Diversifying Description: Sweet Potato Science and International Agricultural Research after the Green Revolution.

The organization of sweet potato research across global regions began in earnest in the 1980s. Leading international institutions, notably CGIAR (Consultative Group on International Agricultural Research) recognized the potential for science-driven development of a "neglected" crop. Sweet potato was second only to potato in root crop cultivation worldwide and the top tuber in Asia yet had not been subject to the internationally coordinated research that its importance merited. In this paper, I explore how scientists involved in sweet potato research attempted to respond to the call for new international research and development efforts while avoiding the limitations of predecessor programs associated with the Green Revolution. I highlight the challenges inherent in this work by focusing on ambitions for-and challenges to-providing standardized information about samples of varieties used in research and entered into genebank collections. As scientists and institutions grappled with critiques of the top-down model of development, many sought to address these through more inclusive research practices. As I show, accommodating diversity in crops and among cultivators and cultures entailed costs that ultimately limited the longevity and effectiveness of some enterprises that sought to maximize inclusivity.

Pathways from livestock to improved human nutrition: lessons learned in East Africa

AbstractThe Livestock CGIAR (Consultative Group on International Agricultural Research) Research Program (Livestock CRP) generated evidence on livestock-to-nutrition pathways through the implementation of nutrition-related livestock programs and research. In this analysis, we compiled lessons learned from Livestock CRP projects and identified recommendations for nutrition-sensitive livestock programming and research in the context of the literature and through the development of an updated livestock-to-nutrition pathways framework. The updated framework shows the interconnected nature of the three main pathways—own-consumption, income, and women’s empowerment—along with other pathways and includes contextual factors, which were lacking in previous frameworks. Eight Livestock CRP projects were reviewed, including five integrated livestock and human nutrition projects, two studies on drivers of food choice, and one study to develop and test a tool to measure nutrition outcomes among pastoralists. Key lessons learned were that women’s empowerment in livestock-to-nutrition pathways is important, but challenging to measure; engaging male partners improves nutrition in livestock-keeping households; nutrition-sensitive livestock programs and researchers should articulate and measure livestock-to-nutrition pathways they are addressing; livestock keeping does not guarantee access to animal source foods; context and livelihoods are not static and program design should be adapted accordingly; and digital data collection systems can provide accurate and timely nutrition information. Key recommendations include developing tools to fill measurement gaps; creating shorter versions of validated tools for ease of use; using complexity-aware evaluation methods to capture the interconnected nature of livestock-to-nutrition pathways and shifting livelihoods; and conducting pathways analyses to better understand linkages in the framework and further refine it.

Selective Learning: China, the CGIAR, and Global Agricultural Science in Flux

This article analyses the interaction between China and the CGIAR (formerly the Consultative Group on International Agricultural Research) since the 1970s, exploring the formation of China’s modern agricultural science capability and its approach towards learning. While China was previously regarded and treated as a recipient of international scientific expertise, it is now a more equal partner and contributor, with capacity to provide funds, support exchange programmes for scientists, and collaborate in building laboratories and joint research programmes. Some of these now extend beyond the CGIAR system and are creating new platforms for scientific collaboration and knowledge production in the South. By offering an illustration of China’s ‘selective learning’ approach, emphasising self-reliance and pragmatism in its engagement with the CGIAR, this article feeds into broader debates on how China contributes to global development knowledge and learning.

Transition From Targeted Breeding to Mainstreaming of Biofortification Traits in Crop Improvement Programs.

Biofortification breeding for three important micronutrients for human health, namely, iron (Fe), zinc (Zn), and provitamin A (PVA), has gained momentum in recent years. HarvestPlus, along with its global consortium partners, enhances Fe, Zn, and PVA in staple crops. The strategic and applied research by HarvestPlus is driven by product-based impact pathway that integrates crop breeding, nutrition research, impact assessment, advocacy, and communication to implement country-specific crop delivery plans. Targeted breeding has resulted in 393 biofortified crop varieties by the end of 2020, which have been released or are in testing in 63 countries, potentially benefitting more than 48 million people. Nevertheless, to reach more than a billion people by 2030, future breeding lines that are being distributed by Consultative Group on International Agricultural Research (CGIAR) centers and submitted by National Agricultural Research System (NARS) to varietal release committees should be biofortified. It is envisaged that the mainstreaming of biofortification traits will be driven by high-throughput micronutrient phenotyping, genomic selection coupled with speed breeding for accelerating genetic gains. It is noteworthy that targeted breeding gradually leads to mainstreaming, as the latter capitalizes on the progress made in the former. Efficacy studies have revealed the nutritional significance of Fe, Zn, and PVA biofortified varieties over non-biofortified ones. Mainstreaming will ensure the integration of biofortified traits into competitive varieties and hybrids developed by private and public sectors. The mainstreaming strategy has just been initiated in select CGIAR centers, namely, International Maize and Wheat Improvement Center (CIMMYT), International Rice Research Institute (IRRI), International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), International Institute of Tropical Agriculture (IITA), and International Center for Tropical Agriculture (CIAT). This review will present the key successes of targeted breeding and its relevance to the mainstreaming approaches to achieve scaling of biofortification to billions sustainably.

Transforming Food Systems in Africa under Climate Change Pressure: Role of Climate-Smart Agriculture

Low-income producers and consumers of food in Africa are more vulnerable to climate change, owing to their comparatively limited ability to invest in more adapted institutions and technologies under increasing climatic risks. Therefore, the way we manage our food systems needs to be urgently changed if the goal is to achieve food security and sustainable development more quickly. This review paper analyzes the nexus “climate-smart agriculture-food systems-sustainable development” in order to draw sound ways that could allow rapid transformation of food systems in the context of climate change pressure. We followed an integrative review approach based on selected concrete example-experiences from ground-implemented projects across Africa (Ghana, Senegal, Mali, Burkina Faso, in West Africa, Ethiopia, Kenya, Rwanda, and Tanzania in East Africa). Mostly composed of examples from the Climate Change, Agriculture, and Food Security (CCAFS) Research Program of the CGIAR (former Consultative Group on International Agricultural Research) and its partners, these also included ground initiatives from non-CGIAR that could provide demonstrable conditions for a transformative agriculture and food systems. The lessons learnt from the ground implementation of climate-smart agriculture (CSA), in the African context, were instrumental to informing the actions areas of the food-system transformation framework suggested in this paper (reroute, de-risk, reduce, and realign). Selected CSA example-cases to inform these action areas included 24 initiatives across Africa, but with a focus on the following studies for an in-depth analysis: (1) the climate-smart village approach to generate knowledge on climate-smart agriculture (CSA) technologies and practices for their scaling, (2) the use of climate information services (CIS) to better manage climate variability and extremes, and (3) the science–policy interfacing to mainstream CSA into agricultural development policies and plans. The analysis of these examples showed that CSA can contribute driving a rapid change of food systems in Africa through: (1) the implementation of relevant climate-smart technologies and practices to reroute farming and rural livelihoods to new climate-resilient and low-emission trajectories; (2) the development and application of weather and climate information services (WCIS) that support de-risking of livelihoods, farms, and value chains in the face of increasing vagaries of weather and extreme events; (3) the use of climate-smart options that minimize waste of all the natural resources used for growing, processing, packaging, transporting, and marketing food, and therefore mitigating the carbon footprint attached to this food loss and waste; and (4) the realignment of policies and finance that facilitate action in the four proposed action areas through the identification of news ways to mobilize sustainable finance and create innovative financial mechanisms and delivery channels.

PRESENT STATUS OF GRAIN LEGUMES PRODUCTION IN NEPAL

This review paper is prepared to know the information about the present scenario of grain legumes in Nepal. Grain legumes are important crops for improving soil condition and dietary status of human. The area, production and productivity of grain legumes are collected from the data which is published by the Ministry of Agriculture and Livestock Development (MoALD). During the fiscal year 2019/20, Grain legumes are grown in 333,740 ha with the production and productivity of 381,987 Mt and 1,151 kg/ha respectively. Among pulses, the winter crop lentil dominates in production (65.76%) as well as in area coverage (62.93%). Grain Legumes Research Program (GLRP) of Nepal in collaboration with the Consultative Group on International Agricultural Research (CGAIR) centres works for genetic improvement of lentil, chickpea, pigeon pea, soybean, black gram, fababean and cowpea.

Understanding and evaluating the impact of integrated problem-oriented research programmes: Concepts and considerations

AbstractResearchers and research organizations are under increasing pressure to demonstrate that their work contributes to positive change and helps solve pressing societal challenges. There is a simultaneous trend towards more engaged transdisciplinary research that is complexity-aware and appreciates that change happens through systems transformation, not only through technological innovation. Appropriate evaluation approaches are needed to evidence research impact and generate learning for continual improvement. This is challenging in any research field, but especially for research that crosses disciplinary boundaries and intervenes in complex systems. Moreover, evaluation challenges at the project scale are compounded at the programme scale. The Forest, Trees and Agroforestry (FTA) research programme serves as an example of this evolution in research approach and the resulting evaluation challenges. FTA research is responding to the demand for greater impact with more engaged research following multiple pathways. However, research impact assessment in the CGIAR (Consultative Group on International Agricultural Research) was developed in a technology-centric context where counterfactual approaches of causal inference (experimental and quasi-experimental) predominate. Relying solely on such approaches is inappropriate for evaluating research contributions that target policy and institutional change and systems transformation. Instead, we propose a multifaceted, multi-scale, theory-based evaluation approach. This includes nested project- and programme-scale theories of change (ToCs); research quality assessment; theory-based outcome evaluations to empirically test ToCs and assess policy, institutional, and practice influence; experimental and quasi-experimental impact of FTA-informed ‘large n’ innovations; ex ante impact assessment to estimate potential impacts at scale; and logically and plausibly linking programme-level outcomes to secondary data on development and conservation status.

A Review of Leadership and Capacity Gaps in Nutrition-Sensitive Agricultural Policies and Strategies for Selected Countries in Sub-Saharan Africa and Asia

Agriculture policies and strategies designed, purposefully, to address malnutrition are considered nutrition-sensitive and are a critical component of global efforts to address malnutrition in all its forms. However, limited evidence exists on extent and how nutrition is being integrated into agriculture sector policies, strategies, and programs. A review was conducted to address 2 questions: How nutrition-sensitive are agriculture policies, plans, and investments in selected Sub-Saharan African (SSA) and Asian countries? and Which capacity and leadership gaps limit scale up of nutrition-sensitive agriculture policy and programs? The review of existing policies was conducted for 11 selected focus countries (9 in SSA and 2 from Asia) of the CGIAR (Consultative Group on International Agricultural Research) Collaborative Research Programme on Agriculture for Nutrition and Health led by the IFPRI (International Food Policy Research Institute). The Food and Agriculture Organization (FAO)'s 10-point key recommendations for designing nutrition-sensitive agricultural interventions was used as an analytical framework. Additionally, a rapid systematic review of published peer-reviewed and grey literature was carried out to identify capacity gaps based on the United Nations Development Program's capacity assessment framework. We found that there is nutrition sensitivity of the policies and strategies but to varying degrees. There is limited capacity for optimum implementation of these policies, programs, and strategies. For most of the countries, there is capacity to articulate what needs to happen, but there are important capacity limitations to translate the given policy/program instruments into effective action. The gaps identified constitute important evidence to inform capacity strengthening of nutrition-sensitive actions for desired nutrition and health outcomes in Africa and Asia.

Global forest governance and sustainable development: reflections on the life and times of John Spears

The late John Spears' international career coincided with the emergence of global forest governance. His contributions at the World Bank, the Consultative Group on International Agricultural Research (CGIAR) and at the World Commission on Forests and Sustainable Development (WCFSD) are characterized by an unfailing call to integrate objectives towards forests and trees into broader development goals and particularly to tap the power of forests and trees to contribute to poverty alleviation.<br/> This paper describes the evolution of global forest governance since the early 1970s, especially focusing on the period when Spears was highly influential in the global forest policy debate. It gives an emphasis to the efforts the international community has made in adopting a more comprehensive perspective toward the role of forests in sustainable development. Despite this, global forest governance has recently tended to focus more narrowly on climate change at the expense of attention to the problem of poverty. While climate change is a major priority in its own right, we argue that this limited perspective needs to be overcome to unlock the full potential of forests in sustainable development, aimed at combating poverty.

Plant genetic resources in India: management and utilization.

Plant genetic resources (PGR) are the foundation of agriculture as well as food and nutritional security. The ICAR-NBPGR is the nodal institution at national level for management of PGR in India under the umbrella of Indian Council of Agricultural Research (ICAR), New Delhi. India being one of the gene-rich countries faces a unique challenge of protecting its natural heritage while evolving mutually beneficial strategies for germplasm exchange with other countries. The Bureaus activities include PGR exploration, collection, exchange, characterization, evaluation, conservation and documentation. It also has the responsibility to carry out quarantine of all imported PGR including transgenics meant for research purposes. The multifarious activities are carried out from ICAR-NBPGR headquarters and its 10 regional stations located in different agro-climatic zones of India. It has linkages with international organizations of the Consultative Group on International Agricultural Research (CGIAR) and national crop-based institutes to accomplish its mandated activities. NBPGR collects and acquires germplasm from various sources, conserves it in the Genebank, characterizes and evaluates it for different traits and provides ready material for breeders to develop varieties for farmers. ICAR-NBPGR encompasses the National Genebank Network and at present, the National Genebank conserves more than 0.40 million accessions. NBPGR works in service-mode for effective utilization of PGR in crop improvement programmes which depends mainly on its systematic characterization and evaluation, and identification of potentially useful germplasm. NBPGR is responsible for identifying trait-specific pre-adapted climate resilient genotypes, promising material with disease resistance and quality traits which the breeders use for various crop improvement programmes. The system has contributed immensely towards safeguarding the indigenous and introducing useful exotic PGR for enhancing the agricultural production. Presently, our focus is on characterization of ex situ conserved germplasm and detailed evaluation of prioritized crops for enhanced utilization; assessment of impact of on-farm conservation practices on genetic diversity; genome-wide association mapping for identification of novel genes and alleles for enhanced utilization of PGR; identification and deployment of germplasm/landraces using climate analog data; validation of trait-specific introduced germplasm for enhanced utilization. CGIAR modeling approaches for resource‐constrained scenarios: I. Accelerating crop breeding for a changing climate

AbstractCrop improvement efforts aiming at increasing crop production (quantity, quality) and adapting to climate change have been subject of active research over the past years. But, the question remains ‘to what extent can breeding gains be achieved under a changing climate, at a pace sufficient to usefully contribute to climate adaptation, mitigation and food security?’. Here, we address this question by critically reviewing how model‐based approaches can be used to assist breeding activities, with particular focus on all CGIAR (formerly the Consultative Group on International Agricultural Research but now known simply as CGIAR) breeding programs. Crop modeling can underpin breeding efforts in many different ways, including assessing genotypic adaptability and stability, characterizing and identifying target breeding environments, identifying tradeoffs among traits for such environments, and making predictions of the likely breeding value of the genotypes. Crop modeling science within the CGIAR has contributed to all of these. However, much progress remains to be done if modeling is to effectively contribute to more targeted and impactful breeding programs under changing climates. In a period in which CGIAR breeding programs are undergoing a major modernization process, crop modelers will need to be part of crop improvement teams, with a common understanding of breeding pipelines and model capabilities and limitations, and common data standards and protocols, to ensure they follow and deliver according to clearly defined breeding products. This will, in turn, enable more rapid and better‐targeted crop modeling activities, thus directly contributing to accelerated and more impactful breeding efforts.

Chickpea is a cool season, drought hardy grain legume crop that is grown in Asia, East Africa, United States of America and Europe. The crop has the potential to close the winter legume gap because it can adapt to cool season temperatures as compared to summer legumes grown in Zimbabwe. The aim of this paper is to unpack various opportunities for promoting chickpea in drought prone areas of Zimbabwe which might be relevant to other Southern African countries and to understand the major chickpea production requirements in order to merge with the prevailing environmental conditions in Zimbabwe. The crop is affected by abiotic factors and biotic factors; hence chickpea cultivars that could tolerate these factors should be bred and adopted. Consultative Group on International Agricultural Research (CGIAR), in cooperation with the National Agricultural Research Systems (NARS) in developing countries could help distribute chickpea germplasm to Zimbabwe for research and breeding work since they collectively maintain the world’s largest international collections of plant genetic resources for use by researchers and farmers. Overall chickpea has great potential to enhance protein availability in drought prone areas of Zimbabwe especially during the winter season where no other legume is grown. Tropical and subtropical forage germplasm conservation and science on their deathbed! 1. A journey to crisis

While interest in the potential of tropical and subtropical forage (TSTF) germplasm for improved livestock production commenced earlier, it was not until the 1950s and 1960s that plant collecting and research on diversity and utilization of grasses and legumes reached significant global momentum. The subsequent engagement in pasture and forage research by the Consultative Group on International Agricultural Research (CGIAR) centres, such as the International Center for Tropical Agriculture (CIAT) and International Livestock Centre for Africa (ILCA; 1974–1995)/International Livestock Research Institute (ILRI; since 1995) from the 1970s onwards, built on the advances made by national centres in Australia, the United States of America, Kenya and elsewhere. By 1990–2000, TSTFs were recognized for contributing to a range of commercial and smallholder livestock production systems in Latin America, Australia, Southeast Asia, South Asia and Africa. However, their use, the value of further research and the need to maintain the very large and diverse collections held in international and national genebanks were challenged by this time because of perceived environmental risks, questions about whether or not past achievements could be bettered and the high costs of maintaining genebanks. Since then, the decline in investment and the quality of conservation and curation has been a relatively rapid process and reached the crisis point of today in just 20–25 years. This article traces 70 years of expansion and then decline of plant collecting, conservation, research and commercialization of TSTFs as a new commodity and examines the reasons for the sharp changes that have taken place. In a second article (this issue), the argument is made for swift and drastic action to prevent critical germplasm from being lost, to enable genebanks to play their crucial and unique role in underpinning improving production and productivity in livestock systems and to provide key germplasm tools to achieve environmental benefits.

Combining the effects of increased atmospheric carbon dioxide on protein, iron, and zinc availability and projected climate change on global diets: a modelling study

SummaryBackgroundIncreasing atmospheric concentrations of carbon dioxide (CO2) affect global nutrition via effects on agricultural productivity and nutrient content of food crops. We combined these effects with economic projections to estimate net changes in nutrient availability between 2010 and 2050.MethodsIn this modelling study, we used the International Model for Policy Analysis of Agricultural Commodities and Trade to project per capita availability of protein, iron, and zinc in 2050. We used estimated changes in productivity of individual agricultural commodities to model effects on production, trade, prices, and consumption under moderate and high greenhouse gas emission scenarios. Two independent sources of data, which used different methodologies to determine the effect of increased atmospheric CO2 on different key crops, were combined with the modelled food supply results to estimate future nutrient availability.FindingsAlthough technological change, market responses, and the effects of CO2 fertilisation on yield are projected to increase global availability of dietary protein, iron, and zinc, these increases are moderated by negative effects of climate change affecting productivity and carbon penalties on nutrient content. The carbon nutrient penalty results in decreases in the global availability of dietary protein of 4·1%, iron of 2·8%, and zinc of 2·5% as calculated using one dataset, and decreases in global availability of dietary protein of 2·9%, iron of 3·6%, and zinc of 3·4% using the other dataset. The combined effects of projected increases in atmospheric CO2 (ie, carbon nutrient penalty, CO2 fertilisation, and climate effects on productivity) will decrease growth in the global availability of nutrients by 19·5% for protein, 13·6% for iron, and 14·6% for zinc relative to expected technology and market gains by 2050. The many countries that currently have high levels of nutrient deficiency would continue to be disproportionately affected.InterpretationThis approach is an improvement in estimating future global food security by simultaneously projecting climate change effects on crop productivity and changes in nutrient content under increased concentrations of CO2, which accounts for a much larger effect on nutrient availability than CO2 fertilisation. Role of Modelling in International Crop Research: Overview and Some Case Studies

Crop modelling has the potential to contribute to global food and nutrition security. This paper briefly examines the history of crop modelling by international crop research centres of the CGIAR (formerly Consultative Group on International Agricultural Research but now known simply as CGIAR), whose primary focus is on less developed countries. Basic principles of crop modelling building up to a Genotype × Environment × Management × Socioeconomic (G × E × M × S) paradigm, are explained. Modelling has contributed to better understanding of crop performance and yield gaps, better prediction of pest and insect outbreaks, and improving the efficiency of crop management including irrigation systems and optimization of planting dates. New developments include, for example, use of remote sensed data and mobile phone technology linked to crop management decision support models, data sharing in the new era of big data, and the use of genomic selection and crop simulation models linked to environmental data to help make crop breeding decisions. Socio-economic applications include foresight analysis of agricultural systems under global change scenarios, and the consequences of potential food system shocks are also described. These approaches are discussed in this paper which also calls for closer collaboration among disciplines in order to better serve the crop research and development communities by providing model based recommendations ranging from policy development at the level of governmental agencies to direct crop management support for resource poor farmers.

Biofortification: High zinc wheat programme – The potential agricultural options for alleviating malnutrition in Pakistan

<p>The deficiency of micronutrients (zinc, iron, iodine and vitamin A) is persistently afflicting millions of people living across Africa, Southern Americas, Asia and Pakistan. Among these, the zinc deficiency syndrome is occurring by 47.6, 41.3, and 39.2% in pregnant, non-pregnant and children under 5 years, respectively in Pakistan. The reason being that majority of the people subsists on cereal-based diets, i.e., wheat. The commercially grown wheat varieties contain zinc about 25 mg/g, whereas about 40 mg/g zinc is required in daily diet.</p><p>The potential risk of zinc deficiency could be mitigated through certain interventions i.e., mineral drugs, food supplements, diversity in diets, production of fortified foods, and genetic biofortification of staple food crops. Among these, quantum increase in zinc content in wheat grains through genetic manipulation would be basics to alleviate zinc deficiency in the malnourished communities. The objective of the programme is to enhance the concentration of zinc nutrient from 25 to 40 mg/g in wheat grains through conventional plant breeding techniques.</p>Pakistan Agricultural Research Council, Islamabad in collaboration with Consultative Group on International Agricultural Research (CGIAR) and International Maize & Wheat Improvement Center (CIMMYT) and HarvestPlus, Pakistan started R&D works to develop biofortified high zinc wheat varieties containing around 40 mg/g in the year 2009. The biofortified wheat crop is developed through conventional plant breeding techniques. The germplasm inherited with high zinc nutrient are crossed with high yielding and adopted to ecological conditions. The varieties are high yielding, and inheriting zinc around 40 mg/g in the grains under both irrigated and rainfed production environments. The Government of Punjab has also given high priority to develop and consume biofortified high zinc wheat in its multi-sectoral Nutrition Strategy Plan 2015, as potential agricultural option to address malnutrition in the Punjab province.

The biofortified wheat crop is developed through conventional plant breeding techniques. The germplasm inherited with high zinc nutrient are crossed with high yielding and adopted to ecological conditions. The varieties are high yielding, and inheriting zinc around 40 mg/g in the grains under both irrigated and rainfed production environments. The Government of Punjab has also given high priority to develop and consume biofortified high zinc wheat in its multi-sectoral Nutrition Strategy Plan 2015, as potential agricultural option to address malnutrition in the Punjab province.

A Tribute to Dr. Anthony C. Bellotti and His Contributions to Cassava Entomology

Anthony (Tony) Bellotti’s career as a humanitarian and entomologist followed a trajectory that took him to El Salvador with the Peace Corps (PC) in 1962, New Mexico State for a Masters, Paraguay (again with the Peace Corps), Cornell University for a Ph.D., and Colombia where he worked for the Centro Internacional de Agricultura Tropical (CIAT) from 1974 until his passing in March 2013 in Naples, Florida. Tony became a passionate advocate of cassava, and one of the world’s pre-eminent authorities on the entomology of that orphan crop that sustains millions of the world’s poorest popula tions. Tony played a crucial role in one of the most often cited and successful examples of classical biological control, the introduction of a parasitoid wasp from Paraguay to control the cassava mealybug throughout a broad area of Africa known as the Cassava Belt. His career spanned a period of time that might be referred to as a golden age of commodity programs at the international “CG Centers” organized under the Consultative Group on International Agricultural Research (CGIAR), which followed in the footsteps of Norman Borlaug and Robert McNamara, the unlikely alliance that led to the Green Revolution. Among Tony’s lesser accomplishments was his recruitment of the author to CIAT in 1986, where I worked on pests of tropi cal forages and then on cassava integrated pest management in northeastern Brazil and West Africa. Tony was a mentor and a friend whose career offers a chance to look at a unique life and his contributions to international agriculture.

A Catalyst toward Sustainability? Exploring Social Learning and Social Differentiation Approaches with the Agricultural Poor

Emerging sustainability challenges, such as food security, livelihood development and climate change, require innovative and experimental ways of linking science, policy and practice at all scales. This requires the development of processes that integrate diverse knowledge to generate adaptive development strategies into the future. Social learning is emerging as a promising way to make these linkages. If and how social learning approaches are being applied in practice among smallholder farming families—the bulk of the world’s food producers, requires specific attention. In this paper we use a case study approach to explore social learning among the agricultural poor. Five key evaluative factors: context assessment, inclusive design and management, facilitating learning, mobilizing knowledge and assessing outcomes, are used to analyze nine projects and programs in (or affiliated with) the Consultative Group on International Agricultural Research (CGIAR). We explore three main questions: (1) in what contexts and in what ways are socially differentiated and marginalized groups enrolled in the learning process? (2) what, if any, are the additional benefits to social learning when explicitly using strategies to include socially differentiated groups? and (3) what are the benefits and trade-offs of applying these approaches for development outcomes? The findings suggest that, in the agricultural development context, social learning projects that include socially differentiated groups and create conditions for substantive two-way learning enhance the relevance and legitimacy of knowledge and governance outcomes, increasing the potential for accelerating sustainable development outcomes.

Bioavailability of iron, zinc, and provitamin A carotenoids in biofortified staple crops

International research efforts, including those funded by HarvestPlus, a Challenge Program of the Consultative Group on International Agricultural Research (CGIAR), are focusing on conventional plant breeding to biofortify staple crops such as maize, rice, cassava, beans, wheat, sweet potatoes, and pearl millet to increase the concentrations of micronutrients that are commonly deficient in specific population groups of developing countries. The bioavailability of micronutrients in unfortified staple crops in developing regions is typically low, which raises questions about the efficacy of these crops to improve population micronutrient status. This review of recent studies of biofortified crops aims to assess the micronutrient bioavailability of biofortified staple crops in order to derive lessons that may help direct plant breeding and to infer the potential efficacy of food-based nutrition interventions. Although reducing the amounts of antinutrients and the conduction of food processing generally increases the bioavailability of micronutrients, antinutrients still possess important benefits, and food processing results in micronutrient loss. In general, biofortified foods with relatively higher micronutrient density have higher total absorption rates than nonbiofortified varieties. Thus, evidence supports the focus on efforts to breed plants with increased micronutrient concentrations in order to decrease the influence of inhibitors and to offset losses from processing.
