Exploration of the Deep Impact of Digital Platforms on Innovation and Entrepreneurship Activities of Entrepreneurs under the Information Management Framework

With the rapid development of information technology, digital platforms (DPs) have emerged as an indispensable aspect of the entrepreneurial landscape, which has a profound impact on entrepreneurial innovation and practice. However, there remains a gap in understanding the specific ways in which DPs influence the entrepreneurial process. Therefore, within the framework of information management theory, this study aims to deepen the understanding of how DPs foster entrepreneurial innovation and enhance entrepreneurial effectiveness, thereby enhancing the overall efficiency of DPs. Firstly, the concept of information management in contemporary social enterprise management is thoroughly examined and reviewed to establish a robust theoretical foundation for further research. Secondly, the conceptual framework and core elements of DPs are extensively discussed, elucidating their role and function in the entrepreneurial process. On this basis, a theoretical model illustrating the impact of DPs on entrepreneurial innovation and activities is formulated, along with six specific research hypotheses. These hypotheses encompass the effects of DPs on entrepreneur behavior, enterprise development, and the platform–entrepreneur relationship. To verify the validity of these hypotheses, a questionnaire survey involving 398 entrepreneurs is conducted to facilitate in-depth communication. Simultaneously, the various attributes of entrepreneurs are categorized, and the resulting classifications are thoroughly analyzed and evaluated. The results show that the DP plays a positive role in promoting the development of platform enterprises, improving intrapreneurship activities, and enhancing the ability of intrapreneurship. In addition, DPs can effectively regulate the relationship between platform enterprises and entrepreneurs and promote the self-development of entrepreneurs. Furthermore, the entrepreneurial growth process has positively influenced platform enterprises. This finding strongly supports the practical application of DPs and provides valuable guidance for entrepreneurs to leverage them effectively in fostering innovation and entrepreneurial activities in the digital era. Meanwhile, this offers crucial insights for platform enterprises on enhancing their service offerings to entrepreneurs and fostering the sustainable development of the entrepreneurial ecosystem. In summary, through rigorous theoretical discourse and empirical analysis, this study emphasizes the significant role of DPs in the entrepreneurial journey, providing robust backing for their continued advancement and utilization in the entrepreneurial realm.

Multicast Radar Data Transmission Using the Tunnel in Tunnel Method and IGMP (Internet Group Management Protocol) Filtering by Utilizing the Internet Network

This research proposes the implementation of multicast radar data transmission using the tunnel in tunnel method by utilizing the installed IP VPN network. The background of this study is the failure in radar data transmission resulting in a change of service from surveillance to procedural service, as well as the impact of the Covid-19 pandemic on aviation organizations. The purpose of this implementation is to enhance flight safety while achieving cost efficiency for the company. Objectives include changing transmission methods, budget efficiency, improving operational safety, compliance with international standards, and support for the concept of flight information management. Advantages of multicast radar data transmission include centralized IP base, ease of monitoring, and the use of FO converters for surge protection. Implementation is based on aviation regulations, international standards, and partnership contracts. Contingency plans cover network and device failure scenarios. Cost benefit analysis shows significant financial gains from this implementation. It is hoped that this research will make a positive contribution to improving efficiency and operational safety in aviation.

Research on the Strategy of Commercial Enterprise Project Management under the Background of Informatization

With the continuous development of science and technology, the information age has come. To establish a modern enterprise system, project management must be carried out according to the implementation rules and organizational requirements, so as to promote enterprises to obtain more economic benefits through project management. Compared with the traditional management mode, information management has a very significant advantage. It can not only optimize the existing management system, improve the management efficiency and competitiveness of commercial enterprises, but also promote the deepening reform within enterprises, improve the creativity and innovation consciousness of the whole enterprise and promote the sustainable development of commercial enterprises. This paper discusses the concept of information management of commercial enterprises, the problems existing in the current project management of commercial enterprises and how to improve the project management of commercial enterprises under the background of information technology. Generally speaking, the project management strategy of commercial enterprises under the background of informatization should start with perfecting the standard system of informatization construction, creating a good project management culture and optimizing human resource management. It is hoped that this research can provide some help for speeding up the informatization process of project management in commercial enterprises and promoting the innovation of project management mode in enterprises.

Information management in school libraries: a systematic review of the literature

The study approaches information management focused on the context of school libraries through a systematic literature review carried out in the following databases: CAPES, EBSCO and SciELO journals, using the descriptors "information management" AND " school library. Thus, the general objective of this research proposes to carry out a systematic literature review on studies related to information management in school libraries. Therefore, we intend to discuss the concept of information management in the context of school libraries; carry out a mapping of articles that deal with the object of study; and analyze the works that approach the proposed theme. The searches resulted in 9 articles, from which the information considered relevant for analysis was extracted. The results point to the importance of information management in the context of school libraries so that knowledge and information can be managed in a planned, organized, interdisciplinary and intentional way.

НАПРЯМ ВДОСКОНАЛЕННЯ СИСТЕМИ УПРАВЛІННЯ МАТЕРІАЛЬНИМИ ЗАПАСАМИ ВІЙСЬКОВОЇ ЛОГІСТИКИ

The analysis of the country's hostilities against the Russian occupiers and the existing state of providing troops showed the need to improve the management system of providing material means, weapons, and military equipment to military units based on a scientific analysis of the state of the troops, forecasting changes in circumstances, and decision-making. This requirement is largely satisfied by the implementation of the main mechanism of the management system at all levels of supply in the Armed Forces of Ukraine (AFU), namely the «feedback system». The implementation of such a system in the organization and management of the process of logistical (technical, rear and medical) support (MTZ) of training and combat use of the Armed Forces, which is currently in a state of conducting hostilities on the territory of the state, necessitates the development of a new concept of military information and material management - technical flows for use by a more effective structure, which is called the «military logistics system». A key element of the MTZ is a set of measures to accumulate stockpiles of material resources up to the established norms and provide military units and units with them in a timely manner, storage and maintenance in a state of constant readiness for use as intended. The purpose of the article is to determine directions for improving the management system of material resources, weapons and military equipment for their creation and accumulation in peacetime, rational echeloning at all levels of management for their timely and sufficient supply to military units during hostilities. Cloud computing for information management and use in the 21st century library

Librarians are applying different platforms for user services and attaining exceeding satisfaction for information management and use in this Web based era. Cloud computing presents an advantage for libraries. It is providing several opportunities for libraries to link their services, use and manage information on the cloud. Cloud computing is the new type of service provided on the Internet, which has exclusively changed the way computers are used irrespective of geographical barriers to manage and use information. The paper examines cloud computing as a tool for information management and use in the 21st century library. The discourse is about the concept of cloud computing, models of cloud computing and the service, which include IaaS, PaaS and SaaS. The paper also discusses cloud. The paper also discusses cloud deployment storage models in private, community, public, hybrid and personal cloud. Information management concept are highlighted, alongside applications of cloud computing for information management and usage in the 21st century libraries. Benefits of using cloud computing for information management in the 21st century libraries including the risks associated with cloud computing for information management and use in the 21st century libraries. Concluding, the discourse opines that today libraries are shifting to cloud computing technology to process data correctly and quickly. Cloud based services are helping libraries by creating digital libraries, social networking and enhance information sharing. Though, problems regarding data security, privacy, reliability and legal rights have not been fully taken care of. All information personnel must be aware of these issues before choosing cloud based services. Despite these issues, cloud based technology is an incredible development that can improve data management and usage in libraries and offer dependable, rapid services to its users. The study recommends that base on the importance and relevance of cloud computing technology, that it should be applied in library services to manage and use information must especially university libraries in Nigeria.

An investigation of difficulties in information management for delay and disruption claims

Information is important for making successful delay and disruption claims in construction projects. Without the required and complete information, it becomes challenging to provide supporting evidence for the damages incurred due to various delay and disruption events. However, there are several difficulties associated with managing the information needed for delay and disruption claims, which create complexities in the substantiation and resolution of these claims. This research, therefore, aims to explore such difficulties and propose recommendations for its mitigation to improve the process of delay and disruption claims. To achieve this, the concept of information management was adopted. Based on systematic review of literature using well-recognized databases (SCOPUS and Web of Sciences) and following PRISMA guidelines, 26 different difficulties were identified and prioritised in the collection, storage, access, and use of information required for delay and disruption claims. Incomplete information, lack of human resources, poor communication, verbal instructions and inaccuracy in recorded information were found to be the most common difficulties in the information management for delay and disruption claims. Recommendations are given to overcome the identified difficulties through available modern digital technologies such as drones, the internet of things, BIM, blockchain, bigdata and machine learning etc. This will pave way to obtain complete and accurate contemporaneous information on delays and disruptions in construction projects. Moreover, effective information management for delay and disruption claims will not only improve the process but also help in avoiding and/or amicably resolving disputes between contracting parties.

Social and political transformations observed in the public sphere of Ukrainian society involve increasing attention to the activities of public agencies and the development of communicative activities both between them and between them and the population. Public agencies should implement their activities on the basis of openness, transparency and publicity, using the latest forms, methods and approaches to the implementation of communicative activities. Such challenges require reinterpretation of the concept of public information management and provision of reliable public feedback, improvement of communication procedures in the public administration system. In their works, the researchers study the patterns of behavior of individuals under the influence of certain social and cultural phenomena caused by intercultural communication. Distinguishing previously unsolved parts of the overall problem. Along with a large number of publications on intercultural communication, it is necessary to note the need for in-depth research on modernization of communication activities of public agencies in modern conditions, as this aspect is important for development of statehood and transition to a new communicative format between the population and public agencies. Presentation of the main material. In modern conditions public agencies are called to perform a number of tasks corresponding to the challenges of the world. They function in accordance with the conditions that form the newest social space. One of the key areas of interaction between public agencies and the public in the context of modernization of their communication activities is to ensure openness and transparency in line with the latest principles of public policy, according to which the newest foundations of public policy in the field of public communication should be developed. This involves modernizing the functional responsibilities and restructuring of public agencies, i.e. changing organizational approaches to their activities. In accordance with modern transformational changes in the Ukrainian and world society, this modernization should take place on the basis of the development of e– government, i.e. translation of a number of procedures in the field of public administration into digital environment. Information support of strategic directions of the state development in accordance with the need to modernize the communicative activity of public agencies requires improvement through the development of automated computer and information-analytical networks, centers and systems. This will provide an opportunity to improve the internal communications of public agencies in course of development and implementation of administrative decisions in routine and crisis situations. Modern communication technologies in provision of public services to citizens and institutions are designed to increase the level of trust to public agencies, so this area is important given its social orientation. Along with this, economic development, increasing the competitiveness and investment attractiveness of Ukraine, creation of a positive business climate within the country, are also worth mentioning and have a positive impact on expanding the scope of implementation of the new communication technologies. Implementation of the newest communication technologies in professional activities of public servants involves a continuous improvement of informational literacy, training and use of information technologies in their work. E-democracy technologies play an important role in improving the efficiency of communication between public agencies and the public, as citizens will be able to solve their problems quickly, using electronic applications. Educational programs for the public, formed in electronic form and designed to unify the principle of using public services by citizens, should take the same route. It is necessary to emphasize the importance of social networks, which in the modern world play a role of a specific communication tool. Introduction of these means of communication will improve the interaction of the stakeholders with public agencies, especially at regional and local levels. It is worth mentioning the need to form special interactive services, which the citizens would be able to use for solving socially significant issues, at local, regional and national levels. Conclusions. Modernization of communicative activities of public agencies in modern conditions has technical, technological and social nature. This format of interaction between public agencies and the public involves solving a wide range of problems that currently exist in this area, in particular, overcoming “digital inequality” caused by significant distortion in informational, technical and technological literacy of the population.

Impact of NOTAM on security and efficiency performance of flights (overview)

The purpose of this work is to analyze and assess the impact of NOTAM on the flight safety and efficiency. The main problems associated with NOTAM were considered: number of NOTAMs, the practical use of NOTAM information, technical limitations of the current NOTAM system. Examples of the negative impact of NOTAM on the quality of air navigation support, safety and efficiency of flights are presented. Also, the best practice of solving problems, related to NOTAM in the world, is presented with using: Q-code and flight planning systems (on the example of Lido Flight 4D). The concept of the European AIS Database (EAD), developed on the basis of the Aeronautical Information Exchange Model (AIXM), is presented. The concept of Digital NOTAM, implemented on the basis of AIXM and intended for the exchange, automatic processing and interpretation of the dynamic aeronautical data, is considered. The research studies the new modernized NOTAM system – Federal NOTAM System (FNS – Federal NOTAM System), developed by the Federal Aviation Administration (FAA) of the United States, which allows encoding the Digital NOTAM. ICAO's plans for the transition from the concept of Aeronautical Information Service (AIS) to the Aeronautical Information Management (AIM), applying the principles of the System Wide Information Management (SWIM) concept, were analyzed. As a result of the analysis of the current NOTAM system and the modernized NOTAM system (FNS from FAA), conclusions were drawn that the implementation of Digital NOTAM should solve the technical part of the problems associated with NOTAM, brought about by the use of modern communications (internet) and new data exchange standards (AIXM), which, as a result, will lead to an increase in the level of safety and efficiency of flights. At the same time, problems with NOTAM caused by human factors remain unresolved, due to incorrect use of the NOTAM instrument.

Analysis on the Application of Information Processing Technology in Accounting

Accounting policy choice refers to the process of making qualitative and quantitative comparative analysis of alternative accounting principles, methods and procedures in the optional domain of accounting standards or relevant economic laws and regulations according to the management objectives, so as to draw up accounting policies. In modern enterprise groups, the concept of information management has a constant impact on the organizational structure of enterprises. Under the information environment, accounting policies should be selected around the reliability and relevance of accounting information. Modern enterprise management believes that the most fundamental of accounting information management is information management. Only when enterprises grasp the real information in time can they control capital flow and logistics. Based on this, this paper analyzes the application status of computer information processing technology in the accounting work, defines its development trend in the accounting work, and points out the relevant solutions to promote the smooth progress of the accounting work.

Role of Knowledge Management in Ensuring Quality of Higher Education in Al-Quds University from the Academic Staff's Perspective

The concept of knowledge management has acquired significance recently for its relevance to the concept of total information management. This study aimed to investigate the role of knowledge management in ensuring quality of higher education in Al-Quds University from the viewpoint of academics. To achieve this objective, the descriptive, analytical method was followed. (150) academics were randomly selected for the study from Al-Quds University during 2019/2020. A questionnaire was developed based on previous studies; and after checking its reliability and validity, it was used to collect data. The data was analyzed by using SPSS to conduct statistical procedures, including T-test and ANOVA. Major findings revealed that there was a positive role for Operations management knowledge in quality assurance, and the academics' assessment regarding knowledge management and quality assurance practice was medium. The independent variables (knowledge creation, knowledge sharing, application and generation of knowledge) combined had a positive effect on the dependent variable (achieving quality of higher education at Al-Quds University). It was also found that there was a positive effect for the knowledge sharing variable. In other words, the higher the level of knowledge management is, the greater the achievement of the quality of higher education at Al-Quds University is. The independent variables (gender, academic rank, college) had an impact on the dependent variable (achieving the quality of higher education at Al-Quds University). It was found that there was a positive effect for the academic rank variable, and a negative effect for the college variable, which means that the higher the academic rank is, moving towards science colleges, the more the quality of higher education at Al-Quds University will be, which means knowledge management helps in achieving the quality of higher education. The study recommended the need to raise the efficiency of knowledge management processes at Al-Quds University because of its role in achieving higher education quality.

The Role of Information Management for the Sustainable Conservation of Cultural Heritage

Central to the entire discipline of heritage restoration and conservation is the concept of information management. Nevertheless, traditionally, conservation and restoration has been a poorly documented discipline, which has led not only to a lack of standardization and awareness about the processes carried out in the past, but also poses problems both when new restoration works are necessary and for the preventive conservation of the elements of heritage. This study sets out to propose a conceptual framework to explore the relationship between conservation of heritage and information management on the basis of case studies; in particular: a spatial data infrastructure (SDI) of a regional government concerning an endangered plant (wild grapevine) with an important potential for cultural and touristic uses in a wine-making region; an open data guide—the Digital Guide of Andalusian Cultural Heritage; a university repository connected to Europeana, which contains reports and outcomes of projects of geometric documentation of elements of heritage; a repository of an organization in charge of the protection and care of the heritage; and finally, two examples of the use of heritage building information models (HBIM) in complex monuments. After discussing the characteristics of each case, this paper concludes that, although the availability of information and tools is growing, further progress is still necessary concerning the interoperability, outreach and reuse of the different solutions.

Partial rule security information and event management concept in detecting cyber incidents

Information communication technologies are evolving rapidly and have huge impact on everyday life. This does not come without dangers, i.e., it is actively followed by wide range of malicious activities that impact the companies forcing them to protect their information at all costs. Cyber attacks today are usually consisting of multiple carefully planned hardly detectable steps causing severe damage to companies. This paper examines the capability of security information and event management (SIEM) system with applied partial rules in detecting the multi-step attacks. Fine tuning was focused on detecting partial attack patterns that were important and specific to environment and positive results were gained. The results show that when using the partial rule approach in SIEM for incident detection, the number of detected advanced multistage cyber attacks has increased, thereby contributing to the overall security in cyber space.

Türkiye'nin Ulusal Bilim ve Teknoloji Politikalarında Bilgi Yönetimine Yaklaşım: 2000 Yılı Sonrası İçin Bir Değerlendirme

Türkiye'de 2000 yılı ve sonrasında oluşturulan ulusal bilim-teknoloji politikalarında bilgi yönetimine yaklaşımı ve bakış açısını ortaya koymak amacıyla gerçekleştirilen bu çalışmada, bilgi yönetimi kavramının çerçevesi “bilgi kaynakları, bilgi hizmetleri, bilgi sistemleri ve bilgi altyapısı” unsurlarını içeren bilgi politikası bağlamında çizilmiş, bilginin elde edilmesi, bilimsel ve teknik yöntemlerle düzenlenmesi ve sunulması anlamıyla ele alınmıştır. Araştırma kapsamında belirlenen amaca ulaşabilmek için 2000 ve sonrası dönemde oluşturulmuş 116 adet bilim-teknoloji politika belgesi içerik analizi tekniğinden yararlanılarak incelenmiştir. Elde edilen verilerin değerlendirilmesi sonucunda, bilimteknoloji politikalarının sürekli ve istikrarlı bir biçimde geliştirildiği ancak Türkiye'nin eğitim, insan gücü gibi mevcut altyapı eksiklikleri nedeniyle tam olarak uygulanamadığı görülmüştür. Bilgi yönetimi ile ilgili hedefler e-devlet politikaları kapsamında oluşturulan strateji ve eylem planları ile uygulamaya konulmuştur. Ancak bilgi yönetimi unsurları ile ilgili politikaların tek tek ve farklı bağlamlarda ele alındığı, bilgi sistemleri ve bilgi altyapısı unsurlarına daha çok ağırlık verildiği, bilgi yönetimi unsurları ile ilgili politikaların tasarlanmasında ve uygulanmasında bilgi yöneticilerinin yer almadığı tespit edilmiştir. Bilim-teknoloji politikalarının bilgi yönetimi ilke ve uygulamalarını içerecek biçimde tasarlanması konusunda bilinç ve farkındalığın oluşturulması gerektiği düşünülmektedir. Böylece bilim-teknoloji politikalarının organik bir parçası olan bilgi yönetimi, ilgili politika hedefleri ile birlikte var olacak, gelişecek ve diğer taraftan bilim-teknoloji politikalarının hedefleri bilgi yönetimi ile desteklenecektir.

MATERIAL RESOURCES IN THE MILITARY LOGISTICS SYSTEM

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

Information management as a factor of innovative society development

The relevance of the topic of research of information management as a modern direction of the development of society is that in the 21st century the development of modern civilization has accelerated in the direction of globalization - economic, political, and cultural. The central problem for the development of informational civilization is information as one of the most important attributes and resources of human activity, which grows into knowledge.The problem of research is information management as a science that is not yet sufficiently developed in modern scientific literature; therefore, it is very important to study all new approaches to its development. The purpose of the research is the conceptualization of information management as a science, based on information and communication technologies and informatization mechanisms that help to identify the information and innovation potential of our country, develop information standards and implement intellectual human capital based on information.The article substantiates the essence, tasks and main directions of the development of the concept of information management, determined by informationalism. The transition to a new information civilization has the character of a "technocratic project", based on the innovative development of society, which is based on the information infrastructure. The development of information management is promoted by the "knowledge society", which cultivates a creative person, the formation of which is based on information and knowledge. The research tasks are the conceptualization of information management, its essence, content and main directions of development, which are introduced into the practice of the educational process of high school. The methodological basis for the formation and development of the concept of the information society is informationalism, studied by M. Castells (2000), as well as Autopoese methodology of Maturana and Varela. The results of the research are the formation of the concept of information management as one of the most modern trends in the development of the 21st century society, which is quite innovative, requiring the development of an informative and innovative society and an informative and innovative personality. Simulation-supported aviation cyber-security risk analysis: a case study

Air Traffic Management (ATM) is based on complex processes carried out by several ATM entities, e.g., air traffic control, air traffic flow management and aeronautical information services. The results of these processes rely on the information passed between entities. Respective developments like those outlined in ICAOs Global Air Navigation Plan increase even further the complexity of this federated “system of systems”. Notably the concept of system-wide information management provides efficiency gains for the collaboration of airspace users, airports and air traffic management providers. However, this complexity and dynamic changes provide the ground for “gaps and flanks” between the elements, i.e., in terms of affected individual technical systems and information flows. Recent reports show that such vulnerabilities are explored in aviation similarly to other so called critical infrastructures. And while it is obvious that the failure of ATM elements will impair or even stop air traffic the impact of cyber-attacks on information integrity is less obvious. Thus, a continuous threat and risk analysis is important. This motivated the Air Traffic Resilience (ARIEL) project team to select attacks on the integrity of flight data as a use case for the scenario-oriented and model-based approach for aviation cyber security risk assessment. As part of the overall threat and risk analysis approach of ARIEL, an estimation of the threat potential of a selected attack scenario is made with the aid of an air traffic simulator. Thus, this makes it possible to quantify the threat to the system. The work presented here focuses on the use of simulation methodologies for aviation cyber security risk assessment with different variants of a flight plan data manipulation scenario. How the air traffic simulator TrafficSim could be used to estimate threat potential is presented along a discussion that focusses on approaches for the identification of such abnormalities that need to be counteracted or to treated to minimize its impact.

Information-communicative technologies as a basis of information management development

The relevance of the topic of research of information management as a modern direction of the development of society is that in the 21st century the development of modern civilization in the direction of globalization - economic, political, cultural is accelerated. The central problem for the development of information civilization is information as one of the most important attributes and resources of human activity, which grows into knowledge. The article substantiates the essence, tasks and main directions of the development of the concept of information management, determined by informationalism. The transition to a new information civilization has the character of a "technocratic project", based on the innovative development of society, which is based on the information infrastructure. The development of information management is promoted by the "knowledge society", which cultivates a creative person, the formation of which is based on information and knowledge. The research tasks are the conceptualization of the development of information and communication technologies, which are the basis for the development of information management; clarification of the essence, content and main directions of the development of information and communication technologies, which are introduced into the practice of the higher school educational process. The methodological basis for the formation and development of the concept of the information society is the informationalism studied by M. Castells (2000), as well as the autopoiesic methodology of Maturana and Varela, as well as the synergistic and non-informational methods based on nonlinearity and informiology. The results of the research are the formation of the concept of information management as one of the most modern trends in the development of the 21st century society, which is quite innovative, requiring the development of an information and innovation society and an information and innovation personality. Conclusions - the concept of information management should be introduced in all areas of the development of society, including the higher school, which requires the formation of a creative personality as a subject of an information and innovation society
