Unbearable Lightness of Undefined Diaspora: The Meaning of Turkish Descendants

The concept of Turkish diaspora, which is frequently being used in political, bureaucratic and academic life in Turkey, is getting more attention in its foreign policy. However, despite the growing interest in this issue, the debate about what Turkish diaspora means is still unresolved and in particular, who are its subjects remains unclear. Such an ambiguous use of the term Turkish diaspora manifests itself most clearly in the concept of fellow descendants. Fellow descendants, an important and problematic subject of the Turkish diaspora, goes beyond the concept of “Turk” outlined in the Constitution of Turkey, for it has been included in a legal and political framework based on ethnicity. As in the case of fellow descendant, of utmost importance is academic research on social structures that can be considered as the subject of Turkish diaspora.

Bodies in alliance: rethinking cultural and economic logics of social media celebrity constitution in Turkey’s new media ecosystem

ABSTRACT This article examines the cultural and economic logics of social media celebrity constitution under the contemporary conditions of advanced capitalism. Although the past two decades have witnessed a great deal of interest in the constitution of social media celebrities in the new media ecosystem, little research directly deals with the constitution of this kind of ‘statue’ and contemporary capitalism nexus. In this sense, the present article, through the lens of immaterial labour theory, will focus on the following research question: how are Turkey’s economic and political transitions reflected in the new media ecosystem, especially within the rising concept of neoliberal individualism? By taking up this question, this article will regard the cultural and economic logics of social media celebrities as immaterial labour and evaluate their role in the new media ecosystem by regarding Turkish YouTubers as its case study. This study argues that the constitution of social media celebrity and contemporary capitalism’s commodification logic are strongly tied to each other. The present study has found that the constitution of social media celebrity under the contemporary conditions of capitalism is reproduced by the macro transformation process into a new media ecosystem, especially in the case of Turkish YouTubers.

HUKUKI AILE KARARNAMESI: Reformasi dan Konstitusionalisasi Hukum Keluarga Islam di Turki

This research focused to the study about Hukuki Aile Kararmnamesi (HAK) in the historical aspect which is specialized to answer several main problems about background, characteristic of the fiqh thought, implementation as a legal constitution in Turkey, the methods of codification, and its role and existence between legislation of the family secular law in the early modern state of Turkey. The researcher use a historical analysis approach as method to describe the result of this research. The result of this research were: (1) The background of the codification of Islamic Family Law in Turkey is a condition of the Ottoman empire which had reformation in the law field in the Sultan Abdul Hamid period. Cause of the reformation of law is a pressure to the modernization and secularization by West states to the countries under Ottoman’s authority. Afterwards, the universal, unbounded to the one or more of mazhab thoughts, and realistic maybe can be mentioned as the characteristic of the HAK book; (2) The method of codification is Talfiq method. It is using several opinions from the muslem scholars in the difference sects, then choose one of the most relevan opinion of law which is needed by the citizen; and (3) Untill now the book (HAK) still implementated by the moslem society in the modern state of Turkey together with the legislation of The Civil Code, a secular family law as substitute of this book since the year 1926 ago.

22. Yasama Dönemi’nin (2002-2007) Ardından, Yasama Bağışıklıkları Konusu

Yasama bağışıklıkları, 1982 Anayasası’nın kabulünden bugüne tartışılan bir konudur. Parlamento üyelerine tanınan bağışıklıkların amacı, milletvekillerinin yasama çalışmalarını yerine getirirken herhangi bir baskı altında kalmalarını önlemektir. Bağışıklıklar, Batı demokrasilerinin tümünde anayasal ya da yasal düzenlemelere konu olmuştur. Bu ülkeler, bağışıklıkların asıl amacına, yani parlamento üyelerinin baskı altında kalmadan ve yasama etkinliği sırasında bir engelle karşılaşmadan, görevlerini özgürce yerine getirebilmelerini sağlamaya yönelik düzenlemeler yapmıştır. Türkiye’deki sorun, kürsü dokunulmazlığı olarak da adlandırılan ve Batı’da neredeyse mutlak olan sorumsuzluk tam sağlanamazken, çok sınırlı olması gereken dokunulmazlığın gereğinden fazla tanınmış olmasıdır. Bu durum da, yasa karşısında eşitlik ilkesinden verilen, kamu yararını da aşan bir ödün olması bakımından haklı olarak eleştirilmektedir. İşte Türkiye’de, Anayasa’nın 83. maddesine yönelik yapılacak bir anayasa değişikliği, gereğinden fazla kalın olan dokunulmazlık zırhının törpülenmesi ve sorumsuzluğun da tam olarak sağlanması amaçlarına yönelik olmalıdır.

1937 - [ls lt] The Last Moment of Etatism[?]: The Reflections of the Policy of Etatism in the Media, Vakit and Aksam Newspapers

In general, the years between 1929-1939 could be labelled as the terms in which the etatist policy was accepted and also strongly deliberated as one of the main policies of new Turkish Republic. The main question in the article could be whether the year 1937 was the turning point to leave the etatist policies althoug it was contained by 1924 Constitution of Turkey. In this respect, more precisely, the position of the etatist policy will be analyzed in the 1930s in general as well as in the main political, economic and social events reflected by two main newspapers in Turkey, Vakit and Aksam in the year 1937.
