Collaborative consumption as a socio-economic model

The article is devoted to a comprehensive study of a new socio-economic model — the economy of collaborative consumption, which has become globally widespread due to the digital transformation of business and the active integration of information and communication technologies into daily life of a person. The interest in the issues of collaborative consumption is due to the rapid development of digital services for the exchange of goods, the growth in the number of participants and economic sectors involved in the economy of collaborative consumption. The methodological approach of this study includes a systematic review of foreign and Russian literature on collaborative consumption with an emphasis on empirical data. A case study of foreign practices of joint consumption in rural areas has been implemented. Such issues as the essence and basis of the economy of collaborative consumption, as well as the conditions for its development, become central in the present research. The approaches of Russian and foreign authors to the definition of the economy of collaborative consumption are revealed. An attempt to systematize the conceptual apparatus of the collaborative consumption model allows us to identify its main characteristics: peer-topeer interaction, temporary access to underutilized assets, mediation of economic agents through online platforms. The article analyzes the influence of socio-technical, economic and personal factors that stimulate or hinder the development of the economy of collaborative consumption in Russia. The high rate of Internet penetration and the development of technology have become key factors for the development of the economy of collaborative consumption. Personal factors reflect the specifics of the country and indicate the main reasons that prevent the inclusion of Russians as participants in collaborative consumption. A review of empirical data allowed us to conclude that the socio-economic model of collaborative consumption is developing at an active pace in Russia. The sharing economy has shown positive growth rates in the total volume of transactions in two years. The leading segments are C2C sales, P2P services and carsharing. As a result, empirical evidence has been found, based on the analysis of foreign cases, on the role of the sharing economy for innovative rural development. The application of the logic of a joint economy in the unique conditions of rural development can develop rural tourism and help overcome the financial constraints faced by farmers when accessing expensive agricultural equipment.

Analysis of socio-economic conditions for rural development

The article is devoted to the analysis of the results of observing the living conditions of the rural population, assessing the scale and effectiveness of state support measures aimed at the development of rural territories. The development of engineering infrastructure (gasification and water supply), provision of improved housing, accessibility of means of communication, educational and medical services in rural areas was considered. A comparative assessment of the level and structure of household income in the city and the countryside has been carried out. Living conditions have been identified as factors in the deterioration of the socio-economic situation in rural settlements. The directions of improvement of socio-economic conditions of development of rural territories, which involves increase of state support financing within the framework of federal targeted projects and programs, increase of interest of private business and activity of the local community, have been defined.

The article defines the role and reveals the need to create subsidiary crafts as a necessary component for modifying and improving the innovative development of an agricultural enterprise. The author carries out the analysis of the state and development of subsidiary crafts at agricultural enterprises in the Nizhny Novgorod region. The relevance of the study is explained by the fact that in conditions of rural development, each agricultural enterprise to a certain extent correlates with the development of subsidiary industries and crafts. The purpose of the study is to diagnose the development of subsidiary fisheries in the regions and analyze the prerequisites for their creation. The subject of the study is subsidiary fisheries in the Nizhny Novgorod region. The methodological basis of the research relies on scientific methods based on the requirements of an objective and comprehensive analysis of the state and development of subsidiary fisheries in the region. Drawing on the results of the study, the author identifies the changes in the state of subsidiary fisheries at the regional level and determines the prerequisites for their development in the future.

Is Social Capital the Necessary Condition for Rural Development?

사회자본은 지역 스스로의 역량 발현을 통해 공공과 민간의 부족한 역량 및 지원수준을 높여주어 지역사회 개발을 가능하게 한다. 이에 따라 많은 연구자들이 사회자본의 역할과 중요성 등을 강조하고 있다. 그러나 현재 농촌은 농업인구의 감소, 고령화, 영농의 기계화 등으로 과거 농촌마을에서 유지해왔던 공동체 규범이 약화되어 마을에 축적되어 있던 사회자본이 쇠퇴하고 있다. 이에 따라 정부는 다양한 농촌개발 사업을 시행하여 농촌지역의 소득증대와 환경개선은 물론 농촌 고유의 정신이나 전통을 고취하고자 한다. 본 연구는 농촌개발이 성공적으로 진행된 마을이 실제 사회자본이 높은지, 사회자본이 실제 개발의 동력으로 작용했는지에 관해 사례연구를 진행하였다. 연구를 통해 첫째, 공동체에 발전을 야기하고 개인에게 이익을 가져다주는 집합적 행동은 마을의 발전은 유도하나 현재는 돈으로 인해 그 의미와 기능이 퇴색하였음을 알 수 있었다. 둘째, 변화된 농촌 환경으로 인해 사회자본 고유의 특성인 상호성과 호혜성은 오히려 농민들에게 부담으로 작용하고 있었다. 셋째, 사회자본은 사회적 관계 자체에 내재하여 그 관계에 참여하고 있는 사람들은 누구나 의도와는 상관없이 혜택에서 제외되지 않음을 발견하였다. 정부는 농촌개발 사업에 농촌의 공동체의식, 사회자본을 강조하지만 실제 사업은 많은 부분이 돈으로 대체되고 있는 상황이다. 이러한 상황에서 이제는 사회자본이 현재의 농촌 상황에서 적실한 개발수단인지?, 쇠퇴한 사회자본은 다시 축적할 수 있는 것인지? 등과 관련한 질문이 요구되어진다. 또한 보다 현실적이고 실제적인 농촌개발 방안을 모색해야 한다.Social capital enables the development of local communities by increasing the level of competence and support in the public and private sectors in each region. Accordingly, many researchers put stress on the role and importance of social capital. However, social capital accumulated in farming villages is declining due to the weakening of community standards caused by the reduction of the farming population, aging, and mechanization of farming. The government aims to generate the income in farming areas, improve the agricultural environment, and inspire the rural spirit and tradition by enforcing various rural development projects. This study was conducted as a case study on villages that succeeded in rural development to examine whether they actually have high social capital and if social capital functioned as the driving force for development. The results of this study are as follows. First, collective actions causing community development and bringing benefits to individuals lead to the development of villages, but the meaning and function of collective actions have faded because of money. Second, the mutuality and reciprocity of social capital were imposing a burden on farmers due to the changing farming environment. Third, social capital was internalized in social relations, ensuring that everyone who participates in such social relations is not excluded from the benefits regardless of their intention. The government emphasizes the community spirit and social capital for rural development projects, but many projects are being replaced by money. Under the given circumstance, questions arise regarding whether social capital is an appropriate means of rural development and whether the declined social capital can be re-accumulated. It is necessary to seek more realistic and practical methods of rural development.

New Holistic Strategy of Sustainable Rural Development Management-Experience from Indonesia: A PESTEL-SOAR Analysis

This article offers a new strategy of holistic rural development by utilizing the external strengths of the rural and the internal strength based on the experience of one of the rural in Indonesia that has been succeeded in turning the rural from the poorest into the best in the national rank. The successful formula is associated with the role of village leaders in benefiting opportunities from the existing external-internal aspects. To capture more holistic development phenomena including political, economic, social, technological, environmental and legal phenomena while generating new bottom-up strategies, the study uses PESTEL and SOAR analysis. This study found that the first condition for rural development in Indonesia is the development of village leadership management strength in holistically managing the potential and opportunities of external and internal villages. It changes the fundamental paradigm that holistic rural development must be seen as a whole (the village can take advantage of the existing external-internal strengths) partially (the village only focuses on utilizing the village's internal strength utilization agricultural potential). Through the PESTELs-SOAR analysis approach, the strategy offered becomes more rational and comprehensive in sustainable rural development by collaborating the village bottom-up strategy approach while still considering prevailing external conditions (more top-down).

The “Win-Win-Win Papakonstantinidis Model”: from Social Welfare’s Philosophy towards a Rural Development Concept by Rural Tourism Approach: The WERT Case Study

The article is dealing with two interconnected problems based on the conjectures: a) social welfare is a condition for rural development and not the prerequisite for it; b) shape a new landscape (the “win-win-win”) based on critique of the “Impossibility Theorem (Kenneth Arrow 1951) through the Nash Bargaining Solution (Nash, John 1950). Specifically, this article discusses and analyses social welfare and rural development objectives integrating elements from the impossibility theorem, the bargaining theory, and the theory of agency by (a) reviewing the literature on coordination “social welfare” and “rural development” (b) reversing the focus from “voting” to “bargaining” and (c) underlining that Social choice is the perquisite of social welfare, using the “win-win-win Papakonstantinidis model’s solution as the bridge between “voting”(Arrow) and “bargaining”(proposal). This solution highlights the Role of Rural Community as an “Aggregation” corresponding to its “sensitization process”.

Multifunctional Agriculture as an Assumption and a Condition for Rural Development in Serbia

Through its “synergic” character and multiplied effects which it has on total agricultural development in the environments in which it is being developed through the concept of agriculture’s multifunctionality, tourism offers a chance to alleviate negative tendencies and processes that burden villages in Serbia. Chronological review of the development of the concept of multifunctionality is determined within this work and it is pointed to the possibility of complementary development of agriculture and rural tourism. This work also points to recent accomplished results in Serbia.

Measuring rural development in Nigeria: The place of social indicators

The use of economic growth indicators for the purpose of measuring rural development has for a long time been in practice in Nigeria and in many other developing nations. The inadequacy of this measure in depicting development in the area of societal well-being has suggested that social indicators could be a more meaningful tool to monitor and evaluate the level and conditions of rural development. This paper highlights the information needs for, and problems of incorporating social indicators in the measurement of rural development in Nigeria. It is recognized that for social indicators to be a useful tool in a place such as rural Nigeria, they must reflect the sociocultural peculiarities and the life style of the country's rural population. The paper finally suggests an improvement of the quality of social statistics in rural Nigeria to enhance their functional values to planners and policy makers.
