Sustainability method organizational and technological decisions in the construction of industrial complexes

The task is to develop a mechanism for the implementation of organizational and technological solutions in the construction of industry complexes. The action of the mechanism is based on the relationship of the parameters of organizational and technological design and construction decisions, which increases the reliability of the implementation of decisions. A conceptual approach has been identified to solve the problem of improving the reliability of organizational and technological solutions in the construction of industry complexes. A model of the technology for erecting an object using estimates of technological dependencies is developed, which is the technological basis for making organizational and technological decisions. The algorithm for the implementation of organizational and technological solutions in the construction of industrial complexes is determined. The proposed mechanism provides an increase in the multiplicity of ways to select the optimal set of organizational and technological solutions due to a significant expansion of the zone of feasible solutions and thereby solves the problem of ensuring the stability and reliability of organizational and technological solutions in the construction of industrial complexes.

СОСТОЯНИЕ И ПЕРСПЕКТИВЫ РОССИЙСКО-КИТАЙСКОГО РЕГИОНАЛЬНОГО СОТРУДНИЧЕСТВА

The article is devoted to the analysis of the state and prospects of Russian-Chinese regional cooperation, a historical overview of the main stages of more than a decade of Sino-Russian regional cooperation, which starts since the signing of the “Plan of Cooperation between the North-East of the People's Republic of China and the Far East of the Russian Federation and Eastern Siberia (2009-2018)” in 2009. The article considers the development of the Northeast region as a key national strategy of China, and the development of the Far East and Eastern Siberia as an important aspect of Russian policy; it analyses the policy documents of the Chinese Government aimed at making the North-East region an internationally competitive industrial base for the production of equipment, new raw materials and energy resources, vital commodities and agricultural production, as well as important national technologies; here is characterized by the federal target program for the economic and social development of the Far East and Transbaikalia approved by the Government of the Russian Federation and the “Strategy for the socio-economic development of the Far East and the Baikal region until 2025”, as well as the “Plan for cooperation between the northeast region of the People's Republic of China and the Far East and Eastern Siberia of the Russian Federation”, where regional cooperation is positioned as a logical choice for economic development. The article analyzes the results of regional cooperation: the construction of infrastructure and transport facilities connecting the ports of the two parties, the construction of industrial complexes, cooperation in the field of forestry and agriculture, etc. The article comments on the main problems of Sino-Russian regional cooperation and ways to solve them, defines the prospects for the development of this cooperation in the context of the “Joint Statement of the Russian Federation and the People's Republic of China on cooperation to combine the construction of the Eurasian Economic Union and the Silk Road Economic Belt”. The article concludes that in today's highly developed Sino-Russian strategic partnership, regional cooperation is very important for further strengthening economic ties between the two countries, deepening mutual understanding between the two peoples and promoting the comprehensive development of bilateral relations.

Formation Of Organizational And Technological Solutions For The Construction Of Industrial Complexes

The article aims to develop a method to improve the reliability and stability of organizational and technological solutions for the construction of industrial complexes. Construction of industrial complexes is characterized by high dynamism, constant changes in forms, methods and conditions of work, the need to comply with the interests of the owner for the effective investment of the investor's capital in the construction which is a complex and time-consuming task. There is no doubt that the successful solution of this problem requires an effective study of all possible variants of models of work organization in order to compare them and choose the most rational of them for specific production conditions. The basis for solving this problem is to ensure the reliability of the designed organizational and technological solutions. In this regard, a conceptual approach is defined, which is based on the relationship between the parameters of organizational and technological solutions of design and construction, on the continuity of organizational and technological decisions of stages of design and execution of construction and installation works which increases the reliability of implementation of adopted solutions. The proposed mechanism of formation of organizational and technological solutions provides an increase in the multiplicity of ways to choose the optimal set of organizational and technological solutions due to the significant expansion of the zone of acceptable solutions and thus solves the problem of ensuring the stability and reliability of organizational and technological solutions when constructing industrial complexes.

Private Sector Development and Korea-Africa Development Cooperation

Although Africa has witnessed outstanding economic performance, poverty remains prevalent because economic growth has not been translated into more jobs and higher income. Still trapped within the confines of a mono-cultural economy, Africa's dependency on a limited inventory of primary goods and its retreat into de-industrialization hinders it from escaping the poverty trap. With the shifting paradigm of development cooperation from a public sector led development to private sector development, the development of Africa's private sector is considered crucial in translating economic growth into inclusive growth. However, Africa's private sector faces many challenges including the accessibility of SMEs to government services, large size of the informal sector and excessive regulations. Analysis of a wide spectrum of variables through a cross-sectional model to identify areas that increase the effects of private sector development and their degree of efficacy shows that small business ownership is the most important factor that affects both income and employment. Other variables such as technological readiness, market size and concentration of rent had an impact on income while improvements in higher education and training, labor market efficiency and primary education had an impact on employment. With reference to the PSD policies of the UK, US and Germany and in consideration of Korea's development experiences and handicaps four areas are considered as a priority for PSD cooperation with Africa: entrepreneurial support, construction of industrial complexes, human resource development and agricultural development.

Abstract − This paper evaluated types and characteristics of development projects occurred in coastal area(Public Water) by analyzing an application status of Sea Area Utilization Conference System that effective pro-tect and manage marine environment and ecosystem from various artificial utilization and developmentenforced in 2008. Also, system improvement for stable settlement and security of efficiency consideringexposed problems during system enforcement were diagnosed. The number of Sea Area Utilization Conference(SAUC) performanced during the period of 2009-2010 was 3,705, which consisted of simple SAUC (87.0%),general SAUC (12.8%), and Sea Area Utilization Impact Assessment (SAUIC; 0.2%). The general SAUC wasaccomplished for Public Water reclamation (43.4%), seawater supply and drainage (17.5%), dredging sediment(5.5%), installation of port facilities (4.6%) and fishing harbor facilities (2.3%), and others (23.4%). Statementsof Environmental Impact Assessment (EIA) were reviewed mainly for construction of port facilities (32.9%),followed by construction of industrial complex, development of tourism and leisure complex, road construction,and development of energy facilities. It would be necessary to strengthen effectiveness of the system, adver-tisement, and capability of conference and review agency, and to enhance confidence of marine EIA continuously,according to the increase of development projects, and diversity and enlargement of development types.Keywords: Development project(개발사업 ), Public water(공유수면 ), Sea area utilization conference system(해역이용협의제도 ), System improvement(제도개선 )

Construcción y arquitectura industrial para el siglo XXI: un análisis preliminar

This paper presents a preliminary analysis, performed by the authors. on the past, present and possible future of the main issues related to the design and construction of industrial complexes. Among others. those issues include the industrial development; structural analysis and design methods; design tools; construction materials; structural types; types of non-structural systems (facade, Roof, building services); technology of construction processes; precast and industrialized systems; construction project management; construction labour; energy-related features of the industrial complexes; methodologies, technology and labour for manufacturing; environmental issues; aesthetics; planning of industrial areas (industrial parks. technology parks); industrial plants location. Some conclusions are specific to the design and construction of industrial complexes, whereas other are common to the other construction subsectors.

Determination of the positions of old underground workings by electrical surveying for construction-site investigation

The use of geophysical methods of detecting old mine workings in mined-out ore fields permits us to curtail the amount of drilling, in view of its purpose, and to avoid gross errors in design and construction of industrial complexes, thus leading to considerable economy.
