Rethinking Global Civil Society in an Era of a Rising China

The concept of global civil society arose out of a language, culture and definition influenced by mainstream Western political philosophy and discourse, and the behaviour of Western NGOs that proliferated in the latter part of the 20th century. The recent rise of Chinese social organizations internationally – who were born, developed and prospered in a domestic authoritarian institutional environment with varying values and norms than their Western counterparts – suggests a rethink of how global civil society is conceived. Namely, as Chinese social organizations internationalize, they ultimately export to host nations their best/worst practices, modes of operation, organizational behaviour, and their values and norms. This article looks at the experiences of Chinese social organizations domestically and abroad, and discerns how their actions and behaviour potentially confirms, modifies and/or rejects the contemporary conceptual understanding of global civil society.

ABSTRACT Background problem in this article are the presence of anti-Chinese negative view on Indonesian society, as a result of riots in 1998 in Indonesia. The background is then raises the question of the formulation of the problem in this research, namely the role of AIESEC in changing student views China as a representative of the Chinese people against Indonesia as a result of the riots in May 1998. This study uses the concept of global civil society to explain the organization AIESEC as part of a global civil society, as well as the theory of resource mobilization and new social movements which describes the actions of the organization. This study was taken from the years 2010 - 2015 when the state of the organization has had a good strategy, and the attempt of the state to press the issue of racism. Sociedad civil global: ¿A qué se está asistiendo?

This paper seeks to explore the concept of global civil society, understood as the actions of various networks of individuals operating in a transnationalised and deterritorialised mode transnationally and these networks have the ability to influence the public debate. This theory is derived primarily from the internationalist Mary Kaldor, and from the globalization dynamics. This theory has been extensively developed in recent years from various perspectives, either from a vindictive, critical or explanatory nature. For this reason, it is necessary to problematize and elucidate that category; first, by understanding the ideas of civil society and globalization, then, in a second stage, by developing the category of global civil society, in a third stage, by briefly describing an empirical case in which international civil society is exemplified and, finally, in a fourth moment, by formulating some proposals on the possibility of a public policy of global nature.

‘Our common humanity’: print, power, and the colonial press in interwar Tanganyika and French Cameroun

AbstractIf the concept of global civil society offers a way of thinking about the interwar period that does justice to the new linkages that were developing at the time, it also offers an opportunity to reflect on ‘the varied, contingent meanings of the global – and the limits to such globalist visions’, as this special issue makes clear. This article explores these themes in an African context in relation to two government periodicals,Mambo Leoand theGazette du Cameroun, both of which first appeared in the early 1920s, and a settler-edited newspaper aimed at an African audience,L’Éveil des Camerouniens, published 1934–35. It argues that such official and semi-official publications serve to illustrate both the unexpected ways in which this period witnessed the birth of new forms of global connection and the limits of such connection.

"Sociedade civil global": agentes não estatais e espaço de interação na sociedade política

O presente artigo visa compreender o conceito de sociedade civil global, a partir de um diálogo entre o construtivismo em Relações Internacionais e o pensador francês Michel Foucault. Dividido em três seções seguidas por uma conclusão, o texto almeja inserir-se em um espaço acadêmico de profunda contestação das bases filosóficas que permeiam as teorias convencionais nas ciências sociais e, em especial, nas Relações Internacionais. A primeira seção dedica-se à discussão acerca da sociedade civil global como espaço de interação agente-estrutura; na seção subsequente, ao conceito como um conjunto heterogêneo de agentes não estatais de escopo global. A terceira seção funde as duas partes da definição. Assim, propõem-se duas dimensões definidoras da sociedade civil global: na primeira, como espaço político; na segunda, como conjunto de agentes de características específicas. Por fim, uma breve conclusão encerra o texto - mas não a polêmica da discussão. Conclui-se que o contexto contemporâneo é marcado por uma complexidade de tal magnitude que torna urgente uma abordagem que evite oposições binárias e fronteiras ontológicas naturalizadas e reificadas, estando, assim, apta a interpretar de maneira mais adequada as relações sociais e políticas atuais.

Cosmopolitanism as Hospitality: Revisiting Identity and Difference in Cosmopolitanism

For many cosmopolitans, an emergent global civil society is re-framing the relationship between the universal and particular in world politics in ways that do justice to both. This article disputes this claim, finding that the concept of global civil society shares the same fundamental problem as state sovereignty, namely that it is better at articulating global identity than difference because it reproduces in different form statist attempts to describe a universal structure of particularity. It then argues that to avoid reducing difference to identity while remaining true to the cosmopolitan impulse to ethical universality, that is, to recognition of moral obligations to foreigners, it is necessary to take cosmopolitanism as synonymous with an ethics of hospitality enabling a nondialectical account of identity and difference in cosmopolitanism. As Derrida affirms, hospitality deconstructs the binary of identity and difference in our ethical relations with strangers. This dialectic-defying quality of cosmopolitanism-as-hospitality requires a greater decisionism than dialectical liberal-cosmopolitanism, turning cosmopolitanism away from the pure ethics of its liberal variants and transforming it into an ethicopolitics.

Global Civil Society and Democratization of World Politics: A Bona Fide Relationship or Illusory Liaison?

For over a decade, scholars have been studying and debating the role and influence of non-state actors in democratizing global politics. The sheer volume of studies calls for assessing the current state of this area of research. It also invites systematic analysis of differences in the collected evidence on outcomes of the democratizing efforts of global civil society associations. In this review, I (1) expound the concept of global civil society and point to definitional dilemmas surrounding this term; (2) propose a new analytical framework for examining an association between global civil society and democratization; (3) apply the proposed framework for assessing the findings of empirical studies; (4) discuss the nature of differences and the sources of discord in the analysts’ conclusions; and (5) make recommendations for advancing our knowledge in this important area of research. A principal theme that runs throughout this essay is that the field of global civil society and democratization has ample avenues for further conceptual, theoretical, and empirical work. Our ability to speak credibly of global civil society as a viable democratizing force would be improved with the development of empirical theory, conceptual elaboration, and more rigorous methodologies of research.

Justification and legitimacy in global civil society

As some thinkers have sought in the concept of global civil society an ethically driven site of deliberation and even resistance, so others have criticized global civil society for its lack of legitimacy and representativeness. This article attempts to answer these criticisms – at least in part – by invoking a moral commitment to the value of justification. I argue that the idea of justification, when examined, offers us a particular understanding of legitimacy which would be attainable for global civil society actors. The article begins by setting out the case for concern about the legitimacy of global civil society. I then outline a certain understanding of justification, showing how a commitment to this conception provides both a response to critics of global civil society and an ethical baseline for humane actors within global civil society. I move on to trace the significance of the moral relevance of justification for actors' strategies. Lastly, however, I highlight the difficulty of justification in a diverse world. This is to say that the issues of legitimacy and strategy facing global civil society are only made more tractable, not dissolved, by an appeal to the importance of justification.

"Global Civil Society" and the Political Depoliticization of Global Governance

Activists, officials, and academics alike have often linked observations about an emerging global civil society to an incipient democratization of world politics. Global civil society is assumed to bring public scrutiny and “bottom-up” politics to international decision making “from outside” formal political institutions. Based on an analysis of uses of the concept of global civil society in 1990s global governance discourse (especially related to the major UN world conferences), this paper argues that the presumed democratization of world politics is better understood in terms of a double movement: on the one hand, “global civil society” depoliticizes global governance through the promotion of “human security” and “social development”; on the other hand, the emerging international public sphere (in the UN context) operates as a subsystem of world politics rather than opposing the system from outside. Practices of depoliticization are thus part of the political logic of (neo-)liberal global governance. The argument draws on Luhmann’s systems theory and Foucault’s analysis of governmentality.

Global Civil Society and Its Discontents

According to enthusiasts the concept of global civil society is spreading rapidly and becoming pivotal to the reconfiguring of the statist paradigm. However, critics have recently grown more numerous and outspoken in opposition to the term claiming that it is actually perpetuating statism by grafting the idea of civil society onto the global by way of an unhelpful domestic analogy. This paper examines the role the concept is playing in perpetuating/reconfiguring statism. First it summarizes current criticism by identifying three basic accusations: the ambiguity of the term, the “domestic fallacy,” and the undemocratic effects of using it. Second, these criticisms are considered in turn and it is concluded that all three points relate, ultimately, back to the failure of the critics themselves and some global civil society theorists to move beyond a state-centered framework of interpretation. In the final section it is shown how global civil society discourse is beginning to move not only the concept of “civil society” away from its state-centred historical meanings, but also how it is contributing to changing the content of the concept of “the global.”

Uncovering Shokumin: Yanaihara Tadao’s Concept of Global Civil Society

This article develops the argument that Yanaihara Tadao (I 893-1 961), a Japanese social scientist at Tokyo Imperial University, embraced the concept of global civil society in which culturally distinct groups would voluntarily cooperate for the benefit of the whole. This important aspect of his work is much less explored than his critique of Japanese colonial policy in Taiwan and Korea. In the period of imperial Japan, Yanaihara reinterpreted the commonly used term for colonization, shokumin, as population migration. Such a reinterpretation allowed him to illustrate the significance of transnational interactions as part and parcel of the globalizing civil society. This article examines his specific understanding of population migration and ethnic nationalism in relation to the concept of global civil society. I argue that his call for colonial autonomy in response to ethnic nationalism implies that he considered the collective struggle for creating an ethnic nation state not only a negative example of a conflict over differences but also a positive opportunity to explore the potential of global civil society.

Making Sense of Global Civil Society

This article purports to explain why the concept of global civil society recently has attracted so much interest within academic and political discourse. Given the ambiguity and apparent incoherence of this concept, its centrality within contemporary International Relations and political theory is puzzling. The article argues that once we pay attention to the function of the concept of domestic civil society within different historical contexts, we are better able to understand the logic governing the usage of global civil society as well. Much like its domestic antecedents, theories of global civil society provide answers to the question of how to govern effectively, in this case by constituting the global realm as a sphere of governmental activity, as well as by justifying the exercise of authority within this emergent sphere. The article concludes by discussing the ethical implications of the concept of global civil society, disputing its emancipatory potential.

Global Civil Society Across the Mediterranean: The Case of Human Rights

The concept of global civil society began to be used regularly just a decade ago. Its formulation results from the application of the civil society concept to transnational political processes. This article reviews the networks created in recent years in the field of human rights in the Mediterranean and investigates to what extent these are exponents of the emergence of an alleged global civil society. Links and exchanges between very diverse human rights advocacy groups have multiplied in recent years and transnational constituencies have been forged. But the existence of this ‘global civil society’ can hardly be identified as if it were a global player. It would be more appropriate to speak of the existence of parcels of an international (and internationalized) civil society.

How Global is Global Civil Society?

In recent times the concept of global civil society has made its appearance on national and international intellectual, as well as political agendas, in a major way. It is of some interest that two other concepts, both of which call for transcendence of national boundaries in precisely the same way as global civil society does, have also made their appearance on the scene of intellectual debates at roughly the same time: the concept of cosmopolitanism and that of transnational justice. All three concepts have dramatically expanded the notion of commitment to one’s fellow beings beyond the nation state. And all three concepts have extended critiques of policies that violate the dignity of human beings from national governments to the practices of inter-national institutions such as the World Bank, the International Monetary Fund, and the World Trade Forum. In sum the inter-related concepts of global civil society, cosmopolitanism, and transnational justice have greatly enlarged the traditional domain of political theory. And yet for any political theorist who is acutely conscious of the phenomenon of power, these concepts are not unproblematic. For the practices of global civil society may just reinforce the intellectual and the moral power of the West over the postcolonial world. This is particularly true of say global human rights organizations. This paper will attempt to raise some questions of the concept and the practices of global civil society from the perspective of the countries of the South.

Transnational Publics: New Spaces of Social Movement Activism and the Problem of Global Long-Sightedness

The article proposes the concept of transnational publics as a way of overcoming problems of global long-sightedness and stimulating sociological research able to operate on various spatial levels. By contrast, the concept of global civil society is so inclusive as to be almost analytically useless; it gives the mistaken impression that social action is becoming detached from the local and the national. It is theoretically flawed to speak of a global civil society in absence of a global state. To overcome this global long-sightedness we should speak of a plurality of transnational publics rather than a single global civil society. This forces us to identify the social spaces that individuals and social movements construct. We discover two things: transnational publics are not detached from physical space, but imply a transformation of space, combining the local, the national and the transnational in a new way; second, transnational publics are mediated, but also rooted in real people and places.

Global Complexity and Global Civil Society

This paper argues that recent struggles against neoliberal axioms such as free trade and open markets have led to a militant reframing of global civil society by grassroots social movements. It contests that this struggle to invest the concept of global civil society with transformative potential rests upon an identifiable praxis, a “strange attractor” that disturbs other civil society actors, through its re-articulation of a politics that privileges self-organization, direct action, and direct democracy. The paper further suggests that the emergence of this “antagonistic” orientation is best understood through the lens of complexity theory and offers some conceptual tools to begin the process of analyzing global civil society as an outcome and effect of global complexity.

The Role of Communication in Global Civil Society: Forces, Processes, Prospects

The author examines the concept of global civil society (GCS) through the use of theoretical tools and empirical evidence related to the study of International Communication. He demonstrates that scholarship on GCS tends to simplify the process through which information becomes knowledge and that the state system–GCS relationship often is presented in terms of an ahistorical power dichotomy. In relation to these problems, what the author calls “GCS progressives” tend to underplay political-economic factors shaping GCS, including the implications of structural power; they tend to emphasize the importance of spatial integration while neglecting related changes in temporal norms; and, more essentially, they often under-theorize the importance of socialization processes and relatively unmediated relationships in the ongoing construction of “reality.” The author concludes that through a more focused analysis—concentrating on how new technologies can be used to organize nationally and locally, and on lifestyle changes associated with communications developments—more precise analyses and fruitful strategies for GCS progressives may emerge.

Sovereign Limits and Regional Opportunities for Global Civil Society in Latin America

AbstractIn this article, we evaluate whether Latin American participation in international arenas reinforces traditional divides between state and society in global politics or transforms state-society relations in ways compatible with the concept of global civil society. We examine the participation and interaction of Latin American nongovernmental organizations and states at three recent United Nations conferences: the 1992 UN Conference on Environment and Development, the 1993 World Conference on Human Rights, and the 1995 Fourth World Conference on Women. We conclude that Latin Americans are full participants in any emerging global civil society. Their experiences at the 1990s issue conferences closely track those of NGOs of the Northern Hemisphere, notwithstanding the much more recent appearance of NGOs in Latin America. At the same time, Latin Americans bring a regional sensibility to their participation in global processes that reflects recent political developments and debates in the region.
