Intellectual Capital For Higher Education Competitiveness

Just like those around the world, the higher education institutions in Indonesia also face the issues of accreditation, ranking, and requirements by the public and the government to participate in the improvement of community welfare through the implementation of research and community service for the society. Thus, the role of intellectual capital is very important in supporting higher education competitiveness. Based on a resource-based theory, this study aims to empirically examine the implications of an intellectual capital on higher education competitiveness. This study applies an explanatory design with a quantitative-descriptive-and causality analysis. We use secondary data sourced from public universities in Indonesia with at least “Good” institutionally accredited category, comprising in total of 74 universities. We apply the saturated sampling technique. The study concludes that a human capital has no significant effect on the competitiveness of higher education institutions. On the other hand, structural and relational capitals have a positive and significant effect on the competitiveness of universities. Thus, higher education management needs to provide stimuli and encouragement to the existing human resources to increase their capabilities. This research contributes to identifying the intellectual capital variables that affect the competitiveness of higher education institutions in Indonesia. MENDESKRIPSIKAN PERAN PENDIDIKAN TINGGI DALAM MENYIAPKAN SUMBER DAYA MANUSIA MENGHADAPAI ERA MANAJEMEN 5.0

This article aims to show the role of universities in increasing the competitiveness of human resources in the era of society 5.0. A university is an organization that has a mission to educate the nation. Higher education plays an important role in producing the nation's next generation, therefore a quality university is capable of producing a superior generation. In reality, the competitiveness of higher education institutions in Indonesia is still low. The research used is qualitative with a phenomenological approach. The results of the research show that the competitiveness of higher education institutions is still low compared to other countries, and the quantity and quality of human resource development is still low. Therefore, the role of the Human Resources development division at the university is important. There is a need to improve the management system as in the other countries which can be emulated to produce quality higher education resources.

Joint educational programs as a tool to increase the international competitiveness of a regional university

The article is devoted to the practices’ study of increasing the international competitiveness of a regional university through the joint educational programs development and implementation. The paper provides a review and systematization of legislative acts on the education of foreign citizens in Russian universities. The main system elements of joint educational programs aimed at improving the international competitiveness of higher education institutions have been highlighted. The implementation results of a joint educational program at the Penza Branch of the Financial University under the Government of the Russian Federation under an agreement with the Eastern Institute of the Shandong University of Finance and Economics (People’s Republic of China) have been presented. The directions of further cooperation with partners within the framework of joint educational programs have been outlined. The article materials will be relevant for heads of universities, branches, as well as vice-rectors as a practical case in the development of international activities.

Analysis of the competitiveness of higher education institutions in Ukraine in the context of recovery and development after the war

The article examines the challenges that arise before the education system in the conditions of military aggression. The changing political and social situation during the conflict seriously affects educational institutions and their ability to provide quality education. The purpose of the study is to create a structural and functional set of criteria for ensuring the processes of forming the competitiveness of educational institutions in the conditions of full-scale military aggression and post-war reconstruction. The article analyzes the effects of military conflict on education infrastructure, access to education, and the psychological well-being of students and staff. She reveals the need to adapt the criteria for assessing the competitiveness of educational institutions pays attention to the flexibility of the educational process and the ability to respond to emergency situations. The article used the method of literature analysis, which made it possible to systematize the results of the analysis of scientific studies, articles, reports, and other sources of information related to the competitiveness of educational institutions in the conditions of military aggression and post-war reconstruction. This allows you to establish the presence of problems, identify factors and determine previous theoretical approaches to the assessment of competitiveness. Analytical methods, including statistical data analysis, modeling, and other analytical approaches for assessing competitiveness, are used to identify relationships and important factors affecting the competitiveness of an educational institution. Based on the use of these methods, a model for assessing the competitiveness of educational institutions was developed. Using the competitive assessment model helps higher education institutions improve their strategic plans. This allows them to identify their strengths and weaknesses, identify competitive opportunities and threats, and develop effective development strategies. The competitiveness assessment model contributes to the improvement of the quality of education.

Current state and prospects of the development of the competitiveness of higher education’s institutions in the post-war conditions

The subject of the research is the theoretical and practical aspects of researching the factors of competitiveness of higher education institutions of Ukraine during the war and at the stage of post-war recovery. The aim of the research is to determine the main factors of competitiveness of higher education institutions in the post-war period. Research methods. In writing the article, general scientific and special methods of research and management of the competitiveness of higher education institutions were used. Results of the investigation. Іn the course of writing the article, it is determined that the full-scale invasion of the Russian Federation into the territory of Ukraine has radically changed the conditions of functioning of higher education institutions (HEIs), which has affected their competitiveness. It is determined that one of the key issues in the context of Ukraine's recovery is the issue of ensuring the sustainable functioning of the higher education system, which requires the reconstruction of partially damaged or even destroyed higher education institutions. It is analyzed that as of today, 45 higher education institutions in Ukraine have been completely destroyed and 61 have been damaged. It is emphasized that when addressing the issues of restoring higher education institutions, it is necessary to take into account market conditions and sectoral needs for training specialists for a particular sector of the economy of a particular region. It is determined that the competitiveness of a higher education institution is the ability of a higher education institution to compete effectively in the educational market, providing quality education that meets the needs of higher education students and society, while maintaining sustainable popularity and attractiveness; this is a complex process that requires efforts on the part of the university administration, teachers and students, as well as effective cooperation with society and business. It is proved that in order to ensure competitiveness in the post-war period, higher education institutions must actively adapt to new realities, improve their approaches to teaching and research, introduce new technologies, and cooperate with various sectors of society to achieve success. Scope of the results. Economics, management, higher education in Ukraine. Conclusions. As a result of the article, it is determined that in order to ensure the competitiveness of higher education institutions in the post-war environment, five main conditions must be met, including 1) development of higher education on an innovative basis, which will create a more flexible and efficient educational environment and help higher education students to adapt to the requirements of modern business, while contributing to the high competitiveness of higher education institutions; 2) improving the quality of research by increasing investment in research and, as a result, promoting the development of new technologies, solving global problems and improving the ranking of higher education institutions; 3) cooperation in the international context, which is an important tool for the development of education, science and technology, helping to increase the level of cooperation between countries and provide a deeper understanding of global challenges and opportunities; 4) development of e-education, which involves the use of electronic tools, programs, platforms and resources for learning, regardless of place and time; 5) deepening cooperation between HEIs and business, which creates the basis for training competitive specialists, promotes the development and dissemination of innovations, and provides conditions for the growth of HEIs' competitiveness.

Analysis of the marketing role and place for educational services promotion: innovative aspect

The article is aimed at exploring ways to introduce an innovative approach to the marketing of educational services. The authors analyse the current state of marketing educational services on the example of the Ukrainian market of higher education services. The main ways to ensure the competitiveness of educational services through the formation of a unique competitive advantage are assessed. The main objectives of educational marketing are defined: to provide a higher education institution with modern innovative tools for researching the demand for educational services; to develop and implement advanced concepts for providing quality educational services in the educational market, etc. A significant diversity and ambiguity or lack of a universal definition of the key concepts of educational marketing have been identified. The author’s own definition of the concept of “educational service” as a specific product that can satisfy the need of people to acquire certain knowledge, skills, abilities, and competencies for their further application in professional activities is proposed. The author also defines an educational service as a process (activity) of an educational institution to create an educational product. It is determined that educational services are transformed into human capital in the process of their use. It is proved that the effectiveness of the introduction of modern innovations in educational marketing directly depends on the processes of forming a highly competitive market for educational services, as well as on the development of its infrastructure, adaptation of legislation to European practices, and on economic, moral, other social and institutional foundations that should ensure the competitiveness of higher education institutions and have a positive impact on the development of higher education in general. Therefore, the prospects for further research by the authors will be to conduct a factor analysis of the impact of innovation activities of higher education institutions on the promotion of educational services and their further development in a competitive environment. A large group hesitant 2-tuple linguistic decision-making trial and evaluation laboratory (DEMATEL) method to evaluate performance indicators

The internationalization of higher education has become an important means for countries worldwide to develop and enhance their strengths, in which performance measurement plays a vital role. However, current performance measurement usually involves many indicators, and it is impossible to improve them all due to resource constraints. Therefore, a suitable performance measurement system can enhance the international influence and competitiveness of higher education institutions. In response, based on the matrix decision, this study develops a large group evaluation approach using a hesitant 2-tuple linguistic model. The decision-making trial and evaluation laboratory (DEMATEL) method is used, and key performance indicators (KPIs) are determined for higher education internationalization. In the method, the KPIs are focused on by constructing the correlation matrix between indicators using the hesitant 2-tuple linguistic model, which can then be determined by the extended DEMATEL method based on the cause-and-effect relationships between the performance indicators. In the case study, the effectiveness and applicability of the proposed hesitant 2-tuple linguistic DEMATEL method are verified. The results show that the proposed model can help higher education institutions focus on a limited number of key indicators and systematically manage higher education internationalization.

Innovations in Islamic Education Management within the University Context: Addressing Challenges and Exploring Future Prospects

This research explores innovation in the management of Islamic education in higher education institutions, along with the associated challenges and prospects. Its objective is to comprehend the challenges of implementing innovation in Islamic education management and assess its prospects. The research methodology employed is a qualitative literature study. The researchers gathered and analyzed various literature sources to gain a more profound understanding. The research findings reveal challenges such as a lack of comprehension, resistance to change, resource limitations, and the conflict between tradition and modernity. Nonetheless, there exist opportunities for developing new adaptive and relevant approaches. Innovation in Islamic education management yields benefits in the form of enhanced learning quality, student skill development, operational efficiency, and increased reputation and competitiveness of higher education institutions. Collaboration and strong leadership serve as pivotal factors for successfully confronting challenges and expanding innovation prospects.

СУЧАСНА СИСТЕМА ВИЩОЇ ОСВІТИ В ЄВРОПЕЙСЬКИХ КРАЇНАХ: ПРОБЛЕМИ І ПЕРСПЕКТИВИ

The current stage of education development is characterized by the influence of globalization processes. They largely define changes in educational policy: the emergence of new problems and challenges that require international cooperation; the development of cooperation and competition in the implementation of educational policy; and the internationalization of education. Higher education should be a thorough preparation for life in a multicultural European society, and should provide the opportunity to realize the freedoms guaranteed by the European Union. Having launched integration processes in the field of general, higher and professional education, the European Union became one of the leading world centres of education, which largely determined the trends and directions of the development of the education system in modern conditions. Understanding the peculiarities of the construction and functioning of the educational space of the community is important for the participants of the educational process inside and outside the EU. At the same time, such an element of education as its content requires the most radical modernization, since it is the content of basic education that forms the foundation and opportunities for improvement of training programs for future specialists, determines the level and quality of higher education. The competitiveness of the higher school with other social institutions is conditioned by the innovative nature of education at the current stage. Since higher education at the current stage should also become attractive for investment, it is necessary to ensure the efficiency of the educational process of higher education institutions, transparency of financial flows and independent assessment of the quality of knowledge. Therefore, when reforming higher education at the current stage in the countries of the European community, the priorities of preserving the diversity of national education systems are taken into account, while solving the problems of international cooperation, mobility, employment of students in the European or international professional space, international competitiveness of higher education institutions.

On the concept of university competitiveness management

Operating under market economy conditions, higher education institutions should develop a set of strategic measures to ensure their competitiveness. The system of views on solving the problems of achieving and keeping competitive advantage is mainly represented by the concept of managing the competitiveness of higher education institutions. The article is devoted to identifying the features and clarifying the content of this concept. It is determined that its content is a set of goals, principles, functions, methods, and tools that ensure the competitiveness of a university in the educational services market. The aforementioned content components are analysed in detail. Methods of managing university competitiveness are substantiated and classified based on the type of controlling influence. Tools for managing competitiveness are described, including in terms of their impact on end users of scientific and educational products (services).

Political Economy of the "Virtual" Internationalisation of Higher Education to Foster Glocal Sustainable Development

Background: The COVID-19 pandemic challenged the higher education institution’s face-to-face education. Higher education institutions have overcome this challenge through enhanced virtual education which has provided further opportunities to the higher education institutions. One of these opportunities is the ‘virtual’ internationalisation of higher education which enables higher education institutions to reach more students globally. 
 Purposes: This paper aims to investigate the ‘virtual’ internationalisation of higher education’s role in glocal sustainable development and how to enhance its use to support glocal sustainability and sustainable development. This paper emphasises importance of political economy of the ‘virtual’ internationalisation of higher education to support glocal sustainable development and environmental policies.
 Methodology/Approach: The aim of this paper is achieved based on an in-depth literature review.
 Findings: This paper highlights effective, strategic and successful ‘virtual’ internationalisation of higher education’s role in competitiveness of higher education institutions. This paper highlights political economy of the ‘virtual’ internationalisation of higher education and provides recommendations and key success factors for the ‘virtual’ internationalisation of higher education to enhance glocal sustainable development and sustainability as well as environmental policies. This paper emphasises importance of considering the ‘virtual’ internationalisation of higher education in countries’ sustainable development plans, strategies and policies. 
 Discussion: Effective and strategic ‘virtual’ internationalisation of higher education can support higher education institutions’ competitive advantage globally. They can support higher education institutions’ success in getting intelligent students from all over the world. This can further contribute to their competitiveness. Furthermore, this can enable them to employ, in these ‘virtual’ internationalisation of higher education programmes, globally competitive and competent academic staff from all over the world. This paper can be useful to academics, policy-makers and researchers in the relevant field.

ОСОБЛИВОСТІ КОНКУРЕНТОСПРОМОЖНОСТІ ЗАКЛАДУ ВИЩОЇ ОСВІТИ В УМОВАХ ПОГЛИБЛЕННЯ ЛОКАЛЬНОГО ТА ГЛОБАЛЬНОГО СУПЕРНИЦТВА

The article is researched the issue of the competitiveness of higher education institutions in the conditions of deepening local and global rivalry. The characteristics of the competitiveness of the higher education institution are singled out: comparability, openness, dynamism, objectivity, image quality, systematicity, objectivity of the factors of competitive formation. The factors of competitiveness of the institution of higher education have been determined: usefulness (quality, compliance with the regulatory framework); consumer costs for educational services (consumption price); marketing factors that determine the effectiveness of the offer (promotion methods, service implementation channels, etc.). The features of educational services as non-commercial are determined. It is substantiated that the prerequisites for the formation and maintenance of a high level of competitiveness of higher education institutions are: the ability to quickly adapt to changes – the level of adaptability; the ability to implement innovative educational technologies – innovativeness; the ability to effectively use creative methods of solving problems, etc. In addition, the identified prerequisites are system-forming for the effective functioning of higher education institutions and their further development. The degree and quality of interaction with the market of educational services and the labor market were considered as an important factor in increasing the level of competitiveness of higher education institutions on the domestic and foreign markets. It has been proven that the key elements that determine the level of satisfaction of the needs of consumers of educational services are: individuals – obtaining a quality education that gives the opportunity to compete on the labor market for better working conditions; institution of higher education – in improving the image and increasing competitiveness; enterprises, institutions and organizations – in highly qualified personnel who have the following features: creativity, critical thinking, communication skills and the ability to work in a team; society – in economic, ecological and social development, which corresponds to the global concept of sustainability and spiritual development.

Competitiveness of higher education in a changing environment from a technology transfer point of view

Technology transfer in higher education institutions has always been a matter of concern, especially how to carry out technology transfer efficiently and effectively (Bower,2018. However, the environment is constantly changing, and how maintaining the core competitiveness of higher education institutions in the changing environment has become a new problem. On the one hand, from a macro perspective, some known and unknown challenges and changes occur from time to time, such as climate change, social equality, and sustainability, etc., which make higher education institutions constantly adjust and update the mission and strategy of universities, thus find a smart role in an ever-changing environment. On the other hand, a higher education institution's research and output reflect its reputation and status. This paper aims to discover the barriers and challenges of technology transfer in higher education institutions and the relationship with stakeholders through literature analysis. And theoretically analyze how to deal with difficulties, especially in the ever-changing environment, how universities should have an adaptive change and maintain competitiveness, and give some framework suggestions.

The Sustainable Development Goal 4 and the Impact Ranking: Quality Education in Portuguese Higher Education Institutions

Sustainability based on the Sustainable Development Goals (SDGs) is currently a relevant dimension for the competitiveness of Higher Education Institutions (HEIs). Portuguese HEIs will have, therefore, to adapt to the demands of the times and follow the Sustainable Development practices. Therefore, Quality Education is, then, a factor that allows HEIs to have competitive advantages, given that Education is a critical success factor for these institutions. Through a qualitative analysis of articles on the theme of Sustainability in Higher Education and the THE Impact Ranking platform, we tried to understand the impact that SDG 4 - Quality of Education has on Portuguese Higher Education Institutions, registered on this platform from 2019 to 2022. The main conclusion is that SDG 4 does not seem to be considered yet by Portuguese HEIs as a distinctive factor to obtain competitive advantage in the universe of HEIs.

Сompetitiveness management components in agrarian higher education institutions

The paper summarizes the results of domestic and foreign scientists’studies on the principles of competitiveness management and their possible application in the formation of an efcient competitiveness management system in agrarian higher education institutions. The study singles out factors of higher education institutions functioning and reveals their interrelations and interdependence expedient to be considered in determining the approach to competitiveness management of educational institutions. The study proves that taking into account changes in the external environment at strategic management level makes it possible to identify new opportunities and challenges, develop measures to overcome the crises, which will further contribute to achieving the strategic goal as well as main and secondary goals of educational organizations. It is substantiated that university competitiveness management system is to be established on the basis of a combination of strategic management system, value concept and risk management. The main factors influencing the organizational system of educational institutions management were identifed on the basis of systematization of theoretical principles of management, namely, management levels, principles and methods, systems analysis, scientifc approach, differentiation and complexity. The components of the system of ensuring the competitiveness of higher agricultural institutions and their interrelation are identifed and the need to take into account the factors and conditions of educational, research, innovation, advisory and other activities in choosing an organizational system of competitiveness management. Based on the corroborated concept of agricultural competitiveness management, a logical model was developed in the form of a set of principles, methods and tools combining the development strategy, tactical and operational management adapted to current trends, dynamic uncertainty of the market environment and a holistic concept of strengthening the existing competitive advantages and the formation of new ones in the form of values. The authors proposed the competitiveness management algorithm comprising a set of interrelated methodological provisions. The logic of the competitiveness management process makes the base for the provisions, reflects its situational nature and the system of orderly and agreed procedures. It also involves values that form competitive advantage and are focused on the implementation of the strategy adopted by the educational organization. The study substantiated that the proposed model of higher education institutions competitiveness management should take into account the priorities of national strategies for development of higher education, agricultural sector, rural areas, as well as sustainable development strategies and competitiveness strategies ensuring the balanced development of higher education. The study results proved that ensuring and increasing the competitiveness of higher educational institution is a long-term process, which should be taken into account in strategic and tactical management. COMPETITIVENESS OF HIGHER EDUCATION INSTITUTIONS IN UKRAINE: EDUCOLOGYCAL ASPECT

The article is devoted to the analysis of the competitiveness of institutions of higher education from the point of view of Educology – an integrated science of education, which is a kind of educational synergy for the study of the field of education. Emphasizing the interdisciplinary nature of educational research, which includes economic, social, legal, cultural, managerial and other aspects, the author characterizes the concept of competition and competitiveness in the field of education in the context of the internationalization of the educational industry, investigates its factors. The article reveals the essence of competition, its functions and driving forces of the educational market, as well as the interrelationship of the influence of the latest trends in the development of education on the competitiveness of higher education institutions. Special attention is paid to the analysis of the concept of «educational services», the main approaches to its definition, the characteristics of the features of the creation of educational services by institutions of higher education, their classification and types of educational services on the educational market, as well as the concept of additional educational services. The author notes that the main task and the main function of competition is the conquest of the educational market, the fight for the consumer, the victory of one’s competitors, and the provision of stable profits. In addition, the essence of competition is expressed by certain forces that encourage it to develop, regardless of whether it operates only on the domestic market or on the foreign market as well. The article pays special attention to the characteristics of educational services, which have the following advantages: availability of additional educational services provided by a higher education institution; the possibility of mobile exchange of students and internships for teachers both within the country and abroad; practical significance of training, its practice-oriented content; assistance with employment for graduates of a higher education institution; proper material and technical base, availability of modern information and communication technologies.

PECULIARITIES OF FORMATION OF FACTORS OF INCREASING COMPETITIVENESS IN THE INTERNATIONAL MARKET OF EDUCATIONAL SERVICES

This work is devoted to the study of factors that shape the competitiveness of higher education institutions in the international market of educational services. To this end, the work considers the areas of state participation, which provide incentives for the export of educational services that have not only financial but also reputational and innovative benefits. In addition, it is noted that specialized organizations that operate in many countries and are involved in attracting foreign students to their country (for example, national agencies, academic services, educational foundations, international exchange centers, etc.) and educational TNCs (as DAAD, British Council, CIMO, EduFrance 35, IDP Education Australia, etc.) play an important role. International organizations (such as the Council of Europe, UNESCO, the World Bank, the OECD, etc.) also form an information and advisory field for the international market of educational services, public authorities - regulatory. Increasing competition in the international market of educational services encourages the identification of factors that affect the competitiveness of educational institutions and their competitive advantages. These include the following: stability of financial and economic situation and flexible pricing policy, development of international relations and its advertising activities, the formation of a positive image, the availability of innovative educational programs using information technology, geographical location, specifics of public and private funding, teaching quality and training, etc. However, it is necessary not only to have them, but also to use them correctly, depending on the specifics of each educational institution. In addition, rankings are considered an effective tool for ensuring the quality of higher education. In the course of this work the top institutions of higher education according to QS World University Ranking, Academic Ranking of World Universities, Times Higher Education World University Ranking are analyzed. This revealed that American higher education institutions have the greatest competitive advantages in the international market of educational services and accumulate a large percentage of foreign students.

ORGANIZATIONAL AND ECONOMIC ASPECTS OF HIGHER EDUCATION QUALITY MANAGEMENT IN UKRAINE ON THE WAY OF INTEGRATION INTO THE EUROPEAN EDUCATIONAL AREA

Quality assurance and quality management are the main challenges in the management of higher education institutions not only in Ukraine but also in Europe in the context of sustainable development and the coronavirus crisis. That is why, at the present stage, there is an acute need to study the problems of management in higher education quality ensuring, both internally and externally. For Ukraine, the desire to integrate into the European educational space is topical, but requires the development of new regulations of the European educational environment based on the latest technologies, which ensure the improvement of the quality of educational services with a focus on the interests of higher education applicants. Three possible options for assessing the level of services provided by higher education students have been studied. It was found that, in the vast majority, the expectations of higher education seekers do not coincide with reality. Namely, there are various inconsistencies in ideas and expectations, which are called "gaps". It is determined that the university needs to carry out all measures to implement (integrate) management processes in quality in the strategy of development of higher education. For this purpose, a scheme for integrating the quality management into the strategic control of higher education institutions is proposed. Improving the quality of educational services is possible, including through the introduction of innovations in higher education. These changes will help improve the efficiency of management in the field of higher education, strengthen positions and increase the competitiveness and performance results of universities. With this research we concludes that not all higher education institutions in Ukraine are aware that assessing the quality of educational services is an extremely important aspect on the way to improving the quality of services and increasing the competitiveness of higher education institutions themselves. Diagnosis requires feedback that will allow universities to quickly respond to the assessments of higher education seekers about the received educational services, improve them, make services as attractive as possible for higher education applicants.

Development Strategies for Higher Education Institutions Based on the Cultivation of Core Competitiveness

The development of higher education institutions is the inevitable path towards strong scientific research ability of higher education. Currently, under the impact of the strategies of developing world-class universities, and strengthening the core competitiveness of disciplines, higher education institutions in China are faced with immense challenges. Based on the cultivation of core competitiveness, this paper explores the evaluation and development strategies for the core competitiveness of higher education institutions. The results show that: core competitiveness is a comprehensive intangible ability, and improving core competitiveness helps to clarify the direction and enhancing the quality of talent training. The core competitiveness of China’s higher education institutions has continued to improve, as evidenced by the growth in educational resources, educational fund, and scientific results. The core competitiveness of higher education can be evaluated by the following indexes: school-running philosophy, academic production capacity, management model innovation capacity, campus culture construction capacity, human resource management innovation capacity, and training model innovation capacity. The research results lay a theoretical basis for the reform of higher education institutions.
