Analysis of Community-Based Waste Management Policies to Achieve Clean and Healthy Environment

This research aims to analyze community-based waste management policies as an effort to create a clean and healthy environment. Using the literature review method, this research explores various aspects of waste management policies, the role of communities in policy implementation, and their impacts on the environment and public health. The findings indicate that an approach involving active community participation, integration of social justice aspects, technological utilization, and sustainable evaluation are crucial in achieving effective and sustainable waste management. These findings provide valuable insights for formulating future waste management policies, with an emphasis on the importance of a holistic approach involving all stakeholders.

Environmental quality intervention for waste disposal in the community in Kalinaun Village, East Likupang District

Waste processing in various villages has not been good and there is a accumulation of garbage so that it can spoil the scenery / aesthetics of the environment and cause the spread of disease. This service activity aims to provide knowledge and understanding to the community of Environment V and VI of Kalinaun Village, East Likupang District regarding Waste Management through counselling and making fertilizer from organic waste. The method of counselling and making organic fertilizer is a method carried out in solving the problem of waste in Kalinaun village in guard V and Vl of East Likupang district. Before counselling is carried out, the community fills out the Pre-test first and post-test after counselling. There were 22 respondents in counselling, before counselling 10 respondents with good knowledge categories became 14 respondents after counselling. Continuous monitoring efforts from community leaders need to be carried out to monitor success in community-based waste management.

Gendered community-based waste management and the feminization of environmental responsibility in Greater Jakarta, Indonesia

This article investigates gender dynamics in the practices of community-based waste management in households and local communities in the Greater Jakarta region of Indonesia, using a Feminist Political Ecology framework. We argue that community-based waste management, which was established as a decentralized waste management system, reinforces gender inequality by relying on women feeling responsible for waste management in their homes and communities and doing related care work. While our focused ethnographic studies in Bogor District, Tangerang City, and Depok City in 2021–2022 found diverse local waste management systems involving both formal and informal enterprises, the practices across these sites were clearly gendered, with women engaged in underpaid care work. We trace this gendered division of labor to the continued influence of ibuism, the ideology of the Indonesian state that deems women responsible for household and community hygiene, in effect feminizing environmental responsibility. We argue that, to become truly sustainable, waste management practices must be designed with men and women in communities, and address various forms of gender inequality and the gendered impact of community waste practices on health.

Perancangan Aplikasi Bank Sampah Berbasis Website Untuk Kampus Bebas Sampah

Waste management on campus has become increasingly crucial in addressing global challenges related to the waste crisis. This research outlines the implementation of a web-based Waste Bank Application at IIB Darmajaya Campus as a strategic step towards achieving the vision of a Zero-Waste Campus. The application is designed to enhance the campus community's participation in waste management through the use of information technology approaches. The research methodology involves application development and impact analysis. The research results indicate that the Waste Bank Application successfully increased awareness and participation of the campus community in waste sorting and recycling. The implementation of a reward point system in the application also proved effective in providing incentives for members, motivating them to contribute more actively. Through effectiveness evaluation, this study concludes that the web-based Waste Bank Application can be a key instrument in realizing a Zero-Waste Campus. These findings make a significant contribution to the literature on community-based waste management and offer practical insights for other educational institutions looking to adopt a similar approach. Policy recommendations and further development strategies are also proposed to support the sustainability of the Zero-Waste Campus program in the future.

Pengolahan Sampah Organik Rumah Tangga melalui Biokonversi Berkelanjutan dengan Memanfaatkan Larva Black Soldier Fly (Diptera: Stratiomyidae) di Ngadilegi Utara

This program encapsulates comprehensive efforts undertaken by Bina Desa in North Ngadilegi, focusing on community-oriented initiatives such as Focus Group Discussions (FGD), the fabrication of waste sorting buckets, and counseling sessions addressing waste sorting and maggot cultivation. The counseling sessions, attended by a diverse group of 33 residents, including village officials, housewives, farmer groups, and youth organizations, aimed to instill knowledge and enthusiasm for sustainable waste management practices. The community's active participation underscores the potential impact of maggot cultivation in mitigating household organic waste while concurrently enhancing economic prospects. Maggot cultivation, particularly utilizing Black Soldier Fly (BSF) larvae, emerged as a promising solution for this problem. The study underscores the ease of BSF breeding and its affinity for organic waste, presenting a valuable opportunity for community-based waste management. The residents' demonstrated enthusiasm signifies a positive reception to the initiatives, fostering optimism for long-term adoption. The collective activities orchestrated by Bina Desa lay a foundation for holistic community development, emphasizing environmentally friendly practices and economic sustainability. As the program seeks to expand waste sorting and maggot cultivation infrastructure, it envisions a future where each household contributes to sustainable waste management, concurrently realizing economic benefits. This study contributes to the discourse on community-based waste management strategies and highlights the potential of maggot cultivation as a transformative solution for both waste reduction and local economic development.

Study of Waste Generations and Potential Implementation of Community-Based Waste Management in Residential Area

Bogor is one of the cities in Indonesia with a dense population and is experiencing population growth every year. Like other city problems, waste is also a problem in Bogor City. Waste generation in cities like Bogor City has been continued to increase since 2005. Even though the Bogor City Government has socialized with changes in waste management with a new paradigm, those living in residential areas are still using the old paradigm principle which is collect-transport-throw (end of a pipe). Therefore, a study was conducted to determine the waste generated and the perception and role of community participation in managing waste, especially household waste in residential areas. In this study, data collection was carried out in one of the housing areas in Bogor City, namely the Pakuan Regency. The collection of daily waste data to measure waste generation and composition is carried out based on the Indonesian National Standard 19-3964-1994 method. This data analysis technique uses a qualitative descriptive analysis with respondents differentiated on the basis of type of house and the number of occupants. This research produces data on waste generation for small, medium, and large house types 286,12 kg/houses/year, 366,57 tons/houses/year, and 523,67 kg/houses//year respectively. The result showed that the total of household waste, the level of participation and the household’s willingness to pay for TPS 3R plan made it possible to implement the TPS 3R program in this residential. Operational cost for TPS 3R can be covered from the retribution annual revenue.

Analysis of Community-Based Waste Management through Waste Bank in Tinjomoyo Urban Village, Semarang City, Central Java

Waste is a problem that, until now, has been difficult for the Indonesian government to solve. The emergence of waste banks can make people aware of the need to manage waste properly. The community eventually became more educated about managing and sorting household waste. The household waste consists of used cardboard, used plastic drink bottles, used shoes, and other used items. If waste banks exist in a community and whether they have an impact on that community or other "aspects" is a question unto itself. This study aims to see the impact of waste banks on the community and help local governments realize effective waste bank management. The type of research used in this study is observational-descriptive research. In addition, interviews were also conducted with waste bank administrators, and questionnaires were distributed to waste bank customers. The data was analysed with simple quantitative descriptive. The results of this study reveal the underlying aspects of the establishment of a waste bank in Tinjomoyo Urban Village and the impact of the waste bank on the surrounding community, especially on waste bank customers. As a result, some people feel a positive impact from the waste bank in Tinjomoyo Urban Village.

Pemberdayaan Kader Posyandu Dalam Mengelola Sampah Berbasis Masyarakat Jalur Tol Soker di Desa Wonorejo Kab.Karanganyar

Community Partnership Program (PKM) activity partners are people who are not economically productive (general/ordinary community) Posyandu Cadre Ibu Sadar 2 is located in Wonorejo Village, Gondangrejo District, Karanganyar Regency, which is located. In RW I Wonorejo, there are problems with the large amount of garbage scattered around the settlements due to the unavailability of waste collection and processing facilities, many sick children who have to go to the hospital due to the lack of cleanliness in environmental conditions, therefore it is necessary to empower posyandu cadres in managing community-based waste. The objectives of this community partnership program (PKM) are: 1) improving the skills, knowledge and attitudes of partners in treating waste, 2) motivating partners to always be creative and innovative in managing waste through the 3 R's (Reduce, Reuse, Recycle), 3) encouraging partners improving and maintaining waste management in the environment so that a healthy, comfortable, peaceful and prosperous atmosphere is obtained and 4) for universities as a form of implementing MBKM based on the second and third Main Performance Indicators (IKU), namely students and lecturers active outside campus. The methods to be used in achieving the above objectives are outreach to community leaders and partners, imparting knowledge and skills through lectures, field practice, discussions, and assistance in making useful items from waste and planting fruits and vegetables in pots. The output targets of this community partnership program are: 1) Posyandu cadres as partners can become pioneers in community-based waste management 2) are able to make goods from waste that have economic value, 3) have the skills and knowledge to make organic fertilizer from the waste used to meet their needs in growing fruits and vegetables in pots, and 4) publication through a national journal with ISSN in the Adi Widya Journal with ISSN 2598-2273 (print media) and ISSN 2598-2281 (online media) which have been indexed by Sinta and mass media online as well as YouTube

Design of a Community-Based Waste Management System in Rengas Pulau, Medan Marelan District, Medan City

The national target for reducing waste in the community is 30% by 2025. This research aims to describe the design of a community-based waste management system and formulate an overview of household waste management policies and strategies in the Rengas Pulau Subdistrict. Based on identifying the affecting factors in waste management, a situation analysis is carried out using a SWOT analysis to formulate 19 (nineteen) strategies to optimize community-based waste management. The design of community-based waste management in Rengas Pulau Subdistrict starts from sorting and processing at the household, collecting and processing at TPS 3R. It is estimated that from the 46.20 m3/day, the volume of waste generation that is targeted to be reduced in the community can be processed and managed by the community in households at 19.52 m3/day (70.41%), and the residue is 8.20 m3/day. Meanwhile, household waste processed and managed by KSM at TPS 3R is 13.01 m3 per day (70.40%), and residue is 5.47 m3 per day. Furthermore, the residual waste is transported to TPS and TPA. Communities play a role, from the source of destruction to processing it on a regional scale. The government plays a role by holding a comprehensive waste management outreach and education program and improving the performance of solid waste services. The private sector plays a role by providing support through physical assistance or as an off taker of waste processing products from the community.Keywords: Waste Management, Household Waste, Policy, Community, Government, Private

Domestic Waste Management Study of Community Based in Kupang City

This research aims to find the existing waste management system and create a development model of waste technology management. Besides, this study will focus specifically on the variables that influence participatory community-based waste management technology. This study uses descriptive analysis crosstab and chi-square. The data collected using distributing questionnaires and interviews with respondents randomly. The results of this study are mostly waste generated by society and less managed well. The integration of variable dimensions of public participation can cultivate people’s willingness to reduce waste generation. Community participation can increase recycling and composting activities that waste going into a landfill can be reduced. Variable work and income results have a relationship with the waste that the people in Kupang did sorting. Simultaneously, the variables age, gender, education, type of housing, and the number of people do not have a significant relationship with waste sorting. Not all respondents addressed the garbage by the janitor, so most of them deal with their waste by burning and dispose of vacant land.

 Abstract: The concept of community-based waste management must be accompanied by community empowerment. community empowerment in this case is making the community have the power or power to be able to manage waste so that it becomes something useful and worth selling. Empowerment refers to the ability of people so that they have the ability to meet basic needs, increase income, and to be able to participate in the development process. The purpose of this service is to create a green and clean village packaged in a community service package by the team of lecturers from the Poltekkes Kemenkes Palu. Activity Steps The activity steps carried out are intensive training through the following stages: 1. Lectures on the study of waste management systems. 2. Lectures on managing and processing household waste, especially the 3R method of composting (Reduce, Reuse, Recycle). 3. Demonstration on the implementation of the Garbage Bank. 4. Practice segregating waste and applying composter. 5. Consultation in overcoming some of the obstacles faced by participants in household waste management. 6. Community-based waste management: Best practice for waste management in Panggungharjo Village, Sewon District, Bantul Regency

Through Village Regulation (Perdes) Number 7 of 2016 which regulates guidelines for waste management, domestic waste management (household waste) which has been pioneered by Pemdes Panggungharjo since 2013 found a way to manage waste independently. Until 2019, Panggungharjo Village had 30 waste banks with a total of 1,800 customers who were residents of the village. Waste management is handled directly by BUMDES Panggung Lestari through Unit Usaha Kupas, one of the village economic institutions under the auspices of the Panggungharjo Village Government, which has so far focused on dealing with villagers’ waste problems. In terms of community-based waste management, the Panggungharjo Village Government has created a roadmap for waste management with the active role of the community in synergy and collaboration with BUMDES Panggung Lestari which is regulated in the Village Regulation. Communities as waste producers are required every day to sort waste independently by separating residual waste, organic waste, and selling value waste. In the early days of waste management, Panggung Lestari collaborated with Pegadaian which had a Gold Savings product. The simple principle is that the community deposits waste that has a selling value and then converts it into a rupiah value with the gold savings. There is a minimum limit for waste deposits and the time period for collecting the savings. Interesting developments in the journey of managing waste in this span of time have created a business model that can be used as a reference for policy formulation from the village to the district level, where a plenary collaborative waste management governance design approach based on value chain analysis becomes a bridge in the realm of waste management as one of the public services where the community also has the same obligations regarding problems, on the other hand management based on value chain analysis has economic value where the relationship between the management of unit usaha Kupas and residents can be in the form of user-consumers or partners who jointly think about handling domestic waste. Until now, the waste management business model in the Panggungharjo Urban Village illustrates how the waste management journey is built in stages and has relevance to the needs of waste management at different scales in terms of waste generation capacity, technology, number of customers, and future development plans. The latest development at Panggung Lestari is that it is now able to process domestic waste (household waste) into a variety of products including organic fertilizers and others, in addition to a waste bank with a selling value of waste that is still ongoing. Carrying the spirit of “Starting from the residents, ending in the village”, Panggung Lestari is currently serious about developing its integrated waste management capacity.

In My Backyard? Discussing the NIMBY Effect, Social Acceptability, and Residents’ Involvement in Community-Based Solid Waste Management

The present study explored an experience in the city of Belo Horizonte, Brazil, in which a community-based solid waste management experience was created by joining a waste pickers’ cooperative; a collective of urban agroecology activists; an alliance of social actors, including a university, non-governmental organizations (NGOs), and membership-based organizations (MBOs); and a local community in a collaborative experience of zero waste that integrates waste pickers. More specifically, we focused on the Zero Waste Nucleus, which is an “intentional place” built in the territory that supports this experience and, as a facility, can face the “Not in My Backyard” (NIMBY) effects in the local production. The core of the analysis and discussion was how the process of developing the social acceptability of this space with the neighborhood took place, and how this space contributes to enhancing residents’ involvement in the project. We showed that daily care with negative externalities, the emergence of positive externalities, and the development of immaterial resources within the community, such as trust, are main factors for good social acceptability. Our conclusion presents the operational concept of Place for Assisted Voluntary Delivery (LEVA, in Portuguese) as a synthesis of design elements that can help build places to support community-based waste management systems, and reveals the limits of this study and the opportunities for future research in this field.

Material Flow and Waste Recovery in a Community-Based Waste Management System in Batu, Indonesia

Indonesian government has promoted to establish Community Based Waste Management (CBWM) in Indonesia to increase the resource recovery rate and to reduce the amount of landfilling waste in stead of conventional the waste management. In CBWM, recyclable materials are recovered by neighborhood communities and only the residual waste is landfilled. Although CBWM can contribute to the reduction of green house gas emission and conservation of resources, the effectiveness of CBWM on the reduction of waste is an clear due to a lack of detailed information about CBWM such as economic benefit, waste flow and its sustainability. The aims of this study are to identify the waste flow in common CBWM in Indonesia and to evaluate the effectiveness of CBWM for reduction of MSW carried to a landfill site. The TPS3R Dadaprejo Mandiri (DM-TPS) in Dadaprejo Village, Batu City, Indonesia was investigated as a case of CBWM. Waste composition was surveyed for 8 consecutive days on three separate occasions in 2021 and 2022. Each resource was weighed and measured at each step of the process to analyze waste flow. Monthly data summarizing the amount of each resource separated at DM-TPS was obtained from their records. Information about the amount of waste and resources collected by the 13 waste banks was obtained by interviewing the administrators of those waste banks. The amount of waste carried to DM-TPS during the first, second, and third surveys averaged 5.61, 6.65, and 5.40 t/day, respectively. Of the 9 categories of waste, the largest was the organic waste. Fruits and vegetables made up the largest percentage of resources followed by plastic bags. The average resource recovery rate was approximately 15.2%. However, the composition survey revealed that the potential resource recovery rate was approximately 39.5%. In order to increase of resource recovery rate, the corporation of households on simple source separation at home would be required.

Community-Based Management of Household Solid Waste for Harare, Zimbabwe: A System Dynamics Approach

Community-based waste management (CBWM) is a waste decentralization approach that carries the potential to divert about two-thirds of household solid waste (HSW) from landfills. Although many studies have suggested this approach to waste management in the city, assessment studies to quantify its material recovery potential are yet to be conducted. This is the gap this study thus aimed to fill.

Peran Bank Sampah sebagai Lembaga Berbasis Masyarakat dalam Pengelolaan Sampah

Services in the waste sector have been regulated through Law Number 18 of 2008 concerning waste management and Minister of Environment and Forestry Regulation 14 of 2021 has regulated community involvement or participation in the Waste Bank institution. This research examines how Community Participation in Waste Management Through Garbage Banks along with supporting and inhibiting factors for community participation in RW 02 Medokan Semampir, Surabaya City. The method used in this research is a qualitative method with a descriptive approach. The focus of this study discusses participation in decision making, participation in implementation, participation in benefits and participation in participation in evaluation. Data collection techniques in this study used observation, interviews and documentation. This is similar to the facts on the ground which show maturity in community-based waste management carried out by residents so that waste management activities through collection, sorting, weighing, recording and recycling processes are carried out in an innovative, creative, consistent and collective manner that can contribute economically and environmentally for the local community. Factors that encourage community participation in community-based waste management in RW 02 Medokan Semampir are the existence of administrators, support from officials and availability of forums. Meanwhile, the factor that inhibits community participation in waste management in RW 02 Medokan Semampir is the legality of the waste bank structure.

Community-Based Waste Management in Tabalong Regency

One of the global challenges is the increasing amount of waste generation. In Indonesia, there is an average increase in waste of around 7.02% after a year. Efforts to reduce waste generation are a very important issue. The impact of waste generation can reduce environmental quality and even have a bad impact on health. The Tabalong Regency Government is one of the districts that seek to overcome the waste problem, changing the paradigm of waste management by issuing local regulations regarding waste management is a step that is trying to be implemented. The research was conducted in Tabalong Regency, South Kalimantan Province, using a descriptive qualitative approach and to analyze the phenomena that occurred then analyze them using an interactive model to find an analysis of community-based waste management in Tabalong Regency. The research was conducted by interviewing the Head of the Tabalong Environmental Service with a dissertation of supporting documents accessed through the National Waste Management System page. Based on the results of the study, it was found that the Tabalong Regency government has committed to waste management to support national waste management policies to reduce waste generation. The commitment of the Tabalong Regency Government is contained in Regional Regulation Number 14 of 2017 concerning Waste Management with an emphasis on community participation as an effort to reduce waste from the source. The Waste Bank and TPS 3R programs involve community participation in waste management.

Pengaruh Pelayanan Pengelola Terhadap Kepuasan Nasabah Bank Sampah

Waste banks are increasingly important to assist government programs in reducing household waste. The government has recognized the existence of waste banks as community-based waste management organizational entities through various laws and regulations. As an organization, waste banks must also adhere to sound management principles, including how to serve service users/customers (in this case, people who save their waste). However, research on waste banks focuses a lot on their role in the environment and how their members participate. Here, research related to management services functions is rarely carried out by researchers. Therefore, this study examines the effect of management services on the satisfaction of waste bank customers. We use the service and customer satisfaction theory and break it down into measurable indicators. This study looked at the Hibiscus Waste Bank in South Tangerang City. To answer the formulation of the problem, we surveyed more than 30 customers purposively through a questionnaire instrument. Then we examined it with the Structural Equation Modelling. We found strong evidence that physical evidence, responsiveness, empathy, assurance, and service reliability significantly affected waste bank customer satisfaction. Further elaboration of the findings we present more fully in this article.

Green Campaign of The Gili Eco Trust in Forming Public Awareness about The Environment to Realize Gili Trawangan Zero Waste

Gili Trawangan, a renowned tourist destination in West Nusa Tenggara Province, faces a significant waste challenge due to the high influx of visitors. Each day, approximately 20 metric tons of waste, including an astonishing 10,000 glass bottles, accumulate on the island. To instigate a shift in the behavior of the local community, business owners, and tourists, Gili Eco Trust has launched an educational campaign. Additionally, Gili Eco Trust actively engages in community-based waste management by establishing a waste bank and pursuing profitable waste reduction strategies. This includes innovative upcycling of glassware and systematic collection of recyclables, diverting them away from landfills. Gili Eco Trust has Instagram and Facebook accounts. Its social media is interactive. They reply to comments and direct messages from their followers. Online media should be interactive to allow the audience to ask questions about the program. The uploaded caption describes the glass bottle recycling process, starting from cleaning trash, melting glass bottles into glass sand, and becoming strong bricks. This campaign invites and urges local communities and stakeholders to carry out waste management and educate them to protect the environment, provide continuous information, and understand and motivate certain activities or programs through continuous and planned communication.

Penta Helix Model Communication to Promote Appropriate and Green Technologies for Ayung River Preservation Program in Bali

The Ayung River Preservation Program in Bali involves the community and stakeholders to address the degradation of the river. This research focuses on implementing the Penthealix communication model to promote green technology and involve stakeholders in preserving the Ayung River, which is the longest river on the island. The degradation of the river watershed highlights the critical state of the water supply in Bali. Existing data shows that the decrease in river flow rates along the watersheds in Bali has reached 60%, which has the potential to cause a water crisis on the island of Bali. Using the case study method, this research uses in-depth interviews and FGDs with local communities and other stakeholders. Secondary data was also collected from reports in newspapers. The results of the study show that efforts to preserve the Ayung River are implemented in the Green Technologies Program, which includes: 1) Biopori Holes and Infiltration weels; and 2) Community-based waste management. In its implementation, a Penta-Helix collaboration model was built between 1) The Government; 2) Communities; 3) businesses; 4) Academicians; and 5) the media. This program runs the Penta-Helix partnership model, which prioritizes Attribute, communication, and Conflict Resolution Technique efforts to achieve Partnership Commitment between stakeholders.
