To date discussion about the introduction of digital video communications (DVC), both in Australia and overseas, has been dominated by technical issues; there has been little about its potential social impacts. This paper aims to expand the debate by summarising some equity issues anticipated in the introduction of one application of DVC in Australia - as a new form of interactive television, with associated home information services. An overview of technical developments and delivery issues is provided since this information has not yet been published in this forum. Issues are considered in the context of the increasingly visual and market oriented communications environment developing as part of the information society. The diffusion and use of colour televisions, VCRs, computers and other home information-based services in Australia and overseas are analysed to suggest the potential diffusion pattern and impact of DVC. Recommendations are made for further research to develop appropriate public policies.
