Regional Comprehensive Development of Japan

After the World War 2, Japan has started to strive after stabilization of people's life, and efforts have been concentrated on the food production increase and the war damage rehabilitation. In 1950, the Comprehensive National Land Development Act was established. But from about 1955, Japanese economy had begun to change and the regional development policy had also to be changed. In this report, the Japanese regional development policy from such times will be reviewed, and some examination is being made mainly from the side view of the physical projects.

Assessing An International "Issues Climate": Policy & Methodology Implications.

Comprehensive regional development initiatives require accurate assessments of issues that can impact their success. An assessment of 40 issues across 19 countries in the Caribbean Basin is reported. Results reveal highly complex relationships between issue life cycles and impact, and among issues. Implications for policy initiatives are noted.

A Study on Regional Planning in Developping Regions in Recent Japan

This paper is a study on problems of planning and policy making for regional development in recent Japan.Japanese government showed that the programes for comprehensive regional development plan since 1962. The first plan was operated from 1962, the second plan was 1969 and the thrid plan was 1978. We tried to some comments for these plans on this paper.And after this comments we are propose to strategic factores for new comprehensive regional development plan in Japan.1) maintain to convenience on mobilities between regiones.2) making infomation channeles and built up to fanction on city.3) joint on international relations.4) making new financial channeles.and, anyway, developping regiones are insufficiency on infruststructure for economic and social activities and to emphasize is that vigor is the only source of growth.

Dispersing Population: What America Can Learn From Europe.

This work examines the growing trend toward population concentration in the US the recently attained consensus that further concentration should be discouraged and the relevant experiences of 5 European countries that had faced similar problems of population concentration had concluded that the growth of their largest cities should be controlled and had then enacted ambitious and comprehensive programs to that end. The country studies for Great Britain France Italy the Netherlands and Sweden report on the goals of each program the accomplishments the current status and future direction of such efforts as viewed by politicians administrators and independent observers. A concluding chapter attempts to apply the experiences of the other countries to the case of the US. The limited 1st steps of the European countries subsequently led to complex structures of mutually reinforcing measures including comprehensive regional development planning generous cash grants to investors disincentives to the growth of major cities and decentralization of governmental agencies universities and state-controlled industries. The birthrate decline of the early 1970s and the spontaneous reversal of the trend to concentration in the US somewhat reduced the urgency of the problem but did not completely eradicate it. This work argues that if public preference for a policy of population dispersion in the US becomes overwhelming the experience of the European countries can serve as a guide to planning a program of measures which are likely to be popular affordable and effective.

Concepts in planning for water resources development and conservation—the American experience

An historical review of watershed and river-basin development in the United States involves an elaboration of eight concepts of water planning and management. These are: land and water are related; multiple-purpose dams; the basin-wide programme; comprehensive regional development; ground-water is ignored; unified administration; cleanliness is next to godliness; and fragile values in flowing streams.

Water Resources Planning in Appalachia

The Appalachian Water Resource Survey formulates and applies an innovative planning process and evaluation procedure for developing water resource proposals which reflect in their accounts the associated economic expansion of the area in which they are to be located. In addition to measuring traditional user benefits and project costs, expansion benefits and costs are identified including income and employment expansion, induced investment, and their associated costs. Furthermore, these are allocated to regional and national accounts permitting the isolation of a project's impact on regional economic stimulation and economic growth. Projects are evaluated both in terms of the traditional benefit-cost ratio and a ratio which relates the change in total wage and salary flows accruing to the Region, to total project costs including those private and public costs which are induced and associated. This process is a response to the need for developing water resources in consonance with a comprehensive regional development program. The resultant plan's frailties should not be permitted to overshadow the valid methodological advances pioneered in this study.
