Mega-infrastructure development, tourism sustainability and quality of life assessment at world heritage sites: catering to COVID-19 challenges

PurposeMega-infrastructure development plans pave the way for policies to upgrade the infrastructure, environmental management and different aspects of locals’ well-being. These developmental dynamics can positively affect rural tourism including heritage sites destinations. The quality of life of local people can be linked to this positive developmental change through long-term and sustainable economic revitalization projects. In terms of this process, developing large-scale infrastructure and incorporating tourism sustainability can improve the quality of life-related to different dimensions that are critical to the community's well-being. Therefore, researchers have attempted to address this issue.Design/methodology/approachData were collected between September and October 2020. The study sample size was the residents of Zhabagly village, including Zhabagaly, Abaiyl and 115 Railway settlements. Moreover, the residents were older than 18 years. A systematic random sampling technique was utilised to reach the targeted sample size and the researchers received 243 responses from the locals. Structural equation modelling (SEM) was used for analysis.FindingsThe findings from the structural equation modelling suggest that sustainable tourism increases due to the positive effect of mega-infrastructure development and positively impacts the locals' quality of life. Notably, no direct effect of mega-infrastructure development on quality of life reveals the pivotal role of sustainable tourism. Therefore, during the COVID-19 period, the dimensions of sustainable tourism – economic, market, socio-cultural and environmental – played a role in securing the positive impact of mega-infrastructure development on the locals’ quality of life.Research limitations/implicationsThis research highlighted the fact that when infrastructure projects are implemented to their full potential, they will generate sustainable tourism activities, provide eco-adventure activities, relax, treat signatories and boost the economy of all stakeholders. The study used AMOS to test the hypotheses. Qualitative research methods, including interviews with citizens, government officials and tourism managers, require further study.Practical implicationsThe infrastructural development on a mega-scale means building an upscaling tourism ecosystem. This ecosystem is marked by the availability of drinking water, waste and energy management facilities that support the elevation of living material, community, health, safety and emotional well-being. It reflects the policy-level implications for future Belt and Road initiatives (BRIs). The tourism industry's resilience during COVID-19 has practical lessons for other industries.Originality/valueLarge-scale infrastructure construction must create favourable conditions for the rapid development of tourism. The availability of clean water, waste and energy management facilities contributes to the food production, social cohesion, physical and mental health and general well-being of the ecosystem. This is one of the few studies that used sustainable tourism as a mediator between the impact of large infrastructure projects and their impact on the quality of life of locals during the COVID-19 pandemic. Aksu-Zhabagly, a World Heritage Site in Kazakhstan, was the site of this field study.

Tourism Development Strategy In Improving The Community's Economy

This study aims to see the Berova Beach tourism development strategy in improving the community's economy. The focus of his research is 1) Berov beach tourism development conditions, 2) Berova Coast Tourism Development Impact on Community Economy, and 3) Infrastructure Development Strategies to Support Berova Beach Tourism. In this research, the type of research used is a descriptive qualitative approach. There are two sources of data in this study, namely primary data and secondary data. The data technique was carried out by means of literature study, interviews and observations. The result of this research is that the tourism office of North Kolaka Regency has planned to carry out the processing of Berova Beach tourism in order to have an impact on the socio-economy of the community, such as repairing damaged facilities. For example, swimming pools, docks, and other facilities can increase the attractiveness of tourists to visit Berova beach. By improving facilities and adding new facilities, it will increase the attractiveness of tourists and have a positive impact in increasing the community's economy and regional income in North Kolaka Regency.

Application of Artificial Intelligence-Based Sensor Technology in the Recommendation Model of Cultural Tourism Resources

Aiming at the lack of theoretical basis for the development of cultural tourism resources, an application method of artificial intelligence-based sensor technology in the recommendation model of cultural tourism resources is proposed. Sensor network is an application-based network. Compared with traditional wireless communication network, it has the characteristics of large node scale, self-organized multihop, unattended, and no communication infrastructure. Combined with artificial intelligence sensor technology, this paper attempts to construct an evaluation index system and evaluation model for cultural tourism resources, and uses this model to conduct a comprehensive evaluation of cultural ecotourism resources in the western region. The experimental results show that theEvalue of the evaluation result of cultural tourism resources in the western region is 6.346, which has a good development value. Secondly, from the specific evaluation results of each level, the western region has the highest cultural tourism standard, which has 6.605. Cultural tourism resources, landscape resources, and development conditions scored lower. Among them, cultural tourism resources and landscape resources have the highest score (7.186), and the economic and cultural field has the lowest score (6.092). Among the cultural tourism development conditions, the policy conditions are high (6.823), but the location conditions are very low, only 4.879 points. Therefore, it is found that the model takes cultural tourism landscape resources, cultural tourism environment resources, and cultural tourism development conditions as the content of cultural tourism resources evaluation, which is comprehensive and has strong hierarchy and pertinence; fuzzy comprehensive evaluation method has strong objectivity to determine the weight and the value classification; and weighting evaluation model of cultural tourism resources has rationality and generalizability and can provide a scientific basis for the classification and evaluation of cultural tourism resources and the planning and development of cultural tourism.

Development of Ecologization of Tourism: Experience of Foreign Countries

The article considers the experience of countries that have significant natural potential and pursue an active policy for planning, regulating, supporting, promoting and monitoring ecotourism. The methods of formal-logical, comparative and institutional analysis were used during the research. It is shown that the experience accumulated by different countries in the development of ecotourism testifies both to the specifics of each of the countries and to general approaches harmonized with international recommendations and tasks to create conditions for sustainable development of tourism. Systematic approaches and innovative solutions that exist in different countries can be recommended in the “right decision” format, as they demonstrate how ecotourism can contribute to the achievement of sustainable development goals

Study on the Development Model of the Combination of “Third-Tier” Industrial Heritage and Rural Tourism under the Concept of Urban Image

In order to pay attention to the protection of the third tier industrial heritage, this paper puts forward the protection measures of combining the third tier industrial heritage with tourism based on the concept of urban image. The tourism value of the tertiary industrial heritage is evaluated by using the comprehensive evaluation method. Through the analysis of the tourism value evaluation system combining the three-level industrial heritage and rural tourism in a certain city, the following conclusions are drawn. In the comprehensive evaluation layer, the value of the third tier industrial heritage accounts for the largest weight of 0.5581, indicating that the third tier industrial heritage resources occupy an important position in the third tier industrial heritage tourism value system. Tourism development conditions also account for a large proportion, which explains that while adhering to the principle of third tier industrial heritage protection, we should pay attention to the consideration of tourism development conditions. It once again emphasizes the importance of the third tier industrial heritage for the development of industrial heritage tourism and the significance of the protection of the third tier industrial heritage for tourism development. In the three-level evaluation layer of industrial heritage and rural tourism, the historical and cultural value and social and cultural value have the largest weight. They are the leading factor of the combined value of tertiary industrial heritage and rural tourism. Historical and cultural value is one of the important meanings of three-level industrial heritage protection and also the essence of the combined development of third-level industrial heritage tourism and rural tourism. Social value determines the recognition of tourists and people to participate in the development of tourism. In the evaluation layer of tourism development conditions, the development potential is particularly prominent. The development potential is the characteristic of the third tier industrial heritage tourism of a city. The development of the third tier industrial heritage tourism of a city must be combined with the local characteristics to highlight the differences.

The climate conditions for tourism development by using the HCI - Holiday Climate Index developed by Mantao Tang (2013). HCI index assesses the impact of climate through 4 elements of climate: thermal comfort index; average rainfall; cloud cover and average wind speed. The result shows that Ba Ria - Vung Tau province has the most favorable level of climate for tourism development. Moreover, the monthly HCI index shows that the most suitable period for tourist activities every year usually appears from December to February of the following year with favorable levels from Good to Very Good.

Evaluation of rural tourism development conditions of typical villages in qilian county based on ahp-fce

Through the evaluation of the rural tourism development conditions of typical villages in Qilian County, the rural tourism level of Qilian County is divided at the current stage, and it provides reference suggestions for the promotion of rural revitalization of rural tourism in Qilian County. Based on the two perspectives of tourism basic conditions and tourism participation, the index evaluation system is constructed, the hierarchical analysis method is used to calculate the weights of each indicator, and the fuzzy comprehensive evaluation method is used to calculate the rural tourism development condition level of 17 typical villages in Qilian County. The tourism development conditions of typical villages in Qilian County are generally good, and they are divided into 3 types, 2 excellent-level villages, 13 better-level villages, and 2 general-level villages. Among them, the score of infrastructure conditions is 1.665 to 2.212 points, the gap is small, and the difference in tourism participation status score is 1.103 to 1.935 points, and the gap is significant. The overall tourism development conditions of Qilian County are better and the future development potential is large; the tourism development conditions of its typical tourist villages show a decreasing distance trend with Zhuoershan-Amidongsuo as the core; the rural tourism service system in the county is gradually improved but the endogenous development capacity is weak, and it is appropriate to establish a development route according to the spatial layout and the classification of each village.

Legislative bases that allow the introduction and widespread use of public-private partnership mechanisms in the field have been studied.

Improvement of Technology of Passenger Intermodal Transportation with Involvement of Railway Transport in the Conditions of Tourism Development

Purpose. The main purpose of the authors is to define and methodically substantiate the ways to increase the efficiency of intermodal passenger transportations with the involvement of high-speed trains as an auxiliary mode of transport in terms of sea and river tourism. Methodology. In the process of research the following was used: the method of factor analysis – to determine the factors influencing the attractiveness of tourist travel using high-speed trains as ancillary transport; method of skipping stops – to increase the efficiency of using high-speed trains as an auxiliary mode of transport when making tourist trips; methods of construction and training of generative-adversarial networks for the formation of model of passenger flows forecasting, on the basis of historical data of multivariate time series; method of genetic algorithms – to optimize the model of mixed-integer programming, which allows obtaining the optimal scheme of high-speed trains on the line. Findings. In order to preserve the attractiveness of tourist travels and increase the route speed of trains, it is proposed to improve the technology of planning their work based on the method of skipping stops. A mathematical model of mixed-integer programming has been formed, which simultaneously provides the attractiveness of tourist travel and profitability for railway operators. To prepare the initial data, a method for forecasting passenger flows based on multivariate time series has been developed. The optimization procedure of the generated model was implemented in the form of software in the Matlab language. Originality. The method of skipping stops, which was first used to improve the technology of intermodal passenger traffic, was further developed in the work. An original method for predicting passenger flows based on multivariate time series using a modern model of generative-competitive neural networks is proposed. Practical value. The obtained results are aimed at improving the methodological approaches to the formation of modern technologies of intermodal passenger transportation and the realization of the potential of high-speed rail transportations as a basis for the comprehensive development of tourism.

Examination of the Sustainable Rural Tourism Potential of the Brčko District of Bosnia and Herzegovina Using a Fuzzy Approach Based on Group Decision Making

Tourism is an economic activity with great contribution for the development of many countries. To develop rural areas, tourism is especially important and need to be improved in these areas. The Government of Brčko District of Bosnia and Herzegovina has decided to have tourism improvement as one of main objectives in their development strategy focusing on better conditions for development of tourism. Investments in tourism should be applied to the entire area of the Brčko District. Since Brčko District mainly consists of rural areas, it is necessary to invest in rural tourism. The first step of this study was to determine the tourist potential of rural areas. The determination of rural tourist potential in Brčko District was carried out with the assistance of the Brčko District Government. For this purpose, the method of expert decision-making was used, and three experts were selected who evaluated six rural settlements. To obtain results based on expert evaluation, two multi-criteria methods were used: the Full Consistency Method (FUCOM) for determining the importance of criteria and the fuzzy Measurement Alternatives and Ranking according to the COmpromise Solution (MARCOS) method to rank rural settlements in terms of their tourism potential. The results showed that the settlement of Bijela has the best rural tourist potential, while the settlement of Grbavica has the least potential. The results obtained by applying this model showed how rural tourism in Brčko District can be improved. The research model for testing the tourism potential has shown good results and can be applied in other branches of tourism with some adaptation to certain branches of tourism.

Analysis of the market of international tourist services of Ukraine (for the period 2007-2017)

The state of development of the tourism industry in Ukraine for the period 2007- 2017 is analyzed. It is established that it does not correspond to the existing potential of tourist resources, and the economic efficiency of the tourism industry is low. One of the main reasons for this situation is the lack of theoretical understanding of the socio-economic nature of tourism as a social phenomenon and its economic significance as a profitable industry. The tourism industry is one of the fastest growing sectors of the world economy. This increases the competitiveness of countries and regions, creating new jobs and improving living standards. It is proved that self-regulation of the tourist market is a necessary condition for its functioning. The dynamics of export-import of tourist services of Ukraine is analyzed. There is a tendency to a slight increase in the cost of services in the last years of the study period. In the interaction “government regulation - market” the primary link is the market, and government regulation is a tool that provides the general conditions of its existence, equalizes the conditions of the start of its subjects and eliminates, if possible, the negative manifestations of the market element. The activities of the tourism industry in Ukraine are analyzed. There is a tendency to reduce the number of enterprises in the tourism industry in recent years of the study period. The rating of tour operators by the number of served tourists and by the reviews of tourists is analyzed. The place and role of the Ukrainian tourism business in the world market of tourist services has been identified. The situation on the world market of tourist services of Ukraine is considered and it is concluded that one of the favorable conditions for tourism development in Ukraine was the adoption of visa-free regime with EU countries, the tourist market gradually recovered after the crisis of 2014, and Ukrainians begin to conquer Europe. 2017 can be called the year of tourism development in Ukraine: the flow increased rapidly, and the number of permits for sale, according to the State Statistics Committee of Ukraine, increased by 36%. Citizens of Ukraine who went abroad formed the group that used the services of tourism entities the most. It was found that the largest number of tourism entities is concentrated in the city of Kyiv and in Dnipropetrovsk, Kharkiv and Odessa regions.

Annotation. Introduction. Decentralization of power requires the creation of united territorial communities, which should develop strategies for their own development, with the main directions of society development, tasks, prospects for improving the quality of life of the residents of community. In conditions of fierce competition for investment resources, territorial communities, are united, while developing strategies, they must show the peculiarity of their community – local identity, which is the basis for positioning each community. Purpose. The purpose of the article is, monitoring strategies for the development of united territorial communities in the context of the use of identification tools on the example of Kharkiv region. Results. To assess the impact of strategy results on life communities should constantly monitor the effectiveness of implemented programs and projects. The article monitors the development strategy of the united territorial communities of Kharkiv region and identifies the features of each community that must be taken into account in conditions of fierce competition for investment resources, as well as identifies tools to form a positive image of united territorial communities Conclusions. The region has a fairly good education rating of the united territorial communities, which was influenced by the high rates of their population. All the communities of the Kharkiv region, which have been functioning for more than one year, have a stable growth of the resource base, and the vast majority of them do not receive subsidies, on the contrary, they pay a significant reverse subsidy. At the same time, they are also characterized by an increase in the share of expenditures for the maintenance of the management staff in financial resources and a sharp dynamics of capital expenditures, which does not correlate with the growth of budget revenues. Based on the results, the main identification tools are identified, namely area, population (including demographic structure), income and expenditure level, financing structure, structure of business entities by type of activity and income level, number of social infrastructure facilities, the level of employment and unemployment in the community, the share of agricultural land in the region; the number of enterprises in the region by type of activity; unique name; minerals; the share of certain industries in the region; favorable conditions for tourism development (green, medical, hunting, etc.). The definition of these instruments is the basis for assessing the socio-economic development of society, investment attractiveness. Why Community-Based Tourism and Rural Tourism in Developing and Developed Nations are Treated Differently? A Review

Rural community tourism initiatives in developed nations share most positive and negative characteristics with community-based tourism (CBT) initiatives in developing nations. They also share many barriers and conditions for tourism development. What makes them different is the context in which they operate. This paper identifies the main conditions that explain these differences through a review of findings from 103 location-specific case studies and other available literature that provides empirical evidence. The paper also explores the usage of the concepts of CBT and rural tourism. The findings are discussed under seven categories: Definitions, socioeconomic and cultural factors, policy and governance, land ownership, community cohesiveness, assimilation of external stakeholders, and type of visitors. It is argued that it is the developing-/developed-nation context, and not objectively established criteria, which largely dictates authors’ narratives with corresponding takes on tourism development and subsequent recommendations. The paper engages in a discussion about case-study research, its weaknesses and tendencies, providing some recommendations on how to increase the contribution of case studies to knowledge, and calls for more research on externally assisted non-Indigenous community-tourism initiatives in developed nations.

Digital Technology in the Management of Quality Service in Tourism Business

The objective need for quality management has identified the special role of digital technology in booking services, information and communication systems in the tourism business. The quality of services is one of the most important components of the efficiency and profitability of the tourism industry in the current conditions of tourism development. The quality management system of production processes in the tourism sector should be a continuous process of measures aimed at improving the level of services, improving production elements and introducing innovative technologies. All the processes of designing, ensuring and maintaining the quality of tourism products should be integrated into the quality management system. It has been established that the consistency between the priorities of the enterprise in the field of improving the quality of services and the goals of the overall set of business processes is a condition for the effective and long-term development of the enterprise. The authors determined that modern management and modeling of business processes in enterprises, speed and quality of customer service require a specialized software product developed exclusively for the needs of the tourism industry. Based on the methods of financial analysis, the authors of the article substantiated the economic feasibility of implementing Fox Manager BPA 2.5 software using the example of a travel company. The profitability index of the proposed software product will be 1.6. The estimated payback period is 1.7 years. The authors' suggestions are aimed at creating a modern workplace for sales managers and automation of internal office processes in a travel company using digital technology.

SUSTAINABILITY ASPECT OF TOURISM DEVELOPMENT IN THE EAST AUKŠTAITIJA REGION, IN LITHUANIA

The author of the paper discusses the tourism development from the sustainability aspect in the East Aukštaitija region, in Lithuania. The scientific problem - the tourism development trends have not been sufficiently studied at regional level in Lithuania and tourism in the regions developed without a clear long-term development strategy and consistent implementation of the programme. The aim of the research is to explore tourism development by sustainability aspect in the East Aukštaitija region, in Lithuania. Many scientists have analysed trends in sustainable tourism development. However, tourism development conditions at region level have not been researched, only sporadic research studies have been performed. The main problems of tourism development in the aspect of sustainability in the East Aukštaitija region are as follows: seasonality, lack of investment in sustainable tourism, lack of knowledge about the essence of sustainable tourism and the principles of local politics, undeveloped infrastructure. The most important activities for the development of sustainable tourism are the responsible tourist approach to the use of natural resources; investment in sustainable tourism development; tourism development, planning and control; legalization of sustainable tourism development in national strategic documents.

The Bioclimatic map of Southern Vietnam for tourism development

Although research and evaluation of climate conditions for tourism development are a pressing issue, in Vietnam in general and in the Southern region in particular, these studies are still limited. Based on climatological parameters (T-annual temperature, R-rainfall and N-rainy days) with their levels of classification representing the bioclimatic impact on tourism, the bioclimatic classification map of Southern Vietnam is built at the scale of 1:250,000. Base on the calculated data from 20 meteorological stations of Southern Vietnam in many years (1981-2015, 12 suitable bioclimatic units are established. It is a necessary scientific background to organize territory for tourism in Southern Vietnam. With plentiful bioclimatic resources, one can organize many types of tourism in Southern Vietnam. The result of classification and bioclimatic map for tourism is an important and necessary sciential basis which help the orientation of development and tourism territory organization of the governments.

This study started from the recognition that islands should be developed differently from the mainland because of their specific characteristics such as isolation, narrowness, and being surrounded by the sea. Studies on island tourism have been conducted on the tourism development stage, management model, competitiveness indicators, island image, island selection attributes, experience quality, and revisitation. However, there are few studies on small island tourism development. The purpose of this study is to develop an island tourism development measurement scale to evaluate the conditions of tourism development according to the conditions of the island area, to evaluate the appropriate direction of tourism development, and to apply it to the islands around Jeju Island to examine its applicability. Based on the previous studies on the scales of tourism development related to islands, appropriate scale items for island tourism development were derived and the reliability and validity of the scales were verified by analyzing the results of the questionnaire survey. In this process, factor analysis was conducted using SPSS. The results of this study can be used as basic data for tourism development in small island areas due to lack of research on island tourism development..

The article is of a survey nature. Tourism is a sign of the level of socio-economic development of the country and its separate regions. The more developed and stable is the economy of the country, the more stable the position is occupied by the national market of tourist services. The article emphasizes the importance of the regional market of tourist services as an important factor of socio - economic development in the region. The wide range of functions performed by tourism makes it possible to use it as an effective tool for stimulating socio-economic growth at macro and micro level management. The functions of tourism are manifested in the territories of specific regions, and the possibilities of its development are determined by the conditions of these regions. Therefore, the consideration of tourism as an instrument of socio-economic development is particularly relevant from the point of view of the regional approach. For Ukraine, the regional approach is extremely important due to the large territory and the substantial differentiation of regions in terms of the nature of the conditions of tourism development. The main problems of tourism development in Ukraine are also indicated. The ways and directions necessary for the long-term development of tourism at the regional level are considered. The basic principles of state regulation by regional policy are defined. The necessity of coordinating and ensuring interests of all subjects of the market of tourist services is emphasized, the need for development and implementation of effective tools for stimulation of regional development, establishment of international cooperation.
