The development logic of capital under socialism with Chinese characteristics

Purpose Regulating and guiding the sound development of capital under a socialist system is not only a significant theoretical innovation rooted in Chinese practice by the Communist Party of China (CPC) but also a major practical exploration for the smooth progression of the party and the nation’s modernization endeavors. Design/methodology/approach Adopting an analytical framework that unifies theoretical, historical and practical logic, this paper explores the rationality of capital’s existence under a socialist system based on the notion that capital is a materialized production relationship. It also examines the staged evolution of capital theory under socialism, highlighting the great leap forward realized by the capital theory of socialism with Chinese characteristics. Findings With the CPC Central Committee’s deepening understanding of the capital patterns in the socialist system, capital-related policies have undergone a developmental journey through several stages – from the negation and elimination of capital to the support and operation of capital and finally to the stage of regulating and guiding capital. This reflects the reciprocal and complementary relationship between capital theory and capital policy. Originality/value In response to issues such as the disorderly expansion of capital in the new development stage, it is imperative to actively promote a practical pathway safeguarded by the adherence to Party leadership, guided by the capital theory of socialism with Chinese characteristics and targeted toward common prosperity.

Mechanisms of "Pseudo-busyness" and Paths to Improvement

The phenomenon of "pseudo-busyness" among grass-roots cadres has become a major problem in the administrative ecology, manifesting itself in various manifestations of formalism and bureaucracy. This "pseudo-busy" phenomenon has a negative impact on administrative efficiency and deviates from the original purpose of grassroots governance. Since the 19th National Congress of the Communist Party of China (CPC), the CPC Central Committee and Xi Jinping, the General Secretary of the CPC, have made it an important task to rectify formalism and reduce the burden on the grassroots. In order to address the phenomenon of "pseudo-busyness", based on the framework theory, we explore the mechanism of this phenomenon from the framework of social expectations, role pressure, self-perception and organisational culture, and then look for countermeasures to improve the administrative ecology and the level of grass-roots governance, so as to provide a new perspective for the analysis of grass-roots governance.

Remarkable research achievements in traditional Chinese medicine during 2012–2022

Abstract The period since the 18th National Congress of the Communist Party of China (CPC) has witnessed the emerging of innovative achievements in traditional Chinese medicine (TCM). To fulfill the requirements proposed at the 20th National Congress of the CPC and in the Opinions of the CPC Central Committee and the State Council on Promoting the Preservation, Innovation, and Development of Traditional Chinese Medicine and give play to the demonstrative role of major research achievements, the China Association of Chinese Medicine has organized TCM researchers and practitioners to comprehensively review the major research achievements in TCM since the 18th National Congress of the CPC. After collection and organization of achievements, report writing, expert evaluation, and public opinion soliciting, we have compiled the Remarkable Research Achievements of Traditional Chinese Medicine during 2012–2022.

Exploration and Application of Intelligent Service Mode of College Labor Union under the Spirit of the Third Plenary Session of the 20th CPC Central Committee

Abstract Under the guidance of the spirit of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China (CPC), colleges and universities have set off a boom in the construction of modernized information service systems. This paper relies on the importance and feasibility of the development of the intelligent service platform of the labor union in colleges and universities and preliminarily constructs an intelligent service platform that can meet the needs of the management of labor union work in colleges and universities. The platform adopts B/S architecture, uses the MVC pattern as a platform design plug-in, and uses the J2EE platform as the main technical platform for the development of the college union management information system. Through the information collaboration network to the union information modeling, with the help of the system’s SQL language function, through the ODBC database-driven service linking method, to ensure the safe and stable operation of the university trade union intelligent service platform. The test results show that under the IO-intensive load verification, the platform memory utilization rate is stable between 56.30~71.05%, the tuning strategy can be applied to the actual college union management scenario application, and the validity and versatility of the parameter tuning scheme have been verified. At the same time, the test results of platform information collaboration association strength show that the maximum information entropy of each associated node is 19.08, and the results can provide a basis for the construction of the information collaboration network of the university smart labor union.

Importance. The paper analyzes the concept of “new march” of the Communist Party of China (CPC). Recently, this phrase has been often mentioned in the speeches of leaders of the People’s Republic of China (PRC) and has been actively promoted by party propaganda. The purpose of the research is to trace the development process of the expression “new march” in the ideological field of the PRC and to determine the key meaning of the concept. Materials and methods. To achieve the purpose, the speeches of PRC’s leaders in 1996, 2006 and 2016 on the occasion of the round anniversary of the end of the Long March of 1934–1936, which is associated with the ideology of the “new march”, are analyzed. With the qualitative and quantitative content analysis, common and special points for the three texts are highlighted. It is shown how the concept of the “new Long March” was filled with content. The origin of the term “new march” in official sources is also traced and the ideas that party theorists associate with this expression are highlighted. Result and Discussion. It’s finds out that the ideologeme mainly shifts focus from achievements of previous period of the country’s development to future successes of socialist construction in the “New Era” proclaimed by the current General Secretary of the CPC Central Committee Xi Jinping. Conclusion. Emergence of the “new march” concept is indicative of some changes in how the CPC positions itself in Chinese history. Influence of this transformation on PRC’s ideology as a whole is subject to further research.

Promotion of Cooperation between the Communist Party of China and the Tanzania’s Chama Cha Mapinduzi in the New Era

Abstract Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has put forward new thoughts, new ideas and new measures to guide the Party’s international work. The Communist Party of China (CPC) takes the construction of the Belt and Road Initiative (“一带一路”倡议) as the starting point and the construction of ‘Community with Shared Future for Mankind’ (“人类命运共同体”) as the strategic goal to carry out the party’s diplomacy. At the same time, the proposal for a ‘China-Africa Community with a Shared Future’ (“中非命运共同体”) also puts forward new requirements for Sino-African political party exchanges. As a political party with the longest ruling time in Africa, Chama Cha Mapinduzi (CCM) has a long history of friendly exchanges with the CPC. The long-standing inter-party relations between CPC and CCM is the political guarantee of Sino-Tanzanian friendship as well as an important part of Sino-Africa political party cooperation. Even before the CCM was founded, the CPC has started exchanges with TANU, CCM’s predecessor, after that, relations between CCM and CPC have gone through different stages, with some new contents and features appearing in each stage. From Mao Zedong’s Three Worlds Theory to Deng Xiaoping’s judgment on the theme of ‘Peace and Development’ and then to Xi Jinping’s ‘Community with Shared Future for Mankind’. In 2017, with Xi Jinping’s announcement at the 19th National Congress of the CPC that Socialism with Chinese Characteristics has entered a new era, the CPC’s foreign exchanges has also entered a new era, so has the inter-party exchanges between the CPC and CCM. In view of the fact that the initiator and advocate of world party diplomacy is the CPC, this article will take the perspective of the CPC and the Chinese official narrative to analyze the new tasks and opportunities facing the cooperation between CPC and CCM in the new era, especially in the complicated international context of a world undergoing changes unseen in a century.

Research on China’s Pathways to Achieve Carbon Peaking and Carbon Neutrality Goals

Since September 22, 2020, President Xi Jinping, who is also the general secretary of the Communist Party of China (CPC) Central Committee, has reiterated China’s carbon peaking and carbon neutrality goals on many major international occasions and at many important conferences of the CPC Central Committee. The transition to carbon neutrality is becoming a systemic revolution concerning whether China’s high-quality economic and social development and sustainable prosperity can be achieved. Incorporating carbon peaking and carbon neutrality well into overall economic and social development framework and ecological civilization construction, setting out the timetable, clarifying the roadmap, and proposing specific action plans have become a global concern. Through the analysis of international situations and China’s national strategies, and the application of Integrated Assessment Modeling Consortium (IAMC), this paper explores China’s pathways to carbon peaking and neutrality, and puts forward recommendations for high-quality development featuring low emissions.

Economic implications of the sixth plenary session of the 19th CPC Central Committee for China’s Hong Kong

The sixth plenary session of the 19th Central Committee of the Communist Party of China (CPC), also known as ‘the Sixth Plenum’, was successfully held in Beijing from 8 to 11 November 2021. It passed a historic resolution on the major achievements and historical experience of the CPC over the past 100 years and set forth the direction of China’s development in the next few decades. This paper aims to analyse the conclusions reached in the sixth plenary session of the 19th Central Committee of the CPC and discuss its economic implications for the Hong Kong SAR.

Understanding the China miracle from the paradigm of realm economics

PurposeThe core of the micro–macro paradigm of mainstream Western economics is the assumption that a rational economic man with complete freedom of economic behaviors living in a fully competitive, free-market economy pursues maximum personal benefits. The purpose of this paper is to show the reasons for failure of mainstream Western economics explaining the “mystery of China’s economic growth” and the necessity of understanding the mystery from the paradigm of realm economics.Design/methodology/approachThe system of socialism with Chinese characteristics led by the Communist Party of China (CPC) and the local governments that play a crucial role in the reform and opening-up has the realm attribute. It is necessary to develop a new paradigm for realm economic analysis and promote the creation of new economic globalization and international political and economic order.FindingsAccording to the fourth plenary session of the 19th CPC Central Committee, “Since the New China was founded 70 years ago, our Party has led our people to create the rarely-seen miracle of rapid economic development and miracle of long-term social stability”. The authors find that it is effective and necessary to explain the miracle of China’s economic growth from the paradigm of realm economics.Originality/valueAs proven by practice, the system of socialism with Chinese characteristics and the governance system of China are guided by Marxism, rooted in China with a deep Chinese cultural foundation, and sincerely supported by the people.

Data governance system of the National Clinical Research Center for Child Health in China.

BackgroundSince the national big data strategy was unveiled at the fifth plenary session of the 18th CPC (Communist Party of China) Central Committee, the big data industry has been flourishing in China. Various successful industrial data governance systems have emerged with the rapid development of big data technologies and data management theories. City Brain and Enterprise Data Middle Platform are considered the best data governance systems in urban and corporate governance, respectively. However, in the health and medical sectors, issues of data operation occur frequently due to a lack of systematic data governance. These problems need to be urgently addressed, as health and medical data have been defined as national fundamental strategic resources. Clinical researchers have an increasing demand for data analysis.MethodsTherefore, the Medical Data Governance System (MDGS) has been designed to improve data quality and provide simple and convenient data analysis tools for the National Clinical Research Center for Child Health. The MDGS consists of the Medical Data Platform (MDP) and Operation Management System (OMS). The MDP comprises acquisition layer, middle platform, and application layer that persistently elevates data quality and significantly shortens data analysis duration. Organization construction, management regulations, and technical standards are included in the OMS, which guarantees the sustainable operation of the MDGS. The MDGS was established to advance state-of-the-art and state-of-practice data governance for the health and medical sectors in China.ResultsWith the first phase of the MDGS, the quantity and quality of research projects increase, research transformation speeds up, and the researchers’ job satisfaction increased.ConclusionsBased on our preliminary achievements, it was necessary and feasible to establish the MDGS. It is important to have comprehensive requirement study, top-level design, refined planning, phase-by-phase implementation, and continual optimization.

Assist the Rural Revitalization of Yantai City: Promote the Cultural Brand Construction of Xiaojia Village, Fushan District, Yantai City

The rural revitalization strategy proposed at the 19th National Congress of the Communist Party of China (CPC) is based on the fact that the CPC Central Committee with General Secretary Xi Jinping at its core has acted with the overall cause of the Party and the country in mind, grasped the laws governing modernization and the changing nature of urban-rural relations, responded to the aspirations of hundreds of millions of rural residents for a better life, and made major decisions and plans on agriculture, rural areas and farmers. PP383 Assessment Of The Implementation Effect Of Health Poverty Alleviation Policy: A Case Study Of Hebei Province, China.

IntroductionSince the 18th National Congress of the Communist Party of China (CPC), remarkable achievements have been made in poverty alleviation. Over the past five years, the population of people living in poverty had decreased by 68.53million, fallen from 98.99 million in 2012 to 30.46 million at the end of 2017. As an impoverished province, Hebei province has been implementing the CPC Central Committee's guidance in the battle against poverty. In 2016, the government released the Implementation Scheme Plan for Improving the Level of Medical Security and Assistance. The plan introduces multi-layer medical security and assistance mechanisms which covers basic medical insurance, major disease insurance and medical assistance. In 2017, the government formulated the Implementation Plan for the Three-Batch Action Plan on the Health Care Program for Poverty Alleviation in Hebei Province, for people with major disease. Hebei Province has carried out many explorations on the health care program for poverty alleviation, and its effectiveness is a problem worthy of attention.MethodsBased on data including basic medical insurance, major illness insurance, medical assistance, and other related information, we used descriptive statistics and quantitative methods to evaluate the overall expenditure of the poverty alleviation for Hebei province and the areas under its jurisdiction. Additionally, the expenditure of different levels of medical security system, the medical burden for people facing poverty and the distribution of disease in the population with assistance were evaluated.ResultsThe out-of-pocket payment per capita has decreased year by year, and it has dropped to 3% of catastrophic medical expenditure and 20% below the poverty line by June 2018. An imbalanced situation occurred with the implementation, with the more impoverished areas having greater the pressure on medical care and poverty alleviation. For people with medical assistance, diseases with higher population and overall expenditure are cerebrovascular disease, malignant tumor, diabetes and some other chronic diseases.ConclusionsThe health policies for poverty alleviation in Hebei province has achieved a remarkable success, and the medical burden of the poor has been significantly reduced. However, the implementation of the policies in various cities has shown an imbalanced situation, and the poverty alleviation policies need to be further improved.

The Chongqing Negotiations: A Political Offensive for the Peace and Democracy Policy

In response to changes in the domestic and international situations around the victory of the anti-Japanese war, the Kuomintang (KMT) and the Communist Party of China (CPC) adjusted their established strategic deployments in due course to cope with the new post-war domestic political and military landscapes. In face of civil war, dictatorship and secession threats, the CPC Central Committee proposed the policy of “peace, democracy and unity”, which was widely recognized by all classes of society. By signing the “October 10th Agreement” during the Chongqing Negotiations, the KMT and the CPC validated the policy of “peace, democracy and unity” and the approach to democracy proceduralization as the basic principles and direction of China’s post-war development.

Adjustment Strategy of Freight Transport Structure in Beijing-Tianjin-Hebei Region

The adjustment of transport structure is a major decision made by the CPC(Communist Party of China) Central Committee with General Secretary Xi Jinping as the core. This decision is an important link to reduce air pollution and achieve environmental protection. Promoting the 'road to railways' for cargo transportation, reducing the amount of road freight, and increasing the amount of railway freight transportation are vital for preventing and controlling air pollution in the Beijing-Tianjin-Hebei region and accelerating the construction of a modernized and integrated transportation system. On the basis of the analysis of the status quo of freight transportation in the Beijing-Tianjin-Hebei region, this article presents an understanding of the structure adjustment of such freight transportation and proposes optimization strategies.

Family farms refer to the new agricultural operation entities which are engaged in intensified and commercialized large-scale agricultural production and operation, with family members being major labor forces and family incomes mainly generated through work. In recent years, the family farm model has been developing rapidly in Shanghai’s Songjiang, Hubei’s Wuhan, Jilin’s Yanbian, Zhejiang’s Ningbo and Anhui’s Suzhou, which has attracted the attention of the CPC Central Committee. How to define family farms, which entry mechanism for family farms should be established, how to view the changes brought by family farms to Chinese farmers, how the positive connection between family farms and the modernization of Chinese agriculture will boost China’s agriculture, and how people should analyze these problems are worth analyzing for each legal scholar. In this paper, the status quo of family farms was analyzed, in a bid to find out the reasons for the generation of the farms, build its subjects, and standardize the establishment-operation-monitoring-withdrawal mechanism of them.

Legislative Developments in China in 2015

The year 2015 marks the first year to promote the rule of law as elaborated in the Resolution of the Central Committee of the Communist Party of China (CPC) on Certain Major Issues Concerning Comprehensively Advancing the Law-Based Governance of China.1 It was also the first year to implement the 13th ‘Five-Year Plan’, which was adopted by the fifth Plenary Session of the 18th CPC Central Committee. The Plan highlights the rule of law as one of the four comprehensives setting up the main guidelines for mapping out the plan.2 Meanwhile, it calls on party members to use law-based thinking and methods to promote development and to comprehensively raise the party’s ability to govern the country and run the administration according to the Constitution and the laws.3 Focusing on the key task of raising the quality, legislation in 2015 was mainly made in the key areas of national security, people’s well-being, trial reforms, and sustainable development.4 During 2015, the Standing Committee enacted five laws, adopted amendments to 37 laws and one decision on legal issues, and passed eight decisions on legal issues.5

Legislative Developments in China in 2014

2014 is marked as Year One of the Comprehensively Deepening Reforms era, according to a decision of the Communist Party of China (CPC), in which the CPC vows to accelerate the establishment of government administration in accordance with the law. 1 As an important function and power and a major task of the National People’s Congress (NPC) and its Standing Committee, legislation is playing an increasingly guiding and motivating role. Improving the quality of legislation is also regarded by the Standing Committee of the CPC as a key task. 2 More importantly, the rule of law was for the first time made the theme of the fourth plenary session of the eighteenth Central Committee of the CPC. The resolution of the CPC Central Committee on Certain Major Issues Concerning Comprehensively Advancing the Law-Based Governance of China adopted by the plenary session highlighted the general target of China to form a system that serves the socialist rule of law with Chinese characteristics and to build a country under the socialist rule of law. 3 This resolution was believed to be a milestone of epoch-making significance in the CPC’s history. 4 The resolution also pointed out that: the major tasks are to improve a social system of laws with Chinese characteristics, in which the Constitution is taken as the core, to strengthen the implementation of the Constitution, to prompt the administration of law, to speed up the building of a law-abiding government, to safeguard judicial justice, to improve judicial credibility, to prompt the public awareness of rule of law, to enhance the building of a law-based society, to improve team building and to sharpen the CPC’s leadership in pushing forward rule of law. 5

The Fourth Plenum of the CPC Makes an Important Decision on Law Reform in China

During the Fourth Plenary Session of the 13th Communist Party of China (CPC) Congress, a new and important reform document was adopted. Announcing reforms mainly in the juridical sector, the 'Decision of the CPC Central Committee Concerning Some Major Questions in Comprehensively Moving Governing the Country According to the Law Forward' is part of the overall reform package kicked off at the Third Plenum last year. This article points out the document's main objectives, and provides a preliminary analysis of the announced reforms. Three main themes are identified. First, the document is part of the overall goal of developing a special Chinese system of 'socialism with Chinese characteristics'. Second, not only institutions but also the minds and work styles of officials are to be reformed. Third, the document strongly affirms the CPC's role as the legal guardian of the reform process, as well as juridical matters.

The Role of the KMT in the Ma Ying-Jeou Administration's Mainland Policy Making: A Case Study of the KMT-CPC Platform

This paper seeks to analyze the role of the Ruling Kuomintang in the Decision- Making Process with regard to the Mainland Policy under the Ma Ying-Jeou administration, using as an example the mechanism for engagement and dialogue between the KMT and the Communist Party of China (CPC) known as the KMT-CPC Platform. The opposition says that it represents “the party leading the government,” or the “selling-out of Taiwan”. But through the case studies, we can find that the KMT-CPC Platform is a channel via which the Ma administration has interacted with the CPC in order to glean information on the inner workings of the mainland and the intentions of the CPC Central Committee, which was then used to guide policymaking. Moreover, the KMT has not been the central player in policy decisions and the KMT leadership, which was has no mandate to negotiate with the mainland, has served rather to enforce some of the mainland policies created by the Ma administration and to serve as a messenger of Ma Ying-Jeou. And all the criticisms about the KMT-CPC Platform was not the KMT-CPC Platform but the lack of foresight and sufficient responses by those at the center of Ma administration. In engaging with the CPC via the KMT-CPC Platform, whose size and function have no comparable equivalent in any of the world's other political parties, Ma revealed deficiencies in his leadership.
