INTERNATIONALIZATION OF HIGHER EDUCATION AS THE MOST IMPORTANT FACTOR IN THE DEVELOPMENT OF INTERNATIONAL RELATIONS

The article analyzes the concept of «internationalization of higher education» based on consideration of various theoretical and methodological approaches to defining its essence. An overview of a wide range of concepts that determine the features of the internationalization of higher education in international and national dimensions is offered. Institutional models of internationalization of higher education have been identified. Special attention is paid to the consideration of the conceptual foundations of the internationalization of higher education in Ukraine.The impact of the internationalization of higher education on the development of international relations in modern conditions is analyzed.

SwarmIntelligence-Based Multi-Robotics: A Comprehensive Review

Swarm Intelligence (SI) represents a paradigm shift in artificial intelligence, leveraging the collective behavior of decentralized, self-organized systems to solve complex problems. This study provides a comprehensive review of SI, focusing on its application to multi-robot systems. We explore foundational concepts, diverse SI algorithms, and their practical implementations by synthesizing insights from various reputable sources. The review highlights how principles derived from natural swarms, such as those of ants, bees, and birds, can be harnessed to enhance the efficiency, robustness, and scalability of multi-robot systems. We explore key advancements, ongoing challenges, and potential future directions. Through this extensive examination, we aim to provide a foundational understanding and a detailed taxonomy of SI research, paving the way for further innovation and development in theoretical and applied contexts.

Ready-ing HRD for complexity

ABSTRACT This article imagines the future of HRD using a complexity lens. Complexity calls for rethinking the industrial-era framing of work, learning, and change. We discuss foundational concepts and terminology that inform our work and consider links with HRD. We adopt the idea of ‘ready-ing’, introduced by Nora Bateson, who challenges strongly held theories of top-down, step-by-step change that do not work well in complex adaptive systems. She instead suggests we should ready people and organisations for change they might not imagine and cannot predict. We then draw from earlier thinking on sculpting the learning organisation that seems relevant to complexity. To illustrate what ready-ing might look like in practice, we elaborate four examples, or sightings, of how organisations ready for change. We discuss the resulting implications for HRD practice in leadership development and organisational change. We also examine ways that university preparation has pivoted towards a future of ready-ing HRD scholars and researchers for ‘what if’ thinking and complex adaptive change. We conclude with reflections on developing new mindsets and skill sets for HRD’s ready-ing for complexity.

Deciphering the growth of digital payment adoption: an extensive SPAR-4 bibliometric exploration

Purpose This study aims to perform a detailed bibliometric analysis of digital payment adoption and map the trends and growth in this field by examining seminal works, conceptual foundations and intellectual networks. Design/methodology/approach The Scientific Procedures and Rationales for Systematic Literature Reviews (SPAR-4-SLR) technique was applied to retrieve 1,016 journal articles from Scopus and Web of Science (2003–2023). Diverse performance analyses and science mapping methods were performed using the Biblioshiny package in R to gain a comprehensive understanding of the field’s knowledge base. Findings The findings reveal a significant increase in scholarly interest, marked by a surge in publications and citations in recent years. Co-citation and factorial analysis identified distinct research clusters, delineating core themes and suggesting future research avenues relevant to theoretical exploration in digital payment technologies. Originality/value This study is a groundbreaking effort to explore the adoption of digital payment through bibliometric analysis. It uniquely addresses key domains for science mapping, including intellectual and conceptual structures. These innovative findings provide valuable insights for future practitioners, academics and aspiring researchers in the field.

Investigations on collision entropy and its variant for machine condition monitoring

Abstract The efficacy of sparsity measures and complexity measures in machine condition monitoring is well acknowledged. However, a comprehensive exploration of their theoretical underpinnings and interrelations remains incomplete. This study endeavors to address this gap by employing collision entropy as an illustrative case and establishing its relationship with sparsity measures. Through mathematical derivations, it is demonstrated that collision entropy exhibits a phenomenon termed as “bilateral reduction,” a characteristic indicative of complexity measures. Motivated by foundational concepts such as Shannon entropy and relative entropy, this paper introduces the concept of variation in collision entropy, which serves as a sparsity measure. Notably, both Shannon entropy and collision entropy, as specific cases of Rényi entropy, manifest the “bilateral reduction” effect and can be transformed into sparsity measures through certain methodologies. These insights contribute significantly to the exploration of the theoretical properties of Rényi entropy and its conversion into a cluster of sparse measures. This research augments the understanding of sparsity measures and complexity measures, offering theoretical insights crucial for their practical deployment in real-world applications.

Modelling School Zone Border as Rich Modelling Problem for Secondary School Students

This article explores the potential of using the school zoning problem in Indonesia as a vehicle for teaching mathematical modeling to secondary school students. This problem is highly suitable for students as a modeling challenge because it is (i) contextual, (ii) rich, (iii) challenging, and (iv) within students' Zone of Proximal Development (ZPD). School zoning involves a concept called Voronoi, essentially a partitioning problem. For simpler or special-case problems, these partitions can be created using concepts already taught in secondary schools, such as perpendicular bisectors and radical axes. However, for more complex problems with multiple sites, an algorithm is required, which involves advanced mathematical concepts beyond the typical secondary curriculum. Yet, with the rise of visual programming languages like Scratch, Snap!, StarLogo, and TurboWarp, it becomes possible to tackle these partitioning challenges using coding and only basic mathematical principles. This approach not only enhances students' understanding of foundational mathematical concepts but also fosters the integration of computational thinking and coding within mathematics. In summary, the school zoning problem serves as an ideal topic for mathematical modeling for secondary school students, promoting the integration of mathematical concepts, computational thinking, and coding skills. Implementation and Evaluation of a Pediatric Palliative Care Curriculum for Adult-Track HPM Fellows

IntroductionHospice and Palliative Medicine (HPM) fellowship training provides education on caring for patients from early childhood through adulthood. Yet, there are few guidelines about how to teach these key components, and more specifically the components of Pediatric Palliative Care (PPC), to fellows who have a variety of backgrounds prior to entering HPM fellowship. MethodsWe created a curriculum in PPC that could be used with adult-track HPM fellows. We developed an outline for material to cover during each of the three weeks of PPC clinical rotations. We also created a longitudinal lecture series encompassing several foundational topics and concepts in PPC. We conducted “Just-in-Time” evaluation of the clinical rotation curriculum utilizing a critical reflection model as well as focus groups with fellows and faculty members to further explore the knowledge, attitudes, and perceptions of the entire PPC curriculum. Transcripts were coded Nvivo and template analysis was used to understand code distribution between and within focus groups. ResultsEight overarching codes emerged from the focus groups: “Staffing Issues,” “Learning Structure,” “Useful Material,” “Topics Attending Contingent,” “Time Management,” “Teachable Moment,” “Not Useful Material,” and ”Adherence to Teaching Materials.” ConclusionThe study revealed some limitations in the current curriculum design, such as its lack of consistency. However, it also highlighted several strengths, including the importance of flexibility and personal responsibility for learning. The results provide valuable insights into the experiences among fellows and educators at a single institution with a PPC Curriculum for adult-track HPM fellows.

Recent trend in the care of chronic kidney disease patients: A shift from paternalistic to collaborative approach

The global rise in chronic kidney disease (CKD) necessitates a re-evaluation of healthcare practices. This review explores the shift from paternalistic to collaborative model, focusing on patient empowerment. This article aims to elucidate the foundational concept of patient empowerment, describe the goals of patient-centered care (PCC), identify barriers to PCC implementation, and propose strategies to enhance PCC. The ultimate aim is to empower CKD patients in self-care. The article explores multifaceted strategies of PCC, highlights the pivotal role of shared decision-making, and underscores the necessity of a collaborative clinician-patient partnership. It emphasizes the significance of patient-centered education, benefits of PCC in CKD care, and the role of artificial intelligence in improving healthcare outcomes. This review concludes by summarizing insights into the transformative shift toward patient-centered approaches in CKD management. It emphasizes the positive impact of this paradigm shift on both the healthcare system and CKD patients. The findings highlight the positive effects of PCC on both the health-care system and CKD patients.

Turbulent diffusion and air pollution: A comprehensive review of mechanisms, impacts, and modeling approaches

Turbulent diffusion is often a desirable phenomenon in many contexts, but it also presents significant challenges, particularly in the realm of air pollution. Air pollution, a universally recognized and frowned upon issue, degrades air quality and poses serious long-term health risks. Turbulent flows, characterized by chaotic and random fluid motions, give rise to turbulent diffusion, a process that acts as a transport mechanism for dispersing pollutants in the atmosphere. Despite its inherent complexities, the study of turbulent diffusion has advanced significantly, building on foundational concepts like Osborne Reynolds' decomposition in the 1850s and extending to Kolmogorov's length scale framework. These developments have enabled a deeper understanding of turbulent diffusion and its wide-ranging applications across various fields as new methods are continuously employed to broaden the scope of research and application.

ON THE ISSUE OF KAZAKHSTAN’S USE OF NATIONAL HISTORY AS AN ELEMENT OF SOFT POWER

The article discusses the possibility of Kazakhstan’s using its national history as an element of soft power in its foreign policy. Particular attention is paid to the conceptual and methodological foundations of soft power, as well as to the analysis of the world-renowned ratings of soft power in terms of their applicability in assessing the «resourceness» of national history. The article proposes some perspective ways of promoting the national history of Kazakhstan among the international audiences.

Less is not always more: Rich and meaningful counting books lead to greater gains in number understanding than sparse counting books.

Children vary widely in their number knowledge by the time they enter kindergarten, and this variation is related to their future academic success. Although talk about number predicts children's early understanding of foundational number concepts, we know little about whether interventions can increase this talk nor about the types of number talk that are most beneficial to children's number understanding. The current project examines whether embedding number talk in goal-based stories leads to more robust number learning than providing the same numeric input outside of this context. Parent-child dyads (N = 71; child age = 3 years) were randomly assigned within their preintervention cardinal number understanding levels to one of three conditions: rich counting books (narrative and pictures involving a number goal), sparse counting books (text and pictures that provide opportunities to count and label the same cardinalities as in the rich condition but with no narrative), or nonnumerical control books that involve labeling colors of objects. Children's number knowledge was measured at pretest and at 2 and 4 weeks into the intervention. Findings showed that children randomized to rich counting book condition showed significantly greater cardinal number knowledge and counting skill by the final testing session compared to children in the sparse counting book condition and the color control book condition, which did not significantly differ from each other. Results have implications for the types of number talk that most effectively support children's number learning in the home environment and for the design of interventions. The Institute of Enhanced Cooperation in European Union Law: Evolution of Legal Regulation

INTRODUCTION. The article presents the evolution of legal regulation of the institution of enhanced cooperation as a legal form of flexible integration in European Union (EU) law. Flexible integration is a fairly widespread and objectively existing legal phenomenon in the practice of various integration associations. However, it is within the framework of EU law that the concept of enhanced cooperation has received the greatest development and legal regulation. This was largely due to the EU's desire to regularize and subordinate alternative forms of co natural that interstate cooperation within the framework of one or another integration cooperation acquires more and more complex character, and cooperation of the member states of an integration association within the framework of one or another direction of interaction has uneven and heterogeneous character. MATERIALS AND METHODS. The methodological basis of the study was traditional general scientific and special methods of cognition of legal phenomena: comparative legal method; method of scientific analysis; formal legal method; method of synthesis of social and legal phenomena.RESEARCH RESULTS. As a result of the analysis, the main stages of development of prerequisites and reasons for the legal regulation of enhanced cooperation have been identified and the periodization of the development of legal regulation of this institution has been proposed. DISCUSSION AND CONCLUSIONS. Within the framework of the proposals on the periodization of the development of legal regulation of the institution of enhanced cooperation the following stages can be distinguished. The first stage can be labeled as “pre-Amsterdam”. This period is characterized by the formation of conceptual foundations of enhanced cooperation as a legal form of flexible integration. Within the framework of the “pre-Amsterdam” period there is an application of some form of flexible integration (Schengen, euro zone, etc.). The conceptualization of enhanced cooperation as a form of flexible integration was the basis for the normative-legal consolidation of this institution in the founding treaties of the EU. The next stage can be called “Amsterdam-Nicean”. Although the institution of enhanced cooperation received different names in the Amsterdam and Nice versions of the establishing treaties, it seems possible to unite this period into one: despite the normative-legal consolidation of enhanced cooperation as a form of flexible integration, the relevant norms of the establishing treaties have not actually received practical application. Finally, the next stage – the “Lisbon” period is characterized by the active ap[1]plication of the norms of the establishing treaties in the EU practice, including judicial.

INFORMATION SYSTEM FOR ASSESSING THE LEVEL OF HUMAN CAPITAL MANAGEMENT

The article offers conceptual foundations for formalizing the process of assessing a level of human capital (HC) management at the enterprise using mathematical and computer modeling based on neural network technologies. The methodological approach for assessing the level of human capital management has been improved. This allows the use of neural network tools to identify accurately and reasonably the level of HC management with the help of self-learning multilayer perceptron. The weight coefficients of such a network were calculated. An appropriate artificial neural network – a multilayer perceptron – was built using the mathematical software MatLab and it was successfully diagnosed. The improved mathematical model for assessing the level of HC management at the enterprise makes it possible to display transparently a set of input parameters on a set of output solutions, to decompose such a process, and to simplify the procedure of its formalization. The designed neural network allows us to determine quickly and accurately the level of HC management at the enterprise. The conceptual approach proposed by the authors has several significant advantages over existing alternative methods: accuracy of assessment; taking into account a wide range of various evaluation parameters of impact; high speed of making decisions and self-learning ability. The proposed approach was successfully implemented to assess the level of HC management at 24 domestic enterprises. The information system "HC" developed by the authors allows to calculate the estimated parameters of the evaluation process; to determine the level of HC management based on the mathematical apparatus of the multilayer perceptron. Such estimates correlate with the estimates obtained by the experts of these enterprises which indicates the adequacy of the approach proposed by the authors. Therefore, the proposed information system for assessing the level of management of the HC allows accurate implementation of such a process with minimal time and money costs.

The importance of tolerance in the multicultural reality of the modern world cannot be overestimated. Toler-ance is essential in the conceptual foundations of many states’ domestic and foreign policy. Against the back-ground of developing various models of tolerance in the world, there is also a reverse trend towards reviving traditional and religious values. The United Arab Emirates (UAE) promotes its position on the importance of traditional values and tolerance in shaping the conceptual foundations of the country's domestic and foreign policy. The UAE Federal Cabinet has approved a National Tolerance Program that promotes brotherhood and peaceful coexistence between different cultures and religions and fully supports traditional values. The article analyses the conceptualization of tolerance, its distinctive features, value bases and potential for implementa-tion in the Middle East region. The methodological and theoretical basis of the research was the work related to approaches in interpreting different views on understanding the concept of tolerance in the UAE. The arti-cle concludes that the balance between universal and traditional values of the Islamic world is the main fea-ture of the national tolerance program. It is also expected that, given the growing influence of the UAE in the Middle East, this model of tolerance may become widespread and become a new basis for consolidation in the Middle East.

КОНЦЕПТУАЛЬНІ ЗАСАДИ ЦИФРОВІЗАЦІЇ ОСВІТНЬОГО СЕРЕДОВИЩА ЗАКЛАДУ ЗАГАЛЬНОЇ СЕРЕДНЬОЇ ОСВІТИ

The article presents the results of the research conducted by the working group of the Institute for Digitalisation of Education of the National Academy of Educational Sciences of Ukraine on the conceptual statements of the digitalisation of the educational environment of the general secondary education institution, which can be used as a basis for the development of the corresponding Concept. The key principles of digitalisation of the school educational environment are highlighted (access to the Internet for all, personalised learning, use of innovative technologies, development of 21st-century skills, digital safety and ethics, continuous professional development of teaching staff, cooperation with stakeholders, systemic scientific and innovative support, adaptability and flexibility, shared management and participation). The strategic priorities of the conceptual foundations of the digitalisation of the school educational environment are outlined (digital educational infrastructure, digital competencies of pedagogical workers, new digital and educational technologies, cooperation and digital communication with parents and the community, cybersecurity of the educational institution). The conceptual and terminological apparatus has been clarified. The study analyses and describes the risks associated with the digitalisation of the school educational environment. Given the lengthy process involved in reviewing, discussing, and subsequently approving the project for the Concept of Digitalisation of the Educational Environment of the general secondary education institution as a regulatory document, the results of this study are now presented for the consideration of the educational and scientific community. These results can be used as scientifically based recommendations to guide the creation of other legislative acts related to the digitalisation of education. Additionally, the results can be considered during the development of the digitalisation policy of the Ministry of Education and Science. Studying international best practices for digitalising general secondary education can enhance the proposed conceptual framework. The findings can then be implemented to update professional development programs for educators.

Сеульський та Європейський консенсуси з питань розвитку: чи можлива спільна платформа по Україні?

In the context of the tasks of the post-war recovery of Ukraine’s economy and social sphere, a comparative analysis has been carried out of the conceptual foundations of international development assistance provided by the G20 countries, in particular the newly industrialized countries, within the framework of the Seoul Consensus on Development, announced at the G-20 Seoul Summit (2010), and the European Union and its member states within the framework of the new European Consensus on Development (2017). It is shown that the former focuses on growth primarily through investment in infrastructure and solving long-term structural problems of development, and the latter on increasing well-being and fighting poverty. The Seoul Consensus, despite the participation of Western donors, including the EU, in its formulation, largely reflects the principles and messages of newly emerging donors representing the leading new industrial states. The Seoul Consensus is currently a unique strategic compromise on international development aid not only between the West represented by its leading world powers and the European Union, on the one hand, and the largest new industrial states of the modern world - on the other, but also between the Beijing Consensus and the Mumbai Consensus - alternative strategies of socio-economic modernization and sustainable economic growth put forward by China and India, respectively, in their active competition for leadership among the countries of the Global South. The change in the geopolitical and geo-economic landscape has forced the EU to review the criteria for the distribution and prioritization of development aid in order to be able to compete and cooperate with new donors such as China, South Korea, Saudi Arabia, Turkey, etc. The new European consensus emphasizes the instrumentalization and securitization of development, with less attention to democracy and human rights. This shift objectively narrows the gap between traditional and new donors of international development assistance. The author substantiates the prospect of further analysis of the convergent potential of the above-mentioned consensuses in the direction of developing based on the unique geopolitical and geo-economic positioning of Ukraine in the modern world, the "Kyiv Consensus on Development" as a joint conceptual, strategic and political platform of the international donor community for the post-war reconstruction of Ukraine.

Spectral Intelligence: AI-Driven Hyperspectral Imaging for Agricultural and Ecosystem Applications

Ensuring global food security amid mounting challenges, such as population growth, disease infestations, resource limitations, and climate change, is a pressing concern. Anticipated increases in food demand add further complexity to this critical issue. Plant pathogens, responsible for substantial crop losses (up to 41%) in major crops like wheat, rice, maize, soybean, and potato, exacerbate the situation. Timely disease detection is crucial, yet current practices often identify diseases at advanced stages, leading to severe infestations. To address this, remote sensing and Hyperspectral imaging (HSI) have emerged as robust and nondestructive techniques, exhibiting promising results in early disease identification. Integrating machine learning algorithms with image data sets enables precise spatial–temporal disease identification, facilitating timely detection, predictive modeling, and effective disease management without compromising fitness or climate adaptability. By harnessing these cutting-edge technologies and data-driven decision-making, growers can optimize input costs while achieving enhanced yields, making significant strides toward global food security in the face of climate change risks. This review will discuss some of the foundational concepts of remote sensing, several platforms used for remote sensing data collection, successful application of the approach, and its future perspective.

Real-time anomaly detection of the stochastically excited systems on spherical ([formula omitted]) manifold

Advanced analytical tools have become crucial in today’s constantly changing and complex systems. Real-time Principal Geodesic Analysis (RPGA) is a novel technique that provides a unique perspective for analyzing nonlinear data on differentiable manifolds. Traditional linear methods are often inadequate when exploring the complexities of such data. Orthogonal transformation techniques such as Principal Component Analysis (PCA) and Principal Geodesic Analysis (PGA) are highly desirable for condition monitoring stochastically excited systems in domains like mechanical, aerospace, and civil engineering. However, uncertainties and dynamic fluctuations necessitate robust analytical methods for early change detection to ensure safety, performance, and cost-effectiveness. Limitations posed by linear orthogonal transformation techniques such as PCA and its recursive counterparts make it imperative to adapt these techniques to nonlinear situations where data does not evolve in a flat Euclidean space. Significant advancements have been made in this field over recent decades, with data-driven real-time algorithms such as RPCA, RCCA, and RSSA providing reliable solutions for complex multidimensional problems. However, for curved space, the nonlinear RPGA technique takes center stage. It is known for its effectiveness in extracting meaningful information from the complex data stream. This paper explores the foundational concepts and methodologies underlying the transition from linear to nonlinear data analysis. By examining examples such as stochastic geometric oscillator on S2, and the inverted spherical pendulum cart system navigating a rough surface, we illustrate the significance of reliable, real-time damage detection techniques provided by tools such as RPGA.
