Usability Profiling of Enterprise Validation Matrices, Metaphors and Methodologies

The evolution of Enterprise Architecture modeling techniques need for integration of models with other Information Systems collaborations require a methodology that ensures that the heterogeneous models can be validated for their coherence andcongruity with common business motivation. However, a major challenge that impedes this requirement is that the more EAFmodeling tools and methodologies are broadened, the more complex it tends to become as the tools strive to satisfy all necessaryaspects of the enterprise identified collectively. Many enterprises that have adopted a mix and match methodologies are facedwith the issue of models consolidation resulting from inconsistent and heterogeneous modeling artifacts over a spuriousframework that needs validation. This article seeks to review the composition and capabilities of existing EA validation techniquesand to recommend a surrogate innovative approach that addresses specifically model validation. SOCIAL AND LEGAL PROTECTION OF ORPHAN CHILDREN AND CHILDREN DEPRIVED OF PARENTAL CARE

This article is devoted to the study of the social and legal protection of orphans and children deprived of parental care in Ukraine and other countries of the world. The authors revealed the concept, nature, regulatory framework, types of bodies, state financial support, and directions of improving the protection of orphans and children deprived of parental care. It was emphasized that the social and legal support for the protection of the rights of orphans and children deprived of parental care in Ukraine needs to be further improved due to the issues of legislative consolidation and their practical implementation. According to our study, we conducted a statistical analysis of the number of orphans and children deprived of parental care, as well as of persons receiving retirement benefits. A number of scientific studies have been analyzed by scholars in the field of social assistance, labor law, and other jurisprudence related to retirement loss. Among the main areas of improvement, it was decided to amend the current legislation of Ukraine on the delimitation of the mediation activities regarding the adoption and professional activity of teachers and patron educators. Accordingly, recommendations were made regarding the possibility of establishing orphanages or foster homes, abandoning the system of general-type orphanages, and improving the conditions for the provision of foster care to a child. It was also proposed to create a legal framework that would regulate financial assistance for families with children and by improving the funding of regions, their programs, and strategies, and improving their financial situation. These regulatory issues have been analyzed with the addition of practical research from other scholars and jurisprudence. Ways of their solution and improvement of the current legislation have been adopted and developed on the basis of a thorough analysis of the legislation of the European Union countries. Preparation and Audit of Consolidated Statements in Belarus: Status, Problems, Prospects

[full article, abstract in English]
 The study purpose is development of a methodology for preparation of consolidated financial statements in the context of harmonization of the national system of accounting and preparation of statements with IFRS norms and principles. Study objectives: a) analysis of normative legal acts governing the preparation of consolidated financial statements in Belarus; b) identification of problematic issues arising during preparation of consolidated financial statements in accordance with the national legislation; c) development of specific proposals for improving the methodology for preparation of consolidated statements; d) analysis of the practice of audit of consolidated financial statements prepared in accordance with the national legislation and IFRS. In order to achieve tasks assigned, the author analyzes national normative legal acts that regulate the preparation of consolidated financial statements, examines specific consolidation mechanisms that raise questions among authors of statements, identifies approaches to resolving problematic consolidation issues, identifies reasons that prevent the preparation of reliable statements, as well as reasons for their non-preparation. Investigation of issues related to preparation of consolidated statements is linked to problematic issues of audit of such statements. The conclusion includes proposals for improvement of organization and clarification of the methodology for preparation of consolidated statements, as well as proposals for amending the legislation on audit activities on issues related to the audit of consolidated accounting statements.

Issues of Consolidation of Modern Society in the Context of Traditional Risks and Eurasian Integration

This article discusses the current approaches to the search for forms of consolidation of the modern Russian society in the context of Eurasian integration. Understand the political, socio-economic, legal and civilized Russia risks negative consequences of risks, especially in the spiritual and moral sphere, law and legislation. The rationale for the conclusion that the minimization of negative consequences of risks is possible through the participation of entities of Eurasian integration and all the Slavic world in the creation of the Union State as State form of Russian (Slavic) civilization.

An optimization of virtual machine selection and placement by using memory content similarity for server consolidation in cloud

Optimizing the virtual machine (VM) migration is an important issue of server consolidation in the cloud data center. By leveraging the content similarity among the memory of VMs, the time and the amount of transferred data in VM migration, as well as the pressure of network traffic, can be reduced. There are two problems in server consolidation: (1) determining which VMs should be migrated from the overloaded hosts (VM selection problem) and (2) how to place these VMs to the destination hosts (VM placement problem). By exploiting the content similarity, we redefine the above two problems into one problem to minimize the transferred memory data in VM migration. Given a fixed host overloaded threshold, an approximation algorithm is proposed to solve the problem with one overloaded host and one destination host. For the case of multiple overloaded hosts and destination hosts, two heuristic algorithms are presented with fixed and dynamic overloaded threshold respectively. We conduct a real workload trace based simulation to evaluate the performance of our algorithms. The result shows that our algorithms can produce fewer transferred VM memory data and consume less energy than existing policies.

How political trust matters in emergent democracies: evidence from East and Southeast Asia

AbstractHow does political trust affect the competing pressures of policy versus political performance in emergent democracies? Studies suggest that political trust buffers against these pressures, but empirical evidence is lacking in regard to if or how, given the focus in the literature on mature democracies where democratic institutions and practices are unlikely to be upended by either policy or political underperformance. However, in emergent democracies where the risks of democratic reversal loom large, the distinction is highly relevant. This article investigates how political trust matters in emergent democracies, specifically, if political trust buffers against public pressures, and whether it is system-directed versus incumbent-directed, for East and Southeast Asia. The evidence from multiple waves of survey data provides three useful insights: first, it shows that political trust supersedes economic expectations in support for the democratising system; this supports political trust as a buffer for the political system and is system-directed. Second, political trust goes hand-in-hand with economic performance to explain support for the incumbent government. This finding clarifies that political trust does not buffer the government against public pressure for performance. Third, taken together, the results show that economic growth may keep a government in office but institution-building leads to political trust that undergirds the political system, so that institution-building is a priority for stability in emergent democracies. These results expand the political trust literature to underpin democratic progression and consolidation issues that are unique to emergent democracies.

Seismic performance of self-consolidating concrete bridge columns

The high amount of confining lateral steel required by seismic design provisions for rectangular bridge columns can cause steel congestion which may hinder the placement of conventional concrete (CC). Self-consolidating concrete (SCC) eliminates or reduces concrete placement and consolidation issues; however, there is limited data on the seismic performance of SCC bridge columns. This study encompassed experimental investigations to assess the stress-strain relationships of SCC mixes and the seismic performance of rectangular SCC bridge columns. SCC and CC rectangular columns were tested. Experimental results showed that the strain at strength and the ultimate strain of SCC are higher than those of CC, while concrete ductility and the elastic modulus of SCC are lower than those of CC. Experimental results of the column tests showed that the use of SCC reduces displacement ductility and energy dissipation but increases drift ratio at failure. The SCC column performance under inelastic cyclic lateral loading was found to be satisfactory and comparable to that of CC columns.

The article deals with the professional competence and managerial role of the leader in the field of execution of punishment. The main features of the professional competence of the leader in the conditions of the reform of the criminal-executive service are developed. Taking into account the specifics of the appointment and needs of the head of the penitentiary system, the main positions regarding his professional competence are determined.

Energy-efficient VM-placement in cloud data center

Employing cloud computing to acquire the benefit of cloud by optimizing various parameters that meet changing demands is a challenging task. The optimal mapping of tasks to virtual machines (VMs) and VMs to physical machines (PMs) (known as VM placement) problem are necessary for advancing energy consumption and resource utilization. High heterogeneity of tasks as well as resources, great dynamism and virtualization make the consolidation issue more complicated in the cloud computing system. In this paper, a complete mapping (i.e., task VM and VM to PM) algorithm is proposed. The tasks are classified according to their resource requirement and then searching for the appropriate VM and again searching for the appropriate PM where the selected VM can be deployed. The proposed algorithm reduces the energy consumption by depreciating the number of active PMs, while also minimizes the makespan and task rejection rate. We have evaluated our proposed approach in CloudSim simulator, and the results demonstrate the effectiveness of the proposed algorithm over some existing standard algorithms.

Some issues of consolidation of the Ukrainian nation are considered. The peculiarity of postcolonial discourse is the study of new types of cultural and social identities, issues of self-conceptualization, and the legitimization of local narratives as national ones. It is known that the phenomenon of collective identity has attracted the attention of many researchers and is actively debated in various social and humanitarian discourses. Foreign science studies this phenomenon mainly according to sociocultural anthropology, sociology and psychology from various theoretical and methodological positions (Z. Freud, E. Erickson, K. Jung, B. Anderson, M. Barrett, S. Bauman, F. Bart, E. Gellner, R. Jenkins, H. Kon, B. Connor, B. Lukman, D. Matteson, A. Melutchchi, J. G. Mead, M. Mead, K. Moscovichi, E. Smith, G. Tejfel, J. Turner, J. Habermas, S. Huntington, etc.). In Russian and Ukrainian science, identity is studied within the framework of philosophy, political science, sociology, cultural studies, and psychology. The author extrapolated the Ericksonian term "identity" to the concept of "national identity". The components of this concept are analyzed, the interconnection of the components is searched and directions of consolidation of Ukrainians are offered. The emphasis is made on the fact that the level of their morality, synthesized from the various feelings inherited from their predecessors during many centuries of existence of the Ukrainian people on the lands of modern Ukraine, should be considered a special feature of Ukrainian national identity. Historical facts of the formation of the modern Ukrainian people prove the immutability of his desire for freedom, justice, dedication to their ideals, on which the modern society is based and around which consolidation of the people of Ukraine is possible. It is noted that, speaking of the uniqueness of the Ukrainian nation, one should mention its ideological principles, which allowed Ukrainians to defend their interests and protect the values on which national identity is based. It is emphasized that understanding the essence and ways of any consolidation is based on the natural physical laws of the existence of matter, of the world - this should be taken into account in the process of achieving the goal.

System analysis and contributions to the consolidation under exploitation of surface elements

In the presented paper are analyzed rehabilitation problems of surface plane elements under exploitation. The aspects discussed will consist a solid recommendation for the design practice. The complexity of the consolidation issue of slabs under exploitation derives from the large number of parameters which define the initial situation and imposes the adoption of an optimal rehabilitation solution. The research objective is an analysis of the stiffness effect and the position of consolidated elements on the stress strain state under loads of slabs. The modelling focuses on an existing situation which consists of a continuous reinforced concrete slab supported on steel beams. Beam stiffnesses significantly influences the stresses in the slab. Inadequate values of these stiffnesses which are a consequence of the design process or execution errors and the need to increase the load capacity of the slab require the slab consolidation. The analysis process involves choosing the appropriate position and an adequate rigidity of the consolidated system. Its efficiency and implicitly the effect of the stress state on the consolidated element have a major significance.

Alternation and Democratic Quality in Mexico: A Fuzzy Relationship

The democratization process initiated in 70's in Latin America was strengthened during 80's, which reveals difficulties across the political system. Political change, defined as change in succeeding parties, does not have the expected effects in the American continent as in European transitions, (O´Donnell and Schmitter: 1988). In the 70's and 80's, the continental countries—positively viewed by the Latin American countries—began their transition to democracy. However, over the years it was demonstrated that representative democracy does not necessarily imply democratic quality (Morlino: 2005) and the transition can have many outcomes. The question is: Why is democratic consolidation more complicated in a Latin American country? With respect to Mexico, after alternating in 2000, academic discussion has focused on the issue of democratic consolidation; however, electoral results in 2006 marked the turning point about the political direction. The increasing discontent, distrust and questioning to Federal Electoral Institute was demonstrated again in regular elections of 2012, where results were seen by many people as a setback. In consequence, the return of the Institutional Revolutionary Party has captured the attention of both political actors and scholars, and it has put into question the issue of democratic consolidation. So the main objective of this panel is to assemble a discussion from different perspectives about the Mexican transition, based, by one side, in the relationship between actors and institutions as agents of political change, and by the other, in the effects contrasted with the elements that determine the construction of a democracy of quality.

The Aspect of Psycho-Social of the Children Framing at the Teaching Overindulge

The key research problem in this regard is familiarizing with the causes and motives of engaging children at work; and knowing the factors influencing in spreading this occurrence which is of a large extent and very concerning, for the fact that this occurrence is being increased every day more and more. The occurrence of studying these issues and familiarizing with the circumstances, also the impellent and motivating factors in this aspect, has affected the change of this situation to a large extent. The reason to choose this topic for research among others is the study method of this issue, since it is one of the most spread problems among children nowadays, because a number of them perform heavy duties and with destructive measures for their health as in the psychic aspect and also in that emotional one, but also in the bad construction of the child’s personality.However,on the occasion of knowing and studying of these circumstances today, we primarily have a better awareness as in this cases to the parents-family, social-cultural environment and also the society in general. Our research problem in this case will be “causes and motives of engaging children at work”. This will be our research focus in this regard. This topic will have an extremely positive impact due to the fact that we have chosen a very important topic which has a good theme of the study aspect, and among others it will contribute to the issue of consolidation and strengthening of the literature in this topic. Further analyses on this issue of exposing the problem about the causes and motivating children for work, and among others this topic is interrelated to my everyday work and this is why it arouse even greater interest on this issue, for getting familiar and studying these causes and consequences on engaging children in performing heavy and different works, where such an issue is prohibited by the international conventions.

IMPROVED MIGRATION STRATEGY USING ENERGY AWARE FAULT TOLERANCE CHECKPOINTING

Server co-solidification and fault tolerance is one of the strategies to decrease the general resource utilization in the data centers other than different equipment and programming highlights. All such techniques provide energy efficient mechanism during allocation and reallocation of cloudlets to virtual machines. Virtualization techniques (VT) have made this possible with the assistance of different hypervisors responsible for creating virtual machines (VMs). Combining approaches for energy optimization along with fault tolerance, there are different parameters that should be tossed light into including execution, SLA (Service Level Agreement), CPU-I/O connection and so forth. Live migration of VM is the key to combining the servers without ceasing them in this manner with close to zero downtime for the frameworks. Unreasonable combination causes execution corruption which has extreme effect on the QoS (Quality of Service) of the application that are running in that condition. VM allotment and position are the principle issues in consolidation. Fault tolerance in proposed methodology is achieved through checkpoint with write through approach. The execution and energy consumption tradeoffs have been talked about in view of Greedy heuristics. At last the results are given a throw in terms of temperature, energy consumption, downtime and migration time.

Land fragmentation in Ukraine: agricultural land-use management and jurisprudence issues

Land parcels fragmentation problem in different agriclimatic zones of Ukraine is reviewed; general pattern, as well as regional specific is outlined. Land management of fragmented parcels in agricultural use is discussed, including land ownership and jurisprudence issues of land consolidation. Three key plots were chosen to analyze issues of land fragmentation, geospatial data shown demonstrate need for land consolidation to optimize agricultural land-use of such territories. Specificity fragmentation of land for agricultural companies, located in the mountainous regions of Ukraine, is noted. Gaps in the legal regulation of relation connected with land fragmentation were disclosed. Problems of land inheritance in the context of fragmentation, exchange of land resources as a tool for effective functioning of land market, the small and medium producers, economic development and agriculture in general; the creation of a land bank is regarded as a factor in reducing fragmentation of land were examined.

Tiebout in the Country: The Inevitable Politics of Rural School Consolidation

This article explains why school consolidation issues are especially difficult in rural America. Consolidation is most appropriate when adjacent districts have similar preferences for taxation and spending on schools. In that case, economies of scale can be reaped without interfering much with resident preferences on taxes and school quality. In urban areas, residents signal these preferences by moving into (or out of) school districts that match their preferences, a process known as Tiebout sorting. As a result, school consolidation decisions can be based on good information about resident preferences. The basic claim of this article is that Tiebout sorting works much less well in rural areas for a variety of reasons. This means that consolidation decisions are based on thinner information; consequently, school consolidation is more contentious and in rural America. The article then argues that, given this situation, a Legislature interested in exploring rural school consolidation would do well to consider using legal and political processes that would enhance the ability of residents to express and record their preferences. Newer forms of political engagement that call on modern technology are available to do this and they may be effective in this context given the size and level of interest of the groups involved.

Serbia: Two years of fiscal consolidation: Results and medium-term sustainability issues

Fiscal consolidation in Serbia was based on a comprehensive, multiyear program built on broad-based expenditure cuts, better revenue performance, and related structural reforms and pro-growth policies. During the first two year of implementation the actual fiscal performance substantially exceeded the original and revised deficit targets set in the IMF supported three-year precautionary program. In 2015, the actual deficit (3.7 percent of GDP) exceeded program target by 2.2 percentage points. In 2016 the implementation performance further improved as the actual deficit (1.36 percent of GDP) was 2.6 percentage points better than the plan. The result implies a 4.4 percentage point structural deficit adjustment which exceeds the program target one year ahead of schedule. In this, revenues contribute 3.5 percentage points, public wages 1.0, pensions 0.6 and reversals of structural expenditure savings take away -0.7. The program had a beneficial impact on economic growth. The economy bottomed-out in the third quarter and started recovering in late 2014-early 2015 leading to a positive 0.8 percent growth for the entire year. The growth further recovered in 2016 (+2.8 percent) and is expected to reach 3 percent in 2017 and stabilize at 3.5 percent annually thereafter. With this performance Serbia may become a case of 'expansionary austerity' which demonstrates that fiscal consolidation programs designed in line with sound principles and synchronized with key structural reforms and pro-growth policies can generate growth. Carefully selected expenditure cuts combined with pro-growth revenue collection efforts can have expansionary effect on growth even under most difficult circumstances The political economy issues of fiscal consolidation and structural reforms gain increasing importance in the last year of the program, two months ahead of presidential elections. Fresh thinking is needed to demonstrate that the completion of difficult reforms is a win-win for all, and most everybody loses if reforms are stalled or abandoned.

The article says that young people, starting with kindergarten, school, higher education institution, along with their mentor mentors, should deal with the issues of consolidation of Ukrainians. By the way, uniting Ukrainians, for whom the unresolved war with Russia is a big problem, there is a falsification of real facts in mass media, changing worldview, vital values and judgments is rather difficult. After the restoration of Ukraine's independence, the issue of the dissemination of truthful information about Ukraine and Ukrainians around the world became very relevant, which directly involves the Ukrainian Ukrainian Civic Congress (UCU), whose activities help to bring the full political, social, economic and other aspects to the Ukrainian and world community. the life of the Ukrainian diaspora and the Ukrainian state. I think that the most important thing in this issue is the formation of a national identity. I set myself before the goal to find out how the world can influence or help a person who does not realize which national group she belongs to. What does she know about her own historical territory, does she owns and uses the language of the state of Ukraine, which (its) citizen considers himself ... Not the formation of a national identity leads to a threat to the national security of the state - the layered society, the low level of culture and political culture (it prompts buckwheat), separatism intensifies, civil society is not seriously formed or in any way formed ... Returning to the main task of the UWC - the preservation of the national identity of Ukrainians, we must emphasize that this is the support and development of Ukrainian culture, the protection of the rights and interests of Ukrainians both in the diaspora and in Ukraine, the coordination of the international ties of their constituent organizations that support and develop Ukraine's national identity, spirituality, language, culture and heritage of Ukrainians around the world. The UWC assists in the development of public life of Ukrainians in the countries where they live, and also strengthens the positive attitude towards Ukrainians and the Ukrainian state and protects the rights of Ukrainians, regardless of their place of residence, in accordance with the Universal Declaration of Human Rights. So the article is intended for educators in the first place. To sum up, it should be noted that the formation of a national identity is one of the main tasks of the Ukrainian state at the present stage. To implement it, it is necessary to actualize the efforts of educators of all levels and non-governmental organizations in the field of public and, above all, interethnic relations.
