This report describes the monitoring requirements of the proposed noise regulations for California airports. The requirements include measuring the noise of each aircraft under the takeoff and approach paths at points which are analogous to those of the Federal Aviation Regulation for aircraft certification. Additionally, they require monitoring of community noise exposure on a contour of equal community noise equivalent level, which is analogous to a contour constructed in accordance with federal noise exposure forecast methods. The paper also discusses the rationale of the quantities to be monitored and their relationship to quantities used by the federal government for certification and land use planning.
