STRATEGI OPTIMALISASI LAYANAN DIFABEL PADA DINAS PERPUSTAKAAN DAN KEARSIPAN KOTA YOGYAKARTA

Disability services are an obligation mandated by Indonesian Constitution to ensure equal access to public services for all citizens without exception, including for citizens who have physical, mental, intellectual and sensory limitations (disabled). However, in practice, the provision of disability-friendly public services is still not optimal, in terms of utilization and provision of existing facilities. It is this urgency that directs research towards the aim of knowing the factors that cause less optimal services for people with disabilities to formulate effective strategies in order to optimize services. This research belongs to the type of qualitative research with descriptive analysis. The analytical tool used to formulate effective strategies is SOAR analysis. SOAR Analysis is a development of SWOT Analysis which focuses on leveraging organizational strengths and opportunities to realize aspirations and results that are explored together to present more optimistic strategies, rather than focusing on weaknesses and threats. It is very much suitable for the organizational form of government agencies; those prioritize public trust. The results of the study show that factors causing the non-optimal disability services in Office of Yogyakarta City Library and Archives are facilities and infrastructures, human resources (HR), and policies. The strategy for optimizing DPK Yogyakarta City disability services consists SA Strategy (operating disabled service attendants), SR Strategy (development of voice book search feature and voice archive search feature), OA Strategy (installation of induction loop system in service areas, providing wheelchairs, educational film collections with sign language, adding PCs, media transfer tools, talking books, and also replacing damaged mobile fleets to re-function mobile library for Special Needs Schools), and OR Strategy (organizing Applied Literacy activities involving disabled and launching archival search services and special archive restoration services for disabled in near future).

The Role of Women in Political Patronage and Political Alliance in the Joxzin Community Organization in the 2019 Election

The aim of this research is to look at the role of women in political patronage relationships which resulted in a political alliance between the community organization Joxzin (Jogjakarta Islamic Never Die) and the political party United Development Party (PPP) in the 2019 elections in 2019. Sleman Regency, Special Region of Yogyakarta , Indonesia. Joxzin is a community organization consisting of male and female members. This research uses a convergent method of mixing qualitative and quantitative data which is then analyzed using the NVivo 12 Plus application. The findings obtained in this research are that Joxzin has political patronage ties. Joxzin has resources and power compared to patrons because Joxzin as a client can appoint Ahmad Zahran to be Chairman of the Branch Leadership Council of the Yogyakarta City Development United Party. With Joxzin's strong political alliance, Muhammad Yazid from the Sleman Regency Pilkada became a legislative member of the Yogyakarta Special Region People's Representative Council for the 2019-2024 period. Youth Appreciation of The Existence of Historical Buildings (Vredeburg Fort)

Yogyakarta is a city that has a diverse history and cultural heritage both physically and non-physically. Physically in the form of buildings - historical heritage buildings such as the Vredeburg Fort building which is one of the relics of VOC colonialism in the city of Yogyakarta since 1765. Now its existence has changed its function to become a historical heritage fort and its presence as a historical heritage building now greatly affects the sense of concern in the current era, especially the younger generation of the current era. As a result, the awareness of knowing and appreciating historical buildings is low due to the advancement of civilisation. The purpose of this research is to explore the perceptions of young people that lead to appreciation of Fort Vredeburg in the current era. The research method applied by conducting observations, data collection and questionnaire interviews. The result of this research is to reveal the form of appreciation from young people's perception towards Fort Vredeburg today.

Problematika Angkringan Tradisional (AT) di Yogyakarta: Pembacaan Kondisi Empiris Angkringan Tradisional (AT) Menggunakan Konsep Modernitas dan Gentrifikasi

Angkringan has become a cultural symbol, urban feature and social space for the people of Yogyakarta and its surroundings. However, deculturalization and modernity have been considered to be the main challenges for the existence of traditional angkringan (TA) in the city of Yogyakarta. This research aims to explain the potential problems faced by traditional angkringan in the midst of the urban modernity process that is occurring and its relationship with institutional attitudes towards modernity. This research was conducted around the university area of Gadjah Mada University and Yogyakarta State University. Data collection methods were carried out through field observations, informal interviews, and literature review data. The results of this research show that development with the concept of modernity which is interpreted in a limited way, the shift from informal spaces to formal spaces, business competition, technological developments and social changes have more or less influenced the existence of traditional angkringan. Apart from that, modernity can be said to have shifted the role, function and physicality of traditional angkringan from public spaces

Pengaruh Kredibilitas Daya Tarik dan Kepercayaan terhadap Minat Pembelian Sunscreen Azarine di Kota Yogyakarta

This study aims to determine the partial and simultaneous influence of Credibility, Attractiveness and Trust on Interest in Purchasing Suncreen Azarine in Yogyakarta City. This study uses a type of quantitative research. The population in this study is All Azarine Sunscreen Users in Yogyakarta City. The sample in the study was 198 respondents. The sample determination technique was taken using purposive sampling, a method of determining samples with the consideration of the researcher which was then processed using SPSS. The data collection technique in this study uses a questionnaire. The instrument testing technique in this study uses validity and reliability. And the data analysis techniques in this study used classical assumptions, multiple linear regressions, determination coefficients and hypothesis tests. The results of this study are as follows. Partially, Credibility has a significant effect on the interest in Purchasing Azarine Sunscreen by marking a t-count value of 2.206 greater than the t-table of 1.972. Partially, Attractiveness had a significant effect on the interest in Purchasing Sunscreen Azarine by marking the t-count value of 0.324 smaller than the t-table 1.972. Simultaneously, Credibility, Attractiveness and Trust have a significant effect on the interest in Purchasing Azarine Sunscreen. This study aims to determine the partial and simultaneous influence of Credibility, Attractiveness and Trust on Interest in Purchasing Azarine Sunscreen in Yogyakarta City.

The Influence of Entertainment Tax, Advertising Tax and Parking Tax on Yogyakarta City Regional Tax Revenue

Tax is a region's income that is sourced from wealth and resources managed by the local government which is a source of Regional Original Income. This research aims to determine the effect of entertainment tax revenue, advertising tax and parking tax on regional tax revenue in the city of Yogyakarta. The population in this study is entertainment tax revenue, advertising tax, parking tax in the city of Yogyakarta. The research period starts from 2020 - 2022. The technical analysis of this data uses a multiple linear regression test with local tax revenue as the dependent variable as well as entertainment tax and advertising tax. The results of the research show that the entertainment tax variable and regional tax revenue do not have a significant influence, while the advertising tax variable and the parking tax variable have a significant influence on regional tax revenue.

Vaksinasi dan Digitalisasi Komunikasi Kesehatan (Studi Fenomenologi Interpretatif atas Pemahaman Pengguna Platform PeduliLindungi di Yogyakarta)

The development of “PeduliLindungi” Application is one of the government's efforts to respond to the COVID-19 pandemic. The government designed this application to track and detect the potential spread of the SARS-CoV-2 virus so that it does not spread further. Recording vaccinations, history oaf exposure to viruses, and personal health status in this application is personal data that can be used stakeholders related to getting an idea of a person's condition or health status. The “PeduliLindungi” application become a real picture of the progress of digital-based health communication. Using this application during the Covid-19 pandemic has become an obligation for everyone if they want to access public services. Through an Interpretative Phenomenology analytical study approach developed from the ideas of Georg Gadamer's Hermeneutics, researchers attempt to explore further the understanding and meaning of the use of “PeduliLindungi” application in implementing the vaccination program as a mitigation measure for handling the Covid-19 outbreak in the city of Yogyakarta. The target subjects of this research are all user of “PeduliLindungi” application in Yogyakarta. The users of “PeduliLindungi” application, especially those survivors who have been infected with Covid-19. The research results show that there is a tendency for the subject's understanding of “Peduli Lindungi” application development only as an instrument of health communication with all the ethical risk consequences therein. The use of applications is more related to procedural formalities and is not based on awareness of choice because health aspects are fully considered. Communication in the “PeduliLindungi” application could be said that it has not yet formed an understanding but is limited to being a means of control over the individual's body.

Mekanisme Voice di Pemerintah Kota Yogyakarta (Studi pada Unit Pelayanan Informasi dan Keluhan Kota Yogyakarta)

The Purpose of this study is to describe the voice mechanism in the Yogyakarta City Government, Study of the Information and Complaints Service Unit (UPIK), in the 2013-2019 period. This research uses the Guidelines for Effective Complaint Handling referring to the best practice of the Victorian Ombudsman. The research method used is qualitative with a case study approach. The research results show that UPIK as a Voice Mechanism in the City of Yogyakarta has fulfilled the requirements for an effective complaint handling mechanism. Furthermore, UPIK has succeeded in becoming a forum that functions to accommodate and handle aspirations (complaints) from the people of Yogyakarta City even though there are still messages (complaints) that are in the wrong category and the wrong address, and the City of Yogyakarta's responsiveness is still weak in handling complaints. This is indicated by the fact that there are still complaints that have not been followed up by the relevant SKPD.

Pengaruh Informasi Kemanfaatan Penggunaan Obat Tradisional dan Suplemen Terhadap Willingness to Pay Dalam Pencegahan NCDs di Kota Yogyakarta

The current incidence of NCDs can not only attack the elderly but can start at a younger age. Must carry out prevention efforts as early as possible by consuming traditional medicines (OT) and supplements. Can obtain information on the benefits of the two products through packaging labels. However, many people still need to pay more attention to them, so they need to understand the proper and correct use of OT and supplements. Willingness to pay (WTP) goes hand in hand with the benefit information obtained. Because if it follows the benefits and prices, the community's WTP is expected to increase. This study aimed to determine the effect of information on the benefits of using OT and supplements on WTP in preventing NCDs in Yogyakarta with a cross-sectional study design. They conducted this research for one month in 5 sub-districts of Yogyakarta City, namely Danurejan, Gondomanan, Mantrijeron, Umbulharjo, and Wirobrajan sub-districts with 107 respondents. The sampling technique uses accidental sampling, and the research instrument is a WTP questionnaire. The results of the research on statistical tests using Kendall Tau found that the significance values were 0.225 (OT) and 0.094 (supplements) > 0.05, so it concluded that information on the benefits of using OT and supplements from packaging labels did not affect WTP in preventing NCDs in the City of Yogyakarta.

This research aims to investigate the process and impact of closing the Piyungan Final Disposal Site in the city of Yogyakarta to explore the economic impact. The research method used is a case study with a qualitative approach, including document analysis, in-depth interviews with relevant stakeholders, and field observations. The research results show that the closure of the landfill in Piyungan involves several crucial stages, including planning, technical implementation, and post-closure management. The effects of these landfill closures include causing significant changes in the local economy.

Analisis kebijakan RAD Membangun Generasi Unggul melalui 8000 HPK di Kota Yogyakarta

The target of accelerating stunting reduction includes the period from pregnancy to adolescence, where every period of life has the opportunity to correct past growth failures. This study aims to present the results of the evaluation of the implementation of the Regional Action Plan (RAD) policy to build a superior generation through the First 8000 Days of Life (HPK) in 2021–2025 Yogyakarta City. The method used in this study is a mix of quantitative and qualitative methods. Quantitative research is carried out with a cross-sectional design, including analysis of the health situation, related factors, and program achievements. Data sources are obtained from routine data report documents and other official websites. Data is analyzed in a descriptive way by presenting proportions, trends, narratives, tables, and figures. Meanwhile, qualitative research is carried out by designing rapid assessment procedures (RAP) through FGD and in-depth interviews and analyzed manually based on themes and sub-themes. The instruments of this research are an interview guide, FGD guide and a recorder. The results stated that the prevalence of stunting in Yogyarta City has decreased. Until the end of 2023, the evaluation of stunting reduction is carried out using indicators in accordance with Presidential Regulation 72 of 2021 concerning the acceleration of stunting reduction, but the evaluation with the indicators listed in RAD 8000 HPK has not been carried out comprehensively. Some factors that support the reduction in stunting prevalence are the commitment of regional leaders, good stunting governance, program achievement that is high or above the target, the human development index (HDI), and the high average length of schooling. Meanwhile, the inhibiting factors in reducing stunting are economic inequality, knowledge, community participation in Posyandu, littering behavior, and access to health insurance services for non-KTP residents of Yogyakarta City.

Efektivitas Tata Kelola Penanganan Anak Stunting oleh Dokter dan Tenaga Kesehatan di Kota Yogyakarta

The governance management of stunting children in Yogyakarta is carried out through the Stunting Case Audit (AKS) program. This program was implemented as an effort to meet the zero stunting target of Yogyakarta City through early intervention to reduce and prevent the appearance of similar cases from the audited areas. To find out that the AKS program has succeeded in achieving its goals, it is necessary to conduct a study to examine the effectiveness of the AKS program. This research is using a qualitative approach by comparing the suitability of program implementation with indicators of effectiveness. The results of this research explain that from the four effectiveness indicators used, only one indicator met the implementation of AKS. Indicators of timeliness have been met, while indicators of target accuracy, goal attainment and the emergence of expected results have not been met the expectation.

Upaya Peningkatan Kualitas Lingkungan Hidup di Kota Yogyakarta

The purpose of this study is to compare Yogyakarta's environmental quality index in 2023 with the environmental quality index in 2022. The study identified the parties responsible for the local environmental sector as well as the causes and solutions to problems related to air and water pollution. This was measured using a qualitative approach in this study, with the components of the Water Quality Index (WQI), Air Quality Index (AQI), and Environmental Quality Index (EQI) covered in the literature review. The conclusion of this study shows that the environmental quality index of Yogyakarta City still needs improvement to increase the quality of the environment to a better and more sustainable level.

Pemberdayaan Usaha Peningkatan Pendapatan Keluarga Sejahtera (UPPKS) Melalui Program Pemberian Makanan Tambahan (PMT) pada Balita Stunting di Umbulharjo, Yogyakarta

Based on the stunting prevalence target in Yogyakarta City in 2024, namely 12%, currently there are 15 villages that have not reached the target (below 12%). Therefore, the City of Yogyakarta is accelerating the reduction of stunting through a program providing additional food or PMT which is carried out through empowering efforts to increase the income of prosperous families or UPPKS in Umbulharjo District, Yogyakarta City. This research aims to find out the process of running the program, to find out the form of UPPKS empowerment in the aspects of capital assistance and institutional strengthening and to find out what obstacles occur in the PMT program in Umbulharjo District, Yogyakarta City. This research uses descriptive qualitative methods with interviews as a form of direct observation in the field. This UPPKS empowerment can run and the results are right on target, but there are obstacles such as toddlers who are still picky about food and also the prevention of stunting from when pregnant women have not been paid attention to. Pengaruh IPM dan Kemandirian Keuangan Terhadap Financial Sustainability Pemerintah Kota Yogyakarta

This research aims to examine the factors that influence Financial Sustainability in the Yogyakarta City Government. The factors chosen from a financial perspective are financial independence and a social aspect, namely the HDI or Human Development Index of the Yogyakarta City Government. The research sample used was the HDI and Financial Independence of the Yogyakarta City Government in 2014 - 2022. The data analysis method used was SPSS version 27. Based on the research results, it can be partially concluded that the HDI (Human Development Index) has no effect on Financial Sustainability. Meanwhile, Financial Independence partially influences Financial Sustainability. Simultaneously, the HDI (Community Development Index) and Financial Independence have a significant effect on the Financial Sustainability of the Yogyakarta City Government.

Edukasi Membangun Kesadaran Bahaya Berita Hoaks dan Ujaran Kebencian di Media Sosial di Lingkungan Siswa/Siswi SMK Negeri 6 Kota Yogyakarta

The author's dedication carries a very important theme, namely the dangers of hoax news and hate speech on social media. This theme was chosen because fake news has had a negative impact on the nation's generation and hate speech is an action that can damage national unity. So the awareness of the younger generation to wisely use social media and receive information is very crucial. This agenda was held at SMK Negeri 6 Yogyakarta City. The aim of this service activity is to increase awareness of Indonesia's young generation, especially among students, to be wise in using social media. The method of service activities is education through face-to-face socialization at SMK Negeri 6 Yogyakarta City, followed by discussions and questions and answers with activity participants. This service was attended by around 15 students from classes X and XI. This activity runs smoothly and students are very enthusiastic about participating.

The morphology of urban tourism space (case: Malioboro Main Street as cosmological Axis of Yogyakarta city, Indonesia)

Purpose This study aims to analyze the morphological landscape of the urban tourism spaces in the Malioboro Main Street area to predict its future development and to assist in creating effective regional planning policies. Design/methodology/approach This study uses qualitative grounded theory, typo morphological analysis and place-centered mapping techniques. Findings From the observation, it was found that each element of the city image area has different components of the urban tourism space’s morphology. The urban tourism spaces in Malioboro Main Street are distributed in a centered, linear and scattered pattern, with zones dedicated to shopping, cultural experiences and cuisine. The specific elements of each zone, such as attractions, accommodations or amenities, determine the type of tourism offered, such as cultural, shopping and culinary tourism. Research limitations/implications The study presented here may serve as a helpful guide for regulating and organizing policies that can form a sound basis for policy formulation. It mainly pertains to planning and structuring the Malioboro Main Street area, which currently needs a well-conceived urban tourism landscape development concept. Practical implications This study will have practical implications in projecting tourism development in the area through planning and structuring. The study can also be used as a basis and guideline for controlling, organizing and determining regulations and policies, ultimately serving as a wise foundation for policy formulation, particularly in planning and structuring the Cosmological Axis area, especially the Malioboro area. Originality/value The discussion of morphology is mainly limited to macro or micro scales, while the discussion of tourism space is generally limited to conceptual development. Conversely, this study aims to explore the unique landscape morphology of the Malioboro Main Street area, which serves as evidence of a productive space for urban tourism by typomorphological analysis through the approach of urban landscape elements, tourism elements and its activities. Thus, it may complement previous studies in urban areas dominated by tourism.
