Development of Halal Tourism Organization in Banda Aceh City

The national long-term development strategy includes the development of tourism as a core component. This program is supported by the issuance of special regulations Letter No. 17 of 2016 addressed to the Mayor of Banda Aceh on the Introduction of Halal Tourism. The current research aims to analyze and examine the policies of the Banda Aceh City Government in organizing Halal Tourism and providing supporting facilities and infrastructure for it. The method used is qualitatively descriptive. Both primary and secondary data sources are employed. Data were obtained through interviews, observation, and documentation. Based on the results of the research and findings in the field, it was found that the Banda Aceh City Government's policy in organizing Halal Tourism in Banda Aceh City is considered to be good and its implementation is also good because of the high community support while carrying out the policy. However, improvements in facilities and infrastructure are still needed to perfect the introduction of Halal tourism in Banda Aceh City. The findings show that t the implementation of halal tourism policies in the City of Banda Aceh is supported by a large number of people who ensure that the City of Banda Aceh becomes a city that adheres to Islamic law and participates in supporting and advancing halal tourism in the city. Governance In Smart Cities: Identifying And Analyzing Key Indicators Of Governance Structures

Background: Smart cities are characterized by integrating Information and Communication Technology (ICT) to address urban challenges, involving human and social capital as well as smart governance. Although there is no consensus on their definition, smart cities are generally seen as innovative projects to foster urban development through technology. However, effective governance in these cities poses significant challenges, requiring a multifaceted approach that involves collaboration between public and private sectors and civil society. This study seeks to identify key indicators for constructing effective governance frameworks in smart cities. Materials and Methods: Through a qualitative analysis of 70 articles from the ScienceDirect portal (2020-2024), this study explores the criteria and indicators of governance in smart cities. The articles were reviewed and filtered using a protocol with nine guiding questions, resulting in the extraction of 311 terms, which were then grouped into 33 indicators across five themes. These themes - Governance and Participation, Policies and Regulations, Strategies and Urban Planning, Technology and Innovation, and Indicators and Assessments - form the foundation for effective governance structures in smart cities. Results: The results highlight that governance in smart cities must be dynamic and adaptable, incorporating citizen participation, transparent public policies, open data practices, and efficient use of ICT. The findings contribute to a more comprehensive understanding of how governance structures can foster sustainability, inclusivity, and efficiency in smart urban environments. By synthesizing key governance indicators, this research provides a framework to guide the development of governance models that can support the evolving needs of smart cities. Conclusion: Effective governance in smart cities requires dynamic, adaptable structures that foster collaboration between public and private sectors and civil society. This study provides a framework to promote sustainability, inclusivity, and efficiency in smart urban environments.

Valorization and investigation of volcanic ash as an aggregate building brick component

Abstract The devastating series of Taal volcanic eruptions from 2020 to 2022 covered several locations in the Philippines under a thick layer of ashes, destroying properties and halting business operations. In response, the Biñan City Government in Laguna, Philippines, proposed the development of eco-friendly bricks by leveraging the pervasive amounts of spewed volcanic ash as part of its solid waste management program. The materials recovery facility of the city produced several brick blends of combined Taal volcanic ash, cement mortar, and plastic waste materials. This study investigates the potential of Taal volcanic ash as an aggregate building brick component by measuring the compressive strength of the formulated bricks. With different blends of aggregate components, the bricks were tested for their durability based on the ASTM C67/C67M-20 standard after curing between 15 to 30 days. Per the ASTM C62-17 standard, all brick blends that were cured for 30 days including those with volcanic ash and plastic waste as aggregate components fall under the negligible weathering grade. This indicates that these bricks will be durable in building and structural applications where the average compressive strength requirement for bricks is at least 10.3 MPa. A regression model was also fitted with an adjusted r 2 value of 0.9413 and a p-value of < 2.2 × 10−16 using the experimental data.

Reorganizing public value for city life in the Anthropocene

Public value and city governance are fundamental notions in contemporary settings, but, currently conceived, they are not fit for the challenges presented by the proposed new epoch of geological time—the Anthropocene. Walking through the locked-down streets or calle of Venice, we face the sudden emptiness that starkly reveals the impact of human activity on the city and its waterways. Reflecting on the walk, our starting point is to problematize how a city organizes and manages public value and what actually constitutes public value. In this, we develop a new definition, “New Public Value for the Anthropocene Epoch” (NPVA), which expands the notion of public value through the questions: “who” is it valuable to do things for, beyond humans and economic actors, building on a relational epistemology to incorporate the planet and its biosphere; and “what” is valuable to do, in order to ensure the inclusion of social, environmental, and cultural values alongside economic values. We conclude by arguing that NPVA is organized across scales in a manner that embeds global attentiveness toward local ecosystems solutions to drive the global response to the environmental crisis we all face.

Urban Dynamics in Semarang City: A Study of Livable Cities

This study explores sanitation issues in urban Semarang in the context of achieving a Livable City, particularly concerning sanitation waste directly discharged into drains and rivers. In collaboration with the Semarang City Government, this research piloted the Livable City Framework (LCF) as a rapid assessment methodology for city suitability. The research aims to identify livable areas that are performing well, which will be developed into sanitation investments, especially in neighborhoods traversed by the SPALD-T route. A mixed-method research approach was employed, utilizing two main instruments: web surveys and in-depth interviews. Research findings indicate strong social capital in Semarang, yet the ability to influence decisions remains low, indicating the need for increased education and community empowerment. Physical capital scores vary, with investments in public spaces needing attention to distribute development benefits evenly. Human and natural capital show potential for improvement, while some neighborhoods such as Kudu, Kalibanteng Kidul, and Kalipancur receive low scores and require further analysis and community engagement. This research provides a deep understanding of the complexity of urban development processes and emphasizes the need for cross-sector collaboration to achieve a Livable City

Implementation of the Right to Education for Abandoned Children in Salatiga City

This study was conducted to examine the implementation of the right to education for abandoned children in the city of Salatiga. The main objectives are, first, to explain how Salatiga city government regulations play a role in fulfilling the right to education for abandoned children, and second, to explore how these regulations are implemented. Using a normative legal research method, which employs both statute and conceptual approaches, the study draws on secondary legal materials from literature, legal journals, expert opinions, and official websites. The findings reveal that in Salatiga, the right to education for abandoned children is implemented through both formal and non-formal education. Formal education focuses on basic education, while non-formal education includes vocational training and entrepreneurial coaching. The results of this research show that the application of formal and non-formal education by the Salatiga city government has successfully increased access to education for abandoned children. This study contributes significantly to promoting more inclusive and sustainable educational policies for abandoned children, with recommendations for improved regulations and more targeted vocational education programs.

The Influence of Talent Management Development, Recruitment, and Competence on Employee Performance Through Job Training

This research focuses on the employee performance of the Sungai Penuh City Government. The study adopts a quantitative causality approach, using data collected through questionnaires. The analysis was conducted using multiple linear regression techniques with the SmartPLS program, and a saturated sample of 50 respondents was used for the study. The results indicate that talent management has a positive and significant effect on job training, and recruitment also shows a positive and significant impact on job training. However, competency does not significantly affect job training. Furthermore, talent management has a positive and significant effect on employee performance, while recruitment and competency do not significantly influence employee performance. Additionally, job training itself does not significantly impact employee performance. It is also concluded that job training does not mediate the relationship between talent management and employee performance. However, job training mediates the effects of recruitment and competency on employee performance.

Transformation of Ahlus Sunnah wal Jamaah Values: Between Spiritual Sustainability and the Risk of Commodification

This research aims to look for differences and gaps to find research gaps with previous research. To achieve this goal, the researcher asked the following research questions: first, competition for truth claims and the spread of Ahlusunah wal Jamaah, NU elites and Salafi elites to compete for influence in their preaching to Pasuruan society; secondly, Santri and the community became a source of struggle for influence for the commodification of NU elites. and Salafi elites in the political, economic and educational areas. Questions in the research will be asked of those who really understand and comprehend the themes raised in this research. This type of research uses qualitative research, with Alfred Schutz's phenomenological approach. The data used is primary data or main data. The data obtained comes from interviews with NU and Salafi elites, as well as city residents, as well as information taken from NU and Salafi books. Plus, field notes resulting from the observation process. The main data source is individual interview transcripts with NU and Salafi elites. The results of the research show that the form of commodification of Ahlusunah wal Jamaah Salafi ideology focuses on da'wah, namely returning Islam to the Koran and Hadith and an Islam that is free from heresy, superstition and superstition. The Salafi preaching model is not oriented towards practical politics; it collaborates with the Pasuruan city government.

Community flood risk assessment in selected areas in Muntinlupa City

The study's objective is to hopefully create a profound awareness in the city government of Muntinlupa of the plight the community is experiencing. A quantitative research design was utilized in this study. Flood risk perception: The probability of whether a retention pond, increasing the diameter of the existing reinforced concrete pipes, and or increasing the road elevation can be a permanent or a quick-fix solution is still unknown until the local government can conduct a comprehensive technical and environmental assessment of the different vulnerability factors in the community. No significant differences were found between age, years of residency, and flood risk perception. Flood risk preparedness: No significant differences existed between age, years of residency, and flood risk preparedness. Substantial differences were found between gender and flood preparedness, and they favor the male gender. Flood risk awareness: No significant differences existed between age, years of residency, and flood risk awareness. There were substantial differences between gender and flood awareness, and they favored the male gender. The study's recommendations encourage the local government of Muntinlupa to conduct a comprehensive administrative, technical, and environmental assessment of the different vulnerability factors facing the selected areas in the community.

In 1873, the City Duma was established in Stavropol (now Tolyatti) as the highest body of local government. It was in charge of various issues: the formation of the external appearance of the city, the organization of cultural events, the development of education and healthcare. The functioning of the local government system remains one of the main issues today. Having studied this problem, it can be noted that, based on the accumulated experience, there is a transformation of the relationship between the government and the heads of local government. The authors made an attempt to address the history of the Stavropol City Duma of the 19th century and analyze one of the key figures in the system of self-government – the city Mayor, who occupied a fairly high status due to the concentration of both legislative and executive power in his hands. The focus of the study is on the activities of the City Head of the Stavropol Duma, Nikolai Ivanovich Bulanov, who was born into a merchant family and was able to receive a higher education, which made him very different from his fellow officers. Nikolai Bulanov worked for more than 30 years in the Stavropol city government and during this time made a significant contribution to the development of city infrastructure. The source base is includes materials from the Tolyatti archive: journals of City Duma meetings on issues of city improvement, formal lists, ballot papers for city mayor election, reports of city councils.

Implementation of Raita Algorithm in Manado-Indonesia Translation Application with Text Suggestion Using Levenshtein Distance Algorithm

Abstract. Manado City is one of the multidimensional and multicultural cities, possessing assets that are considered highly potential for development into tourism and development attractions. The current tourism assets being developed by the Manado City government are cultural tourism, as they hold a charm and allure for tourists. Hence, a communication tool in the form of a translation application is necessary for facilitating communication between visiting tourists and the native community of North Sulawesi, even for newcomers who intend to reside in North Sulawesi, given that the Manado language serves as the primary communication tool within the community. This research employs a combination of the Raita algorithm and the Levenshtein distance algorithm in its creation process, along with the confusion matrix method to calculate the accuracy of translation results using the Levenshtein distance algorithm with a text suggestion feature. The research begins by collecting a dataset consisting of Manado language vocabulary and their translations in Indonesia language, sourced from literature studies and original respondents from North Sulawesi, which have been validated by a validator to prevent translation data errors. The subsequent stage involves preprocessing the dataset, converting the entire content of the dataset to lowercase using the case folding process, and removing spaces at the start and end of texts using the trim function. Next, both algorithms are implemented, with the Raita algorithm serving for translation and the Levenshtein distance algorithm providing text suggestions for typing errors during the translation process. The accuracy results derived from the confusion matrix calculations during the translation process of 100 vocabulary words, accounting for typing errors, indicate that the Levenshtein distance algorithm is capable of effectively translating vocabulary accurately and correctly, even in the presence of typing errors, resulting in a high accuracy rate of 94,17%. Purpose: To determine the implementation of the Levenshtein distance and Raita algorithms in the process of using the Manado-Indonesian translation application, as well as the resulting accuracy level. Methods/Study design/approach: In this study, a combination of the Raita and Levenshtein distance algorithms is utilized in the translation application system, along with the confusion matrix method to calculate accuracy. Result/Findings: The accuracy achieved in the translation process using text suggestions from the Levenshtein distance algorithm is 94.17%. Novelty/Originality/Value: This research demonstrates that the combination of the Raita and Levenshtein distance algorithms yields optimal results in the vocabulary translation process and provides accurate outcomes from the use of effective text suggestions. This is attributed to the fact that nearly all the data used was successfully translated by the system, even in the presence of typographical errors.

Master planning ‘as a verb’: enforcing participatory planning through the Brazilian courts

ABSTRACT Brazil is well-known for participatory planning praxis anchored on the right to the city and federal legislation. Yet little is known about how the right to participation materializes through the courts. Focusing on the right to participation beyond legislative and executive branches, we analyze jurisprudence on participatory planning through decisions in two state courts of appeal. We illustrate higher court magistrates’ awareness about the right to participate despite disregard of procedural participation in other instances. Seeing master planning ‘as a verb’, the contentious meaning of participation in the judiciary is intertwined with the standing of master plans in city governance.

Background – The results of the prior assessment of thematic villages by the Tangerang City Government have not found maximum results, because thematic villages that are included in the main cluster are still below fifty percent. This shows that the performance of thematic village organizations still needs to be improved. Aim – This study aims to find a management strategy model in developing thematic villages in Tangerang City. Thematic villages have the opportunity to support the development of Tangerang City through good strategic management. Design / Methodology / Approach – The approach used in this research is qualitative. The object of research is thematic villages in Tangerang City. Informants are the leaders of thematic villages, the determination of informants is done purposively, using purposive sampling technique. Data collection techniques used observation, interview documentation and triangulation. Data analysis using the Miles and Huberman model, namely data reduction, data presentation and conclusion drawing. Findings – This study show that most thematic villages in Tangerang City have not used a strategic management model in developing thematic villages in the form of determining a vision, conducting an environmental assessment, setting goals and implementing strategies. Conclusion – Institutional strengthening needs to be carried out through the implementation of a management strategy model assisted by the Tangerang City Bappeda. Research Implication – The implications of this study, with the results of the study in the form of a strategic management model can be used as input for the development of management science. Limitations – with a qualitative approach, the research results cannot be generalized. So for areas that have different characteristics from Tangerang City, more in-depth research is needed. But with this research, a strategic management model will be found in the development of thematic villages.

Analisis Pengelolaan Barang Milik Daerah Kota Sibolga

This study aims to analyze the management of regional assets in the City of Sibolga, identify the challenges faced in the management process, and determine the steps that need to be taken to ensure more orderly asset administration. The operationalization of the variables in this study is based on the management of regional assets according to Minister of Finance Decree (KMK) Number 288/KMK.06/2023. Data collected using interviews, observations, and documentation, with key informants including the Head of the Agency, Head of Budgeting Division, Head of Assets Division, and Head of Treasury and Accounting Division. The qualitative data management technique follows the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing and verification. The findings indicate that the management of regional assets in Sibolga City faces various challenges such as inaccurate asset data, lack of supervision and control, suboptimal coordination between OPDs, and insufficient asset security and maintenance. To address these issues, it is recommended that the Sibolga City Government enhance human resource capacity, develop an integrated asset management information system, optimize the budget for asset maintenance and security, and improve supervision and control over the use of fixed assets

Analisis Penerimaan Pendapatan Asli Daerah (PAD) Ditinjau Dari Kontribusi PAD, Elastisitas PAD dan Kinerja Pajak Daerah Pada Pemerintah Kota Sibolga

This study aims to analyze the contribution of local revenue, the elasticity of local revenue and the performance of local taxes in the Sibolga City government. Local Own Revenue is the right of the local government which is recognized as an increase in the value of net assets obtained from local taxes, local levies, the results of the management of separated local assets and other legitimate local revenue. This research was tested on the sibolga city local government in 2018-2022. The data analysis technique used in this research is descriptive and quantitative analysis. The results of the analysis show that the contribution of local revenue tends to be unfavorable, the elasticity of local revenue tends to be elastic to gross regional domestic product and the performance of local taxes tends to be very effective.

The Role of Government and Community Collaboration in the Implementation of Waste Management Policies in Palu City

Waste management is a crucial issue for the growing city of Palu. Collaboration between the government and the community is the key to effective and sustainable waste management policy implementation. This study aims to describe the collaborative role between the government and the community in the implementation of waste management policies in Palu City. The method used is descriptive, with data collection through observation, in-depth interviews with relevant parties, and analysis of waste management policy documents. The data obtained was analysed qualitatively to provide an overview of the dynamics of collaboration that occurred. The results showed that the Palu City government has played a role in formulating policies, providing waste management facilities and infrastructure, and building a supportive regulatory framework. The government also initiated waste management programmes such as waste banks and temporary disposal sites (TPS)). On the other hand, the role of the community is seen through active participation in these programmes, as well as involvement in waste reduction and recycling activities in their respective neighbourhoods. Nonetheless, challenges are still faced, including the low level of public awareness, the lack of supporting facilities, and inadequate law enforcement. This study concludes that good collaboration between the government and the community is essential in achieving more effective waste management in Palu City. Strengthening collaboration through education, improving facilities, and consistent law enforcement are needed so that waste management policies can be implemented optimally.

Manajemen Event Dalam Penguatan Branding Kota Wisata dan Budaya

Entertainment is a human need fulfilled through tourism, which not only provides enjoyment but also offers new experiences. The tourism sector has significant potential to boost local and national economies, requiring effective management and promotion through various strategies, including events. This research highlights the crucial role of event management in strengthening the branding of Sawahlunto City as a "Cultural Mining Tourism City," focusing on how events can be designed, managed, and evaluated to support the city's identity. This study employs a qualitative approach with a case study method. The results showed that the event management was still far from what should be done. This can be seen from several points that are not well implemented in the procurement of the event.Research that is seen from the shortcomings related to preliminary research that should be done before event planning. Design that has been done quite well by the city government of Sawahlunto. Planning is seen from the city government of Sawahlunto has been in accordance with what should be related to event planning to brand the city. Coordination is seen that the Sawahlunto city government pays less attention to this. And evaluation is not done by the city government of Sawahlunto.
