The Construction of Evaluation Index System on China`s "Two-Oriented Society" and Empirical Study

This paper has set an evaluation index system for "two-oriented society", which was divided into four levels. The factor analysis was adopted to find out the public factors of input indexes and output indexes about conserving resources and environment, then the scores of all public factors were calculated, and the construction conditions of our nearly 10 years "two-oriented society" were evaluated by using the data envelopment analysis. The conclusion was that the construction conditions of Chinas "two-oriented society" showed a rising trend which was at the expense of the coordinative development of the subsystems. At last, some suggestions were put forward.

Construct Evaluation Index System of Low-Carbon Economy & Development Ability

Atmospheric concentration of greenhouse gases rising, extreme weather phenomenon happened frequently, those triggered the research and practice of low-carbon economy worldwide. What is the low-carbon economy, how to examine a country have reached a low-carbon economy or not, what the difference among them, and what efforts they made. Unfortunately, those problems have not been a clear answer, and still do not have a comprehensive evaluation index system to comprehensively reflect the connotation and characteristics of the low-carbon economy. Therefore, based on low-carbon economy connotation and using hierarchical analysis method, this paper construct evaluation index system of low-carbon economy and development ability, which include 1 target layer, 5 standard layers and 19 index layers. And then, base on above index system, we also using hierarchical analysis method design a play table for expert, and put play table to 191 experts. According to the analysis results of play table, we assign weight to every indicator. Finally, this paper design evaluation model of low-carbon economy and development ability.

Construction of the Core Competitiveness Evaluation Index System of Engineering Consulting Firm Based on Fuzzy Analytic Hierarchy Process (FAHP)

According to the characteristics of the engineering consulting industry, this paper builds engineering consulting firms core competitiveness evaluation index system, and uses fuzzy analytic hierarchy process (FAHP) to determine the indexes weight. We hope to provide a reference for the establishment of core competitiveness of the engineering consulting firm.

Evaluation of the Sustainable Development of the Energy and Chemical Industry Base in Northern Shaanxi

The sustainable development of the northern Shaanxi area has been severely restricted by the increasingly serious issue of the environmental pollution and ecological destruction in the energy and chemical industry base there. This paper, based on the thorough analysis to the investigation data about the environmental status and the existing problems of energy and chemical industry base in northern Shaanxi, construct evaluation index system of the base sustainable development. The paper evaluated comprehensively the level of sustainable development in energy and chemical industry base in Northern Shaanxi based on statistical data in past years. It reveals the contradiction and the plight of economic, resource and environment in the process of current base, and shows the urgent problems which must be solved in the future.

Study on Scheme Optimization of Low Carbon Construction Based on Value Engineering

This paper focused on how to apply Value Engineering to optimize the low carbon scheme of construction, studied how to construct evaluation index system of low carbon solutions, and proposed the method of determining the function importance coefficient according to consumer demand and determining the real cost of low carbon construction. Through analyzing the matching degree between function and cost according to function evaluation value and real cost of function, the method of determining the low carbon optimization scheme was proposed.

Comprehensive Evaluation on Multiple Constraint Elements of City Underground Space Development and Utilization Based on Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method

According to constraint elements more and more appearing in the comprehensive forms, and at present it only considers that single constraint element of city underground space development and utilization has been unable to reflect the actual situation. On the basis of the main characteristics of city underground space development and utilization, this paper aims to analyze various factors which may cause the consequence and the frequency of appearance, and to construct evaluation index system of city underground space development and utilization which is composed of 5 one-level indexes, 20 two-level indexes of evaluation index system of multiple constraint factors of city underground space development and utilization, and to use the analytic hierarchy process and fuzzy comprehensive evaluation method to analyze and evaluate the influence on city underground space development and utilization. Analysis of the example application shows that, it only considers single constraint element of city underground space development and utilization is not comprehensive, and not science, and it needs to consider the correlation between various constraint elements.

The Study of Selection of Coal-Fired Supplier in Thermal Power Enterprise Based on the Extension Analysis Method

Electric power market competition is intense. The competition between the various power plants will is the contest of economic efficiency as the core. Fuel cost is the center link of production management and economic accounting in thermal power plant, so selection management of the coal-fired supplier has great significance for the development of thermal power enterprise and improvement of the economic benefits. The paper constructs evaluation index system of coal-fired supplier, using the AHP method to determine the weight of evaluation index, and comprehensively evaluating to the coal-fired supplier with correlation functions in the extenics. The result indicates that it applies combination of the AHP and the extension analysis method to the selection of coal-fired supplier, which can accurately reflect relative importance of evaluation index, and directly reflect the detailed situation of supplier. This method is scientific, reliable and practical, which is applicable for various comprehensive evaluations.

Construction of Performance Evaluation Index System of Clinical Departments Based on the Balanced Scorecard

AbstractObjectives. To establish a performance evaluation index system of clinical departments based on the balanced scorecard (BSC), and to achieve the strategic objectives of the hospital. Methods. The Delphi method and AHP (Analytic Hierarchy Process) were adopted to determine the index system and all index weights. Results. A performance evaluation index library, including 10 secondary indices and 23 tertiary indices, was constructed in accordance with four dimensions of the BSC, including finance, customer, internal process and development capacity; and the index weights were determined. Conclusions. The BSC is a powerful tool to achieve the strategic objectives of the hospital; and the index system established in this study is strongly scientific and feasible.

The Study of Comprehensive Evaluation of Power Industry Energy Saving and Emission Reduction Based on the Improved Osculating Value Method

This paper expounded the meaning of energy saving and emission reduction of power industry and analyzed the main factors of energy saving and emission reduction of power industry of low-carbon economy by combining low-carbon economy and development demand of power industry. We constructed evaluation index system and evaluation model of energy saving and emission reduction in power industry under the background of low-carbon economy. Then we carried on the empirical analysis. These provided the theoretical reference of the energy saving and emission reduction in power industry under the background of low-carbon economy for the government agencies, the electricity regulatory departments and other relevant units. Study on construction of evaluation index system for typhoon disaster relief training of nurses

Objective To establish a suitable index system for typhoon disaster relief training of nurses.Methods Based on literature review and semi-structure expert interview,an index system frame work of typhoon disaster relief training of nurses was developed.Indexes were determined by adopting Delphi method and inquiring 21 experts with questionnaire.The weight of every index had been set up.Results The index system for typhoon disaster relief training of nurses was composed of 6 flintlevel indicators,28 second-level indicators and 37 third-level indicators.Conclusions The index system for typhoon disaster relief training of nurses is reliable and valid,which can provide objective and quantitative standards for the employment,training and evaluation of emergency specialized nurses. Adaptability Evaluation Index System Construction between Highway Construction and Regional Socio-Economic Development – Taking Heilongjiang Province as an Example

Highway construction is currently in a period of rapid development, and construction planning is whether to adapt to the regional economic and social development needs, which is a standard and the future development construction plan important basis, therefore the objective, comprehensive evaluation of the highway construction and the development of society and economy adaptability problem is very timely and necessary. In this paper, based on the principal component analysis method, AHP, evaluation index system of highway construction and regional socio-economic development adaptability evaluation system was established to evaluate the adaptability of highway construction and development of regional social economy in Heilongjiang province, to provide decision-making reference for the future development of Heilongjiang province highway construction.

Simulation Research of Space-Time Evolution of Emergency Logistics Network Reliability Based on Complex Network Theory

We propose the conception and evaluation indexes of emergency logistics network connecting reliability to construct evaluation index system of complex network reliability, and describe these indexes quantitatively to evaluate the network connecting reliability. Moreover, the network topological model and the simulation methods of reliability measurement when the network is under attack are present. Finally, we take three classical emergency logistics networks as examples, and through emulation analysis we obtain the connecting reliability changing situation of these three networks under random attack, the changing curve of the ratio of effective demand nodes and emergence supply mileage of emergency logistics network with same network density but different forms, and then evaluate the emergency logistics network connecting reliability. This can provide references for the designing of emergency logistics network with high reliability and analysis means for research in other fields.

The interrelation between economy-society-environment and ecological carrying capacity is the most important theme of sustainable development recently. Based on RS、Arc GIS and SPSS, constructing evaluation index system from the three aspects of the eco-elastic capability, resources and environment carrying capacity, as well as socio-economic coordination capability, using the analytic hierarchy process to determine the index weight, and state-space techniques to construct the coupling effects model, in order to provide scientific and theoretical basis for the country to implement the scientific concept of development, build a harmonious society and realize the sustainable development of regional economy, society, environment and ecology.

Study on Establishment and Application of Circular Economy Evaluation Index System for the Chemical Industry

The chemical industry is the focus of circular economy construction, and the construction of evaluation index system of circular economy is an important work. In this paper, a circular economy evaluation index system that may be used for quantized evaluation for the chemical industry is established based on the previous research results, where the weight value of the index system is obtained by the AHP method. AHP-based resources and environment efficiency evaluation index system construction about the west side of Taiwan Straits

The purpose of this paper is to use the Analytical Hierarchy Process (AHP) method to build the resource and environment efficiency evaluation index system about economic zone on the west side of Taiwan Straits from the following three perspectives: the economic and social factors, resource using efficiency, and environmental pollution degree. It quantifies the weight of each index according to literature review and experts’ opinions. Meanwhile, the reliability of the index system is validated from index data availability, standard availability and evaluation operability in order to improve resources and the environment efficiency of the economic zone. Finally, the conclusions can provide references for other regions to build the index system.

The Simulated Annealing Algorithm and Its Application on Resource-saving Society Construction

Construct the resource-saving society, which not only help to implement the scientific development concept, change the economic growth mode, but also contribute to implement the sustainable development strategy. Evaluation index system construction is part and parcel of building a resource-saving society; a scientific and rational evaluation index system not only can evaluate the resource-saving society construction standard, but also can guide the resource-saving society construction. Based on the analysis of the resource-saving society evaluation status quo, this paper established an evaluation index system including economic, social, environmental and technological, described the optimization ideas, algorithms and implementation of Simulated Annealing(SA). In this paper, the Hebei region as a case, which verified the SA results accuracy compared to the traditional BP network algorithm, and applied to North China, Central China and Northeast China, including 11 provinces and municipalities, the results showed that in line with the actual situation and have certain guiding significance, and the model’s commonality is very good.

Construction and Empirical Analysis of Agricultural Science and Technology Enterprises Investment Risk Evaluation Index System

In this paper, combined with the previous investment risk evaluation method, combining with the characteristics of the development of agricultural science and technology enterprises, and from selection examples of the first agricultural science and technology innovation competition, constructs the agricultural science and technology enterprise investment risk evaluation system. The establishment of evaluation system is of great guiding significance to perfect selection mechanism of agriculture science and technology innovation competition. While this paper makes a verifying research on AHP - fuzzy comprehensive evaluation methods. Through empirical analysis, it has been found that the innovation ability of enterprise is the main factors to affect final score of two enterprises. The evaluation system and methods established by this paper is beneficial reference for improvement of agricultural science and technology innovation competition evaluation, and filling the gaps in agricultural science and technology enterprise investment risk research.
