Open government and municipal effectiveness: Towards a modernization of the state in a region of the Peruvian jungle

The objective of the study was to determine the relationship between open government and municipal effectiveness State a region of the Peruvian jungle. The research followed a quantitative approach with a non-experimental, cross-sectional, and correlational design. The population comprised citizens of State in a region of the Peruvian jungle, with a sample of 625 individuals. A structured survey was employed as the data collection technique, using a validated questionnaire as the instrument. The results revealed a positive, high, and significant correlation between governance and municipal effectiveness (Spearman’s Rho = 0.813, p < 0.01). Furthermore, the dimensions of transparency, integrity, accountability, and citizen participation showed moderate to high correlations with municipal effectiveness, with accountability (Rho = 0.779) emerging as the most influential dimension. It was concluded that the principles of open government play a crucial role in shaping the perception of effective municipal management. This underscores the need to strengthen transparency, integrity, and citizen participation policies to enhance public services and foster trust in local authorities.

Citizenship and Migration

This paper investigates the intricate relationship between citizenship and migration, emphasizing their significance for individual rights and societal progress. The primary objective is to analyze how migration influences citizenship status and vice versa, while exploring the legal and social implications within the European Union context. The methodology involves a thorough review of migration law developments and citizenship frameworks, highlighting state sovereignty in defining these areas. Key findings indicate that migration is a global challenge that necessitates a collaborative response among states, international organizations, and civil society. The evolution of citizenship within the EU, which now incorporates concepts such as European and multiple citizenship, enables individuals to navigate their rights and obligations across various jurisdictions. The study reveals that effective migration management requires harmonized legal standards and the protection of migrants’ rights, including asylum and residency. In conclusion, while the EU has made strides in creating a unified approach to citizenship and migration, significant challenges remain. The paper advocates for a reform of the EU migration system to enhance procedural efficiency and ensure equitable burden-sharing among member states. Strengthening solidarity and increasing cooperation with third countries are essential to addressing the root causes of irregular migration. Ultimately, a coordinated strategy is vital for managing global migration challenges and fulfilling the citizenship requirements of host countries. Living in post-Brexit Britain during the pandemic: how did it feel for EU citizens?

In the visual essay, we present the images produced by participants during a study on the effects of the Coronavirus pandemic and Brexit on the emotions and feelings of middle-aged European citizens. The study was conducted using an art-based method where participants were asked to produce some form of artwork (a drawing, a collage, a photograph, a video or even a piece of music) and were then interviewed by the researchers. The emphasis was focused on the emotional states experienced by the participants during the lockdowns and in their new citizen status post-Brexit. The visual essay features some of the participants’ artwork, representing their feelings and moods during that period and includes extracts from the interviews conducted in the follow-up of the artworks. The images create a gallery, a visual tour of felt emotions, highlighting the singularity of the participants’ affective states as well as the condensed meanings of shared symbols they used.

Elimination of Citizenship Status for Terrorism Convicts in Indonesia

The revocation of citizenship for terrorism convicts is a complex and controversial issue in Indonesia. The philosophical foundation for this action involves considerations of national security, the protection of human rights, and adherence to the principles of the rule of law. The revocation of citizenship for terrorism convicts is based on the interest of national security. The government believes that by stripping them of their citizenship, they lose access to resources and support that can be used to continue terrorist activities. This step is taken to reduce the threat to national security and society. However, the revocation of citizenship also raises questions regarding human rights. Basic rights of individuals, including the right to citizenship, are guaranteed by various human rights instruments adopted by Indonesia, such as the Universal Declaration of Human Rights and the Human Rights Law. The government's responsibility in protecting the citizenship rights of terrorism convicts encompasses several aspects. First, the government must ensure that the revocation of citizenship is based on valid and convincing evidence and carried out through a fair and transparent legal process. The government should also ensure that terrorism convicts who lose their citizenship still have access to humane treatment and rights guaranteed by international law. They should not become stateless or be deprived of basic rights necessary for a decent life. Overall, the revocation of citizenship for terrorism convicts in Indonesia involves complex considerations between national security and the protection of human rights. The government has a crucial responsibility to maintain a balance between these aspects, ensuring that actions taken are in accordance with the principles of the rule of law and do not violate fundamental rights.

Challenges and Measures to Counteract Passport Data Falsification in Indonesian Migrant Workers: A Review of the Circular Letter of the Director General of Immigration of the Republic of Indonesia Number: IMI-GR.01.01-0252 of 2023

The phenomenon of passport ownership with false data by Indonesian Migrant Workers who are working abroad is a problem that is difficult to eliminate, because there are still many prospective workers who think that the bureaucracy of making passports is difficult. The purpose of this study is to identify the challenges and countermeasures against passport data falsification in Indonesian Migrant Workers, through a review of the Circular Letter of the Director General of Immigration of the Republic of Indonesia Number: IMI-GR.01.01-0252 Year 2023. This research uses a qualitative secondary research approach that allows a researcher to compare other researchers' perspectives on the same case, in order to provide additional understanding. The research findings show that there are still many Indonesian Migrant Workers who are not aware of the dangers that may arise from using passports with fake identities, from being exposed to legal problems, losing their employment rights, to the threat of not being recognized for their citizenship status. In the conclusion, this research found that although the Directorate General of Immigration tries to use more persuasive regulations, these efforts also need to be accompanied by the application of immigration control functions as a form of prevention in preventing the increase of non-procedural Indonesian Migrant Workers.

This study explores the implications of citizenship on land ownership rights within Indonesian agrarian law. It examines how citizenship status affects the rights to land ownership, focusing on the legal framework established by Indonesian laws, including the Basic Agrarian Law (UUPA) and other relevant regulations. The study employs a qualitative approach, utilizing literature review and case analysis to identify key issues and challenges in the implementation of land ownership laws. Findings reveal that full land ownership rights are exclusively granted to Indonesian citizens, while foreign nationals face significant restrictions. The research highlights several challenges in legal implementation, including bureaucratic inefficiencies and inconsistencies between laws and practical applications. The paper concludes with recommendations for regulatory reforms, improved administrative processes, and enhanced transparency to better support both domestic and foreign stakeholders in land ownership. These recommendations aim to address existing problems and facilitate a more equitable and efficient land management system in Indonesia.

Self-Reported Unfair Police Stops and Skin Tone, Ethnic Origin, and Citizenship Status among Latino Adults

While a growing literature has documented vast ethnoracial inequalities tied to the occurrence and outcomes of police contact, less research has examined the patterning of perceived unfair police stops among Latino populations. The present study relies on insights from tri-racial stratification theory to examine associations between perceived unfair police stops and skin tone, ethnic origin, and citizenship status among Latino adults. Data come from the Pew Research Center’s nationally representative 2021 National Survey of Latinos ( n = 3,019). We regress whether a respondent perceived being stopped unfairly by police in the past year on the Yadon-Ostfeld Skin Color Scale (i.e., 1–10, 10 = Darkest), ethnic origin (i.e., Puerto Rican, Cuban, Dominican, Salvadoran, Spaniard, Central American, South American, or other), and citizenship status (i.e., U.S. citizen or not). Results showed that having a darker skin tone and U.S. citizenship were associated with higher odds of experiencing a police stop perceived as unfair. Latinos with the darkest skin tones had nearly a one in five chance of a perceived unfair police stop. Average probabilities of a perceived unfair stop were higher for Puerto Ricans, Cubans, and Salvadorans than others followed by Mexicans/Chicanos. Dominicans’ probability was lower than five of the eight other groups. Findings identify heterogeneity among Latino populations such that variation in skin tone, citizenship status, and ethnic origin independently factor into self-reported unfair police stops. Research examining ethnoracial disparities in criminal legal contact and its consequences would benefit from more fully disaggregating panethnic groups.

Energy Citizenship in Energy Transition: The Case of the Baltic States

The governance of energy systems is undergoing a transformative shift, vital to advancing the energy transition. Understanding the dynamics of energy citizenship and the factors that influence citizen engagement in energy matters is critical for driving social and institutional change. This paper informs on the key results of a comprehensive analysis of 54 energy citizenship cases in the Baltic states (Latvia, Estonia, and Lithuania). The study explores the role of citizens in the energy transition and characterizes the socio-economic and geopolitical factors shaping energy citizenship activities in the region. The governance of energy systems represents a significant transformational shift that is essential for energy transition. A more comprehensive understanding of the current state of energy citizenship and the factors influencing the energy transition process could inform the social and institutional changes necessary for the involvement of citizens in energy matters. This desk study represents a crucial element of the EU Horizon 2000 EnergyPROSPECTS project, which aims to map the landscape of energy citizenship in Europe. This paper presents an in-depth analysis of 54 cases from the Baltic states. The findings provide insight into the role of citizens in the transition process and the underlying factors and conditions that shape energy citizenship activities within the specific socio-economic and geopolitical context of the region. In general, energy citizenship in the Baltic states can be seen to exist on a spectrum between reformative and transformative practices. Overall, progress is being made toward systemic changes in the energy sector, with a focus on the democratization of processes. Nevertheless, additional measures to enhance and reinforce energy citizenship, coupled with the advancement of enabling conditions, are imperative at all levels of governance and across all energy transition scenarios.

Experiences of Citizenship in Late Medieval Southern German Lands

Medieval citizenship is often defined as the rights and duties that individuals had in medieval polities, including political participation, individual protection within the city in cases of legal or commercial conflicts, or the privilege of being judged by certain courts, rather than by others, and by one’s peers, rather than by foreigners. Typically, the status of citizen was further bound to the taxes individuals of that polity had to pay or the military duties they had to fulfil. This understanding of citizenship differs significantly from the ways scholars in the field of political sciences have been discussing the term over the past two decades.

The Relationship Between a Campus Food Pantry and Academic Success at a Public University

Food insecurity (FI) is associated with lower academic performance in university students. This research aimed to describe the relationship between a campus food pantry and academic performance, describe the characteristics of student pantry shoppers (PSs), and develop a model to predict academic success. Researchers obtained student pantry swipes and university data (2021–2022 academic year) to generate a dataset for grade point average (GPA) (N = 23,896) and a subset of PS sociodemographic data (N = 852). Variables (cumulative or term GPA) differed based on models. Explanatory variables were biological sex, age, frequency of pantry shopping, classification, Pell Grant eligibility, college, athlete status, citizenship, residency, ethnicity/race, honors, and first-generation status. The analysis included the two-sample t-test, logistic and multiple regression, and the least absolute shrinkage and selection operator (LASSO). There was no difference (t(921.8) = 0.518, p = 0.60) in the cumulative GPA between PSs (M = 3.001 [0.808]) and non-pantry shoppers (NPSs) (M = 3.016 [0.874]). In the fall term, PSs (M = 3.018 [1.012] earned a higher GPA (t(581.69) = −2.235, p = 0.03) than NPSs (M = 2.919 [1.123]). Pantry shoppers achieved academic success despite exhibiting risk factors for FI, including first-generation status, being of the female sex, and financial need. Targeted multicomponent campus programs are needed to provide food assistance to students at risk for FI.

Mitigating health disparities by improving access to catheter-based therapies for vulnerable patients with acute pulmonary embolism

Abstract Introduction This study explores the implementation and outcomes of catheter-based thrombectomy (CBT) in acute pulmonary embolism (PE) within a safety-net hospital (SNH), addressing a critical gap in the literature concerning CBT in underserved and vulnerable populations. Methods This is a retrospective study of patients undergoing CBT between October 2020 and January 2024 at a SNH. The primary outcome was 30-day all-cause mortality. Results A total of 107 patients (47.6% female, mean age 58.4 years) underwent CBT for acute PE, with 23 (21.5%) high-risk and 84 (78.9%) intermediate-risk PE. Demographically, 64% identified as Black, 10% White, 19% Hispanic or Latino, and 5% Asian. In terms of insurance coverage, 50% had private insurance or Medicare, 36% had Medicaid, and 14% were uninsured. Notably, 67% of the patients resided in high poverty rate zip codes and 11% were non-citizen non-residents. Markers of risk severity, such as biomarkers (troponin, BNP), PE risk classification (high versus intermediate-risk), rates of low CI, lactate level, CPES/sPESI score, and rates of RV dysfunction did not vary significantly across race/ethnic groups, insurance status, level of poverty and citizenship status. Over a median follow up period of 30 days, 6 (5.6%) patients expired (all high-risk PE), 3 of which presented with cardiac arrest. No patients who presented with intermediate-risk PE died at 30 days. There was no difference in 30-day mortality based on race, insurance type, poverty level or citizenship status. Conclusion The findings emphasize the feasibility and success of implementing PERT and CBT at a SNH, offering a potential model to address healthcare disparities in acute PE on a broader scale.

SexWork.DK: a comparative study of citizenship and working hours among sex workers in Denmark

ABSTRACT Sex workers in Europe are increasingly of nonnational origin. The Schengen cooperation allows internal migration within the European Union, but many migrant sex workers originate from outside the EU. While sex workers are already in precarious positions, nonnationals risk deportation, dependent on their citizenship status, and may have debts to smugglers. Consequently, they may be more likely to work longer hours to increase short-term profits. Using a dataset of sex work advertisements from one Danish website (n = 2,594), we estimate the association between inferred citizenship status and a) advertised hours on shift using ordinary least squares regression, and b) the probability of advertising 24/7 availability using a linear probability model. Compared to Danish sex workers, we find migrants advertise almost twice as many hours on shift and are more likely to advertise 24/7 availability. These results shed light on the inequalities that persist between national and nonnational sex workers.

Child Separation and the Stolen Generation of Brazil: Indigenous Peoples’ (Un)Freedom in Amazonia

Abstract This article examines questions pertaining to Indigenous people’s citizenship status, the problematic definition of orphanhood, rule of law, and structural racism in Brazilian society. The definition of orphanhood was articulated in a way that allowed for the extralegal abuse and racialized exploitation of labor to continue long past the legal end of Indigenous slavery (1755). Indigenous persons’ legal status, the definition of orphanhood, and guardianship laws worked together to legitimate the permanence of child separation as a means for wealthier Brazilians to get free child labor. The article uncovers the ambiguities in defining Indigenous people’s legal status, making citizenship status a subjective determination contested on a case-by-case basis. With this foreground understanding, the article presents the practice of child separation and the created discourse to legitimize Indigenous, Black, and mixed-race children as unpaid criadas de casa (housemaids).

Effects of Table Banking on Socio-Economic Empowerment of Households in Turkana County, Kenya.

Table banking is a concept that has gained popularity in the recent past in Kenya. The aim of this type of informal banking is to enhance the socio-economic status of citizens, particularly those from poor areas of the country. However, measuring and tracking changes in the levels of socio-economic empowerment of households through table banking is not well documented, although it is becoming popular, especially among women groups in Kenya. The main objective of this study was to investigate the effects of table banking on the socio-economic empowerment of households in Turkana County, Kenya. The specific objectives were: to establish the effect of table banking financial accessibility, table banking awareness, table banking group participation, table banking group credit risks management strategies on socio-economic empowerment in Turkana County. The study is guided by the theory of change by Loiseau and Walsh 2015, vulnerable group theory of financial inclusion and public good theory of financial inclusion. The study adopted descriptive survey design where questionnaires were used to get primary data. Secondary data was used to validate the primary data collection. The study involved a sample of 398 members drawn using simple random sampling method from a population of 60,500 Table banking members from Kalobeyei ward, Kakuma ward in Turkana West Subcounty in Turkana County. A total of 398 questionnaires were administered with a return rate of 97.0%. The data collected was analysed using descriptive statistics. The study relied on Pearson’s correlation, linear regression and factor analysis to draw inferences from the responses. Statistical analysis was done with the aid of statistical package of social sciences (SPSS) software version 24. The findings of the study revealed a strong, positive and statistically significant relationship between access to finance and socio-economic empowerment of households. The findings of the study also showed a fairly, strong, positive and statistically significant relationship between table banking awareness on socio-economic of households. Besides, the findings revealed a very strong, positive and statistically significant relationship between Table banking and active group participation on socio-economic empowerment of women. The results of the study also revealed a very strong, positive and statistically significant relationship between table banking credit risk management strategies and socio-economic empowerment of women. According to the findings, this study recommends continuous, operative and thorough training of all groups involved in table banking to enhance their capacity in leading the groups and enhancing financial management capability and performance. Additionally, the study recommends creating a functional system for financial access through the use of several financial products at affordable prices, this focuses on government considering increasing the avenues and mechanisms for socioeconomic empowerment of women and special interest groups, especially in the rural areas. As shown in this study, findings provide evidence of active participating of women in the table banking compared to men involvement, based on this it will also be pivotal to further research the basis of men’s involvement in table banking and how affects their contribution to socio -economic empowerment at the household level.

Food security status of Zimbabwean immigrants living in Msunduzi municipality, South Africa during the COVID-19 pandemic

The study aims to examine food security status of Zimbabwean immigrants living in Msundizi municipality, South Africa, during the COV-19 pandemic. A cross-sectional study design using a mixed-methods approach was adopted to collect data from 379 randomly selected Zimbabwean immigrants. Food security status was assessed using the Household Food Insecurity Access Scale. Data was analysed using descriptive statistics and logistic regression models. Most immigrants were males (66%), 52.2% were 18–38 years old, and 91.4% were employed. Most respondents (51%) had a tertiary education, and 35.9% earned between R3001 and R4500. The majority of immigrants (75%) were food insecure. Food insecurity was perceived to be due to reduced/loss of employment, socio-political factors such as theft, insecurity/violence, political crisis, lack of land ownership, and high food prices. The age, immigration status, and type of employment were associated with food insecurity. Food insecurity is prevalent among Zimbabwean immigrants living in Msunduzi municipality. There is a need for targeted food security policies that are aimed at increasing availability and access to food among immigrants. The SA government should extend food safety nets to all, regardless of citizen status.

Acculturation and depression increase trouble sleeping in Mexican immigrant adults.

Knowledge of Mexican immigrant sleep health is limited. We investigated the association between acculturation, depression, and having trouble sleeping among a nationally representative sample of Mexican immigrant adults. We used a logistic regression model on cross-sectional data from the 2005-2018 National Health and Nutrition Examination Survey on 2,670 non-U.S.-born Mexican adults aged ≥18 years old. Living in the U.S. for ≥10 years (Adjusted Odds Ratio (AOR) = 2.18; 95% Confidence Interval (CI) = 1.39-3.41), speaking majority English (AOR = 1.62; 95% CI = 1.00-2.64), and mild (AOR = 2.70; 95% CI = 1.82-4.02), moderate (AOR = 3.96; 95% CI = 2.53-6.19), and moderately severe/severe (AOR = 5.75; 95% CI = 3.08-10.75) depression levels were associated with having trouble sleeping. Non-U.S. citizenship status was associated with lower odds of having trouble sleeping (AOR = 0.62; 95% CI = 0.43-0.88). Greater acculturation and depression are associated with higher odds of having trouble sleeping. We provide new knowledge on how citizenship status may be linked to the sleep health of Mexican immigrant communities.

Applicability of the adjusted morbidity groups algorithm for healthcare programming: results of a pilot study in Italy

BackgroundPopulation-based Health Risk Assessment (HRA) tools are strategic for the implementation of integrated care. Various HRA algorithms have been developed in the last decades worldwide. Their full adoption being limited by technical, functional, and economical factors. This study aims to apply the Adjusted Morbidity Groups (AMG) algorithm in the context of an Italian Region, and evaluate its performance to support decision-making processes in healthcare programming.MethodsThe pilot study used five Healthcare Administrative Databases (HADs) covering the period 2015–2021. An iterative semi-automated procedure was developed to extract, filter, check and merge the data. A technical manual was developed to describe the process, designed to be standardized, reproducible and transferable. AMG algorithm was applied and descriptive analysis performed. A dashboard structure was developed to exploit the results of the tool.ResultsAMG produced information on the health status of Marche citizens, highlighting the presence of chronic conditions from age 45 years. Persons with high and very high level of complexity showed elevated mortality rates and an increased use of healthcare resources. A visualization dashboard was intended to provide to relevant stakeholders accessible, updated and ready-to-use aggregated information on the health status of citizens and additional insight on the use of the healthcare services and resources by specific groups of citizens.ConclusionThe flexibility of the AMG, together with its ability to support policymakers and clinical sector, could favour its implementation in different scenarios across Europe. A clear strategy for the adoption of HRA tools and related key elements and lessons learnt for a successful transferability at the EU level were defined. HRA strategies should be considered a pillar of healthcare policies and programming to achieve person-centred care and promote the sustainability of the EU healthcare systems.

Beyond papers: understanding the making of citizenship in the Foreigners’ Tribunals of Assam

ABSTRACT This paper questions the hyper fixation on papers in producing citizens or proving citizenship, arguing that not papers but the agglomeration of legal, bureaucratic and social processes produce citizenship in Assam’s Foreigners’ Tribunals (FTs). Based on ethnographic fieldwork with members (presiding over cases), lawyers, border police officials and victims of citizenship examination processes, this paper shows that citizenship cannot be easily proved or disproved based on the possession or absence of papers, as the ‘truth’ about one’s citizenship is produced equally outside these courts. One’s citizenship status inside the court depends on a series of procedural, documentary and certificatory correlations accompanied by social performances (testimonies from family and community members). This is contingent on the truth produced outside through the suspicion of being a ‘foreigner’, easily cast in terms of one’s physical appearance, social class, religion and language. Community structures outside courts also enable certain groups to be documented easily, aiding the production of the legal truth required inside for establishing citizenship status. Therefore, the way suspicion is informed and legal technicalities are deployed to generate information and knowledge along with the role of family and community social networks all contribute towards establishing one as a citizen or a ‘foreigner’.

Effects of Citizenship Status on International Medical Graduate Specialty Choice and Practice Location.

The number of both US citizen and noncitizen international medical graduates (IMGs) practicing in the United States has grown substantially over the last two decades, but little is known about how these groups differ in clinical specialty and practice location. To evaluate the effects of citizenship status on IMG specialty choice (primary care vs nonprimary care) and practice location (rural and health professional shortage areas [HPSAs]). To analyze the retrospective, cross sectional data between 2010 and 2019, we estimated a series of multivariate logistic regressions with year fixed effects after assessing trends in new physician specialty choice and practice location. Survey of Residents Completing Training in New York, the largest publicly available annual survey of graduating residents and fellows in the US. 15,133 new physicians who accepted a job offer in our study period, including 8,177 US medical graduates (USMGs), 2,753 US citizen IMGs, 1,057 permanent resident IMGs, and 3,146 noncitizen non-permanent resident (NCNP) IMGs. IMG and Citizenship status. Whether a new physician chose to practice primary care; whether a new primary care physician chose to work in a rural area; whether a new primary care physician chose to work in a HPSA. Compared to 2010, there were 20% fewer NCNP IMGs entering primary care in 2019. Our logistic analysis found that US citizen IMGs were five times, permanent resident IMGs seven times, and NCNP IMGs nine times more likely to enter primary care compared to USMGs. Among new primary care physicians, NCNP IMGs were more likely to work in a rural area compared to USMGs while US citizen IMGs and permanent resident IMGs acted similarly to USMGs. NCNP IMGs were five times more likely to work in a HPSA while US citizen IMGs and permanent resident IMGs were less likely, compared to USMGs. There was a declining proportion of NCNP IMGs entering primary care; citizenship status affected IMGs' specialty and practice location choices with NCNP IMGs more likely to choose primary care and work in rural areas and HPSAs.
