This article is devoted to assessing the business potential and risk tolerance of the construction industry. New requirements for ensuring the quality and competitiveness of construction organizations are put forward to enterprises of the construction industry in the conditions of self-regulation. The material base, qualified personnel, used technologies and efficient management of the enterprise are the main factors in ensuring the quality of construction. Only a combination of these factors guarantees the stable functioning of the enterprise. The article revealed development trends and main changes in the construction industry of the Russian Federation in recent years. The consequences of the influence of coronavirus spread around the world on the functioning of the industry were determined. The dynamics of the Business Potential Index in construction is presented. Dynamics of the Risk Tolerance Index in the industry were analyzed.

Technical and economic substantiation of the possibility of implementing a project for recycling waste materials from the production of wall and partition blocks at autoclave aerated concrete production enterprises (using the example of Glavbashstroy LLC (Republic of Bashkortostan))

The construction industry market is going through serious crisis as well as the entire global market, and they are not local, but systemic. Recycling of wastes from construction industry enterprises is currently an extremely urgent problem for most manufacturing enterprises. The solution of these problems involves solving a number of socio-economic and environmental problems, namely, increasing the efficiency and profitability of enterprises and simultaneously complying with annually strict environmental requirements. The authors studied the possibility of using wastes of wall and partition blocks of autoclaved aerated concrete production in the technological cycle on the example of Glavbashstroy LLC. It was determined that the undercut layer of autoclaved aerated concrete formed in the main production, which requires recycling, can be used as a filler after pre-drying and crushing. There is no significant decrease in quality characteristics, but due to the little-studied nature of the products obtained under operating conditions, it is recommended to use them in non-responsible structures of buildings or partitions. The technical and economic analysis carried out in the work shows that the implementation of the wastes recycling project in the conditions of Glavbashstroy LLC does not require significant capital expenditures, the enterprise has the possibility to implement such a solution. The risks of project implementation are within the limits of strategic and operational planning. The material consumption of manufactured products is reduced by 1.8 %. The necessary changes in the technological line will require additional labor resources; therefore, the cost of production does not increase in the long term, the profitability of the enterprise remains at a sufficient level.

ASSESSMENT OF IMPACT FACTORS AFFECTING ENTERPRISE PERFORMANCE IN THE UKRAINIAN BUILDING CONSTRUCTION SECTOR

Abstract. This research focuses on the current state of the Ukrainian construction industry. Part of the aim of the study is to evaluate progress in the construction economy through analysing both the GDP dynamics in the construction industry and overall country’s GDP. The authors prove that both Ukraine’s overall GDP and the GDP of the construction industry tended to increase in 2015—2017, however, the fluctuation observed in the share of construction industry in the GDP structure was insignificant. It has been determined that the construction industry performance is preconditioned by the country’s economic development and, on the other hand, they influence the development and potential of enterprises that belong to other industries. The study examines performance of the construction industry enterprises’ activities. Despite an increase in the economic indicators that have been observed over past few years, these activities are unprofitable. 2018 witnessed a decline in the index of construction products in general as well as of several their types. It has been established that the development of construction industry and its condition depend on various factors, the influence of which is a result of interaction between economic, market, technological, political and social processes. The volumes and structure of capital investments in construction have been estimated. The study has proved that investment volume is a significant external factor, through which the enterprises of the construction industry are financed. The economic factors and their influence on volumes of executed construction works have been investigated; the importance of considering the specific features of the industry while studying the degree of impact exercised by the factors, is justified. The directions in which the efficiency of the construction enterprises’ activities should expand are studied; besides, ways of overcoming major problems in the branch are described. Human capital as a factor of development of innovative activity of construction industry enterprises

As practice shows, qualified personnel is the human capital of the organization, which allows you to improve the scientific and technical capabilities of the company, and therefore its innovative potential. The purpose of the scientific article is to study the main approaches to the definition of human capital and its role in the development of innovative activities of enterprises in the construction industry at the present stage. The authors identified the fundamental provisions and trends of scientific research in the field of human capital. On the one hand, human capital is an integral part of intellectual capital, and is a kind of intangible asset of the enterprise. On the other hand, increasing the level of intellectual potential of an enterprise is possible only with the development of human capital. The paper proves that an important factor influencing the development of innovative activities of construction industry enterprises at the present stage is the level of staff qualification. To implement measures of personnel policy of construction industry enterprises (improving the professional level of personnel, employee satisfaction, reducing staff turnover, etc.), it is advisable to monitor such basic indicators of scientific and technical training of personnel as the share of employees with higher education, the share of employees engaged in research and development (RDA), the share of costs for professional development and training of employees, the share of costs for remuneration of employees engaged in RDA, etc.

Special economic zones and the role of construction industry enterprises in their creation

The article discusses the creation of special economic zones on the territory of the Russian Federation within the framework of the existing legislation. A refined methodology for assessing the effectiveness of the functioning of special economic zones is proposed, taking into account the leading role of enterprises in the construction industry, as an important city-forming component. A stage-by-stage justification of the creation of a special economic zone on the territory of the Irkutsk region was carried out. The concept of the special status of an economic zone has been clarified in relation to the real economic situation. In accordance with the current legislation, the role of enterprises in the construction industry in the creation and assessment of the effectiveness of the functioning of special economic zones of a technology-innovative type has been substantiated. The criteria for assessing the effectiveness of the functioning of a special economic zone have been determined. It is shown that the leading role in the creation of special economic zones on the territory of the Russian Federation belongs to the enterprises of the construction industry.

Does a National Innovation System Encourage Sustainability? Lessons from the Construction Industry in Serbia

Influences from the modern business environment indicate the need for the incorporation of sustainability concepts from an innovation system perspective. In the presented research, we emphasize the energy efficiency concept within the frame of sustainability and innovation. The aim of this research was to underline and explore the relationships between innovation, energy efficiency, and sustainability in the construction industry. To answer the research questions, a questionnaire was created to explore the impact of the energy efficiency certification process on the innovation behavior of construction industry enterprises in Serbia. The results show that energy efficiency has supported innovation, and that there exists a relationship between sustainability and innovativeness in the construction industry. Applying energy efficiency passports has influenced the co-operation of enterprises in the construction sector and other actors in the national innovation system in Serbia. The innovation concept demonstrates that enterprises in the construction industry should be observed as a part of the wider picture—the national innovation system. In turn, the specific context of a particular national innovation system should be seen within the wider picture of national innovation systems of Central and Eastern European Countries (CEECs).

Conceptual Modeling of Construction Industry Enterprises Management Under Conditions of Economic Instability

The present article addresses the problems of effective management of building contractors under conditions of economic instability. The issue of sustainable development of enterprises is of particular relevance in the aftermath of the global financial and economic crisis, that has hit the world economy and has led to a significant deterioration of the key indicators o global economy, to declining trust in markets sustainable, in solvency of enterprises or even in suitability of economic systems around the world. One of the main reasons for this situation was the inefficient activities of the large enterprises, which assumed excessive risks in core activities, and after that they have hidden their failed results. The transition of the Russian Federation to a market economy has demanded from domestic economic science to review basic provisions of the concept of construction industry enterprises management. This is due to the fact that the unpredictability of rapid changes in the economic environment appeared and is growing at both micro and macro-level of fast-growing market. This resulted in an objective need to develop appropriate management methods for construction companies in conditions of instability and uncertainty engendered by the unpredictable changes of modern market. Complexity and uncertainty of the given problem have led to multifaceted research associated with development of management methods for the complex for socio-economic facilities in conditions of uncertainty of global economics.

The system of dust cleaning at the enterprises of the construction industry is considered, in particular, at the production of granulated glass ceramic foam. The analysis of the work of construction industry enterprises and their harmful emissions. The applied methods of protecting working areas from dust, their effectiveness and the need for their use in various industries have been studied. It is proposed to make changes to the dust cleaning system used in the production of granulated glass ceramic foam. To increase the degree of cleaning, it is proposed to install a Venturi scrubber instead of a cyclone.

Assessment of the concentration and properties of dust in emissions into atmospheric air from the sources of the workshop for the aerated concrete structures production

Improving the environmental safety of manufacturing enterprises in construction industry remains an urgent task today. The need to expand the research in this area is dictated by a wide range of industrial enterprises, a range of products, as well as the varieties of bulk raw materials used in the manufacturing process. Exceeding the maximum permissible values for the content of fine dust PM10 and PM2,5 in the atmospheric air, both on the territory of industrial sites and on the borders of sanitary protection zones, is due to the ineffective operation of the existing dust cleaning systems. Analysis of the dispersed composition of dust in emissions from the construction industry, as well as the study of dust properties depending on the type of enterprise, raw materials used, the characteristics of technological operations, are the basis for the development of measures optimal for a particular production to reduce dust emissions, improve the environmental situation in general.

The article reveals the system characteristics of economic insolvency in the construction complex, its essence as a process, and its functional components. The main models of the course of economic insolvency of construction industry enterprises are formed, the process of insolvency is structured, including both the stages of economic and the stages of institutional regulation. This analysis contributes to the improvement of the mechanism for managing economic insolvency, makes it more effective and allows optimizing the functioning and development of the national economy by reducing the number of economically insolvent enterprises in the construction industry, reducing economic and investment risks and strengthening financial discipline.

Comprehensive assessment of the dust environment at the construction industry enterprises

Most technological lines for the production of building materials, products and structures are accompanied by dustemission at almost all stages of their production. In the absence or imperfection of aspiration systems, the concentration of dust in the working area air can be many times higher than the standard values. In this case, unfavorable working conditions are most often caused by an increased concentration of dust in the air of industrial premises. Assessment of the dust environment at industrial enterprises, as a rule, is understood as the study of air in working areas, the power of dust emissions into the atmosphere, as well as the efficiency of dust cleaning devices [1].

Management of the innovative activity of the enterprises in investment-based construction industry

The study is devoted to scientific provisions and principles of economic development of construction organizations in modern conditions. Based on the study of the theory of economic development, a retrospective analysis of the cyclical nature of construction production, the main factors and directions of their interaction are systematized. Economic and mathematical modeling of the real economic development of construction production was carried out. New approaches to assessing and ensuring the effective functioning of construction organizations are proposed, including substantiation of the target setting of the organization's activities, classification of factor space multidimensional statistical analysis, determination of the optimal ratios of the main technical and economic indicators that ensure the financial and economic stability of construction organizations. The developed models of innovative development of a construction organization are based on increasing the level of total resource productivity. It has been proven that there is a close relationship between the level of economic development and the financial sustainability of a construction organization. An increase in the level of innovative activity in construction production leads to an increase in the financial strength of the organization. The revealed relationship gave the basis to form an algorithm for managing the innovative development of a construction organization on the basis of structure regulation of production costs. The forms and methods of stimulating the economic growth of construction organizations have been substantiated, which consist in improving the system of relations between the participants in the investment process being a significant reserve for economic growth.

ЖИВУЧЕСТЬ СБОРНО-МОНОЛИТНОЙ КОНСТРУКТИВНОЙ СИСТЕМЫ ГРАЖДАНСКИХ ЗДАНИЙ ПРИ ОСОБЫХ АВАРИЙНЫХ ВОЗДЕЙСТВИЯХ

The paper obtained and analyzed the results of a numerical analysis of the survivability of a new industrial structural system of residential and public buildings that meets modern requirements for protection against progressive collapse, improved space-planning, architectural and thermal protection solutions. The presence of a significant number of enterprises with technological lines for the production of structures for large-panel housing construction and their market share, combined with a number of disadvantages of the applied technical and space-planning solutions, indicates the need to modernize these enterprises in order to produce products that meet modern requirements. The purpose of this study was to qualitatively and quantitatively study the parameters of the stress-strain state of the industrial structural system of civil buildings proposed by the authors with increased resistance to progressive collapse, the production of which would not require expensive modernization of the construction industry enterprises. On the basis of multi-level design schemes, an algorithm for calculating such a system for a special emergency effect is proposed. Numerical studies have established the compliance of the developed structural system with the requirements of a special limiting state under design loads and emergency effects caused by the sudden removal of a vertical load-bearing element.

The intellectual component of the business of the construction industry enterprises

At present, the issues of interrelation and mutual influence of the results of intellectual activity on the final results of the functioning of an enterprise are becoming more and more current, since the world community demonstrates the colossal growth and progressive development of enterprises of various industries using intellectual levers. Russian enterprises also strive to improve the efficiency of the qualitative and quantitative indicators of their companies’ activities, but at the same time use mainly material resources, which reduces the efficiency of resulting indicators. The article examines the indicators of the dynamics of economy and innovative development of the Russian Federation, presents the level of innovative activity of organizations in the period 2017-2019. The authors calculated the indicator of J. Tobin, which reflects the value of the intellectual capital of enterprises in the construction industry. The study showed that all the enterprises under consideration have intellectual capital, to a greater or lesser extent, however, its competent use and effective management are decisive in improving the efficiency of an enterprise.

INFORMATION SUPPORT OPTIMIZATION OF THE AUDIT OF THE ECONOMIC SECURITY SYSTEM IN CONSTRUCTION INDUSTRY ENTERPRISES

The article is devoted to the study of the information support optimization for the audit of the economic security system in construction industry enterprises. The purpose of this article is to provide recommendations for information support optimizing of the audit of the economic security system in the construction industry enterprises, depending on the functional components of such a system. Research methodology: methods of comparison, analysis and synthesis are used to achieve this goal. The article highlights the debatable issues of interpretation of the definition of "information support of the audit of the economic security system." The classification of components of information support by content is considered, the problems of information support in the normative-legal aspect and by objects of audit of the system of economic security, depending on its functional components are revealed. The result of the study is the construction of an optimal system of information support to meet the needs of users in the management process.

CONCEPTUAL SCHEME OF ENVIRONMENTAL SAFETY OF URBAN AREAS ADJACENT TO THE FACILITIES OF THE CONSTRUCTION INDUSTRY

The existing approaches to assessing the environmental safety of territories located near construction industry enterprises are analyzed: cement plants, factories for the production of concrete and reinforced concrete structures. Threats to the ecological safety of built-up landscape that adjoin them have been identified. A structural and logical scheme of means to ensure the environmental safety of construction industry facilities and adjacent territories has been developed. It includes monitoring the state of the main components of the physical environment (soils, atmosphere and hydrosphere), assessing threats to the safety of urban residential areas and a system of organizational, technical, managerial and engineering solutions. A conceptual scheme for the environmental safety of urban areas adjacent to factories has been developed, based on the interaction of such main components as scientific substantiation of anthropogenic loads, monitoring of the environment, conservation of landscape and biological diversity, greening of economic activities, provision of environmental services and recreational activities in adjacent areas. The improvement of construction industry innovative potential through the creation of a cluster

The study is devoted to the analysis of the innovative potential of enterprises in the construction industry. The creation of an effective cluster increases the country’s innovative potential, as well as the economic indicators of production activity of the construction industry enterprises. The investment and construction cluster will help to create the competitive advantages that the construction industry enterprises involved into it have. The study considers stages and principles of the investment and construction cluster formation. We propose an algorithm for assessing the innovative potential of the investment and construction cluster based on the results of a SWOT analysis. The study assesses the innovative potential of the investment and construction cluster. Based on multiple correlation and regression analysis, we developed an equation for the dependence of the gross regional product on the system of indicators characterizing the innovation activity of the investment and construction cluster.
