illustrated using the results of the UK referendum on EU membership. It is shown that across the UK, irrespective of the level of support to stay, the larger and more central cities within the regions and nations of the country have higher support vote percentages than their lesser city neighbours. The conclusion is that in the aftermath of the failure of ‘trickle-down economics’, there is now a similar breakdown of ‘trickle down politics’.

Estrangeiros na metrópole: territórios e fronteiras da alteridade em São Paulo

In the context of population flows driven by contemporary globalization, the displacements to São Paulo, the major metropolitan center of the country, are charged with multiple layers of meaning. This article seeks to discuss in the light of theoretical, albeit incipient, views the complex net of interpretations both of the integration and resistance of foreigners in the city through the establishment of territorialities, processes of stigmatization and otherness, working and housing conditions, and building ways of living at the margins and in a vulnerable condition.

Discursive scaling: Moral stability and neoliberal dominance in the narratives of transnational migrant women

In this article I apply the notion of scaling as agentive discursive practice to analyze the construction of moral positionings by migrant women. I draw from semi-structured interviews with Uzbek women in the United States and use discourse analytic methods to focus on the relationship between linguistic choices and existing power structures. I show that although these women are caught between multiple moral orders, by linking behaviors associated with these orders to different time–space configurations and different scopes of generalizability, they are able to justify their choices and highlight the stability of their own morality. I further demonstrate that while these acts of scaling are agentive, they may also be used to reinforce rather than dismantle existing hierarchies, pointing to the need for further investigation of the relationship between agency, discourse and power in contemporary globalization.

International Production Sharing and Export Development: An Examination for China and Vietnam

The phenomenon of international production sharing networks (also known as production fragmentation, global value chains, or vertical production networks), which is associated with offshoring/outsourcing, has gained increasingly importance in the contemporary globalization process. This paper analyzes the patterns and trends in international production sharing and export growth in China and Vietnam over the last twenty years. More specifically, in addition to overall trends, our study examines the developments across four broad economic sectors and fifteen manufacturing industries. Furthermore, for both countries the relationship between a country’s participation in international production sharing networks and a country’s export development (in terms of the domestic value-added content of exports) is investigated through a statistical analysis. The empirical results indicate that China and Vietnam have increased substantially their participation in production networks. Moreover, we find that the extent of a country’s involvement in international production sharing highly correlates with improved export performance. This suggests that China’s and Vietnam’s impressive export expansion over the last twenty years can be attributed, in part, to increasing integration into global value chains.

Transnationalism in the Pacific Region as a Concept of State Identity

Abstract This paper is devoted to the fulfillment of the concept of transnational citizenship achieved by New Zealand toward the Pacific Island countries, mainly through their constitutional relations, and the paper analyzes the fundamental question of what aspects comprise the core of the transnational aspect of this community. The aim here is to put forward the key aspects and steps in the building and development of a functioning model of transnational communities, with emphasis on the legal instrument of regional identity building, namely, the introduction and development of dual citizenship as the adaptation of the historical heritage of the colonial past (British citizenship) to the conditions of a globalized world while taking all the problems that the region faces now into account. We see transnational communities to be an important expression of contemporary globalization, as they have also been historically, as proved by New Zealand and the Pacific Island countries.
